side. that is going to change in a big way over the next 12 hours. storm 4 radar, just a few light showers out there. maybe back towards winchester, the mountains and culpeper area and to the north and west of warrenton. watch what happens when we widen out. there is a lot of rain and a ton of moisture making its way out of the gulf of moex co and out of the atlantic. we could see a lot of rain from this. it's not just tomorrow. i'll explain when the rain moves in and how long it may stay coming up. >> thank you, doug. now to a brutal attack in northwest washington. a four-pound dog named freckles killed in her own front yard and then the dog that attacked and its owner simply walked away. darcy spencer reports from glover park. >> it was absolutely the worst thing i've ever experienced in my entire life. >> reporter: she says her four-pound chihuahua named frk freckles was attacked and killed by another dog. she was on her porch. freckles was here on the stone

fence in their yard when the large dog being walked on a leash snatched her. >> i went from messing around on my computer with my dog sitting right beside me to literally one minute later, my dog was dead. >> reporter: it took up to 20 seconds to pry freckles from the dog's mouth and she was already dead. >> it was just awful. >> reporter: the neighbor liz creason saw the dog and its owner leave amidst the screaming and bloodshed. >> at the time i saw him, the attack had just ended and the dog was pretty calm but just -- and the owner looked rather calm. but just kind of walked off down the street. >> reporter: she's posted information and a civic group has posted flyers in the neighborhood. the dog attack has residents in this community on alert. there are a lot of dogs in this neighborhood. some are keeping them on their porches. and when they take them for walks, they are keeping them close. >> d.c. police and animal control are investigating. a police report says the attacking dog's owner walked

away without identifying himself. but rudy and her neighbors are hoping he'll step forward. in northwest washington, darcy spencer, news 4. tomorrow the guardian angels will begin patrolling a d.c. neighborhood where a man was beaten so badly that his jaw is now wired shut. that attack happened on thursday afternoon behind a condo building at 14th and w. northwest. neighbors say the 14th street corridor needs a bigger police presence. the guardian angels say they'll begin foot patrols. resignations at two of america's biggest companies could shake up wall street in the morning. three executeives at jpmorgan chase are expected to leave. this after a trading blunder that cost the bank $2 billion. ina drew is the biggest name. she oversaw the risk management division. she's considered one of the most powerful women on wall street. today, the company's ceo jamie dimon admitted he was dead

wrong about his original take on the risky trades. and he promised to get to the bottom of just what happened. >> we made a terrible egregious mistake, almost no excuse for it. >> not trying to stop banks from losing money. we are trying to stop them from losing money in ways that will cause damage to the rest of the system. >> seizing on jpmorgan's losses to push for stronger bank oversight, dimon says the trading in question did not violate any current regulations. >> the ceo of oosht major u.s. company quit his job today because of a lie on his resume. yahoo!'s scott thompson never earned a computer science degree. that degree was not only listed if his official biography but also in company filings with the u.s. government. yahoo! appointed executive vice president ross 11son as interim ceo. first responders who died in the line of duty were honor eed tonight at the officers memorial. the names of 362 officers were read during a candlelight vigil.

among those honored, police officer derek kraus who was killed at virginia tech last december. also maryland state trooper shaft hunter and virginia trooper adam bowen. both died in car accidents last year. a vote in virginia this weekend will mean a larger number of families could lose their homes and the affordable rent they are paying now will be difficult to find. it all centers on a redevelopment plan for the beauregard corridor. erica gonzalez joins us with more on this. >> the redevelopment of the beauregard area includes millions of dollars worth of traffic improvements, as well as a new fire station and public amenities. it also includes getting rid of apartments like the ones behind me. >> i'm going to lose -- i might lose all of my friends. >> reporter: edgar is a fifth grader at william ramzi middle school and doesn't like the

thought of potentially having to leave his school or his favorite teacher. his mom carla tells me the brookdale apartment complex is being demolished. she says management told her family three months ago they'd have until 2014 before their home would be torn down. >> and this is the largest public/private partnership we've ever done in this city. >> reporter: alexandria city mayor says it's part of a 430-acre approved plan to rebuild the west end of alexandria. >> you can walk, bike and you don't need your car. >> reporter: five developers who own 5,000 apartments in the area will demolish half of them and rebuild more expensive rentals. she says apartment managers told her she and her family would have to relocate. 800 units are guaranteed to be affordable housing. >> there has to be a process in place to provide for dislocation

and relocation. >> reporter: and there is. yule tells meçvhere's about at least $4 million in the bank set aside in order to help these folks relocate. families like hers. another big issue for a lot of people is the problem with traffic and congestion. but the mayor tells me that this is something that's going to be phased in over the next 30 years, it's not goingñr to be anything that happens overnight. live in alexandria, erica gonzalez. a massive three-alarm fire ripped through the repair shop of a former pontiac dealership. that fire started inside a trailer and then spread to the building late this morning. could be days before investigators figure out what caused it. that's because the building is not stable enough for crews to go inside. nobody was hurt. we're hearing from the husband of a young mother who vanished from loudoun county. today would b bethany decker's 23rd birthday. she was pregnant with her second child when she disappeared in

2011. her boyfriend was believed to be the baby's father. decker's husband deployed to afghanistan days after she was last seen. today he joined her family as they handed out flyers in ashburn. >> my expectations for today is to help get out the word to help somehow, somewhere she's listening to this so that way she'll realize we all miss her and that we really need her right now. especially her son kai who is with us right here today. >> reporter: bethany decker's familiarly had a birthday cake for her. they hope that she will join them next time. trayvon martin's mother will be able to take eight months of paid vacation, thanks to a generous donation by her co-workers. fellow employees at the miami-dade housing authority offered up their hours to sabrina fulton. she's been with the department 23 years. george zimmerman, neighborhood watchman, shot and killed her son trayvon back in february. zimmerman has been charged with murder.

he's currently out on bond. new york mayor michael bloomberg urged graduates at the university of north carolina to keep fighting for equal rights. the commencement speech comes just days after north carolina voters approved a constitutional ban on gay marriage. bloomberg told the crowd that if the government can deny rights to one person it can deny rights to everyone. >> each and every generation has removed some barrier to full participation in the american dream. the work is not over. far from it. and i would argue last week's referendum banning same-sex marriage shows just how much more work needs to be done to ensure freedom and equality for all people. >> bloomberg went on to show he thinks all couples should be treated as equal members of the american family and he believes this can happen in this lifetime. president obama will travel to new york city tomorrow to deliver his first commencement address of the spring. mr. obama will speak to the graduates of barnard college.

the president will also do some fund-raising and is reportedly seeing a big boost from his support of gay marriage. he also plans to speak to graduates of joplin high school in missouri and the u.s. air force academy in colorado. americans in maryland are going back to annapolis tomorrow for special session. governor o'malley calls them back. they are looking to pass an income tax hike that would affect nearly 16% of workers and generate nearly $250 million. opponents plan to protest outside the state house tomorrow. the montgomery county school system is mourning the lives giant in education. jerome marco died on wednesday. he led walt whitman high school as principal from 1975 until he retired in 2004. marco was known for his accessibility and emphasis on extracurriculars and implemented the zero tolerance alcohol and drug policy. the whitman community is planning a service in his honor. a grocery store flooded with

sewage will stay closed for a third straight day tomorrow. the harris teeter near potomac yard in arlington is still being cleaned and restocked. they blame a sewage leak there on friday. they blame thad on a problem at the arlington county water pollution control. another step for the space shuttle "enterprise" in new york city. it was unloaded at jfk airport. a jumbo jet transported it from the center in shantilly, virginia. in a few weeks a barge will take it to its new home, the intrepid air, and sea space museum. sam miller on the left there. when his girlfriend sarah cooper walked across the stage today, he dropped to one knee and he proposed to her. when she said yes, the auditorium went wild. they minute during orientation week at au. they've been together ever since and plan to stay right here in the d.c. area.

and it never loses its appeal. more than 120 pounds of explosives brought down two high rise apartmenture tos in denmark today. hundreds gathnerd copen haguen to watch the buildings implode. they were originally built in the '50s, but recently were deemed unsafe to live in. they certainly are now. there are more than 300 speed and red light cameras around the d.c. metro area resulting in thousands of tickets every month. tonight, liz crenshaw has discovered an expensive problem when speed cameras flash on a leased car. >> it's bad enough getting a red light camera or a speed camera ticket in the mail. what if your tickets don't make it to your mailbox and the penalties for not paying add up. it's happening all over the country to drivers who lease their cars. turns out their tickets to nowhere. >> whatever system they have for getting these tickets to you is obviously broken. >> jacob lesser got a letter telling him to call the police

department. >> and this woman from the police department told me that there were a number of unpaid speed camera tickets on my registration. >> reporter: a year and a half's worth of speed camera tickets. >> but it turns out almost all of them were on, you know, on my way to work. apparently there's a speed camera there right on my way to and from work every day. >> reporter: but he didn't pay the tickets and didn't slow down because he never got the tickets in the mail. and the penalties on the unpaid tickets added up. >> yeah, it was a lot of money. about $1,000. >> reporter: same story with nicky fraser of bowie, maryland. >> i didn't find bought any of my tickets until i went to renew my registration and was told i had about $800 worth of fees to pay before i could renew. $800 worth of speeding camera red light camera and late fees. >> why didn't they find out about their camera tickets? because they both lease their cars. so when their license plates are

photographed by a speed or a red light camera -- >> we can only use the addresses listed on the registration. so when that address belongs to the leasing company and not the person, we don't know that and the ticket goes to the leasing company. >> reporter: in lesser and fraser's case, the tickets were never forwarded to their home address. >> certainly was not my fault i didn't get any of these tickets. >> why isn't this stuff coming to me? i should be knowing about this first. >> it's certainly an escalating issue and an escalating problem. >> reporter: chris styneberg is president of the american financial services association. he says it takes time and manpower to forward the tickets to the drivers and there can be delays. >> it is certainly a headache for any individual, any consumer who is having hundreds, sometimes thousands of dollars worth of tickets that are building up. when you look at these major leasing companies that are leasing hundreds and thousands of vehicles, it becomes a major, major issue. >> reporter: the solution is simple. if you lease a car, check your

registration. if you don't see your address, contact your motor vehicle department. >> change the address on the registration to you so in case you do get an automated enforcement ticket that you will get the ticket yourself. >> it makes me mad that i have all these violations out there. i don't even know about. >> so that's the key. check with the dmv, the mva. make sure they have your address on the registration. lesser and fraser paid off their tickets with the penalties. they didn't have any choice in order to renew their registrations. jim and doreen, back to you. >> thanks, liz. you know the phrase, lucky to be alive. we'll tell you about a guy who knows what that means. he lives in seattle. fell more than 100 feet while skiing this weekend and walked away without a stretch. ni nickolai was up on a mountain when he decided to check out what he thought was a small trench. it collapsed underneath him. he fell most of the way down a 160-foot crevasse.

out even more. a lot of rain down to the south and some heavy rain at that. and it's also going to get rather breezy. with that, it's going to be fairly nasty day both tomorrow and on tuesday. here's what's happening overnight tonight. your future weather forecast taking you through 7:00 tomorrow morning. notice the shower activity around the region. heaviest rain should be back toward the mountains. romney, around winchester, up toward frederick and haguestown. periods of rain. not an all-day rain. could be steady at times. the heaviest rain still back to the west. overnight, monday night into tuesday, even more rain. and look at 7:00 a.m. on tuesday morning. the potential is there for heavy rain, too. we'll be watching out for this very, very closely. watch what happens when we put this in. the total, 1.3 inches in washington for this computer model. nearly three inches of rain from i-81 back to the west. some areas could pick up one to two, even three inches of rain
