6:12 am
got pretty warm yesterday. >> yeah. two extra hours of sunshine yesterday, so instead of 79, 80, we were 83 and 84 for much of the afternoon, but once the clouds came back about 1:00 in the afternoon, we saw a lot of
6:13 am
people going around asking if it was going to rain or not. if you lived across northern and central virginia, you ended up with a decent amount of rainfall yesterday as advertised. barely a drop fell in the state of maryland. and for today the clouds moved in and thickened up a bit. and so not a very pretty start to your sunday, but the rain drops are gone. the drizzle drops remain, and the rain chances are essentially back down to zero until about tuesday afternoon. that being said, even though it's not going to rain today, it can feel awfully groomy out there as well. 63 now at national airport. and there is the culprit. east wind at 9 miles per hour, this low cloud deck is going

6:15 am
rain showers. high pressure in charge. and we will keep the clouds and fog around for lunchtime today. a few sunny breaks coming up today. the cool and cloudy east win will put the clouds and fog back in place for monday morning. and then high pressure slides offshore, and we will get extra sun tomorrow. and there is our rain chances as we get into the day tuesday afternoon and wednesday. for today, leading to a mostly cloudy day. if you get bonus sunshine, you will be in the 70s. a few extra sunshine should allow more locations to get into the 70s for tomorrow and the extended forecast, 70 today and 71 tomorrow. and then as a result, we get

6:19 am
it's four years. it's going to be tough. and so he got the full medal of the law. >> seems to me he got a break, jerry, because the judge cited his history of good works. >> if you go to ward five, there is a lot of thomas supporters. when i say thomas supporters, i am talking about his dad, the late harry thomas. but when you look overall at the picture a lot of communities are saying he got a break, and it's not fair because he took money from children and that's the snag there. it really looks bad. >> how strong of a message does it send to political leaders? >> it should send a very strong message that prosecutors in this era of d.c.'s history are not playing. i think they are sending a
6:20 am
message that they are going to come after you, and that they are not going to cut you a break. like everybody, we all know, thomas, and many of you have grown up with him and watched him grow up. >> sure. >> but, you know, i don't know when elected officials will learn, that you just can't do this and get away with it. >> it does send a song to the other investigations such as qualmy brown and vince gray. >> thomas promised to work to restore his representation. can he regain his political career or retore that? >> if he gets into community service and tries to pay off -- some way pay off his debt in monetary sums and in real
6:21 am
hard-driving ways, you know, contrition and that kind of thing. voters love a person that changes course and becomes a good person when they have been a bad person. >> i talked to one at large council member that told me it would be difficult for him once he comes out of the prison mainly because it will be difficult to get a job in government. the whole thing here is public trust. public trust does not easily go away. >> marion barry, he had his downs and ups -- >> but barry never stole money from children, and he never stole money from the government -- >> yeah, you are right. he never did anything like that. >> anything is possible. but let's say you have a new breed of politicians coming in, and i don't know it will be as
6:22 am
easy as it has in the past. they bring in a whole new attitude and they are saying it's just time for the old guard to leave. >> a new breed of tkepl gratk d. >> that's right. >> they are repaying workers furloughed last year. they were furloughed when the city was anticipating there would be a budget deficit. what were the arguments against giving this money back. >> one argument is it should be split. half of it should go to pay the workers back and half should go to services and education and etc. there's tommy wells that says all of it should go towards education and other services in the city. and then you have the marion barry
6:23 am
barrys, saying the money should go back to the furloughed employees. >> the politics is that these are voters and has families that are voters, and that's the politics of it. >> they are still deadlocked -- >> marion barry broke the deadlock. >> and the mayor said extending alcohol sales would help raise a few million dollars. >> flags go up for graham, and he said no, we are not going to extend ours in his committee and that's why it was dropped. people in the neighborhoods are very happy. we are not talking about neighborhoods like georgetown only, but we are talking about
6:24 am
capitol hill and columbia heights where these bars are within neighborhoods, and if they extended the hours it would be a total catastrophe. >> this is contributors versus voters. this is exactly what it turns out. i think in this case the voters want out because there is probably more of them then they are contributors. and this issue is not dead. >> it comes back with the budget p . >> this is like the third rail of politics. and jerry is close to this in his neighborhood. those are the people that go out and vote, and if you are going to disthem and vote for longer bar hours, you are harming yourself. i should say there was a victory for liquor store owners because they get to open at 7:00 instead of 8:00, so they will have their

welcome back. legislative leaders have agreed for a special session where they will tackle the unfinished budget business. the general assembly failed to pass an income tax increase. how long do we expect this session to last? >> probably not long, just a day or two. although you never know with these things. it's dejavu all over again. they did not settle up on gambling. and the question is, have they figured out a way out now? my sources indicate a real tough problem for them. >> the doomsday budget kicks in
6:27 am
if they don't get the session under way? >> mike miller says it will take one or two days and he doesn't expect it to go beyond that. many of the answers are in the hopper and they are bringing the session back because they have to address the important issues of not being able to cut in education and infrastructure. >> i think jerry hit it, and the fact they are saying one or two days, and the leadership and the governor is saying we think that we have a deal, and i believe they have already done the count, and this is just a matter of formality. coming back, i bet you they will come up with a deal and they will know where the votes are -- >> most people think they will probably settle this. >> it's certain they are going to come up with a deal. the point is nothing was said
6:28 am
about gambling. >> several weeks ago there was talk potentially of a second special session to deal with gambling. >> maybe they will come up with the second session. mean while, same-sex proponents say they have over half of the signatures they need. they need more than 55,000 signatures by the end of june. >> it took them from january to now to get 30,000. june, and it's a little more than a month to get 30,000 more. seems difficult to me. >> i think they are going to get it and they are confident they will get it. the difference is you are talking about winter months whereas now, and schools out,
6:29 am
and there will be a push -- >> they are over the hump. >> i think they are going to get the signatures. in virginia, he is off and running. lieutenant governor bill bowling is planning his first campaign event in the 2013 gubernatorial race. >> it's going to be very tight. all of virginia is tight. top of the ticket, obama versus romney, and now bowling has to get into the race and get his ducks in a row. you know, the idea was that there would be a deal, that mcdonald would run for governor.
6:30 am
>> this is going to be a big fight. >> it was supposed to be running unopposed. everybody was supposed to sail through the nomination process. keep in mind what you just said. here you have a senate race, a governor's race and presidential race, and there is only so much money to be raised in the commonwealth of virginia. you will have to get out here early, as dave said, and raise money. >> speaking of the senate race, the latest public policy polling shows that that race is deadlocked 46 -- >> sorry? >> tim kaine with 46 and allen with 45. >> interesting thing is allen has a higher popularity rating as a former governor than romney does, and that seems to be
6:31 am
helping him with cain. cain is also a former governor, and the question is is something with the romney campaign or the obama campaign help either one of them. will there be coattails. would either of them be in a position to have reverse coattails. >> it's a toss up. a lot depends on the national picture. but i still can't get northern virginia out of my mind as the tipping point here. how that will play out in the end, this is a very close race, and northern virginia's voters will play in the end, supporting the democrat, i don't know? >> it's interesting the fund-raising is so close. obama and romney raised about the same amount of money in virginia. >> well, like joe said, there is only so much money can you get.
6:32 am
>> and everybody is putting money at the top of the ticket, because they are hoping there will be coattails. it's still too early. it's still absolutely too early. >> the economy is going to determine all of the races. >> how high is the governor, mcdonald on the short list, the potential running mate? >> the abortions issue, relative to sonograms for those getting -- seeking an apportion, having to weigh in on that and a few other social issues that democrats lobbed against republicans on, quote, a war on women, and we will see if women survive. that's powerful people on that list? >> and powerful people from the conservative corner. is mcdonald too moderate to swing the moderate ticket?
6:33 am
>> everybody now is beginning to be moderate. it always comes to the center. but you have to get somebody little bit right of center in order to appease the tea party folk. you can't have the moderates being too moderate -- t-o-o moderate. stay with us, new"news4 tod continues. hi, everybody. i am richard jordan. >> and i am angie goff. chuck, i have to say, it's not
