former chairman of d.c. city council. good afternoon. i'm richard jordan. >> i'm pat lawson muse. a day after brown was charged with felony bank fraud which led to his resignation last night. brown is due in court tomorrow and expect to plead guilty. megan mcgrath has more from the wilson building. >> reporter: no time was wasted in removing kwamie brown's name from the side of the door. it reads chairman, a blonk spot below the title. at 10:00 a.m. into the start of business, the door was locked. no sign of activity. not this morning. brown tried to brush past reporters gathered outside his office wednesday in what was a chaotic scene.

brown was charged with bank fraud saying he falsified bank information to refinance his house and buy a boat named bullet proof. he is expected to plead guilty on friday. councilwoman mary chay will step into another chair person is elected next week. michael brown says he has no interest in the position. like the rest of the council, he just wants to move forward with the city's business. >> you have things that happen. have -- the issue isn't when bad things happen. the question is how do you move on in a positive way? because we still represent the district of columbia and the residents here. they want to make the services is being done and the schools moving forward and potholes are fixed so we have to move forward. >> reporter: brown is facing another charge. a misdemeanor and involves an illegal campaign account. in the district, megan mcgrath,

news 4. here's a look at what may happen in next in the search for brown's replacement. the d.c. board of elections has to receive his resignation letter. the board then officially declares the seat open. next week, the council will appoint an interim chairman. they have 114 days to hold a special election. our coverage will continue on 5:00 and six. the mayor vincent gray shares his thoughts about the new corruption charge and the impact the scandal could have on the district. tom cherwood will have more on that at the top of the hour. george zimmerman in jail three more weeks. a new bond hearing is set for june 29th. he is charged for second degree murder for trayvon martin. zimmerman turned himself into authorities on sunday after his orch $1original $150,000 bond w

revoked. he said the agency isn't read for terror threats because it's too far behind the curve. last week, five security officers were fired for failing to conduct random passenger screenings at southwest florida airport in ft. myers. 38 officers were suspended. now to the presidential race. today it's all about the money. as of today, mitt romney can claim an edge in campaign contributions, at least in the short term. meanwhile, the fed chairman warned a failure to make a deal on tax rates could push the country over a cliff. steve handelsman reports. >> reporter: mitt romney went to missouri to blame president obama for letting down american families. >> it is a moral failure of tragic proportion when there are over 23 million americans who are unemployed, underemployed or stopped looking to work and yet the president tells us he is doing a great job.

>> reporter: mr. obama blamed republicans. in a new ad. >> it's paid for by asking the wealthiest americans to pay a little more but congress refuses to act. >> reporter: hiking taxes on millionaires but for everyone else, renewing the bush tax cut rates that expire in december. is the obama plan. congress won't act because republicans want all of the brackets to stay the same for another year. federal reserve chairman ben bernanke warned if there is no deal by year's end and everyone's taxes go up, the economy could go off a cliff. >> the potential expiration of so-called bush tax cuts in 2001 and 2003 is the single biggest item in the fiscal cliff. >> reporter: meanwhile, the finances for the race for the white house took a turn. team romney raised $78.8 million in may and surging ahead of team obama at 60. the democrats year-to-date total

remains far higher, $510 to 400 million. it will be more than 2 billion by november. a lot of it to be spent in the fight over taxes. a deal on tax rates before the election looks impossible. i'm steve handelsman, news 4, capitol hill. a new poll says americans are more concerned about cutting energy costs than going on vacation. the only issues that were of greater concern were education and health care. but there were limits to what people were willing to sacrifice for more energy-efficient lives. about half in the poll said they would find it hard to buy a more fuel-efficient car or to join a carpool in the next year. but smaller steps such as turning off the lights and turning down the heat were the more common ways people said they chose to reduce energy in the past year. virgin mobile gets the iphone. virgin mobile is one of sprint's brands for prepaid no contract

phone service. the iphone will go on sale at the end of the month and it won't be cheap. a basic model will sell for $549. but the steep price comes with a perk. the cost of service starts at $30 a month. so here is the big picture. the iphone plus two years of service will cost $1,269, not including taxes. in the end, that's about a thousand dollars less than most folks pay for plans with contract. flood warnings in effect for colorado today after overnight storms flooded areas and left 5 inches of hail on the ground. hail measuring an inch in diameter fell in parts east of denver. dozens of parking lots were covered with the hail. several motorists found themselves stranded on the ice. national weather service officials say they received six reports of tornadoes last night. so far, there have been no reports of any damage or injuries. the storm also flooded several roads making them impassible. parts of our area are seeing

some thunderstorms. >> meteorologist veronica johnson is tracking those storms. >> as promised, more rain around our area and yes, it is a little story too. we have scattered showers and isolated thunderstorms moving through. take a look at out busy our storm 4 radar is looking right now. it's all coming from the north and headed down to the south. as i zoom in the one area we are talking about right now, quite a bit lightning around it around washington jefferson in berkeley county where we have severe thunderstorm warnings up until 4:30. this cell for possible high winds and excess of 60 miles per hour and some possible hail and that storm is headed southeast at only 10 miles per hour, so producing a good bit of rain there and headed toward augusta the next 30 minutes. knox ville in 44 and brunswick the next 55 minutes. out ahead of that, another storm not being warned on for any severe weather but sure will be bringing moderate rain to clarksburg the next 40 minutes

and thursdton the next 17 and rain showers manassas and fairfax and around the south part of the beltway and headed toward woodbridge. west wind at 12-mile-an-hour. your forecast for the overnight, chance of showers and isolated thunderstorms through 7:00, through 9:00 and probably up until about 11:00 p.m. our temperatures will be dropping off to the upper 60s. so on your fast forecast for the evening, those isolated storms, keep an eye out. some of them strong. more quiet typical june weather coming our way tomorrow. we will see how long that is going to last with our seven-day forecast. all eyes are on i'll have another. that horse could be triple crown winner this weekend but one jockey is already going to make history at the belmont stakes. rosy will be the only -- only the second woman ever to ride in the belmont stakes. the 24-year-old from new jersey says she is thrilled to compete

help advocates are trying to figure out ways to cut down on sugary drinks. they are gathering here in washington for the first-ever soda summit. doctors and politicians are discussing way to curb our consumption of sugar, saying they have a -- those drinks have a direct link to the obesity epidemic. comes on the heels of a proposal to ban super sized sodas. american beverage association doesn't have a voice at this summit. some were banned from attending but they have full page ads into today's "the washington post" doubting moves toward lower calorie drinks. >> i could use a big drink like that today because i was scorching outside over at six flags. >> i was doing the same thing. i was thirsty. no, i'm getting a glass of water and not the soda.

>> that is the healthy drink, especially on a sunny day. >> it's sunny in some areas. we have water coming from the sky and we just had a call just up to our north in west where it's pouring again with some of these slow moving thunderstorm cells. there is some lightning with them too. as promised, today, bringing a higher threat of showers to the area and even some thunderstorms. let's take a look outside and see what is going on right now. here, again, nice and sunny in d.c. we have got some showers to the west of d.c. and showers to the east of d.c. and more up to the north around montgomery county. let's take a look at radar right now. storm 4 radar showing you all those areas with the scattered showers and thunderstorms right up to the north a heavier cell there that had lightning with it and around brunswick and moving south and east slowly at only 10 miles per hour. as you can imagine, that slow movement is bringing down a lot of rain. brunswick, the same cell and

luckett and to the east and northern montgomery county in on this moderate rain. only moving southeast at about 10 miles per hour. then we have got more just general showers down around fairfax and manassas. so eventually woodbridge, you will get the rain. as far as our temperature right now, at 81 degrees. west wind at 12 miles per hour. we are stuck in the 70s the last couple of days. we do have temperatures in the 70s up to the north at those locations. frederick at 73 degrees. cooling off too with some of that rain up here. down to the south, we're in the 80s. 82 to 83 degrees but, for the most part, the air still fairly dry. we will keep your chance of showers and storms around until 10:00 to 11:00 p.m. tomorrow morning early on, we will see dry conditions across the area and we are going to be seeing some sunshine. here is our next weather system way up across the northern plains. that system, as it makes its way

good afternoon. welcome back to news 4 at 4. i'm pat lawson muse. >> a new charge against former d.c. council chairman kwame brown. he is accused of misusing campaign funds during his 2008 election and comes on the felony bank fraud charge that led to his resignation yesterday. he is expected to plead guilty to that charge tomorrow. tom sherwood will have a report at the top of the hour. stocks lost steam in the final hour of trading to close on a mixed note. the dow jones industrials gained 46 points. the nasdaq fell 14. the s&p 500 had virtually no change. we have all seen the tragic stories of missing kid when a

young child disappears. the search is on and everybody blankets the area with the missing child posters. >> yeah. but police say these posters are a critical tool. however, think about it. do you really pay attention to them? >> jeff rosen has an eye opening hidden camera experiment that may be a wake-up call to a lot of us. >> reporter: a little girl has van issued. alyssa mcadams only 10. blond hair, blue eyes. the missing child posters are up in this small new york suburb and inside this local bakery. >> that's like really disturbing. did they just look today? >> when did she disappear? >> but would you notice her if she was standing right next to you? >> i want to see my parents. >> listen to me. >> what if a man was berating her right in front of you? >> i told you, you have to listen to what i say or i'll lock you in the room. >> our hidden cameras are rolling. remember this could be your child. we see it all the time. and the real life cases are

heartbreaking. >> we love him and want him home. >> desperate parents for getting their children home. police say the posters can save kids' lives but only if the public pays attention. so how alert are you? we set up an experiment in this city in new york working with police we printed these fake missing posters and hung them everywhere from trees, to lamp posts, even inside that local hot spot, this bakery, wired with hidden cameras. we even put a camera inside the poster right at the register. here is the good news. alyssa isn't really missing. she is an actress working with us. >> i want to go home! >> i'll take you home when i'm good and ready to take you home. >> we had her walk into the bakery with a strange man holding her by arm. he is working with us too. bill stanton. a security expert. >> woman just walked away. >> reporter: we are watching from a control room downstairs with alyssa's mother.

>> is she going to do something? >> reporter: and a local police detective. >> call 911 and let us investigate. >> reporter: to see how people react. >> this woman is alarmed at the poster asking the cashier about it several times. >> since when? the design just went up? that is like really disturbing. >> reporter: then alyssa walks in. the woman immediately looks over at her and seems to recognize alyssa as the missing girl. >> that's so pretty in pink! >> reporter: but even after that, watch as she moves her young daughter away and leaves the store without saying a word. >> she knew that was the child and she walked away? you got to be kidding me sh. time to reveal our experiment to this young mother. >> did you look at the little girl? >> i did. i saw she resembled the picture. >> you didn't do anything about it. >> i didn't want to scare the girl if it wasn't her or insult the gentleman if it wasn't her.

>> reporter: police say if you suspect anything, call 911. >> we would rather come out and investigate it versus miss an opportunity to save a child. >> reporter: there were some encouraging moments. this man saw the poster and saw alyssa and didn't waste any time calling the police. >> 911. what is your emergency? >> seems to be a missing child in here and all over the place on these little flyers. >> reporter: but most didn't call the cops. watch this woman out with her family buying italian ices. our missing poster clearly gets her attention and she does a double take when she sees alyssa sitting alone. she seems conflicted what to do. >> looks like the girl sitting over there. >> where? >> right there. >> we just saw the sign and walked in and saw her. >> reporter: while she does tell the clerk, the clerk is in on our experiment and plays dumb. meanwhile, the two walk by her leaving the store. it's her last chance to stop them but in the end, she doesn't and leaves with her family. time to reveal ourselves.

>> it looked like you made the connection that that girl was the same girl on the poster. >> we did. >> reporter: and then you left the store. >> i did. i kind of asked somebody if they confirmed my feeling and they ignored me so i guess i went on. it was the wrong thing. you hope you're going to be -- like you're going to do the right thing. >> reporter: it's okay. it's okay. you did what a lot of people did. >> that doesn't make it right! >> reporter: at least she noticed the poster. in our experiment, most seemed to miss it entirely. >> the chocolate? >> ordering pastries and going about their lives. even with our missing girl just an arm's reach away. >> it breaks my heart. >> reporter: we showed our results to john walsh. >> your investigation makes me sad and it makes me mad and it makes me angry. >> reporter: his own son was abducted and murdered more than 30 years ago. now john is a leading crusader for missing children.

>> we need to pay attention. as busy as we are, we need to stop for a second and look at that child and thank god it's not your child. >> reporter: we ran the scenario 16 times over an entire day. in the end, only three people contacted police. >> that's my child! and if she was really missing, it's scary to think about what happens because no one would be there to help her. it's disturbing on many levels. >> that was jeff rossen reporting. eye opening stuff there. nbc shared its result of the sharing with the missing and exploited children. >> thousands of people had been saved because of the photos and posters and the experiment proves that people need to pay better attention. it is very disturbing. >> right. when we examine com back, we will hear today's daily deals. five years after a florida woman was found dead in her home, a jury finally decides whether her husband is guilty of murder.

so we still got some storms out there in places? >> still strong storms out there, but we don't have any severe storms out there right now. the severe thunderstorm warning that was up for berkeley, that's now been discontinued but still watching a nasty cell in northern montgomery county and we will show you in a moment which way that is headed out there right now. you can see our radar, the bigger picture, storm 4 radar, it is covered. a lot of scattered showers and thunderstorms and i wanted to start out with the wide view so that you can see the hottest cells. we have got one over in maryland's eastern shore headed toward delaware and the other one right here. smack dab right in the middle of montgomery county. that cell, again, is headed slowly to the southeast.

i just checked on some of the rainfall rates, over 2.5 inches per hour so it's coming down with the slow movement. that cell the next 27 minutes towards sick more acres and colesville in maryland the next 63 minutes. woodbridge showers. light showers east of d.c. in kettering. up to the north, we have got more rain that is also headed southeast and that is exactly why i've got a chance of rain in our forecast until 10:00 and 11:00 p.m. this evening. ocean city temperature right now 69. that is the air temperature. remember yesterday? they were quite cool and stuck in the low 60s. the water temperature has gone up at 67 degrees right now. for ocean city tomorrow, 77 to 81 degrees with some clouds around on saturday and a lot of sunshine on sunday. it is on sunday around here where we are going to be looking at more heat. so from the low 80s today to

it was known as the spray tan trial. a florida husband accused of killing his wife five years ago but this week, he was found not guilty. now he is talking about the verdict and the toll the case has taken on his family. here is keith morrison. >> reporter: it was a moment of charmed life turned on a dime. the morning in 2007 when the mother of their two children collapsed and died for no apparent reason. at least none that made any sense. >> it's like a nightmare. you feel like one day you're going to wake up from and then it just -- you just don't wake up. >> reporter: then 18 months
