passengers are in the car, we see the risk quadruple. >> reporter: when someone over age 35 is on board, the risk drops 62%. >> unfortunately, when the parents leave the car, we see the risk go up dramatically. >> reporter: transportation secretary ray lahood says it's time for peer pressure. >> when you're in a car with a friend, and you see them with that cell phone in their ear or the texting device, you ask them to put it away. >> reporter: 17-year-old elliot johnson got whibehind the wheel soon as it was legal in south dakota. >> thinking about it now, it's scary knowing that i started driving at 14. but back then, i thought it was empowerment. >> reporter: but now he realizes he put himself and his friends at risk. >> we would pile in the car. i mean, it was a great transportation, and we always piled up to carpool places. >> reporter: and he's trying to get teens on board now in a very different way. driving home the message about how deadly distracted driving can be. teen fatal accidents

traditionally increase during the summer, and average 422 deaths a month. on capitol hill, brian mooar, news4. word today that president obama's 2008 campaign staff knew about john edwards' extra marital affair. tim tobin was a one-time donor to edwards. he testified at the former presidential candidate's campaign finance trial today. tobin said he knew about edwards' relationship with re he will hunter. and that he warned a friend with the obama camp to examine the infidelity rumors when he heard edwards might run for vp. edwards faces up to 30 years in prison if found guilty of using campaign money to cover up his affair. there may finally be a drug to help prevent hiv. the new study found the pill, travada could keep people from being infected with the life-threatening illness. but studies show it only works when taken every day. fda regulators confirmed the results today. they plan to meet on thursday to decide whether travada should be

approved to prevent hiv infection during sex. a neighborhood dog mauled a woman so badly, she now needs extensive plastic surgery to her face. the attack occurred in olney, maryland. tracee wilkins has more on what happened. >> reporter: neighbors who live in this community know the woman who was attacked, tell me she is called the dog whisperer of the neighborhood. they say that she has such a good relationship with the animals in this community that if someone is having a problem with their dog, that's who they take the animal to see. well, now she's recovering from an unexpected dog attack. [ barking ] >> reporter: this olney suburb is the perfect neighborhood for dog lovers. >> almost every single house in this neighborhood has a dog or two. >> reporter: it's part of the reason so many people who live here are shocked by yesterday's dog attack. he says he saw the woman who was attacked shortly after it happened. >> i saw a young lady sitting over there on the grass, and two

other people helping her out. and she was completely bleeding. around her face. the. >> reporter: animal control officials say a 24-year-old woman was walking her parents' rottweiler when the dog attacked a neighbor. everyone involved lives in this neighborhood. and they all know one another. >> the neighbor that i saw that was helping her out, she was really, you know, stressed out, and she -- she -- i was looking at her face, i recognized her, and i knew that something was terribly wrong. >> reporter: animal control officials say the woman who was the victim of this attack, was severely injured and will require a number of plastic surgeries to correct the damage that has been done. the incident has left people who live here wondering how this will now impact this dog-lovers' paradise. >> dog lovers. when something like that happens, we, you know -- look at ourselves. oh, no, my dog would never do that. but, you know, there are certain breeds that do stuff like that.

>> reporter: montgomery county animal control will be investigating to try and figure out exactly what led to this attack. but in the meantime, that dog is now restricted to the homeowner's home. that means it can only go outside to relieve itself within the yard and then back into the house. but no visiting any public spaces. that's going to be the deal for the next ten days. or at least until this investigation is wrapped up. in olney, tracee wilkins, news4. turning to the weather, some parts of the area are getting a little wet this afternoon. >> and we need it. storm 4 meteorologist veronica johnson has your first forecast. vj? >> thanks, guys. under a canopy of clouds across the area. look at the jefferson memorial, the washington monument there, covered with clouds. we have been getting some rain today. 1/100s of an inch of rain. and folks, this is beneficial rains, because our rainfall deficit for the year now down -- or up around 5 inches, as far as the rain. we're seeing rain around

frederick, maryland, gaithersbu gaithersburg, and calvert beach, lighter showers. and embedded here, moderate rains through howard county and frederick county. but all this is moving to the east, so behind it, for the next couple of hours, just some occasional showers coming through. i don't think we're going to be seeing any big storms out of this, but look at the cloud cover. it's starting to break up just to the south of us. around rappahannock, areas of culpeper county. and those temperatures have been nudging upward, accordingly, where it's 72 degrees now in manassas and culpeper, 74 in charlottesville, virginia and 77 degrees currently in fredericksburg, virginia. we're in the 60s to the north, still where that cloud cover is. so as far as your good night forecast goes, we'll see cloudy skies, occasional showers, 9:00, 10:00, 11:00 p.m., and mercury, 70 degrees by 7:00. mid to upper 60s for the late evening, early part of the night. we'll talk more about what's next for us, because we are not done with this weather system yet.

we've got some more rain that we could see, and i'll tell you how much more we could get coming right up. >> thanks, veronica. startling new details have emerged today about the foiled airline bombing plot revealed yesterday. federal officials say it was disrupted because the cia had a source inside al qaeda in yemen. that source? the bomber himself. and although the plot uncovered a sophisticated bombing device, officials say there is no immediate need to change airline screening procedures. steve handelsman has more. >> reporter: u.s. officials say the full-bodied scanners in many u.s. and overseas airports probably would have picked up the latest al qaeda bomb. >> i think, all things considered, yes. in a high likelihood, it would have been detected. >> reporter: the fbi is analyzing the device. the next version of the underwear bomb that physical i willed in 2009 worn by omar abdul mutallab.

the increase in the sophistication they're using. >> reporter: and the cia is adapting in yemen, scoring a huge coup, sources say, in this nation where al qaeda is the most active. >> we don't have to worry about the ied or the would-be bomber. >> reporter: sources say the bomber was never a worry, but, in fact, a cia source, an asset, who brought the bomb out of yemen, infiltrating al qaeda would be a breakthrough. >> this is something we have been trying to do for a long time. these sources, these methods of our collecting intelligence are really the crown jewels in terms of disrupting these plots. >> reporter: in a cia drone strike, apparently related to busting up the bomb plot, the head of al qaeda in yemen was killed sunday. administration officials are feeling good today. >> since 9/11. and not one plane has been brought down. by a terrorist. >> reporter: but from the tsa to the cia, the voua today is not

to let up. because al qaeda proved it's still targeting u.s. air travel. steve handlesman, news4. memories of some iconic children's books are on the minds of many today, as we mourn the loss of maurice sindamage, the author and illustrated died this morning at a connecticut hospital. he suffered a stroke four days ago. he wrote and illustrated books like "chicken soup with rice" and the somewhat dark "where the wild things are" which later became a motion picture. he said he thought of himself as an author who told the truth about childhood. he was 83. civil rights icon rosa parks is going to be honored at the national cathedral. this thursday, a new sculpture will be dedicated in the cathedral's human rights porch, a section of the church devoted to those involved in the fight for social justice and equality. in 1955, parks refused to give up her seat on a montgomery, alabama bus to a white

passenger. her action was a major step forward in the fight to end segregation. the sculpture will be dedicated during an evening ceremony, one of parks' nieces is expected to attend. a major letdown for the caps. oh, no! >> and we are still hurting on this day after the team was just six seconds away from victory. but wound up losing in heartbreaking fashion. the caps were up 2-1 when a penalty with 21 seconds gave the rangers a man advantage. they took advantage, scoring the game-tying goal with just six seconds left on the clock. that would send the contest into overtime. 1:30 into the extra session, the rangers scored again to win. they take a 3-2 lead now in the series. game six tomorrow night at the verizon center. >> tickets for the summer olympic games are still available. organizers are making 1 million more tickets, putting them up for grabs in the latest round of sales for the olympic games. the tickets go on sale at 6:00 a.m. on friday, and will be

is the new hot thing to do. now, this started in new york city. a couple offices decided when they got a puppy, hey, let's see what our friends' puppy is doing, so they skyped in. you can do a setting by skype, by the way, this was our number one question on hot 99.5. how do you do it? set skype to answer certain calls automatically, and just turn on. and that's what people are doing, and they're setting it up for people trying to figure out what their pets do during the day. here's one thing experts warn you about, if you have a dog. dogs are scent-oriented and not sight-oriented and that could throw off the pet and confuse them as to why is the -- why is my master in the computer? i don't know. >> yeah. >> but they say be very careful about it. either your pet will really be into it or not be into it. i am rumpelstiltskin during the day. >> and the dog will think you now smell like a computer. >> exactly. so be careful. but if it works, it works for you. that's what people are using

skype for during the day. >> most importantly, does it work for the dog. there's a big national debate about this book, "fifty shades of grey" and some people are saying it's not important for being in the library. and we covered a book signing for it last week. >> one of the stories about "fifty shades of grey," it's so big because it initially was on e books, so you could tell what people were reading and they got into it that way. now that it's big in paper book, doesn't belong in libraries. this out of florida, bre brevard county, said it was erotca. it's dirty, all right. local residents pedded to get it back in. other books banned include madonna's 1992 book called "sex." >> that had pictures. >> yeah, that had pictures. the question, is it too dirty for libraries, yes or no? >> okay. what you got coming up tomorrow? >> tomorrow, we'll send you to miami, one more time. we have 30 winners going. and we want you to join it. maroon 5, flo rida, on hot 99.

lake erie is almost 10,000 square miles, but all it took is being in the right place, right time for a pennsylvania college student to make a record catch. there she is. 22-year-old todd young was just ten minutes into his fishing trip on sunday morning when he got a bite on his line. turned out to be a 39-inch lake trout. she weighed in at a record-breaking 29.75 pounds. a pound and a half larger than the current record. >> wow. >> boy, he's strong. >> one big trout. >> i wonder if he threw it back. >> no way. >> you get the picture first. you make sure it's a good picture. >> a good sportsman always throws it back. >> i bet he threw it into the freezer. >> could feed a couple families on that.

the weather, it's wet. we're in the rain, finally. >> yes. we are in the rain. beneficial rain, so the grass is happy. the trees are happy. as i mentioned earlier, we're still abnormally dry for maryland and much of virginia too. so we really need this rain. haven't gotten a whole lot today, but the fact is, we've got another 24-plus hours of rain yet to go. take a look outside there. there is your gray. some of you way down to the south and west, though, seeing just a little bit of sun. trying to filter through this cloud deck. take a look at some of the rainfall totals that we have picked up today. in montgomery county, gaithersburg and rockville at 13/100s of an inch of rain. leesburg coming in at 22/100s of an inch of rain. so just a few hundredths to a tenth, a couple spots more than that. 73 degrees now but the dew point temperature at 64. so a touch of humidity too.

73 at ft. bell vor. 74 in warrenton. 60 up to the north, and it's up to the north where the thicker cloud cover and showers have been. baltimore seeing showers now. this area of rain moving toward i-40 right around d.c., we're currently dry, but there will be some more occasional showers coming through. and then we got a batch of heavier rain now sitting inside of howard county moving east-northeast soon making its way up around i-83 there just north of talson and cockiesville. so more showers coming your way for the evening hours and night. and even for tomorrow morning, a few light showers around the area. 63 to 65 degrees with your sunrise tomorrow at 6:01, so it is going to be a little wet, maybe some patchy fog for tomorrow morning, as well. so here's that cold front. it will be sliding off to the east. then an area of low pressure forms tomorrow. so a few showers with that front right on top of us tomorrow. but then that area of low pressure will be advancing

also uncovered a new kind of undetectable underwear bomb. the fbi is analyzing that device. a montgomery county woman will need several plastic surgeries after being mauled by her neighbor's rottweiler. it happened last night in olney. animal control officers are now investigating. the dog is restricted to its owner's home until the investigation is finished. we'll have much more at 5:00 tonight. aaa released a new study about teen drivers today. a 16 or 17-year-old driver's risk of death increases 44% if there is one passenger under 21 and no adult in the car. and the number doubles with two teen passengers and quadruples when there are three or more under the age of 21. but the study shows the risk decreases 62% when a passenger age 35 or older is in that vehicle. on wall street, a tough day. stocks recovered more than half their losses. unfortunately, it wasn't enough.

that just for show? >> a lot of people -- a lot of people are asking this, and i'll have to tell you, i can't name names, but i did speak with a couple contestants this morning, one person who has worked under christina, and they're telling me think this is 100% genuine. she hasn't really shown to be a big fan of tony luka and tony said last night he doesn't understand why she doesn't like him. so i think there is a little bit of truth to that. it's going to be really interesting tonight. we're hearing that all four judges will take the stage and perform a song together. and so it will be interesting to see if they're able to put their personal differences aside to put on a great performance. and coming up on news4 at 5:00, i'm actually going to talk to a couple local contestants that did not advance to the final four, and they're going to give me their predictions of who they think is going to walk away the winner. and, of course, we'll be here live for the show at 11:00, and when it wraps up, i'll have a total recap and hopefully a chance to speak with the winner themselves. >> all on the line. and remember, right here, nbc 4 tonight at 9:00, the two-hour

exercise. >> integrate physical activity, every day, in every way, for everybody. >> reporter: this includes an hour of daily exercise for kids in schools where gym class has dropped to once a week in many communities. also, nutrition education in schools and increased availability of healthy foods and drinks in cafeterias. >> but if these strategies are not reinforced elsewhere, or worse, undermined, then progress cannot be accelerated. >> reporter: the committee stresses, synergy. schools may be set up to fail if parents don't encourage exercise at home, or if kids don't have sidewalks or a safe place to play in their neighborhood. >> the opportunities for safe and affordable leisure time and recreational physical activity are less available in racial ethnic minority communities and in low-income communities. >> reporter: the committee also calls for drowning out the vast marketing of junk food. >> we need to have dietary guidelines marketed at a louder

a father in oregon is accused of making his 10-year-old son his designated driver o. on sunday, troopers say they pulled over jose torres' suv and found his son behind the wheel. officials say the car was weaving between lanes, and even stopped in the middle of the road. they arrested torres for having a blood alcohol level almost three times the legal limit.

new developments this afternoon in the wrongful death trial brought after a collision between a giant barge and a duck boat filled with tourists. two people died in the accident, which happened in philadelphia in 2010. today, there's word the judge deciding the case is asking the two sides to settle. nbc's mara schiavocampo has more. >> reporter: arriving at u.s. district court in philadelphia monday, the families of two hundred garrian tourists say boat operators are responsible for the loss of their loved ones. video played in court monday shows the tragic accident. in july of 2010, a barge guided by a tug boat plowed the

sight-seeing duck boat on philadelphia's delaware river, causing it to sink in 55 feet of water with 35 passengers and 2 crew members on board. 20-year-old zoboks presently and 16-year-old dora were killed in the accident. a lawyer said in court monday, the teenager can be seen throwing a life preserver to a deck hand in the water. >> dora was only 16. since her passing, our life has been filled with darkness. >> what was to be the trip of a lifetime, instead it's where their life ended. >> reporter: the owners of the barge, tug boat and duck boat all claim they are, quote, not liable and are asking a federal judge to ensure the liability be limited to the value of the vessels, about $1.8 million. a legal precedent set by a 161-year-old maritime law. >> like the families of these youngsters are saying, that's not fair.

that's not right. these children's lives are worth so much more. >> reporter: an ntsb report found matthew devlin caused the accident, due to, quote, repeated personal use of his cell phone while solely responsible for navigating the vessel. in november, devlin was sentenced to a year in prison, after pleading guilty to involuntary manslaughter. duck boat tours are offered in cities all around the country. this ride the duck philadelphia promotional video shows the amphibious vessel as a fun way to see a city by land and sea. while most rides go off without a hitch, it's not always smooth-sailing. sunday, a ride the ducks boat stalled without explanation and had to be towed to shore. and just a short time ago, the trial was stopped. a judge asked both parties to reach a settlement. we'll keep you posted and let you know what happens there. now at 5:00, new details about the woman arrested in a deadly hit and run crash.
