good morning, everyone and "news4 midday," i'm haley barbour. it's tuesday, march 27th, 20012, we begin with new developments in fairfax county. police found a father and his daughter dead, they're calling it a murder-suicide. they made the discovery this morning in the 3800 block of forest grove drive in annandale. news4's megan mcgrath is live on the scene with the latest. >> reporter: police say that there were no reports of trouble prior to the shooting. no reports for disturbance or an argument that they're aware of. but something went horribly

wrong and now a father and his 13-year-old daughter are dead. >> a tow truck takes the suv from the scene. police say, it's a murder-suicide. dead, a 40-year-old man and his 13-year-old daughter. just what led to the shooting is still unclear. >> at this point in time it's still an active investigation, we believe it to be an apparent murder-suicide case and we also believe this is a domestic incident. >> it was just after 1:00 a.m., police got a 911 call from a woman in the 3800 block of forest grove drive. the suv was parked in the driveway. that's where police found the father and daughter, both had been fatally shot. the crime has rattled this normally quiet annandale neighborhood. residents it's all very shocking. >> it's really sad, my heart goes out to the family. it's like i said, i was sleeping inside. and my dog started barking.

we saw the lights. and you know, didn't really think anyone of it. and then woke up this morning, saw the news trucks and came outside, it's really sad. >> reporter: police have not identified the father or his 13-year-old daughter. investigators were here through the night, collecting evidence and they're now working to figure out exactly what happened here, piece together the chain of events. live in annandale, megan mcgrath, news4. thank you, megan. right now the second day of arguments is under way at the supreme court over the obama administration's health care law. yesterday, the debate focused on whether the penalty for not buying health insurance amounts to a tax. taxes can't be challenged until they actually take effect. the insurance penalty doesn't kick in until 2014. most justices appear to think it is not a tax. >> this is not a revenue-raising measure. because if it's successful, nobody will pay the penalty. >> congress has nowhere used the

word "tax." what it says is penalty. >> today, the justices are discussing whether it's constitutional for the government to require americans to buy insurance. and turning to our weather now, and a very cold start to the spring day. storm 4 meteorologist tom kierein joins us with the first forecast for midday, good morning. >> yeah, we had subfreezing temperatures throughout most of the region this morning. right now, though, we've recovered here now just past 11:00, it is climbing into the 40s, reagan national at 43. through central virginia, it's hit the mid 40s. farther west and north, mid 40s along the pennsylvania border. washington county, alleghany counties into the upper 30s. northern shenandoah valley, much of western virginia, in the 40s. temperatures hovering in the low to mid 40s throughout the chesapeake bay region. as we get into the afternoon hours, we'll have it warming up into the 50s by later on this

afternoon. and as we take a look at the other temperatures around, under this clear sky, it's now still a little bit below freezing up in pennsylvania. but we've got a clear sky. that's a live view from our latest satellite image, showing we'll have plenty of sunshine here for the rest of the afternoon. we'll have it rather cool, though. just reaching the low to mid 50s around the metro area, may hit upper 50s, parts of virginia by mid to late afternoon. winds out of the northwest gusting around five to 15. how cold it got this morning and what were the weird clouds in the sky? we'll take a look at that, that will be coming up in a couple of minutes. >> thank you. and we're going to check on our first midday traffic with danella sealock. good morning. >> if you're taking 395 southbound at the 14th street bridge, have a crash there blocking two of your left lanes. use caution. heading over to the fridge fridge, this is 395 northbound, 14th street bridge. road work blocking the right lane. but you can stick to the left and get by.

traveling i-270, no issues, a look at shady grove, traveling south and northbound, you're clear and connecting to the beltway not an issue. inner loop speeds on the beltway from i-270 to i-95, 55 miles per hour, only taking ten minutes to make the trip. >> we'll see you again shortly. and just a couple of hours, the parents of slain teen, trayvon martin will be on capitol hill for a hearing on hate crimes and racial profiling. the forum comes as friends come forward to defend his accused killer. they say that neighborhood watchman, george zimmerman was walking away from martin when the teen attacked from behind. zimmerman says he was punched in the face, breaking his nose and then his head was smashed against the sidewalk. martin's parents also confirm that martin was suspended from school after a baggie with marijuana residue was found in his back pack. but they say that's character assassination. >> they've killed my son, and now they're trying to kill his

reputation. >> we're not asking for an eye for an eye. we're asking for justice. an arrest needs to be made for george michael zimmerman. >> the bottom line is there was a life-and-death struggle in that instance. and someone was going to die. >> martin's family claims police leaked details of zimmerman story to depend their decision not to arrest the neighborhood watch captain. police admit the information may have been leaked. and just about an hour, the outrage over martin's death will be on display at yet another protest here in the district. students and staff from d.c.'s school without walls are holding a demonstration. at noon they will march from the school to the white house to show support for martin's family. students have also launched a letter-writing campaign asking the florida state's attorney to arrest george zimmerman. there's a heavy police presence at a northern virginia high school today. police say a student threatened to bring a gun to potomac high

school in prince william county. news4's tracee wilkins got reaction as students arrived at school this morning. >> reporter: this is the day that officials here at potomac senior high school were worried about. worried enough to tell parents about a possible threat to students. as buses and parents arrived this morning, everyone was thinking about the possible looming threat. >> i'm concerned. obviously my son goes to high school here. so i want to be careful today and keep an eye out. >> prince william county school officials and police confirm that last friday, graffiti was found inside a potomac high school past room. the words written appear to be from a student, threatening to bring a gun to school today. >> it was investigated and determined there was no credible threat. nonetheless, safety is our number one priority. so we put some special measures in place just to insure that safety throughout the day. >> reporter: a robo call went out to parents last night to make them aware of the situation. >> we always want to be open with the school community.

and we don't want anybody to get kind of a misconception of what's going on. so letting the parents know number one, that something was going on, and number two, and perhaps most importantly, that we're doing everything possible to insure the safety of the students. >> i think they did a good job by letting us know all about it. i think the kids going to be fine. they're taking pretty good precautions, they said they're going to have security, policemen and everything up here. >> it's a prank hopefully. but we don't take it lightly any more because of you know what happened in the other schools. >> the good news is it was a quiet day according to school officials and they say steps have been taken to insure it stays that way. >> but the fact is, that we're doing what the police think is necessary to insure that safety. and from what i understand, the school is operating normally today. >> while school officials say they have no reason to believe that this threat is credible, they will continue to have police here and also security, keeping an eye out just in case. in prince william county, i'm tracee wilkins.

news4. >> police are searching for the man who tried to abduct a 14-year-old girl in loudoun county near meadowland elementary school in the sugar run area of sterling. deputies say the girl ran away when the man approached her. they searched the area but didn't find anyone suspicious. coming up, pope benedict is meeting with cuba's president. we'll tell you about the meeting and the disruption that stopped a papal mass already held in cuba. plus, the rare overnight launch that lit up the sky around here. police detained a man who shouted "down with the revolution" as pope benedict xvi arrived for mass in cuba. last night, thousands gathered to see the pope celebrate mass in the city of santiago. today the pope heads to cuba's capital of havana. he's expect odd to meet with cuban president, raoul castro and possibly hisfidel,

the former long-time president of cuba. >> right now president obama is on his way home from a nuclear summit in south korea and an attempt to stop a rocket launch by their neighbor to the north. satellite images show the launch site north korea plans to use next month. they say they're launching a satellite in honor of founder kim jong il. but the u.s. sees it as a cover to test long-range missiles. the president also met with pakistan's prime minister today, in an attempt to smooth over tensions over u.s. drone strikes there. >> we're a week away from the primary in d.c., one candidate got a landslide lead. mitt romney finished with 72% of the vote. newt gingrich was in second. the winner of d.c.'s primary will get 16 convention delegates. maryland's primary is also next week. and newt gingrich is campaigning

in annapolis right now. the republican presidential candidate was invited to speak at the state house after that eel talk to business owners on main street. this afternoon, gingrich will speak at salisbury university. he'll reach out to gop voters in d.c. tomorrow with an event at georgetown university. >> after several delays, nasa launched rockets to study the upper level jet stream. nasa blasted five rockets into the air from its wallace island facility on the eastern shore of virginia. the rockets released a chemical into the atmosphere to form white clouds that allowed scientists and the public to visualize the winds. nasa had been trying to launch the rockets since last week, but bad weather delayed the project. well storm 4 meteorologist tom kierein, did you look at the clouds? >> i did go out and look, but the city lights were just overwhelming anything you might see here locally. but we had quite a few viewers that did see the weird clouds in

the sky from that experiment. now little is known about the high levels of the atmosphere. this is up where the boundary of the atmosphere in space are. so that the clouds that they saw this morning were releases, the chemical traces from the rockets. these are sort of corkscrew irridescent, strange-looking clouds in the sky. they were seen all along the atlantic seaboard from north and south carolina to new england. seen around our region. if you were out in a dark rural area, around 5:00 to 5:15 this morning. a lot of reports from people that did see those strange-looking clouds in a clear sky. right now we've got a clear sky, but no clouds. there's the bright sun pouring down on washington. and look at the trees, they certainly have greened up. and around our region, temperatures are warming up as well. we have temperatures right now reaching near low to mid 40s. reagan national is at 43. wind out of the north at about seven to 10 miles per hour. and look at the lows we had this morning. reagan national got down to 34.

these are the lows all around the region. many areas west and north of i-95 got down into the mid and upper 20s in a few places. cumberland got down to 26, 27 in gaithersburg, it was well below freezing, most of virginia, most of maryland. including away from the waters on the eastern shore and into west virginia. pennsylvania, some of the temperatures there dipped under to 20 degrees this morning. nowhere near the record low, reagan national's record low, 20 for this date. so nowhere near that. right now still a chill in the air. we're in the 40s to upper 30s farther west and north of us. and right now, we will have these temperatures gradually climbing. but it's still just in the low 30s up in pennsylvania. still a few spots there, upstate new york, are below freezing here, even at 11:00 in the morning. but southern virginia, many locations in the upper 40s. and they're through central virginia, may reach upper 50s, as close as fredericksburg later this afternoon. going forward over the next 48 hours, we'll have some clouds coming in tonight and then maybe a few showers and thundershowers

rolling through tomorrow. and then on thursday, we'll get the sunshine back. and we'll have some cooler weather moving in for thursday and into friday. for the rest of this tuesday, though, expect lots of sun, it will be cool this afternoon, reaching the low to mid 50s around the metro area. and farther to our south, it may hit upper 50s, northwest winds around 5 to 15 and overnight tonight, we'll have some of the clouds begin to close back in and it's going to be chilly. but not as cold as this morning. the clouds will act like a blanket, hold in some of the warmth from today, we'll be down to the mid 40s by midnight. and bottoming out by lower 30s, near 40. what a warmup for thursday, afternoon highs reaching the mid 70s and a possibility of a passing thunderstorm. late afternoon, early evening. after that we'll get some sunshine back on thursday. and into friday. but cooler weather, morning lows on thursday, the 40s to near 50, afternoon highs mid 60s. a bit cooler on friday, morning lows, upper 30s, lots of sun on

the new film, "the undershepherd" debuts tonight in silver spring. it was written and directed by nationally-syndicated host, russ parr. he and one of the stars join us to talk about the movie. welcome, good to have you with us. >> great to be here, barbara. >> i understand this movie is about two ministers, is that right? give us a little about the plot. >> it's basically about two ministers that you know, it's an ongoing problem where they've got a changing of the guard. they're trying to take over a church where you know, there's an old pastors there and they're trying to kind of move them out of the way so they can inject some new blood, so to speak. basically two friends that they start out on the same path, but --

>> i'm assuming it's a comedy. >> no, hard-core drama. >> it's a departure for russ. >> people assume -- >> there's some fun parts. because people can like actually see you know we were at duke ellington last night. this was her first time seeing the film. we're saying, they're laughing in places, why are they laughing? because it's uncomfortable. it's stuff that you see. >> we've got a little clip, let's take a look. >> you're a fraud and an insult to this church. and god. >> i am god. >> wow. that is pretty powerful. >> that's nothing to laugh at. >> it is not. but if you hadn't told me that it wasn't meant to be a cox med i would probably think it's a film coming from russ parr, that

a joke is coming. >> what i wanted to do, i wrote the script a few years ago. i just don't like when people put new a box and say, okay, this is all that russ parr does, he cracks stupid jokes in the morning. but this script was probably one of my favorite ones. because you know, the church is a backdrop here. and a lot of people, say, you're indicting the black church. i don't think that's what i was doing. >> tell us about your character. >> my character is kind of a surprise actually for me. i'm usually playing like a really great stand-up woman. the wife, the good girlfriend. and for this i'm quite not that, i'll just say that. i don't want to give it away. it's kind of a surprise what happens. i play sister roberts who is married to one of the other elder pastors in the church. like russ was saying you have these two new, new guard of preach who are want to come in and oust the old guard. and this movie is really about a story of lifestyle. you have one preacher who wants

his lifestyle to be very calm and safe. and then you have another preacher who comes into the church and is just -- loved for being out there and raising money for the church and doing all these other things that makes him all about power. and the power just takes over him and he becomes just a villain. >> so you really like your character? >> i loved playing something different, yes, i did. >> well, this is not your first movie, obviously. >> no, it's my fifth. >> do you like making movies as much as you like being on the radio? >> yeah. actually it fulfills another, you know, another aspect of you know, being creative. i think writing and doing those things, it's an outlet for me. radio, i love the instant gratification, when you say i made somebody's day. with film, you know, it's a long process. and to see, to be able to tell stories, like in this particular film, you know, i didn't want people to think that i was indicting the church. that's the first thing people

think, all right, russ, you're indicting the church. about i want to be able to say something in film. >> what is the message that you want to say? >> the message here is that you know we need to hold some of these people that we look up to and put up on a pedestal, accountable for their actions. i think that's part of the problem here. i didn't take this film and take the characters and do a bishop eddie long thing or anything like that he i just put enough on his plate to make it real. i want people to see you know, the message really want them to take away is that you know, this is a man. this is not god. and although he gets to the point, he thinks that he is. and that's the dynamic in here. this is not like your typical gospel movies that you see. it's nothing like that at all. this is a legitimate story. it's real. and i try to write from a realistic point of view. but this guy, this character, isaiah washington in this movie -- >> is amazing, oscar-worthy performance from eisaiah

says they'll stop reviewing facebook accounts of potential employees, applicants to the spotsylvania sheriffs office used to have to allow screeners to see the social media accounts, but outrage from job-seekers and lawmakers have forced the office and others around the country to suspend that practice. >> put food on the table. get the job or surrender privacy, that's what's so absolutely abhorrent about this practice. it is as much an invasion of privacy as it would be an employer asking for the keys to somebody's home, so he could rummage through files, drawers, diaries, photos. >> congress has requested an investigation into whether it's legal for employers to check facebook accounts of prospective hires. the former head of the international monetary fund faces new charges. french officials opened an investigation into dominique strauss-kahn and his alleged involvement in a prostitution

ring in france that could extend here to washington as well. the 62-year-old is accused in taking part in sex parties that included hired prostitutes. the bbc reports most of the cases happened in france, but some included sex parties here in d.c. when strauss-kahn lived in georgetown. strauss-kahn was detained for eight hours in southern france. he has since been released after paying a $135,000 bond. last summer strauss-kahn stepped down from his imf post when a hotel maid accused him of sexual assault in new york. prosecutors dropped criminal charges, but the maid is seeking damages in civil court. fairfax county police asking for your help in finding a man who attacked a student. police released this sketch. this attack happened as she was watching home from wt woodson high school last week. the girl was dragged into the woods, but managed to get away. a surveillance camera caught the man running down the street. police say he may be driving a

white four-door honda accord. speed cameras in maryland are at the center of a class-action lawsuit. this summer, the state court of appeals will decide whether cameras in montgomery county violate state law. that's because a contractor that installs and maintains the cameras gets a cut of the fines. state law prohibits the operator of speed cameras from charging a fee for tickets handed out. the court will hear the case in june. well, you could soon get a ticket at a green light in the district. mayor vincent gray wants red light cameras to catch drivers who speed through intersections when the light is green. laser beams could be installed in tunnels to catch speeders there. the mayor hopes to raise more revenue. but police say it's about keeping drivers safe. well you might start seeing some pink wildlife in our area, especially in fairfax county. it's part of a new study trying to reduce the deer tick population. the pink coloring will come from a device that looks like this one, that you see here. they're designed to attract deer

and coat them in a pesticide that kills ticks. county wildlife officials hope it will reduce the number of lyme disease cases. there are 20 stations set up. the product is scheduled to last until the year 2015. going to check in again with tom kierein for the latest on the forecast. the warmup begun yet, we hope? >> still a chill in the air. we have a bright blue sky with the sunshine pouring down. here's a live view from the sky watcher camera there's the national cathedral. you can see in front of that how green the trees are getting, off in the distance you can see the washington monument. and we have the bright sun with us that is beginning to warm us up a bit. but still, only in the low to mid 40s throughout much of the region. farmer west and north, up along the pennsylvania border it's only near 40 degrees to the upper 30s, we'll finally climb into the 50s by later this afternoon. all to mate it to the low to mid 50s around the metro area, and

upper 50s, fredericksburg towards culpepper and parts of the southern maryland and tonight, clouds close back in it will hold in some of the warmth from today. so not as cold as it was this morning. bottom out in the upper 30s, to around 40 starting off wednesday morning. and during the day tomorrow, a lot of clouds around. we'll have a front beginning to move our way during the afternoon. that may trigger some scattered thundershowers. otherwise, a lot of clouds around and milder, into the 70s, sun back thursday and friday, over the weekend and there may be some rain on saturday. but sun returns sunday and monday, that's the way it looks. >> a forum going on right now in southwest washington is examining ways to get distracted drivers to focus on the road. the national transportation safety board is hosting the discussion. highlighting risks with distracted driving and ways to promote more attentive behavior behind the wheel. >> safety advocates, automakers and researchers. the ntsb is holding its forum at

l'enfante plaza. >> still watching 395 northbound for you. it looks like your two right lanes are taking away because of bridge work. your travel speed, you're under speed at about 41 miles per hour. taking 16 minutes to get from the beltway to the 14th street bridge. now traveling route 50, this is a live look at davisonville road. no issues east or west on 50. westbound to the beltway, 63 miles per hour to make the trip. no accidents at all. back to you. new research claims weight loss surgery can reverse and possibly cure type ii diabetes. doctors at the cleveland clinic put 150 patients with severe, out of control diabetes in three groups. a third of the patients got the best drug therapies. a third got gastric banding surgery and a third got the surgical bypass operation. both types of surgery helped.

there. gets what, you're sauteing. if you take out the fear factor you're far more successful. >> how does a rock star cook, like that? >> it's all about owning that. if you say chefs are the new rock stars, you don't have to have this hair to do it. but if chefs are the new rock stars, i want everyone to be a rock star in their own kitchen. own it, have fun with it, make the process of getting to dinner as fun as dinner. that's what i try to do in "cook like a rock star" and in "secrets of a restaurant chef" to get people to have more fun in the kitchen. >> these are not simple recipes are they? >> some are simple, some are more difficult. the whole idea is i try to put it in an approachable way and in language that it sounds like my voice. so it seems like we're cooking together. >> what's your favorite thing in here? >> it's like picking out my babies, i don't know which one is my favorite. probably one of the pasta dishes, you know, the sweet and sausage ragu, maybe. one of those. >> recently, "new york times"

set off a little controversy saying some of the cooks and famous ones were hiring ghost writers to write their cookbooks, what do you think about that? >> i think ghostwriter is a wrong term. ghostwriter to me means someone who sun credited and someone who takes responsibility for someone else's work. my book writer, her name is right on the cover. and she, writing a cookbook is a tremendous undertaking and it's not just like here's my stack of recipes. and so what she had done is when i wrote my recipes, i handed them over to her and we, i dictated stories to her. about the recipes and she came up with the framework for my restcip recipes, she got them on paper. it goes back and forth so often. but it's definitely a collaboration. >> and i think that works for most people that way, doesn't it? >> chefs, i mean chefs are, we're busy people and we're not all writers. and so i mean i started with no writer and i was like i was an english major in college, i

don't need a writer. and then i was like i need a writer. every little comma, it just helps. >> i can imagine. the finale of your show, "worst cooks in america" your student against bobby flay's student, is that how it's going to go? >> this sunday night, 9:00 p.m. on the food network. it's kelly versus vinnie. i'm a two-time undefeated champion. we're going to see if it's going to be a three-fer. >> do you think your student is going to do okay? >> all my eggs are in her basket. >> do you have any idea what she's going to be making? >> we come up with a menu together. we talked about things that were important to her. stories that i mean this is all part of the story of the show. stories that were important to her childhood and we made a menu around that. >> do you have a favorite restaurant in the washington area? >> i have to say i just ate last night at pearl dive and it was delicious. so fun. >> i don't know that one. >> apparently it's new. >> call the chef and get him in here to cook.

actually just recently within the last week the american society for facial plastic surgery came out with their statistics. every year they look at the previous year. and there were 9.2 million procedures that were done over the course of 2011. >> 9.2 million procedures of every type? >> right, $10 billion worth of procedures done. >> everything from nose jobs. >> eyes, facelifts? >> exactly. then they strat fi the information out and they look at surgical procedures. and nonsurgical procedures. the botox and dysport are number one for nonsurgical. a lot of people get them. they look at data from board-certified dermatologists and plastic surgeons and they look at the statistics that we report for the procedures we do in our office over a 12-month period. so that information is very new, 91% are women, of course, we see

getting these procedures. 9% of men. >> do you think if people are starting to not look for the nonsurgical procedures now? it seemed that a year ago people were telling us -- >> it went down just slightly. that could be the economy, there are a lot of reasons why that happened. in fact, surgery bumped up a little bit. whereas last year it was down. so we do see that. and there's some new information out on looking at the facial plastic surgery procedures, and really years does that afford you to look younger with more down time, risk of anesthesia and infections and bleeding and things like that. >> what procedures are doctors now recommending for patients who are worried about wrinkles in their 30s and 40s. >> there are wrinkles that occur with facial expression and from a baby, we make facial expressions. so over time you're going to see those movements. such as frown lines and forehead

lines and things of that nature. and then there are those wrinkles that come as a result of sun damage. we can kind of prevent those buy wearing sunscreen, that's the first line of defense for an anti-aging regimen that i recommend. >> then what? >> then that depends. if they're due to the muscle contraction, we can use the neuromodulators like botox and dysport. if they're wrinkles that are at rest, not making expression, that's when we have to start doing cosmoceuticals, in-office procedures like microdermabrasions, chemical peels, resurfacing of the skin. >> suppose it's sagging skin, then what? >> it depends on the degree of sagging. for one, there are a lot of fillers that can be used to actually plump the skin. we do see that. and if you start with these procedures early in life, say 30s, mid 30s, and upward, you

will find you need less and less of these surgical procedures and there ra a lot of people who aren't surgical candidates. >> do these nonsurgical procedures work for people 50 and older. >> yes, they do. actually a lot of the studies they went to 65. but that doesn't mean that people over 65 can't get these procedures done. when you're doing fda trials you have to have an age limit in which you're doing the study. so that's why you hear that sometimes. but it doesn't mean that they can't get it done. >> all right. so nonsurgical still out there, and getting better? >> nonsurgical is getting better and better. >> we know that you've just come back from a big conference. >> and in the next few weeks i'll be bringing some information from the american academy of dermatology conference that i attended last week. eel week i'll have some things of what's new. >> thank you, doctor. it's now 11:51, coming up your chance to win over $300 million.
