jay gray has our report. >> reporter: a handful of protesters most of them students marched to the sanford police department today blocking front doors and for a short time actually closing the office down. as the protests over the trayvon martin shooting continued special prosecutor angela cory announced she alone would determine if charges would be filed in the controversial case. she spoke briefly today by phone to protesters. >> whether a grand jury or special prosecutor we just want justice for trayvon martin and for trayvon martin's family. >> reporter: in a brief written statement, cory said she would not present evidence to a grand jury set to convene tomorrow. and that, quote, at this time the investigation continues and there will be no further comment from this office. >> anything that gets this case to the courtroom the right way i think is what we all want. >> reporter: martin family attorney benjamin crump released this statement after cory's decision. we are not surprise bide this

announcement and, in fact, are hopeful a decision will be reached very soon to arrest george zimmerman and give trayvon martin's family the simple justice they have been seeking all along. it's been 45 days now since martin was shot and killed by community watch volunteer george zimmerman. his legal team continues to insist he fired in self-defense. >> when you're getting your head slammed on the ground after your nose is broken it is a pretty good reason to fear imminent injury. you are entitled to use force including deadly force to protect yourself. >> reporter: with so many people watching and weighing in on the case -- >> we need to go ahead and move forward. wheels of justice have moved far too slowly in this case. >> reporter: after today's decision, the only one who can make them spin any faster is the special prosecutor in the case. many legal observers say they expected this that cory has rarely used the grand jury as a prosecutor. they are also quick to point out as she was that this does not have any bearing on what her ultimate decision may be. in sanford, florida jay gray,

news 4. breaking news now in the megamillions mystery. somebody has come forward to claim the record jackpot in maryland. there is no word yet on who the person is. we're told the winner wants to remain anonymous. the maryland lottery will hold a news conference tomorrow morning at 8:00 to offer more details. >> in prince george's county a 6-year-old child is dead after an accidental shooting at his own home. police are interviewing a 20-year-old man who was believed to be the owner of the weapon used in that tragedy. it happened on arbutus lane in clinton, maryland. jackie bensen is there now with more. >> reporter: jim, there is a lot of outrage here. police believe that that little boy found the loaded gun in the backpack belonging to a 20-year-old man who lives in the home but is not a relative. prince george's county police detectives arrived at the home on arbutus lane in clinton with heavy hearts. they are charged with investigating what they believe

was an avoidable death. officers were called here about 2:30 for a report that a 6-year-old boy had accidently shot himself with a loaded revolver. >> this didn't need to happen. it seems like it happens every year somewhere around within the washington metropolitan area. it just does not need to happen. this was an irresponsible act that caused this very unnecessary death and it's tragic and we are -- our hearts and thoughts and prayers go out to the family. >> reporter: investigators learn that the boy who is in the first grade was in the house with his great grandmother and his two sisters ages 9 and 11 at the time of the shooting. the 20-year-old who owned the backpack was not present according to police. >> that's what we're sorting out right now with our homicide detectives. what charges are appropriate. >> reporter: the man who owns the backpack is being questioned by prince george's county police detectives at this time. the shooting is being reviewed by the state attorney's office

we're told. reporting live in clinton i'm jackie benson. back to you. >> thank you. dangerous winds caused scary moments on the tidal basin today. strong wind gusts trapped people in paddle boats up against a bridge. it happened about 1:30 this afternoon. a rescue boat was called in to get people back to shore safely. then three paddle boat workers fell into the water trying to bring the boats back to shore. one of them had to go to the hospital but nobody was seriously hurt. the highways made a big impact on the runways too. there was turbulence for a united flight trying to land at reagan national airport. the jet blew two tires as it was landing. jane watrel was at the airport with reaction from the passengers on that flight. hi, jane. >> reporter: well, doreen, it is still very windy out here at reagan national airport. that is how the conditions were this morning. now passengers tell me they had been warned by the pilot that it was going to be a very turbulent, bumpy landing. but no one expected a double blowout. >> it was quite scary.

basically it felt like a crash landing. >> reporter: it was a turbulent morning at reagan national airport with plane after plane landing in winds gusting up to 35 miles an hour. united flight 1075 from houston to d.c. was no different as it approached the runway according to passengers. >> it was swaying. i mean, it was swaying. i was not feeling good at all. we had a little turbulence on the way down and a rough landing, nice and bumpy. >> reporter: a bumpy landing that resulted in some scary moments. united officials say if the boeing 737 was touching down something unusual happened. the plane's two rear tires blew out. >> we're leaning actually to one side and then i was sitting by a window on the plane and i saw smoke. so i knew a tire had blown and then the pilot announced that the tire had blown. >> reporter: the plane was towed to gate 11 where work crews had to change the rear tires before allowing it to fly again. united officials say none of the

122 passengers or five crew members were injured. this group from abbiville, louisiana said it was quite the welcome to washington. >> over all our captain was very good. the pilot calmed everybody, told us what was going on. let us know that there was a blowout on the tire so not to be alarmed by the fire trucks coming around. >> reporter: the incident happened around 11:00 this morning. the plane had to be towed to the terminal but no flights were delayed because of the incident. reporting live at reagan national airport, i'm jane watrel, news 4. >> thanks, jane. big winds all over the area today. are we done with this yet? not quite yet. right now winds gusting upwards of 30 miles an hour across the area. you can see what is going on out there. temperature 65 degrees. those winds not quite done although they will begin to subside throughout the evening. one thing we're not seeing is the winds gufrting over 40 like they were doing a little earlier this afternoon. take a look at current wind gusts. 33 right now in gaithersburg. 24 in camp springs down toward

pax river right now wind gusts of 35 miles an hour there and 26 in martinsburg. we are starting to calm down a little bit but it is going to be very breezy throughout the rest of the evening. now the current temperature 65 here in washington. 64 manassas. only 57 in leesburg. 56 in martinsburg. these are the type of temperatures we'll see over the next couple days. we are in for a big shift in the weather as far as our temperatures go. and for our chances for rain. a few showers and a few sprinkles down toward southern maryland. most of that not hitting the ground. i'll let you know what to expect over the next couple days. you may have to use something you haven't used in a while. i'll talk about it coming up. for a while today traffic on 295 was a total mess. apparently the bed of a dump truck hit an overhead sign near pennsylvania avenue in southeast d.c. and the traffic was all messed up while crews made emergency repairs. one lane of 295 shut down while they took the sign down. the traffic has since returned to normal. on wall street stocks closed sharply lower today. the dow is down 130 points to

close at 12,929. the nasdaq lost 33 points to end the day at 3,047 and the s&p is down 15 points to 1,382. investors were reacting to some worse than expected job numbers. some in the political world are blaming it all on president obama. steve handelsman joins us from capitol hill with a look at how the economic numbers could impact what happens next in the presidential race. steve? >> thanks. of course the economy is sure to impact the november election and now you can see it apparently happening. president obama's approval numbers presumably his re-election chances rose when employment rose. now at least in march that number seems to be headed down. stock prices fell at the opening bell. a reaction to the bad news on good friday. hiring down in march after three months of record growth. and gasoline is up to 3.96

nationally. this was chicago. even higher prices. bad political news for barack obama. but he got a break today. as the president enjoyed kids at the white house for easter. his political opponents took the day off. mitt romney posted a family easter egg photo. tomorrow romney can't devote all his energy to the president and the economy because he is still saddled with santorum. and the former pennsylvania senator also on a break caring for his daughter bella who has been ill has new hope in two big primaries. >> got to do well in pennsylvania. we need to win that state but also texas. you heard about the movement afoot over the weekend that actually texas could be winner take all by simple majority. if that becomes the case we could have 155 delegates just overnight right there. >> reporter: and the texas primary is not until may 29th but while romney and santorum battle on, the president is

the dry weather and high winds sparked a forest fire in

southern new jersey. the fire in burlington county is threatening several homes now in the towns of tabernacle and woodland. it started early this morning. now the fire has spread to more than a thousand acres. fire officials have lit a controlled back fire trying to keep the flames away from 25 homes. in tulsa, oklahoma authorities are investigating whether last friday's shooting rampage was racially motivated. five people were shot. three of them were killed. the suspects are white and the victims are black. authorities are investigating whether one of the suspects was seeking revenge. >> reporter: at the county courthouse in tulsa 19-year-old jacob england and 32-year-old alvin watts went before a judge monday both facing charges of first-degree murder and attempted murder. the two are believed to be responsible for friday's shooting rampage in a predominantly black tulsa neighborhood that left three dead, two others injured. >> this community will not be

defined by the treacherous, evil crimes of two individuals. that's not what tulsa, oklahoma is about and is not what our people are about. >> reporter: all victims were believed to be randomly selected by the killers who were driving around asking directions then opening fire like they did to dionne tucker. >> a white truck pulled up. and he asked me about an address. i tell him down the street. next thing i know, he starts shooting. ♪ so good to me >> reporter: eel eve for the terrorized neighborhood came with the arrest just prior to easter church sunday morning. >> some folks don't have their family members with them right now. some folks are not enjoying this easter as we are because their relatives have gone on. >> reporter: because all victims are black, both suspects white, authorities are looking at whether the shootings were racially motivated. on a facebook page appearing to belong to england, posts made

just hours before the rampage refer to the second anniversary of his father's murder in tulsa for which england blamed a black man. the district attorney tim harris said everything will be investigated. >> if the evidence supports that and we believe that we can prove those elements of the hate crime that will certainly be considered at the appropriate time. >> reporter: bond for each man was set at $9 million with formal charges and arraignment scheduled for next week. people who lost their homes and belongings in the crash of a navy jet into an apartment complex in virginia beach last week are now being compensated by the u.s. government. a legal office was opened today at the virginia beach law enforcement training academy. payments for individual residents start at $2300. more money is being given to people with families. more than 40 apartments were destroyed when that jet crashed on friday. people are not being allowed back into the crash site until

the cleanup is complete. we should point out that no one was either killed or injured in that crash. the man who once made headlines with a hidden camera investigation into the community group known as acorn is now taking on concerns about voter fraud. his name is james o'keefe. during last tuesday's primary somebody from his group walked into a polling place in the district and claimed to be u.s. attorney general eric holder. the man asked if he would be able to vote even though he said he forgot his identification. >> so do you have an eric holder? actually i forgot my i.d. >> you don't need it. >> i left it in the car. >> as long as you're in here, you're on our list and that's who you say you are, you're okay. >> the man did not cast a ballot. he walked out and didn't return.

holder has recently criticized voter identification laws passed by several states and said they were unnecessary and tend to disenfranchise voters. o'keefe says his video is proof of a need to do even more. doug is here with more about our weather. the wind that's causing all these problems, how much longer is it going to hang around? >> throughout the rest of the evening and still windy tomorrow and into the day on wednesday, too. we're not talking about the 30 to 40-mile-per-hour wind gusts tomorrow. it'll be more like 20 to 30 miles an hour. so still a couple bad hair days out there as you make your way through the rest of the week. that is one thing you can say for sure. the other thing is make sure you get out the jackets. you know we've needed them a day here, maybe a day there as we've seen some very warm weather but that is going to change. we're going to see a few days in a row of some cooler weather so say hello to the cooler weather. it wasn't there today. high temperature near 70 at the airport with all that wind. temperatures well above average today. but that is going to change tomorrow. 63 the high temperature at

hagerstown. 63 in winchester. 70 in culpepper and fredericksburg with a high temperature of 71. nice temperatures out there. 65 the current temperature right now at the airport. humidity only 33%. so it's very dry atmosphere. winds gusting over 30 miles an hour. that's why we also had a red flag warning and what that means is that conditions are ripe for fires and fire can spread very easily due to dry and windy conditions. the current wind gusts coming down a little bit but still around 30 in frederick. right now 37 over toward baltimore. 24 right now at andrews airforce base and 35 miles an hour down toward pax river. we are going to see these winds calm down a little but once again still breezy this evening. so just know that. if you're going to head out and about. temperatures 56 in martinsburg. 54 winchester. 63 in culpepper. 67 in fredericksburg. these are the type of numbers, these 50s are the type of numbers that we should all get used to over the next couple days. the 60s, 70s that we've seen so much of this early spring,

they're going to be gone tomorrow as the frontal boundary is right now coming through the area. we will see a slight chance of a sprinkle or a shower throughout the rest of the evening but most of this will not make its way over the mountains. once it comes over the mountains it will dry out in our very dry atmosphere. speaking of dry, we really do need to see some rain out there. normally this time of year through this time of year we've had about 9.79 inches of rain through april 10th but right now april 9th so far this year only 5.69 inches. so more than 4 inches below average as far as our rainfall is concerned. and you pollen sufferers are feeling it because you need the rain to take the pollen out of the atmosphere. pollen extremely high today. over 1200. that is very high for the trees, mulberry, oak, sycamore. we'll see more of this over the next couple days because i don't see any real rain chances for not only the next week but maybe the next two weeks. our weather pattern is not conducive for rain but is going to be conducive for much cooler

temperatures. mostly cloudy skies tomorrow. rather breezy conditions. so tomorrow is going to be a very cool day. wednesday even cooler and we will see a chance for some scattered showers but once again very light showers that will come through. we'll see the showers move through. i would be very surprised to see even 0.1 inch rain so not a very good chance but i do expect most of you on wednesday to stay in the low to middle 50s all day long and that's with the rather breezy conditions, too. so it's going to be chilly. mostly cloudy. quite breezy. mountain sprinkles this evening. mostly back toward west virginia and western maryland. 53 to about 60 degrees for the temperatures tonight. then tomorrow morning partly cloudy, a bit breezy and cool. 37 to 46 degrees. we could even be talking about a little wind chill early tomorrow morning. so know that when you step out the door. you may need the jacket or even the coat tomorrow afternoon. mostly cloudy. windy and cooler. a high temperature only in the upper 50s to around 60 degrees. winds out of the west at 15 to 25 miles an hour in the next couple days. only 57 on wednesday with that

in clinton, maryland a 6-year-old boy is dead tonight after an accidental shooting in his own home. authorities say the child found a loaded gun in a book bag and shot himself with it. police are interviewing a 20-year-old man who is not related to the victim who also lived in the home. police believe he may be the gun owner. so far no charges. that winning megamillions ticket sold in maryland has been claimed and verified. maryland lottery officials say the winner wishes to remain anonymous.

the news conference scheduled for tomorrow morning, lottery officials will not say whether or not the winner is merland wilson. she is the woman who worked at mcdonald's in the baltimore area who has been claiming she has the winning ticket and then lost it. a united airlines flight blew two tires on landing at reagan national airport today. it was flight 1075 coming in from houston. the plane was towed to the terminal. united says nobody was injured. the strong wind gusts on the runway played a role in that rough landing. there was a shooting last night in montgomery county. one man was left injured. shattered the calm though of that neighborhood. >> it happened last night at potomac. pat collins has more on why police think this was no random act. >> reporter: gunfire in potomac. >> how many pops did you hand over, more than one? >> yeah. like three or four or five. pop sounds, yeah. then after that police showed up? >> oh, yeah. >> reporter: this happened about three blocks from churchill high school.

in a neighborhood where the homes sell in the high six figures. gun play like that isn't supposed to happen in a place like this. >> you don't think about something like this around here. >> i don't know if anything like this has ever happened before. i've been here since 1965. >> reporter: the time 11:30 last night. police say the gunman goes to the front door of the house. he gets into a struggle with the guy who lives here. the struggle turns into a fight. it spills inside. shots are fired and a 21-year-old resident is wounded. police say this is no random act of violence. >> detectives were able to talk to the victim at length today and they have determined and believe that the victim was targeted, that this was not a random event. >> reporter: so that gunman went to that house to get something or do something to that victim? >> reporter: correct. >> reporter: harry troy owns the house and said last january he

rented it to four young men. tell me about the four guys living in there. >> i don't know much about them. >> reporter: you rented your house to them. >> yeah. don't know much about it. >> reporter: police are talking to the men who live here trying to develop more clues, trying to track down that gunman. in potomac, pat collins, news 4. >> police say they expect the shooting victim to make a full recovery. a man was shot and killed trying to break into somebody's car in for the washington. we now have the identity of the victim but the shooter remains a mystery. it happened early saturday morning on webster turn. detectives say 26-year-old matthew bovel was trying to break into a car that was in someone's driveway. he was shot and died at the scene. the gunman still hasn't come forward. maryland lawmakers are taking a showdown over slots and table games right down to the wire. we've just learned the bill to

expand gambling in maryland got out of committee and is headed for debate on the house floor. it's still not clear whether an actual vote will happen before the end of the legislative session at midnight. darcy spencer has our report. >> reporter: it's the last day of the general assembly session and the future of casino gambling in prince george's county is still in doubt. lawmakers still need to decide whether to allow slots and table games. officials say the most likely venue is national harbor. >> that's $69 million that could come back to the county. there is no other piece of legislation that will bring that type of revenue yearly to prince george's county. this is a very important vote. >> reporter: the senate bill would send the question to voters to a referendum but it still hasn't been voted on in the house of delegates. >> without the crystal ball what do you think could happen here? >> i think anything could happen. it's still a 50/50 shot that something will come out before midnight. >> i think it's bad economics. every dollar goes to gambling is

taken out of the economy somewhere else. >> reporter: some lawmakers are concerned that national harbor would compete with slot sites in arundel mills in baltimore. under the senate bill slots wouldn't come to prince george's until at least 2015. >> delaware and west virginia have already ratcheted up in terms of promoting table game you know, we need to be competitive to make sure we're seizing on that amount of revenue coming in. >> reporter: lawmakers say the priority is to pass a budget. house speaker michael bush says the senate is holding up the budget to get the gambling bill passed. >> if the budget in the state of maryland goes down and the senators are more concerned about the obsession with gaming than they are with school construction, school funding, hospitals, higher education money, let them wear that. >> reporter: again, lawmakers have until midnight to get all their work done and there is some talk of having an extended session. that would be the first one in more than 20 years. in annapolis, darcy spencer, news 4. the house version of that bill delays bringing slots and

table games to prince george's county from 2015 until 2016. cory stewart lives in prince william county and has built a reputation over the years as a fierce opponent of illegal immigration. now he is planning to run for lieutenant governor of virginia. he is a republican and is going to announce his campaign on wednesday. he has been the at large chairman of the prince william county board since 2007. in 2008 he gained recognition for championing the county's illegal immigration law, which at the time was the toughest in the country. the law was later changed because of concerns about racial profiling. outrage continues over the abrupt closing of the a.c.t. college in northern virginia. students from all three campuses protested today outside the home of the college president. his name is jeff moore. the students found out about the closing last tuesday when they found a letter from moore apologizing for the untimely shutdown of the school.

the department of education cut off the federal student loan program to that school. this happened after an audit revealed that the school had not paid $262,000 in student loan credit balances. a red flag warning is in effect today for the d.c. metro area. the warnings are issued when there is a heightened risk for rapidly spreading brush fire. fairfax county fire officials say there is heightened risk and it is not just because we haven't had a lot of rain lately. >> with the winds out here, high winds, and everything, the red flag day today, it's going to be very easy for something to catch fire if people are outside with flames and the -- you get that kind of effect, that air effect that will spread flames to structures or anything that can be possibly ignited. >> reporter: doug joins us now with another look at the windy conditions out there. doug? like he was saying any time you have the winds under dry conditions the very windy conditions it really helps those fires to spread extremely

rapidly so fortunately for us we have not seen too many of those. we did have one in northern anne arundel county that has since been contained but that's what you get with winds like this and the fact that we haven't seen any rain really does exacerbate the problem. 30 degrees or rather 30-mile-per-hour winds right now in washington up toward baltimore. that current wind gust 37 miles an hour. and back toward leesburg just under the 30-mile-per-hour threshold there at 29 miles per hour. so we will see these winds die down but the entire area and i do mean the entire area is under a winter red flag warning. there is also a freeze warning back to the west. in west virginia, rockingham county, in through virginia. here is the red flag warning. that's not it either. i got it in there somewhere. you know what? there it is. everybody under that red flag warning and again a red flag watch for tomorrow. a fire weather watch is in effect for tomorrow too.

was president. >> another easter monday tradition a few miles away. folks gathered at the national zoo for an event that has become a tradition for african-american families. there were easter egg hunts, relay races and music and more. this event has been marred by violence in recent years but no problems this time. police were out in force to keep things safe. the zoo has hosted this free easter monday event since the 1890s. back when african-americans were not allowed to attend the easter egg roll at the white house. this event is open to all families. coming up tonight d.c.'s historic howard theater back in business. also a tribute continues for news legend mike wallace. coming up in sports it's early in the season but the nationals already late inning bloomers. and a man named bubba is on top of the golf world. plus, a pleasant sight on the ice for the capitals today. but what does it mean for their situation between the pipes? some breaking news out of davidsonville, maryland. police are investigating a deadly crash on davidsonville road and rothback road in anne arundel county. you're looking at a live picture from chopper 4. as you can see, traffic has been shut down in both directions on this two lane road. again, that is a serious and deadly crash in davidsonville, maryland. that is affecting traffic there. cbs news is paying tribute

to legendary "60 minutes" broadcaster mike wallace who died on saturday night in connecticut. he was 93. for 38 seasons wallace faced down newsmakers as a correspondent on the popular news magazine. last night correspondent morally safer remembered him as a one man truth squad who could get to the core of any story. cbs has a special broadcast dedicated to wallace. it will air on "6 o minutes" next sunday. a celebration in the district today marks the rebirth of one of the city's cultural landmarks. it was a ribbon cutting at the howard theater in northwest d.c. it's been closed for more than 30 years now but before that acts such as duke ellington, ella fitzgerald, and everybody who was anybody graced the stage of that theater. now it has undergone a $29 million restoration project. opening night is thursday. smokey robinson and wanda sykes are among those scheduled to

going for a double eagle. only three golfers in masters history make that four have a double eagle. he goes from 7 under to 10 under par and takes the lead. phil mickelson started the day just one shot back. things unraveled right here. this tee shot not good at all. goes way left. over the stands and into the deep foliage. look at phil. oh, no. man, he knew he was in trouble. his hopes of when he ended with a triple bogey, tied for third place. how about the 33 old americans, bubba watts is good. gets a share of the lead. they would finish tied at 10 under. we go to a playoff. after tying the first hole bubba in trouble. from the pine straw on the second playoff hole he needed a huge hook about 40 yards to get it on the green and look at him here. oh, man. 15 feet from the pin. he had a birdie opportunity. all he needed to do was par and he gets it. bubba watson, your 2012 masters

three-game set with the mets in new york tonight. yesterday jordan zimmerman making his season debut in chicago. former national alfonso soriano. you remember him. driving home darwin barney. that puts the cubs up, 2-1. the only run zimmerman gave up over seven innings. another good outing for him but he can't get the win. cubs up 4-1. one out away from a complete game. adam laroche tease oes off. his second home run of the season, two-run shot. nationals within one. the cubs win it, 4-3. tonight it is the nats and the mets. one has to wonder if the players are concerned about scoring in 9 of their 12 runs this season in the eighth or ninth inning. >> it's the third game. we all had great springs and you got to get hot during the regular season. >> the guys actually have been swinging pretty good. but it's just a heck of a ball game on their side. we had three guys throw great games against us.

and the weekend we go the opposite way. i think we get to near 80 by sunday. >> okay. thanks, doug. a woman walking her dog along the road in minnesota ended up in a place she never thought she'd be. it began when the dog named ella saw a sea gull and went after it. never a good idea. her owner says the dog just lost her brains so when the bird flew over the ship canal the dog went right into the water after it. ellison says at that point her own adrenalin kicked in. she climbed down a ladder and held ella until firefighters got there and rescued them both. they were okay. and what makes this even more amazing, ellison says she is not even a dog person. she only got ella because her husband has been begging to get a dog. >> oh, sure. >> for the past ten years. so she did. and now look what happened. >> the dog didn't lose its brain though. the woman forgot the leash chltd.
