the accusations stem from activity before the president arrived yesterday. the secret service has released a statement that reads in part those personnel are being relieved of their assignments, returned to their place of duty and are being replaced by other personnel. the secret service takes all acts of misconduct seriously. these personnel changes will not affect the security plan that has been prepared in advance of the president's trip. following three explosions in colombia as leaders were arriving. two of the blasts happened where the summit is being held. another one off near the u.s. embassy. despite the blast and secret service misconduct, president obama kept his schedule yesterday. he along with 30 other presidents and prime ministers attending the summit got together for a leader's dinner.

it was at the historic spanish fortress hosted by colombia president. this morning police are looking for the gunman responsible far brazen gun battle at a rite aid. in the 1400 block of rhode island. it showed the man walking in headed for the counter. he point pad gun at the manager and demanded he open it. a few seconds later the man shot the manager in the back. he then walked calmly out of the store in broad daylight. others learned of the attack when they arrived for work. >> they was outside crying. they yelled my manager's name. i'm like what happened? they said he got shot. i immediately went off, started crying. >> anyone who may recognize the gunman in the case is asked to

call d.c. police. a baltimore man is in custody for the beating seen in this viral video from st. patrick's day weekend. aaron parsons turned himself in last night. police say he was one of several who beat and robbed an arlington man. they then stripped his clothes while he was disoriented. he faces several charges of robbery and assault. police are still trying to identify other people in the video. it appears that d.c. at large councilman vincent orange will hold on to his seat. following a count of absentee ballots. he now holds more than a 1700 vote lead over bittle. the 3% lead means there will be no recount unless bittle

requests one. the future of alexandria's water front could be decided in court. the council will discuss its options in a closed door session today. after the board ruled the council wrongly denied a petition. to pass a water front plan with a supermajority vote. instead, back in january, the council passed a regular vote allowing developers to start designing new parks hotels and stores. the redevelopment will bring congestion and too much traffic to old town alexandria. college that closed last week is being investigated by the fbi. taking scores of boxes and equipment. the school shut down suddenly last tuesday just weeks before some students expected to graduate with certifications as dental and medical assistants. in a letter, a.c.t. director jeff moore blamed the department

of education for withholding funds. some staff members say they stopped getting paid last month. >> i can't look back and say should da would da could da. i just look for the future. >> can be affected by the inability to get a transcript. >> students are being directed to a.c.t.'s website for access to transcripts. today crews will begin tearing down apartments destroyed by a navy jet crash. the f/a-18 hit the apartments just moments after taking off. three of the apartments are scheduled to be demolished today. the navy is paying movers to help people move out. fire crews are trying to stabilize the scene.

virginia is giving those navy jet crash victims more time to file their state taxes. many can't get to their financial records inside their apartments and so governor bob mcdonald said though affected will have an extra 30 days to file and pay their taxes. the federal government has not offered a similar extension. one of the biggest attractions of the cherry blossoms festival happens today. crowds will be at the annual mall for the national parade. it starts at 10:00 this morning and goes between 7th and 17th streets northwest. the parade is causing problems for drivers. police started blocking roads for rehearsals hours ago. marie osmond and kristi yamaguchi are among honorary grand marshals. the howard theater reopens its doors to the public. a long list of stars grace the stage for its private gala thursday night.

wanda sykes will perform this afternoon and then mos def. it closed in 1970 after the '68 riots. the theater got $29 million of renovations before the reopening. a traffic alert right now for drivers who use new york avenue in the district. only one lane is open on both of the inbound and outbound sides of new york avenue. crews are doing work on the bridge project. the lane closures started at 5:00 this morning and will last until the afternoon. it's one of the most successful programs of its kind b and now capitol bike share is making sure its riders stay safe. for the first time members can buy helmets from the program. the helmets cost $16 and can be

george zimmerman will find out next week if he can get out of jail. his lawyer requested a bail hearing for next friday. zimmerman was charged with second degree murder in the death of trayvon martin. the teen was unarmed when zimmerman shot him. zimmerman will be arraigned in court may 29th. his lawyer says if it goes to trial, it won't happen until next year. a florida judge in zimmerman's case may have a conflict of interest. her husband works for a law firm that reached out to zimmerman. an attorney there is a legal analyst for the case for cnn.

in addition 2012 this morning, mitt romney needs more time to do his taxes. a front runner for the republican nomination filed for an extension today. it will give him to october to file. earlier this year he released his 2010 tax return which received heavy criticism because he pays a lower tax rate than people making much less than him. around 15% because most of his income comes from capital gains and investments. meanwhile the first family also released their income taxes. the president and first lady michelle obama earned $790,000 last year. they paid more than $160,000 in federal taxes and listed charitable donations more than $172,000. that puts the tax rate just above 20%. lower than many americans who earn less. but according to a calculator on the white house website, more than 56,000 millionaires will likely pay taxes at a lower rate

he got a last minute medical clearance to return to his home state of wyoming to give the keynote address at its convention today. this will be cheney's first public appearance since he got a heart transplant three weeks ago. cheney is 71 years old and spent almost two years on the waiting list far new heart. he has a long history of heart disease including five heart attacks. looks like he's making a quick recovery. >> good news. we're starting off with a chill. >> i think we heard a mention of 80 degree temperatures around this week? >> chuck, say it ain't so. >> okay. if that's what you really want. i'll take it all back. but for those of us interested in some 80 degree sunshine, i'll have your weekend forecast coming up next. spring has sprung but so have my allergies.

chicken breasts. more than 100 people have gotten sick in 20 states. many complained they got sick after eating spicy tuna rolls. a yellow fin tuna product is the contaminated source. the california company is recalling thousands of pounds of its tuna that's sold to restaurants and grocery stores. one of the country's largest breast cancer foundations has quietly resumed funding planned parenthood programs. susan g. komen for the cure cut off funding to planned parenthood in january but quickly reversed after uproar from supporters. it's had a heavy financial impact on komen. researchers have made a medical breakthrough that could

eventually lead to a cure for diseases like aids and cancer. scientists at ucla say they have found a way to turn stem cells into cells that fight the hiv virus. stem cells are turned into immune cells that can seek out and kill the virus. so far it's been effective in hundreds of lab mice. >> we haven't fully developed the technology to clear them of hiv, but they are significantly suppressed in the amount of virus that is replicating. >> if i had a chance, i'd volunteer for that kind of study in a heart beat. >> researchers say human trials are next and if those are successful, the treatment could be available to patients in about ten years. if you're looking for a new car, listen up. a list of the most comfortable cars is out and most are made here in the u.s. that's according to kelly blue book. the chrysler 300 was at the top of the list.

welcome to news4 today. i'm richard jordan. >> and i'm erika gonzalez. secret service agents being returned home after misconduct. the agents were providing security to the president during his trip to colombia for the summit of americas. >> fbi agents have raided all three a.c.t. college campuses in northern virginia. scores of boxes and equipment were removed from their facilities. the college abruptly shut down last tuesday. the school's director blames the department of education for withholding those funds. drivers, plan for detours if headed towards the national mall today. the cherry blossom festival begins or the parade rather begins at 10:00 this morning. it runs along constitution avenue between 7th and 17th streets northwest. police started blocking this morning for rehearsals. residents of norman,

oklahoma, are spending this weekend cleaning up after this powerful storm that triggered a tornado. several buildings were damaged but no one seriously hurt. however, the national weather center expects today's weather to be worse. for the second time ever it issued a high risk storm warning 24 hours in advance and a line of storms could stretch all the way from texas to illinois. chuck bell joins us now with more on today's potentially deadly storms. >> thanks, richard. they are truly under the gun. people in central plains states are used to the weather they saw yesterday. nobody really is ever prepared fire department for the type of severe weather they may be facing later this afternoon. the national weather service based out of norman, the folks that issue tornado watches nationwide including what we would see here, those folks live and operate in norman, oklahoma, that was hit yesterday.

beltway in prince georges county. one person in the hospital in critical condition after collidesing with a transit bus. the bus driver was taken to the hospital but is expected to survive. the interloop of the beltway was closed before 1:30 this morning. people in a small new hampshire town are remembering their police chief killed just days before retiring. hundreds of greenland residents tushed out last night to hold a candle light vigil for maloney. he was killed when suspects in a drug raid opened fire on police. the 48-year-old was a small town chief who didn't sit behind a desk but died doing what he loved. >> people knew chief as one of the troops. and there was nothing he wouldn't do. >> he had a passion for his job always. maybe not so much the political stuff, but going out and doing the job doing what he died doing.

>> maloney had served as chief for 12 years and was just days away from retiring as we mentioned. four other police officers were wounded in the shootout. the united nations will vote today on possibly sending military observers to syria. they would monitor a cease fire between government and opposition fighters. members met for several hours yesterday to discuss drafts. u.s.'s draft would have observers the right to interview any syrian in private. the health of the convicts lockerbie bomber is deteriorating. his brother said he is now in the hospital getting an emergency blood transfusion. the former libyan intelligence agent was the only person convicted of the bombing of the panem flight. all people on that flight were killed. britain freed megrahi because he

had supposedly only months to live. a virginia man who made videos for a known terror group has been sentenced to 12 years in prison. ahmad lived in woodbridge. that work is blamed for the attacks in mumbai, india, four years ago that killed 200 people. we're getting a look at new technology aimed at better protecting airline passengers. the transportation security administration showed off the new machines at dulles international airport. the devices can verify a boarding pass. right now agents check each ticket to make sure it is valid. tsa says the new boarding pass and identification system should make it easier for them to spot fake documents. that mild winter weather we just had helped air passengers get to their destinations on

time. the largest airlines operated 86% of their flights on schedule in february. last year in february only 75% of flights were on time. virgin america had the highest rate of on time flights at 91%. frontier, express jet and united had the worst. the mayor of the largest city is giving word. corey booker saved a neighbor from her burning home. and members of his security detail heard screams coming from the home thursday night. a woman was trapped in the back room of the home. one of his security detail tried to stop him from going inside but the mayor insisted. >> at this point i felt terror. it was a very scary moment. because i couldn't find her. looked like i couldn't get back through where i came from and i couldn't breathe. it was a moment that i felt very

yesterday to close out the week down 1.6%. the s&p fell 2% on the week. investors are worried about reoccurring debt problems and slowing growth in china. the dow still ahead 5% on the year. what's in a number? a lot if you're talking about your credit score. the difference between good and fair scores could be thousands of dollars in interest rates or rejection on a loan. liz crenshaw has a look at how it all works. >> everybody else's is higher than mine. >> do you know what your credit score is or know what it's for? >> no. >> no yed? >> no idea. >> reporter: not sure what your credit score is or maybe you're confused by the number? >> you get it and like why is it lower? not enough credit. >> reporter: there are lots of numbers claiming to be your credit score but the one most look at is called a fico score

and ranges from 750 or 8 hoo points. the score determines whether you get a loan or a mortgage. and your score determines your interest rate. >> so it's kind of like your gpa. >> reporter: the chairman of credit.com says there are five factors that raise or lower your score. factor number one and most important, your payment history. it makes up 35% of your score. >> simple. you pay on time and have you built a history of paying on time? >> reporter: factor two, how much debt to you carry compared to how much credit you have. your debt to credit rh owe is 30% of your score. >> this is sort of the keep your debts under control theory. >> reporter: factor number three, how long have you had your credit? this is 15% of your score. factor number four, how often do you search for new credit? this is 10% of your score. and factor number five, what

types of credit do you have? again, 10% of your score. >> they like to see a seasoned credit history. they like to say mix of accounts. mortgage, resolve -- revolving and then inquiries. are you looking for credit like mad or have you been responsible in the way you apply for credit? >> reporter: if you need to improve your score, fix any of these factors. so how do you find out your score? you have to pay for it. fico charges about $20. some credit bureaus have their own scores called vantage. they charge $8 to $10. your credit score controls your financial options so boosting it is the best strategy. >> you want to be higher. >> that was liz crenshaw reporting. remember, you're entitled to a free credit report from each bureau once a year.
