and emergency dispatcher asleep on the job. new rules are in place. local leaders guarantee something like this will never happen against. a ufo sighting on the beltway. it's not what you think. tonight the explanation behind this strange sighting. good evening, i'm jim handly, and i'm wendy rieger. the eighth street community is in mourning for a local deli owner. police say the woman was shot and killed as she was opening her show. pat collins joins us. he's at the scene. >> reporter: wendy, he took her life, but did he have to take it? that's what people here on h street are trying to answer. this is a vicious crime that impacts not only one hard-working family, but the entire community.

signs of development, new restaurants, new buildings, the promise of a new way around, and then -- then something like this happens, and it's a painful flashback to an ugly, more violent time. for family and friends of june lim, this day on eighth street brought a great sense of sorrow. >> the victim died from a gunshot wound to the neck. >> reporter: murder. june lim, a store owners killed this morning as she was opening her deli here at 7th and h. she was three weeks shy of her 65th birthday. >> she works really hard and, she deserved better. >> reporter: that's peter lim, the victim's son. he says his mother has run this deli since 2004. she planned to retire next year. >> particularly hard for myself and my wife, because we were expecting our first grandchild for them this year.

so she will miss the birth of her first grandchild. >> reporter: the motive here, robbe robbery. it appears whoever did this knew ms. lim's cummings and goings, when she opened the store, how she opened the store, when she would be alone in this store. now there are security cameras inside, but it's unclear to whether or not they captured a picture of the killer. here on eighth street, june lim was well know, well liked, why people have already planned a vigil in her memory. she was so sweet, so nice, she would give you credit. no one should have taken anything from her. she would give it to you. i can't talk no more. >> reporter: police are not sitting idly by. they're looking for suspect. they posted a reward.

later they'll be passing out flyers. pat collins, news4. >> thank you, pat. today a former penn state police officer testified that jerry sandusky should have been charged 14 years ago after an incident in a locker room shower. sandusky is the former assistant football coach charged with sexually abusing ten boys. he's pleaded not guilty. today one accuser testified about taking a shower with sandusky back in 199. the boys' mother called police when he came home with wet hair, but a prosecutor decided not to bring charges. today an investigator called that decision a mistake. montgomery county is taking action tonight after an emergency dispatcher was caught sleeping on the job. the news4 i-team broke this story, and chris gordon is explains what's being done. >> reporter: when you call 911 with an emergency, seconds can

save lives. but on april 4th, a montgomery county fire and rescue dispatcher working in the 17th hour of his 24-hour shift was caught sleeping and snoring when an emergency call came in from a woman whose husband had a medical emergency. >> hold on one second, let mess try to get them on the line against. okay. >> reporter: the original report broadcast by the news4 i-team got an immediate response from montgomery county lawmakers. >> that cannot happen again, and i stand before you and say it will not happen today. again the council public safety committee held this hearing to determine if the 24-hour shift for dispatchers needs to be changed. >> i think it makes sense to go to shorter shifts, and healthier and less likely to result in any potential problem with someone nodding off. >> reporter: but it could take a long time and collective bargaining to shorten the

shifts. other changes have already been made to the montgomery county emergency call center. there is more staffing, a recon figured floor that gives supervisors direct line of sight to monitoring all dispatchers, and a quality assurance officer to oversee the operations. >> i want to assure everyone in montgomery county that the public is not at risk here, that a matter of public safety is, if you will, the highest regard. >> reporter: montgomery county's fire chief says he wants residents to know when they call 911, they will receive a prompt and professional response. in rockville, chris gordon, news4. and in politics, ohio was truly a political battleground today, president obama and mitt romney were on opposite sides of the state. romney the 2k3w067 contender in cincinnati while mr. obama was told college students in cleveland. he and his opponent agree on one thing. this decision will be about the nation's economic future.

. mystery solved. folks across our region thought they saw a ufo being escorted by police along the beltway last night, but today the military confirmed it was actually a large drone. the aircraft was being shipped from garrett county, to packsant for testen. twitter blew up with reports of sightings, along with pictures of what looked like a flying saucer. now to a mother's fight.

she wants bon marrow donors to be compensation. dr. nancy snyderman has the story. >> reporter: 13-year-old jordan flynn is getting ready for a very special night. family and friends have gathered for a benefit in honor of the eighth grader who has just learned she will need a bone marrow transplant. she has a genetic disorder which destroys bone marrow and increases her risk of bone cancer. >> the transplant scares me. >> reporter: this april her condition took a turn for the worse. the transplant is her only mope for survival. her mother doreen. >> it must be days when it feels like the weight of the world is on your shoulders. >> yeah, today is one of those days. >> reporter: now she is fighting to make medical history. you have now found yourself in a very unusual spot. you're a single mom, and you

also have become a very public face for a very public campaign to change a law. >> yes. yes. >> reporter: to encourage more people to become bone marrow donors, she wants them to get paid. >> as a mom i'm willing to do whatever it takes. >> reporter: she's become the lead plaintiff if a landmark case to challenge the law of buying and selling bone marrow illegal. >> it's a major federal law, never been tested before. >> her attorney is with the institute for justice. bone marrow is just like anything else in the world. it's valuable. if you compensate people for it, you'll get more of it. it's just that simple pinches you can watch more on the story tonight at 10:00 on nbc's "rock center." the story is raising some interesting questions. >> yeah, it is. turning back to our backyard were summer series, what a day for it? >> and they couldn't have picked

quite a few changes for the redskins this off-season, the most notable that rookie quarterback, what's his name? rg, 2, 3 maybe? >> stepping in as the team's new quarterback. >> but there's been a big change on the coaching side with a former head coach joining the staff, already shaking up the practices. zachary kiesch has more. >> we note they've added some talent to the roster, but also injected youth and enthusiasm. rahim moreries is a confident and knowledgeable guy that the players seem to identify. the skins say it's all about creating a winning culture. >> to create that competitive environment is like going out and playing a pickup basketball. you get a chance to go out and

camaraderie. >> he's been great. he brings a whole new energy to the practice, always talking trash to the offense, gets everyone riled up, and it makes us play harder. when you start getting under people's skins, more energy comes out. >> morris will be tasked this season with shutten down opposing offenses. that starts in practice. where the skins offense has already gotten a taste of the trash-talking new guy. >> he gets a my nerves a bit, but i've known rahim for a while. he's one of my boys, he's funny. we go back and forth. he's a little louder than myself, but i'm used to it. >> i love having him here. i think that brings a different swag to our secondary. he'll go out there and silence you. you know, when you have a guy like that as a coach, that makes the players better. >> reporter: it doesn't matter about the scheme, more about the culture you provide in your room and the attitude those guys have

although violent sexual assault linked to the po tom ma river rapist. >> he's now linked to ten attacks, including the brutal rape and murder. today new dna evidence links him to a 1996 sexual assault along mcarthur boulevard in the district. darcy spencer has more on the manhunt for this serial rapist. dar,in. >> reporter: jim, as you said this attack happened 126 years ago. it happened when she was pulled into a wooded area and sexually assaulted. she not only survived the attack, she was able to give please a pretty good description of her attacker. >> this grainy video shows the

area where a woman was assaulted. it happen july 20th, 1996, in the 4900 block in mcarthur boulevard. police say announced that sexual assault has been linked by dna to the so-called potomac river rapist, responsible to a dozen sexual assaults and a homicide in the 1990s. we're asking for the public's help in identifying this violent offender. >> reporter: police say the man sexually assaulted nine women between 1991 and 1998 in montgomery county, and he murdered a 29-year-old intern christine marjong. the man responsible has never been caught, but with the addition of this evidence to the cold case files, police hope they're getting closer to finding the attacker. >> it takes a lot of courage for the victims to revisit some of the crimes they have endured,

and we need to be stewards of that information and do our absolute best to bring this rapist to justice. >> reporter: last december a campaign was launched including billboards, a web sites, and posters to draw attention to the composite sketch. please believe he's probably now in his late 40s or 50s, and this sketch was based on the victim's description at the time of the sex assault. >> well, this case i think in d.c. has the victim got a good look, in which case most of the cases did not. >> police tell me they have in call, and d.c. police chief says it's important to note that it is cases happened within two miles of each other. there's a strong indication that this person they are looking for may have lived in this area, may

have relatives in this area, may have worked in this area at that time. they want people to look at those sketches. if you recognize them, give police a call. reporting live, darcy spencer, news4. a family friend has been arrested in connection with the murder of a business owner in reston. he owned police arrested 20-year-old abir ali after a search of his home. so far police aren't revealing a motive. a fairfax county teacher and football coach caught in the middle of a doping scandal. he's accused of taking steroids and trying to sell them as well. news4's richard jordan tells us more. >> reporter: police say the investigation started about six months ago with an anonymous call, but investigators say the school employee and his alleged dealer were caught in the act, busted in the middle of a

transaction. police say the fairfax school employees was illegally bulking up and planning to sell steroids. jeffrey reagan is a teacher at mountain view alternative learning center? centreville, but school officials say he was. >> if you're a teacher, you should be able to set an example for your students. >> reporter: but reagan recently started training players at football camp. these students say they had seen him there a few times. >> that's really shocking. the school i think -- >> fairfax police say the coach was getting his fix from a friend, 35 years old jeremy hellbinge, accused of supplying the steroids, the home was searched and police say several substances were recovered and sent to a lab for testing.

maryland. house speaker bush says state officials have a lot to consider before vegas would land on the potom potomac. hundreds of people who use the capital bike share program are risking their safety every day. a new study finds out 33% of riders who use the bike share for daily commuting wear helmets. that's compared to 70% of riders who wear helmets on their own private bikes. only 15% of casual bike-share yours wear hell mitts. members can gets a 10% discount on helmets purchased at more than a dozen area stores. coming up next, a local graduation marred by controversy, some high school seniors banned from walking across the stage despite protest from their classmates. hall of fame, the 25 most expensive colleges in the country are exposed. why this report could actually help keep tuition in check.

the government's trying to shame schools into reining in soaring tuition costs. the department of education released its second annual list of most expensive catholic university in d.c. made the list at number 20. tuition more than $33,000. the school art institute of chicago took the number one spot. more than 40 grand there. the california institute of the arts, rhode island school of design, boston conservatory, and art central college of design in california round out the top five. it was grace today at herndon high. the festivities did not including a grew of boys because of a prank. the seniors say they didn't spray paint, but they do admit to pouring baby oil on a staircase. the school administrators decided not to let the pranksters walk across the stage

just reevaluate and think if you want the ticket. >> another change, expect more summer flight cancellations. a new tarmac rule requires airlines that delay too long on the runway to pay big penalties. >> the idea is that an airline instead of maybe risking having to pay a hefty fine, if there's bad weather or there's a summer storm, they'll just cancel the flight completely. that way at least they're not paying. >> when airlines overbook, passengers get bumped. if that happens, the new rules put more money back in your pocket. >> the new rules are that you -- if you're voluntary bumped, up to $650 for a short delay, up to $1300230 a long delay. finally a security change. the new rules allow older fliers to get a break, but it comes down to security agents guessing your age. >> basically if you are 75 or
