stroke sidelined him in 2004. >> it's going great. >> reporter: he returned to the broadcast as the nation welcomed in 2006, re-establishing his credentials as an american icon. bruce hall nbc news. >> and we'll have continuing coverage tonight on the death of dick clark. coming up at 6:30 this evening we'll be talking with mix 107.3's jack diamond to hear his memories of the tv legend. there is also breaking news involving the secret service scandal. nbc news has learned that two of the agents implicated in the incident are resigning and a third agent is retiring. it would mark the first administrative action since the story broke. at least 20 agents and service members are accused of bringing prostitutes to their hotel in colombia last week. they allegedly met the women at a nearby strip club. nbc also learned that one of the prostitutes was involved with two agents who afterward got in a heated dispute with her over the $60 fee she demanded.

>> she wanted to be paid for both of the agents. they wanted to split her price. she complained to the local police. the local police went up to the agents' room banged on the door, and when they weren't satisfied, called the u.s. embassy. >> an independent government investigator is now in colombia to interview the women, hotel staff, and anyone else who might have been connected to the incident. some disturbing new pictures out of afghanistan show u.s. troops posing with the bodies and body parts of dead insurgents. the images are prompting an apology from the pentagon and an investigation into possible wrongdoing by soldiers in the war zone. steve handelsman is on capitol hill with the latest. >> reporter: thanks. the fourth scandal involving american forces in afghanistan this year. officials of the pentagon tried to stop these images from going viral but they couldn't. the 18 photos are so graphic we're showing just one, cropped.

center of the scandal jeffrey neely was a no show. he is accused of taking lavish trips all over the world on the taxpayers' dime. lawmakers are calling for sweeping reform and looking at cleaning house to make sure funds are never mishandled again. >> the budget showdown in virginia is finally over. the state approved a two-year $85 billion spending plan just about an hour ago. news 4's jane watrel is live in fairfax county with more on the local impact. >> reporter: well it took four tries, but finally the budget was passed. what broke -- what was the impasse was funding for the silver mine the dulles rail project. they were -- there was a lot of contention between democrats and republicans but it was a manassas democrat who crossed party lines and voted with the gop. it is a vote and budget now that

could have a devastating effect on northern virginia commuters. the toll on the dulles toll road doubles. that is the fiscal fallout some say northern virginia drivers will face because one virginia state senator changed his vote. 85-year-old charles cogan of manassas broke rank and voted with the gop to pass the state budget. much to the chagrin of fairfax county leaders. >> tolerates will skyrocket and people in northern virginia will pay the extra tolls like double taxation. we already bring in massive amounts of revenue from northern virginia to the state coffers and now are telling the taxpayers in northern virginia we don't care how much you have to pay in tolls because you can afford it. >> reporter: just tuesday state democrats voted for the third time to block a two-year $85 billion budget. at issue, $300 million in funding for the dulles rail project that wasn't included. governor bob mcdonald saying he could not commit money he doesn't have. >> we cannot borrow, cannot steal from other regions of the state, and so we are managing those resources the very best

that we can. >> reporter: but many local leaders aren't buying that saying northern virginia taxes keep the state afloat. funding the massive rail project would have kept what is known as the state's economic engine humming along. >> this project goes right through the eek igbavboa engine of the state and the biggest job creating project in the entire commonwealth of virginia is rail to dulles. if we're interested in job creation here there is no project that will create more jobs than rail dulles. >> reporter: governor mcdonald issued a statement later today thanking senator cogan for crossing party lines and getting the budget passed. the governor called the budget historic and says it contains no tax increases. reporting live in reston jane watrel, news 4. >> thank you, jane. state workers in maryland are literally counting the seconds before some painful budget cuts kick in there. they unveiled a doomsday clock
