minutes ago election officials declared a winner. derrick ward has the latest in this live report. >> reporter: good evening. what a difference a few hours makes in this close race for the at large seat on the city council. i'll read you some numbers. after the count was complete, orange comes in with 23,719 votes and biddle comes in with 21,973 votes. that is a difference of 1,746. this is a far cry from the razor thin 543 votes that separated the two earlier today. that's what we checked in with some folks over at the d.c. board of elections and ethics at the beginning of the counting process. in the race for an at large city council seat just 543 votes separated vincent orange from his challenger biddle. there are 2400 absentee ballots and just under 3,000 special ballots yet to tabulate happening here in this obscure but important room with the d.c. board of elections and ethics. >> all available for public

running against an incumbent city wide, i am very encouraged. well, that may have to be tailored a little bit now after the latest count. that count still has to be certified and that does not mean that one of the council candidates i guess ideally will be mr. biddle could indeed challenge the results. that would result in a recount which could take longer. we did make some overtures to council member orange earlier today. his office tells us he was in meetings all day and wasn't able to speak to us. live in northwest, derrick ward, news 4. >> thanks, derrick. today is thomas jefferson's 269th birthday. a crowd watched as a wreath was laid at the jefferson memorial. he was the third president of the u.s. and the memorial along the tidal basin dedicated in 1943 the 200th anniversary. next on news 4 at 6:00 new developments in the standoff that left a police chief dead last night. >> newark's mayor puts his life in jeopardy to help save his neighbor. mount aetna puts on a

but again, the issues don't go away and this is still going to be a big battleground about, you know, what it is that is going to appeal to women voters who are most likely going to decide the election in swing states and who is going to have that advantage. this is something we see in every election cycle. the concept of the mommy wars, i know, from talking to women about this, there appeared to be a sort of setting the clock back like really? are we going to fight this battle over again? i thought we were gt men and women respecting women's choices and it sounded like we were taken to a different place. that's what got, what has always been a difficult, i don't have to tell you both, a difficult discussion. you know, and it always gets very personal very fast. >> absolutely. never a great place in the political forum. >> this is like candy for the gop. they needed this. this was like fertilizer for them. they needed something to reconnect them with women. >> yes. they were able to use it to say, ah ha. this is what, you know, democrats think about women who

stay home and they want to delegitimize them and i think that is an argument that's being made. they're trying to fund raise off of that and i think it gets us away from what the issues are that women are going to be deciding the election on as they look at governor romney and president obama. >> right. you have treasury secretary timothy geithner -- >> talking about tax day and tax fairness and a big debate of the campaign and also just the economy generally. you know, talking to people about what it is that is really holding the economy back. he'll address that. >> earlier this week we just were asking you about rick santorum pulling out, whether he was going to endorse mitt romney. any big change there? >> well, i think he needs a little more time. i suspect he will be out there trying to be helpful. they had a contentious primary and i don't think those wounds are going to recover too quickly. but i think that santorum, who looks now to a bright future and a prominent role even in the rest of the campaign is likely to get onboard and they're

very, very closely over the next 24 hours. they will see more thunderstorms through the night tonight with very large hail and then tomorrow once again we're watching for the potential of a tornado outbreak to the west. this storm by the way will move our way. i do not think it'll involve thunderstorms or at least strong thunderstorms for us early next week. this evening clear skies. a great evening. 54 to about 60 degrees. as you make your way on through the evening, looking very good. tomorrow morning starting off on a nice note. 39 to about 48 under mostly clear skies and tomorrow beautiful. 75. a few more clouds than today. and same deal on sunday but a high of 85 on sunday. 87 on monday. and then we stay at or a little bit above average just about every single day. so we've got some pretty nice weather coming up. once again, nice weather should also include a little rain but not this forecast. >> too nice to stay in and work on the income taxes this

opener against the bruins the caps' young goalie braden holtby was lights out. on the other end the capitals were out shot, 30-17. last time i checked you kind of have to shoot to score. >> that works. >> increases your chances. holtby making his first playoff start in the net. it was impressive. 29 saves through three periods including 17 in a very tough second period. only problem though, tim thomas on the other end also on his game. third period. bs turn it over. backstrom's shot stopped. scoreless after regulation and we head to overtime. just over a minute into o.t. marcus johannes sen shot, blocked by thomas. boston on the counterattack. chris kelly ahead of the attack and he beats holtby. the game winner. caps fall, 1-0. a tough break for holtby but the team knows the 22-year-old will be just fine. >> he's a battler and has always been that way in junior and up

and so in the american league, too. so he's going to protect his crease and, you know, it's a tough job. a lot of traffic and he is going to have to battle and just like thomas has to battle and we're there now. >> it's my crease. you know, i don't really like to let anyone in there because i don't want to fight as hard as i can to find the puck and make saves. >> they're an aggressive team. they play to win. our job is to counter that especially myself battling for position in my crease and to fight to find shots through traffic. you know, there's times where i lost it yesterday and i want to be better at it tomorrow. all right. crazy scene. check this out last night just after boston's game-winning goal boston's bruin four hit in the back of the head by a pane of glass jared loose by celebrating fans. talk about wrong plays at the wrong time. he absolutely got flat. held out of practice today with a sore neck. he is expected to play tomorrow in game two. the puck drops at 3:00 right
