people were out and about doing on what up until today had been the hottest day of the year so far. if you are coming down to the festival, it starts at 11:00. they've put out an advisory that if you bring an animal, you shouldn't, like a dog, because the asasphalt's going to be so hot, it's uncomfortable for their paws. make sure you stay hydrated, drink water, things like that, water's always the best. wear light colored loose fitting clothes to keep yourself cool as you enjoy the festivities that go on today. again, the capital festival, pride festival starts at 11:00. street closures are already in place. check our website. go there. if you head down and you know how to do it. you're being encouraged to take metro. live downtown, derek ward, news4. >> stay cool. a traffic alert for drivers now. starting tomorrow morning, there will be some major overnight construction on the outer loop

of the belt weigh, crews shut down 3 of the 4 beltway lanes. that's going to happen every night this week. after midnight driver could see full closure for up to a half hour part of the beltway express lanes project. crews will be paving the roads and installing seasons there. all lanes should be open by 5:00 each morning. also starting tomorrow, getting around the u street corridor might get tricky. a major construction project there will bring changes to the area which could mean walking, parking, and driving detours. news4's danella has more. >> a new look, but that could mean up to a year of construction and lane closures. the work will take place along a stretch that runs about a half mile long. crews will be widening the sidewalks, repaving, and repairing roads and streetlights. as well as upgrading traffic signals.

construction work should start around 7:00 each morning and go through 7:00 in the evening monday through saturday and occasionally on sundays and overnights. heres the area we're talking about. it's u street, between 9th and 14th streets in northwest. drivers are asked to stay alert and plan ahead to cut down on delays. this is no short term project. the work is not scheduled to be finished until spring of next year. reporting for news4 today, i'm danella sealock. >> good news for the stock market. the dow expected to have strong gains on the heels of a potential bailout for spain. leaders are discussing a bailout up to $125 billion to help stabilize spain's banks. the country originally resisted, insisting it could recover on its own. a recent financial stress test reveal they need a bailout of at least $50 billion. protests broke out after the news of the bailout. protesters protested in front of

banks and on the street. syria's main opposition group in exile elected a new leader. the syrian national council made the decision after a meeting stretched into the wee hours in the morning. meanwhile, rebels and government troops clashed in the capital of damascus, the heaviest fighting in the city since the uprising against president al asad. more than 50 people died. new this morning, reports that the health of former egyptian leader hosni mubarak has take ain't turn for the worst. locked up in a prison in cairo. security officials say he's slipping in and oust consciousness, this comes after the prison reported the 84-year-old suffering from high blood pressure and breathing problems. he was recently sentenced to life in prison of killing protesters in uprising that ended his three decades of pow.

>> the eo of p. morgan chase will testify. jamie dimon will testify before the senate banking committee, faces tough questions after admitting the loss came from a risky trade he authorized himself. critics say this is a clear example there needs to be more oversight when it comes to banking regulations. fairfax county police are looking for clues into a suspicious death in reston. investigators are provided this sketch of a man they believe is connected to thence dent. it started early saturday on winter third lane in reston. police responded to a call of a fight but did not find anything when they arrived. an hour later someone in the same area reported a missing person. police found the body lying in some bushes. they have not determined a cause of death or a motive. neighbors of a man who died in police custody are accusing officers of beating him to death. d.c. police say the 38-year-old

chambers became combative with them friday on p street in southwest. four officers struggled with chambers before getting him into handcuffs. chambers fell unconscious, and later died in the hospital. police say the allegations of the beating are not accurate. the four officers have been put on administrative leave as the case is under investigation. waiting to learn the identities of two people who died in a crash on the wilson bridge. that crash happened yesterday morning on the bridge's local northbound lanes. police say a car was speeding and rear-ended another car. the driver of the first car lost control and smashed into the back of a tractor-trailer. that car caught fire, kill two and injuring another. the driver of the tractor-trailer was taken to the hospital while the driver of the other car involved was not injured in the crash. northbound lanes of the bridge were closed for seven hours yesterday morning. police filed charges against a man who drove his suv into a d.c. office building. the 32-year-old faces three felony charges, including arson.

police say his jeep was covered in gasoline when they drove it into the building on connecticut avenue friday. investigators say ball, who is in the hospital, is a registered sex offender. they're looking into why he drove his suv into the building. prince georges county police are keeping the community safe thanks to a new initiative. all day yesterday officers offered gift cards in exchange for guns. it's a new effort to reduce gun violence across the county. the plan took place in first baptist church in landover. people got gift cards up to $100. it started as an idea from the county government and the naacp. >> they wanted to do something to help get rid of weapons off the streets of prince georges county and make it safer. they brought it to the police department. anything to get rid of guns we're all for the exchange program was a huge success. they even gave people gift cards for guns that didn't even work.

prince georges county police need your help in finding a man who robbed a local restaurant. check out some surveillance video from the shanghai tokyo restaurant in college park friday. the man walked into the store and demanded money from the register. no wore on how much cash he got away with. anyone with information on this should call police. this morning, investigators are trying determine what caused a two-alarm fire in montgomery county the fire broke out at this apartment complex.

firefighters evacuated the building, they knocked out the fire in 20 minutes. no one was hurt. a virginia community is using the power of the sun to save lives and cut energy costs. the richmond ambulance authority installed solar technology on several ambulances. the solar power runs the life-saving equipment, that saves the authority money on fuel and batteries. >> we have reduced the fuel and batteries. it allows us not to purchase products as often. >> the authority says it spends $3500 to install solar panels and save $5,000 in fuel per truck each year. the agency has eight ambulances with the solar pans. that's about a third of its fleet. more than $60 million worth of cocaine is off the streets, thanks to a virginia-based navy ship. the uss nicholas helped out on a

drug bust this week that netted close to 5,000 pounds of drug. it was thrown overboard from a speed boat as part of a drug trafficking ring. the cocaine has an estimated street value of more than $350 million. across the pond, prince philip is celebrating his 91st birthday today. queen elizabeth's husband left the hospital yesterday. he was admitted monday in london because of a bladder infection. his sickness forced the prince to miss some of the jubilee celebrations. britain is home to the oldest siblings in the world. dorothy and marjorie are the oldest living siblings at age 108 and 105. they celebrated with a tea party. marjorie says the secret to longevity, it's hard work. >> i don't believe it. this weekend, the girl scouts of america are celebrating their 100th anniversary today. scouts will visit george washington's mt. vernon estate and gardens.

firefighters in colorado evacuated dozens of homes as they battled a massive wildfire in the northern part of the state. so far the fire has destroyed around 8,000 acres. crews are having trouble containing the blaze, because winds are near 20 miles per hour. ten buildings have been destroyed so far, but no injuries reported. fire officials are trying to figure out how the fire started. heavy rain causing florida, floods along parts of the central gulf coast. rising water surrounded houses, trapping people inside in mobile county, alabama. crews rescued people from homes and the streets. >> what a mess out there.

welcome back. in this week's wednesday's child we meet a young man who had to overcome more than most kids at his age. he's been in foster care since he was an infant and is even a cancer survivor. >> barbara harrison took him to busboys and poets to learn more about him. >> so he's coming this way, i'm coming at a curve. >> reporter: derek weston brown showed off his talents for us on the stage of busboys and poets restaurant in washington. 13-year-old emmanuel has said he'd love to someday be able to be as good as this at telling stories about his life's experiences. he's had quite a few in his 13 years of life. beginning when he was abandoned at just a few weeks old. >> he came in as an infant, he's
