they found the bodies in a wooded area a mile from where they discovered the missing man's van. police do suspect foul play. right now they are looking for a suspect named james roy bellkknapp. there's a memorial in front of the building with the man killed the boy 33 years ago. one sister says he told relatives he hurt a child. hernandez was 18 when paeuts disappear disappeared. they will need more than a confession to make the case. the body has never been found.

mayor, and first former acting treasurer pleaded guilty to paying brown to heckle former mayor fenty, and then shredding evidence of the payments. and then another former aide was charged with lying about the payments. what are your reaction to the payments? >> it's another cloud over the gray administration. the continuing charges will have to wait and we'll see what happens next, but the pressure is increasing on mayor gray to say something, and he says he can't but people say he ought to break that rule and say something. critics say the mayor doesn't know what he is going on in the administration which reflects on what the critics say is incompetence. it's a no-win situation. but the thinking is, he really has to say something and clear the air. >> there is an old saying, the

buck stops at the top. how far the buck will go we don't know. because this investigation is going on, and you know, we were told pretty much, or at least it was a public knowledge about five months ago that this investigation would really be heavy, and continue on, and that's exactly what is happening. it's going to -- nichols, i listened to last week on wpfw radio, he was saying this is an open investigation and it could go to the top. >> not just go to the top, but go on and on and on. this is a very unfortunate period right now for the district. i think this investigation and all the controversy around it is mucking up the water and throwing dust in the air, and getting in the way of the mayor sort of pursuing his agenda to the extent that he can. and it's in the context of a much larger sort of cloud that

is hanging over it in this regard. >> he wants to talk about other issues, and everybody is focussed on this. the reason reporters are focused on this is they say they want something to be said by the mayor. >> the mayor's attorney ordered him not to speak about these specific charges against these two individuals. all along he denied any wrong doing. i guess the question is, what about the questions that these charges raise, about what the mayor -- whether the wmayor kne about these payments? >> it's the classic watergate, and how much did he know, when did he know it and what did he do? people in the administration gave money to trash mayor fenty when he was running against mayor gray. those are the big charges. there is also a concern about whether the mayor promised

suleman brown a job, or somebody in the administration. and that's rattling around, too. >> this whole scenario is bad for the city, because say for instance the mayor has to step down. then qualmy brown becomes the interim mayor, and he is under investigation. so it just looks bad for the city overall. >> michael, let me ask you this. the man who allegedly received the payment, brown, he has called on the mayor to resign. how would you compare the perception people might have had of him before to the perception now? >> we are talking about two courts. the court of law and the court of public opinion. the way the verdicts -- the jurors in both courts rule may have nothing to do with the truth, per se. you know, the one thing that sticks out to me with regard to

brown is that video of him testifying before the council and talking about the charges with the sunglasses on, and being aub stau tphupbt, didn't strike the visual of somebody with credibility. i think that it's also true by a accepting money he put himself in jeopardy. i don't think it's necessary to jump up and down and celebrate brown, but at the same time i have to say what he accepted to stay in the race, that goes on in this city -- >> yeah, it's politics. >> this is a classic dirty tricks thing. maybe he was truthful on this one issue, but people will have to look carefully at the rest of his ability to be any kind of a

public servant. >> the washington archdiocese says new rules require birth control to be there for workers. the issue here, it seems, is the definition of what a religious organization is. >> the issue really here is political. they are a bunch of catholics that don't go along with the lawsuit, such as catholics united saying this is highly political. we're conservative bishops in the this country and they have aligned themselves with the gop agenda, the right-wing aen tkau and they have some port in that. georgetown university, remember the archbishop also had a problem with georgetown having

sebelius as the speaker. it's if you don't play our game, we will come and causes a problem against you. for example, notre dame, one of the persons -- one of the universities in the lawsuit, remember, they didn't want president obama to speak when he was first elected president for graduation? this is really politics. >> who they serve versus who they are, and that seems to be the issue, isn't it, dave? >> yeah, the church leaders say the definition of religious service and religious institutions is narrowly defined by the white house. a lot of critics following the story agree that the white house caused some of this by saying that. and the white house fell back on the compromise plan that the bishops and church leaders don't want to accept that that

insurance would be -- insurers would take care of the cost of contraception and not the ins institutions. and others say we should be working and not get involved in the lawsuits, and it doesn't help the church or country and we ought to step back. but that's not happening. >> one thing of the things in the cardinal world is schools and social services should be looked at as ministries. a lot of people don't feel that way. they are public services. >> will the lawsuits make a difference? do you think they will? >> i think they do have a slight chance to make a difference in terms of the 2012 presidential election if this doesn't get worked out quickly. if it's the kind of thing that drags on, i think you can see a problem in november. >> we will take a break. we'll be right back. stay with us.

welcome back. virginia mcdonald signed legislation requiring voters to show id at the polls. opponents say it amounts to voter suppresstion. >> this has been something that is growing after the 2010 elections. at 2011, 27 states around the country passed a form of a voter i.d. bill. there's a notion that there's fraud in the system and we need to root out the fraud. but is there little proof that there has been significant enough fraud to go to this level. we have the movement around the

country to require i.d.s at polls. on one hand if we do it we can help root out fraud and if we don't do that, our elections are potentially compromised or not legitimate. i am trying not to giggle, because the virginia law and the other laws are really not at all about good government and rooting out fraud, they are really about putting down the hammer on voting for democratic candidates around the country. if you look at the map at the states that have done this with the exception of rhode island they are in the south and moving -- >> there has always been a argument between democrats and republicans. it came up in the 2004 election with bush and kerry. republicans are trying to suppress votes to help

republicans, and democrats let too many people vote to help democrats. these are charges made -- i am not saying they are kau waub rated. the republicans keep saying it's there and it's going to happen. it's a ticking time bomb. the laws are not prepared for it if it does happen, and we have to be ready. >> what is so unique is the words accepted identification. what does that mean? they spent, what? -- >> $1.3 million. >> -- on cards going out to the voters. you can show your social security card or paycheck or a bank statement, and they will

look at that and put you on hold until you bring the card. so accepted identification, and you don't have to have a photo i.d. at all, so this seems to be silly to me. let's talk about same-sex divorce in maryland. valid out of state same-sex marriages can legally be desolved in maryland even though the same-sex marriage law has yet to take account. the court's ruling should not have been a surprise, should it? same-sex marriage is recognized in maryland. >> yeah, it's subject to a ref re the lower court turned against the couple. the supreme court ruled that it was valid in maryland, and if

somebody wants to divorce from the marriage they can do so. >> you said subject to a referendum. but it's strange this is coming up now before the election period, and strange in the sense that it may give some indication as to what the flesh hold to same-sex marriage being accepted in maryland. remember that has been on the fence. and the naacp last week was holding special meetings. >> what we are having across the country is a mosaic. as a result, you bring in the political aspect. can you make the argument, although i am not sure i agree with it, that this going on right now could be helpful to getting support for democrats in maryland. i am not sure that's necessary. >> what if voters overturn the same-sex law which doesn't take effect until january? what if they overturn the law by referendum in november? will it impact this divorce law?

a marching band had to stop early because some were suffering from heat exhaustion. the white house is condemning a horrific attack in syria that killed 90 people including children. some of the images you are about to see are disturbing. the attack was in the northwest count of hula. nobody pointed fingers at the syrian government for the attack. >> the violence is unacceptable and unforgivable. the death of 32 young children, the future of syria. >> the witnesses say government-backed forces went home to home killing people. it's considered one of the massacres since the up rising began more than a year ago.

yesterday, while a soldier was travelling in a vehicle, 33 nato services have been killed in afghanistan. no further details were given about the soldiers killed. and then a look inside the space dragon. the private spacecraft docked yesterday. inside, more than 1,000 pounds of food and supplies. it's the first time a private aircraft has docked with the international space station. >> ten days of exploration. it's a new level of space access. >> the capsule for the iss is about the size of a large walk in closet. they are already working on eventually sending people into space on the private spacecraft.

stay in their homes and purchase homes and how to protect that investment. >> you have got about 65 exhibiters. >> yes. >> what can residents expect from that, and about how many people are you expecting? >> we are expecting a lot of folks to come out. it's the housing market in general. we expect to get a lot of folks to come out to it. and we have information on how to protect your home and information if you are behind on your payment of how we can help you, and information from legal counsel. it will run the gamet. it will have exhibiters that will help out in various ways, but the important thing is help people stay in their homes and keep the investment the way it should be and protect it. >> how big are a problem foreclosures today? >> a big problem. our director, eric brown, is

it is free because the main thing we want to make sure of is that people stay in their homes. it's the number one investments that people make. >> as you mention, the common mistake across the country is that people just wait too long. >> that's exactly right. >> waiting can cost them and make a big difference. >> and we were leading the area in foreclosures. it was not that people had done anything wrong other than their incomes changed. they may have had two incomes and they went down to one, and property values decreased and people refinanced their homes at times, and it was the waiting that exacerbated the problem. that's why we want you to come out and get the information, it's free and it's your government. >> how is the housing market in general doing in prince georges county? >> it's starting to turn around.

initiative that changes the landscape in prince georges county. we targeted six counties in the area that have challenges, whether it's student dropout in our schools, or whether it's health despair tease, or they lack economic development opportunities there, and we will bring all of the resources the county has to bare on the problems. that's health care, social services and publication, and all of these will be in the six neighborhoods. we are going to stay in the neighborhoods until we see that they are actually transformed. we got this initiative when we studied out well our police department did last year with the summer initiative. in the areas where the police department targeted their summer

initiative, they spent 2 1/2 months in these areas, crime dramatically decreased. but what the police officer did was not only put more officers out there but worked with the health department and social services and they had the wrap around services in these neighborhoods. we will do the same thing in the six targeted areas but we will stay there until we see them change. it's not a month or two month-initiative, but we will stay in the neighborhoods until we see them change all the indicators. we want to see employment go occupy and education continue to improve in the neighborhoods and economic opportunities for the residents there. i am excited about it. i think it will change the landscape of prince georges county. >> it's intense, but broader than just safety? >> much pwabroader than just safety. our nonprofit and faith community will be involved in

these. >> talk about that a little bit, because you have been a big proponent of that. >> the government can't do it all. there are great nonprofits and faith partners that are doing a great service. and we want to make sure we help them do -- fill that gap that government can't fill. whether it's mentoring children or providing adult day care or child day care, or tutoring, all of those things the faith community and nonprofit provide, we will make sure in those targeted areas that we really supplement what they are doing. >> touch on the areas that you see as taking off. new carrollton, one. >> i am excited over the fact that the next several years, prince georges county will be

the economic engine of the region. you talk about new carrollton where there's the center there and you are right off the highway and it will explode and be something major. for the first time we will have housing and community development. that will be great. contara in the north, there is a huge development for the county and the east campus. i just met with the president of the university of maryland, and the idea they have for the east campus around maryland, that as a hub, so we are excited. >> talk about on the flip side where unemployment is right now. throughout the date, it's roughly where? >> about 6%, 7%. in prince georges county, it's not as bad as a lot of the country, but certainly not where we want it. that's where i wanted one of the

big pushes we have. the $50 million fund that was passed last year, is to really go out there and create jobs, and to provide better opportunities for our citizens to get jobs in the county and in this area. for too long i think we relied solely on the federal government as the first place of employment. what i want to see happen in the county is that we attract more businesses to the county. this morning i was talking to a business is that going to relocate to prince georges county, about 5100 jobs in the field, and we think that's going to be great for us. >> that's exciting. >> we will pick it up on the other side of the break. as we go to break, once again, if you would like to learn more about the housing fair coming up on saturday june 9th, go to on [ male announcer ] what can you do with plain white rice?

minutes. welcome back to "viewpoint." again, our guest is mr. baker. let's tpwaubg state politics and the general assembly. the special session that just ended. did prince georges county and a lot of local jurisdictions avoid the doomsday scenario some had feared? >> yes. it was a real fear for us. wall street actually called my office, and they were nervous that if we did not -- if the general ae sessembly did not go prince georges county would face 52 million of additional costs we would have had to come up with. there is no way we could have handled $62 million a year coming. and so bypassing the budget, it has put us in good shape. we know we will get the teacher pension cost coming down, but we think we could handle that.

we could not -- the tension may be about $4 million or $5 million, as opposed to $62 million we would have had to deal with. i give the governor all the credit in the word for bringing the presiding officers back to annapolis and bringing the general assembly in and dealing with this issue. they did a great job. >> how did you close the deficit? >> there was a plan to close it. some revenue raising at the state level, and some shifting of the costs to the localities, but the main thing is, we were able to save school funding which we would have lost in the budget, so the county did not have to come up with all that money for our schools. the state played it's part in infrastructure dollars. everybody wants roads fixed and sidewalks repaired, and so they did a great job and i give the governor crate for that. >> what can you expect for the

summer, and what are your budget priorities? >> for us, the special session coming up will deal with the gaming expansion in the state. and that's about revenues and jobs. the first serial session dealt with closing the budget gap and the second one is how do you pay for it. the expansion of gaming here of a high end destination resort, we think that could bring in somewhere around $69 million a year to prince georges county, and millions of dollars to the state and create jobs. for us it's a very important second session of how to pay for things that we need in the county. >> for you, it's a no-brainer. these are dollars that would go to other states, is that right? >> that's exactly it. for us, you look at the amount of people in prince georges county that are going to delaware and pennsylvania and west virginia, and taking prince georges county revenue, and their revenue out of the state, and out of the county, as

opposed to coming here and spending their dollars in the county. the other thing we believe is a no-brainer, if we build a type of facility, i want to see at national harbor, we will get to see the dollars from the national region to spend those in the county. >> how big of a battle do you see coming? >> it's going to be a battle. i am very realistic about it. i talked to the governor once again and i give him credit for calling the special session and showing leadership on that, but in the end when you look at the numbers, what maryland is losing and prince georges county is losing, and what we can potentially gain, i think we will be able to get a bill through. >> we started out talking about housing. for somebody looking to buy a house in prince georges county, why is your county a good investment? >> i think as i said to the business coming over to prince georges county this morning, i told him you made the smartest business move ever, and you have

been a great businessman. if you look at the growth of the washington area, prince georges county had the potential for the most growth, because we had the under developed metro sites, which will grow right around the washington region, where you can get on the red line, the blue line, or the green line and head right into washington, d.c. housing stock is plenty, and it's less expensive than in other areas. our school system is making massive improvements and our police department and public safety agencies are doing great. it's just the greatest place to be right now. it's the smartest investment for the next ten years. you want to be in prince georges county. >> you do a great job selling it. but i must say to see it from one end of the county to other, there is so much diversity and happening there that it is exciting when you see it first happened. >> the test i have, the young

what has been the best part of the job? >> i think most that has changed is my hair is completely gray with what i have left. it's a wonderful job. starting off the year, the crime rate was going up. we had natural disasters and a hurricane, and a flood, 100-year flood, an earthquake. seven fires in one day. all of these things happened in that first year, and i thought oh, my goodness. >> yeah, what have you gotten yourself into? >> yeah, how do i wrap my hands around this? we look at the year and a half mark, and that is, you know, we signed a deal to do a regional health care facility which will create a brand-new hospital in the county and create thousands of jobs in the health care field, and our crime is down to an all-time low, and all the indicators around are doing well. housing, where our housing director is doing a great job.

you look at our initiative to transform neighborhoods where we are taking county resources, and using them smarter and better and putting them into our neighborhoods. and we are making progress in the educatioeducation. for somebody who wanted the job so bad, it has been a pleasure to be county executive. to see these things happening and to understand prince george county is on the cutting edge. i think the most challenging thing is how quickly you can make changes in the government. it does move slow. i think for me in the first few months, it was hard to get my hands around the fact that i couldn't immediately snap my fingers and things were going to change, that we did have to put a process in there. >> a lot of people were looking at your inauguration day as a new day for the county. you mention natural disasters, and there were multiple ve investigations going on, and the scandals. there's a settlement that came

out in the post. >> and yeah, there's a settlement that came out for what happened in the last administration. when i came into office, i had to immediately, you know, let go all the top decision makers in my government. we didn't know where the investigation was going to end up. but in the end i think we were able to get smart and dedicated people who came in and helped us turn a corner in the county. we feel good about where we are going. >> you were recently named the most innovative executive by the minority contractors associat n association. explain what it means to you and the could nnty. >> it means programs, where we have transforming neighborhoods initiative, and revamping a

minority business and small business office with the executive director looking at how we help local and small businesses get work. i think it's a recognition that the county people that i put in place are doing a great job, and thinking ahead on how we can make the government work better. i am very proud of it. >> let's go back to housing. on the 9th, a big housing fair. free counseling and advice. about 65 exhibiters that we mentioned at the top of the half hour. tell us about the housing lottery, and what people can expect. >> for the first time, we have a house lottery where it's a greenhouse. so what we are really excited is about that. people that are free qualified throughout the housing department can put names in this lottery. they will have substantial reduction. it will be drawn right there, so we will know on hand who is the winner of this greenhouse in

today. and then a big day for the contract extension with the birds yesterday. and that's not the only thing being extended. in the bottom of the third, he hits one to the gap in right center, and that would extent his hitting streak now to 17 games. he gets a triple out of that one. and they go up 3-0 later that inning on a sac fly. and then in the top of the seventh, trying to protect a lead, and then a double to left and we are all tied up at three. top of the eighth now, another reliever in trouble. the bases are loaded and they are facing one who delivers. that proves to be the difference as the royals win this one, 4-3. the lacrosse team makes it
