continue to track heavy rain at this hour. >> doug kammerer is here to tell us who is getting hit right now. >> a lot of people are, especially those around the metro area including those of you in the district and right across the river. back toward the west. back toward the southern portions of loudoun copy, fauquier, all seeing a ton of rain. we'll zoom in to this area just north of 66. right around marshall. very strong storm here. another one in northern prince william county and here's the strongest storm that has been sitting over the same area for about the last half-hour to an hour around falls church. over toward seven corners and then over the river toward northwest d.c. some very heavy rain. a ton of line as i mentioned and this is moving very, very slowly. give yourself extra time if you're thinking about heading out and about. this is right along route 50 and around the beltway, too. as we move to the west, this is some good news. we were seeing a big thunderstorm here but that is

starting to die down a little bit. you can still see some enhanced rainfall in this region. the northern portions of prince william copy, southern portions, under a flash flood warning for the third consecutive day. never drive through flooded roadways. i'll have the latest on all this rain and the thorl going on in what could be happening over the next couple of days. the head of the secret service testified about the colombian sex scandal that has rock the agency. he said that agency rule have been strengthened but lawmakers voice skepticism about the culture surrounding the service. brian moore has the story from capitol hill. >> reporter: the head of the secret service insists the colombian prostitution scandal was an aberration. >> these individuals did some really dumb things. and i just can't explain why they would have done what they would do but i will tell you that i do not believe they did it because they believed that this type of behavior would be

tolerated. >> reporter: the director mark sullivan rejects reports that this was so common place, they had a nickname. the secret circus. but lawmakers aren't buying it. >> this misconduct was almost certainly not an isolated incident. >> if one of the agents had not argued with one of the women about how much he owed her, the world would never have known this sordid story. >> i believe and i have a lot of faith in our men and women that somebody would have reported this misconduct because. >> just goes beyond the pale. >> but only 60% of employees would report something unethical if they say the, a survey said. the "washington post" reports some of the employees who lost their jobs claim what happened in colombia was business as usual. they want their jobs back. but sullivan says they're done. as for the women involved, the investigation shows they posed

guilty to charges he helped funnel money to then minor candidate sulaimon brown for his attacks on mayor adrian fenty. on wednesday, prosecutors charged a second campaign operative, howard brooks, with false statements to the fbi about the scheme to finance sulaimon's attacks. brooks has been cooperating with authorities and reportedly wore an undercover wire for investigators last year. charges against him now indicate another major step in this investigation. mayor vin send gray, his campaign activities under investigation, turned aside all questions about the corruption cases including the u.s. attorney's statement that gray's campaign activities deceived voters. >> the u.s. attorney has said in yesterday's thomas gore case, in 2010 the voters of the district of columbia were deceived by your campaign. >> i think you know there's an ongoing pepping investigation. so there's nothing really i can

come on this. it is continuing to unfold. >> you know mr. gordon, mr. brooks, any personal feelings even though you can be comment on the race -- i mean, the investigation itself? >> i think not. >> the mayor aggressively changed the subject with reporters, even taking microphone to do a mosque interview himself. in an exclusive tv interview with nbc 4, u.s. attorney ronald was all business as he said he will rout out public corruption. >> you said the vote,of the district in 2010 had been deceived. pretty strong statement. >> it was a strong statement. the conduct was pretty egregious. it is important that we have the electoral process with integrity and that was violated in 2010. >> reporter: howard brooks the campaign worker charged today is expected in federal court tomorrow.

there will be a permanent tribute. new signs dedicated to wesley brown are going up along the beltway. a man named cyril williams shot and killed brown while brown was working security at the applebees in forestville. william is serving a life sentence. the new signs with brown's name will hang near the forestville barracks where brown had been stationed. it's been more than a year since an american university professor was found dead in her home. tonight police are still trying to get the suspect to give himself up. jorge is accused of killing professor sue ann markum in october of 2010. he fled to mexico after that shooting. police charged him with murder a year ago after finding his dna on the weapon. they've been trying to get him to return to the united states to stand trial. he has refused and u.s. officials are working with the mexico an government to get him back to the states. in prince william county, virginia, a teacher who works

with emotionally challenged students has been charged with sa assault and battery against a 10-year-old child. jane watrel has more. >> reporter: 35-year-old cynthia hall has taught emotionally disturbed students for the past 18 months at kerrydale elementary school in woodbridge. last week she was arrested for assault and battery after police say she allegedly grabbed a 10-year-old boy. >> before the assault took place, the student was sitting in a chair quietly. wasn't being disruptive or anything. the teacher came into the office and that's where the assault took place. >> hall, the mother of a young son, has been working since august of 2009 as a comprehensive early intervention special i have at kerrydale. according to her school biography has been teaching for 11 years. police say arresting a teacher for grabbing a student is unusual. but members of their physical abuse unit investigated. the student had minor injuries. >> we don't obviously have teachers arrested often,

especially for assault and battery on a student. this case is very unusual. we investigate it like any other case that we receive and we place the following charge. >> reporter: hall was released on a 2,000 bond. she has been suspended with pay. no court date has been set. in woodbridge, jane watrel, news4. a fall suffered by former first lady nancy reagan may have been more serious than originally thought. she was forced to skip an event at the reagan presidential library last night for health reasons. mrs. reagan is 90 years old now. she is still recovering from that fall back in march. she broke several ribs at the time. her doctors say she has been healing slowly but has had to cancel several appearances. the latest on the presidential campaign. a new poll in a major battleground state contains good news for mitt romney. steve handelsman has the latest. >> reporter: thanks, washington was in washington today in a related move.

an initiative, a new one by him to try to show respect to latino voters. to try to get their votes. especially in states where that could make the difference. mitt romney got good news about florida. the biggest swing state. he has turn the race there around, up by six in today's quinnipiac poll. in a state with a lot of hispanics. republicans figure romney needs 40% of latinos. romney got just 27% in the new nbc news "wall street journal" tell moonedo poll. he appealed for support at the latino coalition summit in washington. not by focusing on say, immigration reform. but a more urgent issue to many latino families. public school education. >> here we are in the most prosperous nation on earth. but millions of our kids are getting a third world education. and america's minority children suffer the most.

>> reporter: the big problem, said romney, is powerful teachers' unions blocking needed reform and he charged, president obama is giving the unions a pass because their big donors to democrats. >> we have to stop putting campaign cash ahead of our kids. >> reporter: mr. obama was at a commencement. the u.s. air force academy. remining graduates who were just school kids on 9/11 that he is ending our role in iraq and afghanistan. >> for a decade, we have labored under the dark cloud of war. and now we can see a light, the light of a new day, on the horizon. >> reporter: the war on terror. and public schools. important but second tier issues in 2012. still issues that both candidates can use to score points in a race that is mostly about the economy. president obama right now speaking at a fund-raiser in denver saying if mitt romney was sufficient a good businessman,

why is he now advocating policy that's would hurt the u.s. economy? romney is certain to have a response soon. on capitol hill, i'm steve handelsman. we continue to monitor the weather out there. people are getting pounded by the rain. >> not just the heavy rain. we're talking about line and also some small hail reported from some of these storms, too. these storms, numerous out there. right now we're in the district. also in toward northern virginia right around tyson's corner. then back on 66 just to the north. northern fauquier county, southwestern portions of loudoun county. then follow this line right through rappahannock county of baltimore. then back around toward fredericksburg. this is another line i'm watching just to the north of fredericksburg. it continues to form and expand. it will move out in through southern portions of fauquier county. they have been hit very hard the last two to three days. it looks like it will be hard again tonight. coming up, a wife watched

the people in egypt are doing something they haven't done before, choosing a new president. there is a team of international observers in cairo including former president jimmy carter and his wife rosalyn. this is the first public election since hosni mubarak was ousted last year and he controlled the elections for the 30 years he was in power. >> reporter: on this the first day of egypt's first ever free and democratic presidential election, voter turnout has been high. so high, in fact, that voting hours today were extended by one hour. >> i think everybody is very happy. finally we can make a choice. i hope our choice will be

respect asked that the outcome will reflect the democratic process. >> reporter: just a minute's 50 million eligible voters are choosing between five leading candidates that include a socialist, two islamic candidates, and two members of the former regime of the ousted president, hosni mubarak. the two islamic candidates want to implement more islamic law and use shari'a law to be a basis for the decisions of the state. on the other side of the spectrum are those two candidates who were part of mubarak's regime. they are pushing the agenda that stresses stability, consistency, maintaining egypt's relations with the united states, and its peace treaty with israel which also brings in more than a billion dollars a year in u.s. aid to this country. egypt is at a cross roads facing very distinct choices. how this plays out will only be clear when voting is over tomorrow at 8:00 egypt time. what is expected is that no

clear winner will emerge and there will have to be a second round of voting in a month from now. nbc news, cairo. in india, hundreds of people had to be rescued after a massive fire broke out in a downtown new delhi bank. some were rescued by crane. others had to wait by windows as thick smoke poured out of building. it took about two hours to get everything under control. an indian television station reports everyone got out safely. the cause of the fire still uninvestigation. while millions of americans visit mexico every year, with no problems, the recent travel advisories that have some people wondering whether they should make that trip. then others questioned whether we're getting an accurate picture of actually what is actually going on in other countries. tonight, the news4 i-team shows why you cannot rely solely on those warnings before you decide where to travel. >> reporter: when susan connor

and her husband traveled to puerta vallarta, mexico, she had no idea it would be their last trip together. >> we had no idea it was that bad there. >> reporter: in the middle of the night susan said a r broke into their rented condo and stabbed her husband as he fought off the attacker. >> i watched him take his very last breath. and there was absolutely nothing i could do about it. >> reporter: a year later the start issued an initial travel warning to americans visiting mexico. >> i think we might have chosen a different place to stay. >> reporter: the number of murdered u.s. citizens in mexico is rising from 35 in 2007 to 120 in 2011. this year, for the first time, the state department issued specific advisories for 18 of mexico's 31 states. with warnings about traveling at night and increased violence among rival drug cartels. >> the way we will determine that we've arrived at a level

that requires a travel warning is by monitoring a lot of different sources. >> reporter: hugo rodriguez with the state department said travel warnings are based on chronic threats like terrorism in afghanistan or the deadly drug war in mexico. using guidance from embassies and local contacts. >> if we are aware of certain information and that makes us restrict the movement of our own employees in a foreign country, we definitely want to share that with the traveling public. >> reporter: the news4 i-team learn those warnings are not related to common street crime like the recent robbery of 22 cruise line passengers, in puerta vallarta. we're not to trigger a travel alert or a warning. >> reporter: the criminology professor who specializes in crime in mexico says the problem is getting accurate statistics from foreign governments. >> a lot of the actual crime in the first instance don't get reported by the victim.

the fear of the police, the fear of retaliation by the offenders is very high. >> reporter: the state department doesn't publicly release reported crime stats from other countries because it says it can't guarantee their accuracy. >> you have to do a little inferring about the local conditions will. >> they should be telling them up front how many people have been lost in those countries. >> reporter: susan agrees, saying any information about street crime, especially involving americans, should be released if it could possibly help prevent what happened to her husband. >> i miss him every second of every day. and i will for the rest of my life. >> police never caught the person who killed susan's husband. critics worry the state department is too influenced by the tourism industry who might discourage the release of crime stats. but the state department tells us, its main priority is keeping americans safe. to see all the current travel warnings, go to our website.

nbc washington.com. news4 i-team. today 80 veterans of world war ii got a warm welcome on the national mall. the veterans were brought to washington to see the monuments and memorial that's honored their service to our country. every whether they went, today's school children stopped them and thanked them for their service. the vets said they were surprise that had children so young would appreciate the sacrifices they made so long ago. the veterans are from ohio. their trip was sponsored by a group called honor flight. they were escorted by volunteers from the dominion power. it looks like they were out there on the mall before the bad weather came rolling in. >> before the bad weather for sure. that is a fantastic memorial. just a beautiful place. >> nice for them to come into town and enjoy. >> they saw some sunshine right before the clouds rolled in. just about now, he shall, most of you are seeing at least some thunderstorms in your area. if you're not seeing them, you're probably hearing them.

and later on this evening when the sun goes down in about the next hour to an hour and a half, you've going to see the lightning out there, too. right now you can see from our camera on top, right by the airport. we are looking at just some cloud cover across the area. temperature right now, 70 degrees. you can see the thick clouds in the background. the winds out of the north at about eight miles per hour. we are at heavy rain andle areas around the town. leesburg, 86. both of those rain-cooled down to the south, 76 degrees. down toward fredericksburg. it has been a very warm day. the temperatures made it to 80 degrees across the area but then we saw the temperature come down as the rain started to come down. and take a look flag a lot of thunderstorm activity all across the area right now. some of the strongest storms now back toward the west in through rappahannock county. also northern portions of prince william county and back toward the district. we are still seeing a very strong storm. this storm right now, right

around the tyson's corner area. look at the beltway. you just follow the beltway. you go over the american legion bridge and all way through virginia and you're talking about some very heavy rain along the beltway. including those areas right around tyson's corner. we'll zoom in here. this is interchange right here. you can see along route 7 and 123. extremely heavy rain. right now right around the mall. you can see gal owes road. this is moving slowly to the west and it will continue to move out on route 7. back to the west we are at one in northern portions of prince william county. i want to thank everybody on my twitter and facebook pages. i've been saying it wrong for the last hour or two. we're going to continue to see the potential for some flooding and there is still a flood warning that is centered right around that area. so watch out there along route 66. the heaviest rain, now back to the west. we're talking about marshall. over toward middleburg. this area here. some extremely heavy rain along route 50. also the lightning that we're

seeing. get inside. stay inside. no reason to be out and about in this. and once again, make sure you do not drive through any flooded roadways. this is probably one of the bigger storm down toward rappahannock county of baltimore. 522. we're going on see this. you can really see the potential for flash flooding here from this storm. the the storm moving up and right back around. it won't move any time fast. the stationary front across our region. that's why we have all that moisture. we've seen it for days across the area. i think we'll see it again during the day tomorrow. the potential is there for some strong storms with very heavy downpours. then on friday less of a chance but still a chance to see showers and storm. then real change happens as we head into the weekend. the warmer temperatures move in.

i'm not just talking warm. we're hot for memorial weekend. this evening, showers and thunderstorms likely. once again, some of those will be on the heavy side. tomorrow morning, i think we should calm down overnight. most of us should be dry. watch out for areas of fog. the temperatures in the low to mid 60s across the region. then tomorrow afternoon, a repeat of today potentially. mostly cloudy. rain and thunderstorms. locally heavy at times. the high temperatures around that 80-degree mark. maybe 83 in the district and 86 on friday. and then here comes the heat. saturday, sunday, and monday. we could see heat indices nearly 95 to 100 degrees. and it is the unofficial start of summer. mother nature bringing it early. 90 on sunday. 92 on monday. the good news here is down at the beach, a lot of people heading down. there it does look like five to ten degrees cooler. so 85 to 90 instead of 90 to 95. >> say it will increase the traffic, right?

fans may have a chance to say goodbye to the godfather of go-go. one of his daughters say plans are in place for an all-day public viewing at the howard theater next tuesday. that's according to the "washington post." a funeral service is expected to be held on thursday. the services could be held at the washington convention center or the verizon center. we have an exclusive report about a very strange burglary. somebody stole several bales of hay from a man in prince george's county. >> now a lieutenant with the d.c. fire ems has been fired in that case.

>> reporter: this is rob standback. he is a horseman. now you'll never see him in the winner's circle at the kentucky derby or the preakness. but he is okay with that. you see, he just likes to be around horses. >> hey, good boy. >> reporter: believe it or not, he grew right up in the heart of our city in adams morgan. but he has always been drawn to horses and the peaceful country life. so when he retired from the d.c. government, he got this 64-acre plot of land in prince george's county. he haass 11 goats here. and about two dozen horses. he owns five, he boards 18. >> but the story of animal beauty -- and rural tranquility now takes an ugly twist. you see, last january, someone drove a truck into this horse farl. attached one end of a chain to

the doors of the shed. the other end to the truck. and hit the gas. down came those doors but it didn't stop there. you see the suspect then went into the shed and began to steal hay. lots of hay. >> what do you make of this? >> i don't know. i don't see any reason it was done? >> after months of investigation, police have a suspect. charged in the case, 49-year-old kellene davis. she is a lieutenant on the d.c. fire department. she is stationed on truck 15. a couple years ago she boarded horses here but then she moved them away. she is charged with burglary. malicious destruction of property, and the theft of hay. about 20 bales of hay. it sells for about $6 a bale.

if she would have come to you and said i need a couple bales of hay -- >> i would have given it to her. >> reporter: the fire department has placed lieutenant davis on administrative leave. if she is convicted of all the charges against her, she could face a maximum penalty of 15 years in jail. pat collins, news4. >> 13 students in virginia had to be taken to the hospital after a school bus accident north of lynchburg. 39 students were on this bus this morning when it ran off the road. the driver said she was distracted by a student and took her eyes off the road. mary was behind the wheel. she had to take a drug test. right now she is facing reckless driving charges. all of the students are expected to survive this accident of. >> a driver slammed into a bicyclist and killed her and then dragged the bike all the way down. this happen a year and a half ago in prince george's county. tonight, the driver is on trial.

but her lawyers say she is not guilty of hit and run. it was september 19th when she was struck and killed while riding her bike on route 202 in largo in the early morning hours. the 30-year-old college student was training for a triathlon. the driver, kristy little forewho left the scene is now on trial for hit and run. >> i'm suffering mixed emotions. it will be the first time i've seen the defendant. and as much as i've tried to move forward with my life, it is near impossible to move forward with my life every time. >> reporter: her attorney said she did stop twice. but believing she hit a deer, drove home. once home, her husband discovered pettygrew's bike. they got in a different car, drove to the scene to find out what happened, went to prince george's hospital center where

pettygrew was being treated. then drove to a police station to report the incident. she said it was an unfortunate and tragic accident. quote, she is innocent. she committed no crime. >> whether you know, it it is a lost life and justice has to prevail. >> reporter: two witnesses testified they saw natasha's body in the road and stop. one person said she saw the vehicle driving away from the scene with sparks flying from underneath. this attorney represents the mother in the civil case. >> just didn't care to renter assistance to someone who was on the side bleeding, bruised, battered. and just drove away as if it didn't down. >> reporter: in upper marlboro, darcy spencer, news4. a virginia taekwondo instructor charged with inappropriately touching young girls may have a connection to penn state university.

38-year-old quyen vinh phan le is facing seven felony charges. press the springfield, virginia. police say he had sexual contact with two young girls between 2003 and 2008. according to wtop radio until today, a man matching lee's description was listed as a coach for the penn state taekwondo club. detectives are trying to find out if there are other possible victims. three drivers are recovering after a crash in rose croft raceway. rose croft official say that the drivers were hurt when the lead horse took a bad step in a race and caused seven horses to collide. one driver has three fractured vertebra. another a separated collar bone. the third suffered a cracked heel and broken bone in his foot. none of the horses was seriously hurt! the montgomery county council is retonight to the story about the 91 oon dispatcher who fell asleep on the job. he wants to know what is being

done to make sure nothing like that ever happen again. chris gordon reports. >> certainly don't want to hear snoring on the other everybody of the line. you want to hear somebody who is there for you. this is an emergency. >> reporter: it happened in april when a 911 operator forwarded a call to a fire rescue dispatcher from a woman whose husband was in distress and at one point stopped breathing. the dispatcher was a sleep and can be heard snoring on the audio recording of the emergency call. >> hold on one second. let me try to get them on the line again. >> okay. the anybody members of the council have received a briefing on the 911 sleeping dispatcher. from the the chief of the montgomery county fire rescue darrel. the councilmembers want insurance that's this will never happen again. >> we will get a written report to our public safety committee and have a hearing on which he comes forward and explains his recommendations. what went wrong and what he's going to do about it. >> the fire dispatch here fell asleep was in hour 17 of his

24-hour work shift. in less than an hour he would have been due for a sleep break. the union representing dispatchers says they've been 24-hour shifts for the past seven years. >> it is a preferred shift for firefighters. it is something the firefighters are very used to working with the appropriate break time wilt into the 24-hour shift. and it is actually worked very well for us. where we can keep the center fully staffed. >> reporter: the dispatch here fell asleep on the job was working in a temporary facility. dispatcher have since moved to this newly arranged emergency call center where supervisors have direct line of sight and can monitor them more closely. >> it was an isolated incident. an individual employee. all of our policies and procedures work very well at that communications center. >> reporter: the dispatch here fell asleep has been discipline. the patient was transported and successfully treated. the montgomery county fire rescue service says it deserves to keep the public's confidence. in montgomery county, chris

other group of shareholders filed suit against morgan stanley and facebook. they claim they left out important facts about the revenue. the company's stock rose to $32 after two days of losses. you've seenett 100 time in airports. waiting to bold and then they say young children can get on first. that won't happen anymore. at least not with united airlines. the company says it changed its policy last month. only people in first or business class will get priority boarding. the spokesperson said the airline wants to simplify the boarding process, in their words. another hit for some families as airlines are now charging extra for aisle and window seats, some airlines, that is. that makes it even more expensive for families to fly together. >> doesn't make you feel very

talking about the storm 4 radar. looking at a lot of storms out there. notice this line from the eastern shore right on down through southern maryland. then back round fredericksburg. nothing back to the south and east. that may be a good scenario for us meaning this is the last of the storm for now. we're going to continue to see them firing up. northern virginia has really been under the gun. now forcing the montgomery county, howard county under the gun. this is route 66. coming out 66 through fairfax county, and then right through portions of northern fauquier county. that's where some of the heaviest storm are. this has been around tyson's corner shifting just to the west of tyson's corner. got a report of some small hail associated with this and nearly an inch of rain as well. this is right along route 123 here. we're talking about vienna. right around oakton high school and along there. watch out for this area along 66. slow down out there as you make your way out and about. toward the west along 66.

looking for another bomb but he goes down swinging. the red sox beat the o's 6-5. the o's have the day off tomorrow and then take on the royals on friday. to bryce harper. the guys in philly last night, another solid game at the plate for the teenager. harper facing roy halladay. he takes one into the gap in right center. the pitcher coming to score. a two-run triple for harper. his third triple of his young major league career in the nationals take the 2-1 lead. top three. ian desmond at the dish. he's been smoking. a home run for desmond. his eighth of the year. that match last year's total. the nationals win 5-2. they're going for the sweep tonight. harp he and the boys national headlines. their showdown with cole hamels but he is taking the high road. >> they're one of the best team in baseball. they have been for a while and i think everybody is gunning for them.

the nfl has responded saying the lawsuit is prohibited by the new collective bargaining agreement and the league expects it to be dismissed. meanwhile, the redskins wrapped up their first round of otas. they are hoping the tighten position will once again be a strong point. fred davis back from his marijuana suspension and chris cooley is the lightest that he has been in years hoping to ease the burden on his surgically repaired knee. cooley missed 11 games last year and only had eight catches. he said he is good to go and expecting to return to his pro bowl form after an injury-plagued season. >> i'm stubborn and i don't want to accept that i can't play and i can't want to accept that i can't be part of the team. to not do everything they were doing kills me. that's two out of three years that i did it. tame, i was able to take a step back and think, what is best for myself? how do i really rehab this instead of just saying i'm okay. what can i do to fix it?
