megamillion dollar prize. we know this for sure. the winning ticket was sold at a 7-eleven in milford mills. but who has that ticket? that could still be in doubt. the best selling paper in baltimore today could well be the new york post. it tells the story of the milford mill mcdonald's megamillion dollar mystery. it centers around this milford mills 7-eleven and a woman by the name of mimi wilson. she works at the mcdonald's up the street. "the post" says she claims to have one of those prize winning tickets. >> oh, my gosh. i wish i was a better neighbor to her rncht that's a.g. tyler. she lived nearby ms. wilson. >> oh, my god. that's wonderful. >> reporter: this is how they tell the story. 15 workers at this mcdonald's, each chip in $5 to buy

megamillion dollar tickets. ms. wilson then takes that money, goes down and buys all the tickets, and brings it back and puts it in the safe here at mcdonald's. friday the owner of the mcdonald's gives ms. wilson five more dollars to buy more tickets to add to the workers' pool. ms. wilson says she went to the 7-eleven. bought $5 worth of tickets. but she says she also bought a couple side bets for herself. she says her side bets, one of them was the winning ticket. the ticket she bought for the workers, losing tickets. now the owner of that mcdonald's says the report that a manager at the restaurant could be a potential winner is, quote, purely speculation. i strongly caution anyone from jumping to conclusions. at stake $218,666,666, one-third

of the largest jackpot of all time. at the maryland lottery headquarters they say nothing counts until someone shows up with those lucky numbers. >> we've heard it's somebody's cousin, somebody who works up the street, the guy who mows the lawn, the lady at the mcdonald's. it doesn't matter until somebody -- >> reporter: comes in with that ticket. >> exactly. >> reporter: i was unable to talk to ms. wilson to get her reaction to the new york post story. now, in maryland you have 182 days to claim your prize. you can keep your name out of the news but you have to show up in person to get that money. live in baltimore, pat collins, news 4. we are also following some developing news out of northwest washington. a pedestrian was killed after he was hit by a garbage truck around 2:00 this afternoon. this was near the intersection of harvard and columbia roads in the columbia heights neighborhood. we're told the victim is a man but no word yet on his identity or what led up to this accident.

also, a violent weekend in prince george's county. seven shootings over 72 hours. five people shot and killed including an 83-year-old grandmother. darcy spencer live outside merchandise in palmer park. darcy? >> reporter: 32-year-old christalina warner is accused of shooting and killing her 83-year-old grandmother. police say it happened inside their home in danville road in prince george's county saturday night. >> i feel for the family. you know, when something like that happens so close to home. >> reporter: according to these court records the granddaughter actually reported her granddaughter missing. when police showed up here at the home for their investigation they found the grandmother here in the living room, her body wrapped in plastic and blankets. police say warner later confessed to killing dorothy ogden during a fight in the

hasn't slept for 72 hours. >> police say 21-year-old david shaum was shot and killed in this house on judith avenue in district heights after he shot someone in the leg during a robbery. prince george's county homicide detectives are working with the state's attorney's office in that latest case to determine if that was a case of justifiable homicide. coming up on news 4 at 6:00 you'll hear from a county council woman who is now proposing a gun registry here in prince george's county. reporting live from palmer park, darcy spencer, news 4. tonight metro is kicking off a new public awareness campaign on sexual harassment against riders. metro's ceo joined metro employees at the gallery playstation here late this afternoon to distribute new anti-sexual harassment flyers. they say rub against me and i'll expose you. the first phase of the effort includes the ability to report and track incidents online. customer awareness posters will also be displayed in the subway system and on buses. d.c. police are warning women

tonight to be on guard after several reported being attacked by cab drivers. police tell us there were seven incidents in recent weeks. six of the victims are women. one was allegedly punched. another says she was dragged from a taxi by her ankles but she has yet to be -- or officially file a complaint. the head of the d.c. taxi cab commission is sending a warning letter now to drivers. >> what we've told them is that we will not tolerate, zero tolerance on any treatment of passengers that is either verbally or physically threatening or frightens them. >> he says drivers will be prosecuted for abusive behavior. legislation is also being proposed now to install panic buttons in all d.c. taxi cabs to alert police to problems. in the race for the white house, gop candidates will be focusing on our area.

tomorrow both maryland and d.c. are holding their primary elections. wisconsin also holding its contest and according to the latest polls mitt romney is favored to win all three. the other candidates are vowing to stay in the race but if romney does win all three he could be about half way to the required number of delegates needed to claim the nomination. polls in maryland will be open from 7:00 in the morning until 8:00 tomorrow night and experts say it is the first time in at least 30 years the primary has really mattered. the primary in the district also is a big deal. voters will have a chance to change the makeup of the d.c. council where former mayor marion barry is seeking his third consecutive term. tom sherwood joins us with more on that. >> there are five council seats at stake tomorrow but none is more well known than marion barry. >> time to get out and vote. >> reporter: at barry's headquarters inward 8 volunteers were pumping up the turnout for

intact and not overturn it. in our weather once again parts of our area under a frost advisory or even a freeze warning. >> let's go straight to doug kammerer to find out just how low we'll go. >> some areas i think will be near the freezing mark overnight tonight so many of you if not most of you will see temperatures in the 30s when you wake up tomorrow morning. out there right now though plenty of sunshine. it is beautiful. 61 the current temperature. winds right now out of the west-northwest at 12 miles an hour gusting to near 20 miles an hour at times. but the wind is not all that bad. not as bad as it was this morning where things were really quite cool. 59 right now in gaithersburg. 59 in leesburg. a nice and mild 65 in fredericksburg and 67 down to the south in charlottesville. storm 4 radar nothing to show you now. you know we're seeing plenty of sunshine so no clouds and no rain across the region. don't expect to see any rain. the overnight low temperatures will be the story down to about 40 inside the district, maybe 41 when you wake up and step out the door at 7:00 a.m. most of you into the low and mid

in news 4 your health the food and drug administration is making a plan to ban products containing bpa the agency saying it still has concern over the effects of bpa on young children but needs more research. to do that the agency has designated $30 million for new studies. bpa is a sealant used in plastic products. some experts say it can cause cancer and other health problems. doctors at the mayo clinic are seeing a dramatic rise in the number of young adults with skin cancer. researchers found that between 1970 and 2009 the incidence of

melanoma the most serious skin cancer increased eight fold in women and fourfold in men. joining us now to talk more about this is dr. nancy snyderman. what do they believe is causing this spike? >> wendy, they didn't look specifically at what may cause it but did see an alarming trend and that trend over the last 40 years correlates to the introduction of suntanning beds into the u.s. market place. so increasingly dermatologists are warning that the uv rays that come from sun beds can be just as harmful as the uv rays from the sun and it's not necessarily safer as conventional wisdom holds. >> okay. would that explain why this spike is higher in young women since i tend to think they tend to go to tanning beds more? >> you hit the nail on the head. young girls are still finding sun tans sexy. they are sort of getting their skin ready for the summer months wearing less clothing than perhaps a generation ago and there is also a misconception that to be put on sun block once

that it is going to protect you the rest of the day. because young skin is so susceptible, it increasingly is part of the reason why we're seeing this huge uptick in young people under the age of 40. wow. i'm interested in how they did the study. they focused on a county in minnesota so that would seem to be a smaller population plus i think people in minnesota a lot of them can trace their ethnicity back to scandinavia so i assume they are fair skinned. is that -- how accurate would the study be when you extrapolate it out? >> you are absolutely right on both counts. i mean, a small group of people. what they did was followed the small group of about 240 people over a very long period of time. so they were able to look at trends and that's the uptick that they saw. now, you can also say, although a lot of people from minnesota may have nordic ancestry and be susceptible that there are people who aren't exposed to

that much sun so perhaps their risk should be somewhat less during the entire aspect of the 12 months. but i think it's the overall aspect that over a four-year period they followed the small group of people and saw an uptick they could not explain in any other way. while the tanning bed association is pushing back saying the study is not good and there haven't been any great studies increasingly dermatologists are saying not so fast. it's a risk even for 12 and 13-year-olds, kids even younger. >> all right. okay. thanks so much. dr. nancy snyderman. >> you bet. >> you can see dr. snyderman's full report on this alarming new study tonight on nbc's nightly news with brian williams. you needed sunscreen today. it was strong. >> really strong. the sun is now starting to get stronger obviously as we move out of winter into the months of spring. yeah you really do want to put on some sunscreen even when you're out and about walking to and from work. that is what the dermatologist would tell you. i'm the meteorologist and i just tell you it's sunny and you do

the rest. out there right now a beautiful afternoon, simply gorgeous, temperatures of 61 degrees with all that sunshine and bright, blue skies. the atmosphere really clear and clean with those west northwest winds. winds gusting to 20 miles an hour across the area as we look and see our current numbers sitting in the 60s in most locations. 64 in culpepper. 65 in fredericksburg. 62 in la plata and toward waldorf. patuxent river 57. a little cooler leesburg and gaithersburg right now at 59. it is going to be a cold night tonight. many of you are going to see temperatures into the 30s. washington, i think will be above that freezing mark. down to the south i'm not too worried. freed ricksburg in toward southern maryland you could see some frost though the atmosphere is fairly dry and you need a little moisture to get the frost to form but there is a frost advisory in effect including frederick county, virginia over toward loudoun county down toward northern fauquier and then back toward the west around la ray. over toward the north talking about martinsburg, hagerstown,

frederick under a freeze warning. once again i expect temperatures to get down right around the freezing mark for a couple hours but not a hard freeze. we're not talking about temperatures in the 20s. these are temperatures in the lower 30s. you may want to cover up those plants to be sure. storm 4 radar all clear. we're not talking about any rain right now. we're not seeing any rain out there for the next 24 hours but then things get a little iffy and right now we're watching a big storm. a lot of severe weather. a lot of wind reports out of this storm just to the east of dallas, a lot of rain in the state of louisiana but that is really about it. a few more storms into the carolinas, back through tennessee, but our area high and dry. take a look at these numbers. we've got this trough, this trough that has brought us the cooler weather. 58 in pittsburgh. 61 in washington. look at the other side. 88 in st. louis. 91 in omaha, nebraska. 84 in memphis. if this weather was coming our way, we'd be talking about temperatures in the 70s and 80s tomorrow but i think this trough is going to try to stick around for a couple of days and that's

actually the pattern i think we could see. maybe for the next couple weeks. so a troughy pattern means for us cooler temperatures. we are going to see sunshine. plenty of sunshine during the day tomorrow. nice weather. i think back to around maybe 70-degree mark in parts of the area but then the showers make their way across our region. most likely on wednesday we're talking about a 30% to 40% chance of showers. you can see here is washington so the best chance will be down toward the south. maybe down toward fredericksburg or richmond during the day on wednesday. this evening, clear skies. breezy and cool. 50 to about 55 degrees. tomorrow morning, you know it's going to be on the cold side. temperatures down to about 32 in the suburbs to about 40 in the city with possible frost out there. so a cold start to your tuesday. wednesday, though, high of 73 degrees. and then we see that trough build back in so we're talking cooler numbers again. 60 on thursday. 63 on friday. temperatures around average. when i say cooler, that's compared to what we saw in march which was so warm. so average is not bad when you get to the month of april. >> okay. thank you, doug.

fast forward through the headlines. three winning tickets for the record breaking megamillions jackpot are still unclaimed, purchased in kansas, illinois, and maryland. a maryland mcdonald's worker told the new york post she is holding a winning ticket but has yet to come forward to officials. a violent weekend across prince george's county. seven separate shootings over a 72-hour period. five were murders. police say the crimes are not related and they are not random. voters in our area get to help decide the republican presidential candidate. both democrats and republicans will head to the polls in maryland and the district. wisconsin is also holding its primary. the latest polls show mitt romney favored to win all three. now let's fast forward to the weather. doug? the weather right now simply spectacular. beautiful conditions with the temperature out there right now of 61 degrees. take a look at the numbers around the region.

philadelphia right now 59 degrees so some cooler weather to the north and east. look down at roanoke right now. 76 degrees. some of that warmer air is going to try and make its way in here during the day tomorrow but first we have a fairly cold night out there. frost and freeze advisories out. we'll talk more about that in just a minute. >> all right. thanks, doug. a special prosecutor has decided a group of impartial citizens is the best way to determine if any charges need to be filed in connection to a deadly police involved shooting that occurred in culpepper, virginia. >> that shooting killed patricia cook in february. julie carey spoke to the prosecutor today and got reaction from cook's family. >> reporter: the fatal shooting of 54-year-old patricia cook by a culpepper town police officer in early february has shocked and stirred that community. now the special prosecutor assigned to the case fauquier county commonwealth attorney james fisher has decided a group of citizens can best investigate and decide if charges are warranted against the police officer. he is asking the judge to

impanel what is known as a special investigative grand jury. >> given the heightened scrutiny and the fact that you had a police involved shooting of a citizen it is very important to be very thorough, very method methodical and leave no stone unturned rnch the special grand jury will be comprised of seven to 11 citizens. a judge will question them first to make sure they can be impartial. perhaps most importantly, they will have subpoena power to bring in witnesses and at the conclusion of their probe the group can issue an indictment. >> my goal is to bring as many people in as possible who can enlighten the jury on what happened that day. >> reporter: state police who conducted an initial investigation say cook was in her vehicle at a church parking lot when the culpepper officer approached her and began questioning her. they say when cook was asked for identification she began rolling up the window on the officer's arm trapping him. state police say she then began driving away, dragging the officer. that's when he reportedly fired his weapon, killing cook. but at least one eyewitness

claims the officer's arm was never caught in the window. by phone from her home in new jersey, cook's mother says she welcomes the special grand jury investigation and hopes the group's work will result in charges against the officer. >> why did he shoot my daughter five times? i would like just 'tice to be d. i think pat deserves justice. she didn't get it in the parking lot. >> reporter: the prosecutor says once the special grand jury is impaneled it'll need ten working days to interview witnesses and make its final decision. it is expected the group will begin in early may with a decision coming in late june. in fauquier county julie carey news 4. maryland wants to get tougher on people who smuggle cigarettes. officials including the state comptroller showed off some of the hundreds of thousands of packs of cigarettes they confiscated recently. they say they've intercepted more smuggled cigarettes in the past nine months than they did

in the entire previous fiscal year. the maryland general assembly may increase penalties to crack down on cigarette smuggling. federal prosecutors are asking the jet blue captain who suffered that mid air meltdown to be held without bond. pilot clayton osbon had his first court appearance yesterday. he is charged with interfering with a flight crew. last week he started acting erratically on a flight from new york to las vegas forcing emergency landing in texas. he says he did not intentionally act violent toward anyone. the judge is expected to rule on the bond issue on thursday. it's a pretty good time to be an airline passenger. despite higher fares and new fees an annual survey shows airline performance has steadily improved over recent years. in fact, over all quality is at a 22-year high. richard jordan tells us which carriers are the best and worst in the rankings. the research looked at 15 of the most popular airlines. there were a few that came up

short but overall a big impro improveme improvement. flying the friendly skies is actually getting more friendly. a new report says the nation's airlines are improving the travel experience getting travelers and their luggage to their destinations as scheduled 80% of the time. my bag was actually waiting for me when i got here so that is an improvement. >> that is coming at a price with air fares on the rise. >> with gas prices going up the fares have gotten ridiculous. >> reporter: but if money is no object and you want to arrive somewhere on time you may need to plan a hawaiian vacation. hawaiian airlines has the best arrival time with nearly 93% of flights touching down at or close to the scheduled time. jet blue landed on the other end of the spectrum with more than 25% of flights arriving late. but jet blue has the lowest rate of bump passengers. the study found southwest received the fewest complaints. it averages one complaint for every 300,000 passengers. but united had the most with

nearly seven times as many. that high complaint rate attributed to united's merger with continental airlines. the most calls and e-mails came in for flight problems. 14% of complaints are about baggage. 12% due to customer service. 11% for reservations and ticketing issues. many flyers agree airlines are stepping up. >> the efficiency of the airlines counter meadowlands an prives the service. it's a deal. >> reporter: american eagle came out on top the airline had the highest improvement rating against all competitors. at reagan national richard jordan news 4. the navy opened its doors today to a new state-of-the-art robotics lab. the $17 million naval lab in southwest washington is dedicated to testing how robots could work in remote areas. it features replications of an environment you would find in the desert, jungle, even under

we have breaking news out of california. the death toll has climbed following that shooting at the christian college in east oakland. police say ten people were shot and seven have died. police say a shooter opened fire at oikos university about 2:30 eastern time. the school is described as a korean religious school for adults. there is a suspect in custody. no word on a motive. a shooting forced officials to suspend early voting at a rec center in northwest d.c. this weekend. two people were arrested outside the tacoma community center saturday. police say one of the suspects had been shot in the arm and ran into the building for help. the search continues for the third man. police say the group tried to hold up four people nearby. no one was hurt. today fbi agents began questioning potential witnesses in the neighborhood where trayvon martin was shot and killed. agents are focusing on whether

neighborhood watch captain george zimmerman was racially motivated when he pursued martin after calling a nooic911 police dispatcher. the state of florida is also conducting an investigation into the shooting. protesters continue to rally demanding zimmerman to be arrested. >> don't talk to us about violence. handcuff the violent one. i want to pause to warn the state of florida, you might have let casey anthony go but you better not let george zimmerman go. >> george zimmerman acted in self-defense and i believe the stand your ground law will apply in this case. >> zimmerman's lawyer also says this is not a case of racial profiling and zimmerman was not a racist. many police departments across the country use cell phone tracking often without court orders. according to a new survey by the aclu the group surveyed 200 state and local law enforcement agencies nationwide and found only a handful of them obtained warrants before tracking a cell

spring time. it's the season often looked at as fresh and clean but when it comes to spring cleaning it's a chore many of us dread. >> have no fear. liz crenshaw found easy ways to spruce up for spring cleaning with her latest tricks of the trade. hey, liz. >> hi there. we turn to the ritz-carlton for expert advice on making your spring cleaning sparkle. more than 60% of people spring clean according to the american cleaning institute so of course a hotel like the ritz had plenty of tricks to share. ever wonder how hotels like the ritz-carlton keep their rooms sparkling clean? in the d.c. metro area the four star hotel maintains more than 1,000 guest rooms. that means up to nearly 1400 bathrooms cleaned and 1300 beds made every day.

magdalena tudosa is the director of service at the ritz. her trick for cleaning supplies? a very simple shopping list. >> we have vinegar, lemon, rubbing alcohol, magic eraser, baking soda, and microfiber cloth. >> reporter: no chemicals, all natural without harsh smells. she starts with a simple vinegar solution. 12 ounces of white vinegar, double the water, and a squeeze of lemon. >> we do the windows using our solution and newspaper. >> reporter: okay. go ahead. >> we are not using paper towels or microfiber cloth because of the lint. with the newspaper you clean everything without any trace and it's very easy. >> reporter: she uses the same cleaning trick on glass shower doors. but when it comes to glass table tops, she uses rubbing alcohol as a disinfectant plus it's beneficial for guests with allergies. as is baking soda. >> just sprinkle it on the

carpet and you let it stay for about five minutes. and vacuum it up and it eliminates the smells and does very good too. >> in the bathroom use it to clean the sink, tub, and grout. >> this is very good for the chrome, too. it makes it shiny. >> clean out the shower drain by using baking soda and vinegar. what about bed lynn ens, pillows, any tricks here? >> you wash the pillows in the washing machine. >> you do. >> yes. they are feather pillows in cold water and we dry them for about an hour. otherwise they'll be nasty smelling. >> reporter: now on to dusting. the trick to cleaning a flat screen tv? a damp microfiber cloth. >> you just wipe the screen very gently. >> reporter: no spray. >> no spray. >> reporter: no ammonia. nothing like that because you destroy the screen. >> reporter: when it comes to scuffed base boards the ritz trick is the magic eraser.

a final check on the weather. >> get some newspaper. >> needs a lot more than that trust me. let's get the word on the weather from doug. >> it looks like spring. i have to say i am very disappointed in my brother who lives in miami and used to work at the ritz-carlton. not anymore. no deals for anybody else. it wasn't very good. right now though, warm temperatures and how about this for the month of march? not just warm. the warmest march that we've seen ever in our history. the average march temperature 46.8 degrees. this march, 56.8. that is 10 degrees above average. and yes as you know a couple of those days were into the low 80s. right now 61 degrees with a temperature that's nice and mild for this time of year. it's actually right around average. plenty of sunshine but winds gusting upwards of 20 miles per hour. 61 in port belmar. 60 in huntington and annapolis. a pretty nice afternoon.

a fairly nice evening but it will cool quickly as you make your way out and about rmt storm 4 radar, all dry. i don't expect any rain through the day tomorrow but then wednesday is our next best chance. take a look at the morning lows. 32 in martinsburg. 33 in frederick. that area under a freeze warning. the rest of us here into the 30s and there is a frost advisory in effect. we could see a little frost overnight tonight. not too worried about it but i expect at least the potential back to the north and west. 40 in washington. 46 la plata. 40 down toward the patuxent river area. you are going to wake up to fairly cool numbers but tomorrow afternoon beautiful. plenty of sunshine. high temperature around 69 in d.c. 70 in culpepper. 72 in fredericksburg and the temperature around 69 in la plata. tuesday is really looking quite nice out there. and the next couple days we warm up on wednesday with a pretty good chance for some showers. says 30% here. may have to bump it up a little bit. best chance of showers or any rain will be down to the south of washington and then it does look like we cool a little bit on thursday and friday.

temperatures 60 degrees on thursday. temperature right around 63 on friday. so close to the average for this time of year. the month of april not bad. >> thanks, doug. well, it was a sudden attack captured on live television when an 85-pound mastiff bit a denver anchor during an interview in february. the dog bit her on the face after she put her face too close to his. she was severely injured. this morning kyle dire returned to the anchor desk at kusa. the nbc affiliate there. she has some scars on top of her mouth but no longer has problems speaking. at the time of the attack she was interviewing the dog owner and a firefighter who rescued the dog but ended up in trouble himself. this morning dire thanked her fans and her colleagues. >> i appreciate you all because i have read every single letter, every single e-mail. there is no way i can write you personally but thank you so much. it's been really wonderful to hear from so many of you. so thanks so much. >> terrific. and the mastiff was placed in quarantine for ten days then released back to his owner.
