need. you call 911. instead of help all you get is silence. lea thompson with the news 4 exclusive, about a dispatcher who fell asleep when needed the most. >> reporter: jim, the news 4 i-team obtained a copy of the recording. a montgomery county woman called 911, because her husband was having trouble breathing and started to turn blue. following protocol, a 911 call taker answers and quickly transfers the woman to a dispatcher who was supposed to send an ambulance. hello. hello? hello? realizing something isn't right, the call taker breaks in. >> hold on, a second, ma'am, let me fry to get them on the line again. >> that light snoring you hear is the original dispatcher, who has fallen asleep. the snores get louder as a new dispatcher tries to help the woman.

>> put one hand on his forehead, the other hand underneath his neck and tilt his head back. >> yes. >> uh-huh. >> the employee was immediately removed from the floor by his supervisor that night. and was placed on administrative leave with pay. pending the outcome of the inquiry. >> montgomery county assistant fire chief says the sleeping dispatcher is an experienced uniformed fire fighter who was 17 hours into a 24 overtime shift. the i-team found dispatchers work twice as long as other dispatchers in our area. >> it actually worked very well. >> the union rep for fire fighter dispatchers. >> while it may seem like a long shift to some body who isn't used to that work schedule it is something normal for a fire fighter to work. >> both he and the county say this is the first time some one has fallen asleep during a 24 hour shift. >> now he's all blue. >> we counted at least 18 snores

on the april 4th recording before the dispatcher finally wakes up. and doesn't realize the woman has been on the line for more than four minutes. >> he stopped breathing for a little while and now i put his -- i put his -- my hand on his chest. >> what's the address? >> uh-huh. >> what's the address. >> ma'am, what's the address? >> the patient was transported to a hospital and is okay. 911 dispatchers are now working in a renovated call center where a supervisor can see all of the dispatchers. the county says it hopes this will prevent any one from falling asleep again. as for the issue of 24-hour shifts, it could come up in the fall when union negotiations begin. jim, doreen. >> thank you. >> dramatic video of an arrest at a d.c. hotel. the man in the video claims officers used excessive force on him. police thought he matched the description of a murder suspect.

turns out they had the wrong man. the man says he was roughed up. despite the case of mistaken identity he still was charged with assault on a police officer. >> you can look at me and see that there was excessive force used at minimum. and there was misconduct at minimum. it shouldn't happen. >> wilson led protestors on a march. the u.s. attorney is taking a look at the assault charge and the d.c. police department is looking into the allegations of excessive force. >> hit by a car. tonight a local student is recovering after an accident near a school bus stop. her neighbors worry others are in danger. jackie benson reports now from herndon. >> being carried down the stairs by her dad, is how she ended a monday that began with being hit by a car. high school students are notorious for dashing to a second school bus stop after they just missed the bus at the first one. that's what tiffany was doing when she made a split second

miscalculation trying to cross six lanes of busy west ox road. >> i guess i didn't see him. they said i flew up in the air. >> her dad saw it happen. >> i just saw her get hit, flew into the air, and -- fall. >> the collision left her with a sprained ankle, sore back, and scratches on her cheek from where she hit the ground when she fell. >> sdnts the bus stops which we moved out of two developments on to ever busier west ox a few years ago are an accident waiting to happen. >> when people come off that, off of 7100, they are trying to get around the bus or they don't stop. >> last fall after complaints from parents, the decision was made to resume in development bus stops on that side of west ox road. but only for elementary school students and only in the morning.

reporting from fairfax county, jackie benson. >> scary moments for commuters after a school bus being towed through the third street tunnel in downtown d.c. caught fire. dozens of drivers were stranded in their cars this morning. many had to abandon the tunnel to escape the smoke. abandon the cars too. the fire aporpears to have been caused by mechanical >> photographs from d.c. councilman barry. he suffered a blood clot in his leg traveling to an annual retail conference. barry said by way of twitter he is doing better today. he is not sure when the hospital will release him. president obama just wrapped up the latest commencement speech of the season. at a high school in the tornado ravaged city of joplin, missouri. deadly tornado hit right after high school graduation ceremony there last year. 161 people were killed. thousand of homes and buildings were destroyed.

treasurer on the mayoral campaign for gray. the u.s. attorney's office has been investigating, possible campaign corruption for a year now. >> people who don't pay parking tickets in the district could find themselves getting smaller tax refunds. the city's tentative budget includes a plan that would allow the department of motor vehicles to collect outstanding bills by garnishing tax refunds. officials think they could collect 2.5 million a year that way. the plan would not affect motorists who are not d.c. taxpayers. it is now official, a french prosecutor opened a formal investigation into dominique strauss-kahn and allegations of rape at an alleged sex party here in d.c. strauss-kahn accused of violeolently forcing prostitutes into sexual acts at the w hotel in december 2010. he was the head of the international monetary fund at the time. the investigation is part of a larger probe into a suspected prostitution ring, based in the city in france. strauss-kahn is denying charges.

>> today judgment day for a college student who recorded a sixable encounter between his roommate and another man. that video led the roommate to commit suicide. and put a spotlight on gay bullying nationwide. here is angie goff with more. >> he faced ten years in prison and deportation back to india. but was sentenced to 30 days in jail and three years probation. the student sat silently as he waited to hear his fate. in december, 2010 he use aid web-cam to stream video of his roommate kissing another man. he used twitter to encourage others to watch. tyler clemente found out about the spying and killed himself. and the roommate was found guilty of invasion of privacy and bias intimidation. before the sentence was handed down, both clemente and his roommate's parents made tearful appeals. >> tyler and i had been very

the president. how a lawsuit is shaping up over the obama administration's policy on birth control. >> this is the latest in a standoff between the obama administration and catholic bishops. the arch diocese of washington joined notre dame filing suit against the government claiming violation of religious freedom among more than 40 other catholic diocese, hospitals, health care providers and organizations filing suit around the country. the groups are fighting a government mandate requiring employers to offer birth control to employees. there are exemptions for faith based groups. they only apply to those who primarily hire and serve members of their own faith. catholic hospitals, schools, other groups that serve people regardless of their faith they're not included. >> have the courts decide to what are the constitutional rights of faith based groups all over this country. what are the constitutional limits for the government stepping in and telling us this

is the definition of who you are. >> health and human services secretary, and her agency are labeled as defendants in this lawsuit. she was just heckled at georgetown's graduation last week. her agency has declooined to comment. back to you. >> more now about the breaking news in alexandria where they were trying to save a dog stuck in a storm drain. shomari stone is there. what's going on, shomari? >> fairfax, the fire rescue and police are going to be clearing the scene. over the last, five hours, they thought that this was a dog, well awfulll of a sudden if youe here. the animal ran to this area, saw it was a fox. it ran back. they realize this is not a dog, a fox. they closed the manhole cover and about to clear the scene the i said why. fire fighter told me they're concerned about rabies. many residents called them around 6:00 to say saying that they were hearing a dog barking.

lightning. another one. lightning stroke right there. now, not seeing anything severe. these will primarily be rain producers. but the rains will be very, very heavy. you extend the line right on down to the south. in through spotsylvania county. some east of fredericksburg. you have it on your east. have it on your west. going to continue to see the rain. notice rest of the area here. here is the line. line i am talking about. extend from raleigh. right new southern new york state. that is an amazing line of thunderstorms. there is another one. back to the west. yet another one back here. then here is the frontal boundary. that has a lot of rain associated with that. that also producing some showers along the tropics. tropical moisture. making its way in through new york city. new york inundated with rain. pretty much all day. high temperature this afternoon. 75 degrees. we did see a lot of rain in parts of the area. .03 at the airport. not everybody saw the rain. some areas nearly 1/2 inch of rain throughout the afternoon. now over an inch in the

season. it was the first organized team activity of the off-season for the red sknz todskins today. rg-3 was not the headliner today. that honor went to mike shanahan who got steam rolled by two players going up trying to catch the ball during practice. shanahan was watching another drill when he got crunched. he stayed on the ground for a few minutes. toughed it out and finished practice. the players gave him some props. >> he showed some toughness. got up. stuck it out. so, you know that's, a bmark of our team. it was pretty scary to see two guys, running full speed, smack dab into the coach. hopefully he is okay. >> he is our leader, head guy. took everyone's breath away for a little bit. he is a tough guy. if any sign -- reflected, what the team is going to be about this year. he set the tone. by not taking it and getting up
