good morning, everyone. welcome to news 4 midday. i'm barbara harrison. it's tuesday, june 19th, 2012. right now lawmakers are showing off a georgetown property they say is a prime example of government waste. the federal building has sat empty for more than a decade, even though a million of your tax dollars paid for the operation every year. good morning. >> reporter: good morning, barbara. this hearing is just getting under way. u.s. again the u.s. general

service is in the hot seat as mismanagement and misuse of funds continue to plague the organization. congressman john mika, chairman on transportation and infrastructure called another congressional hearing inside of an empty federal building. this time the meeting was held here in georgetown at the georgetown heating plant, which is again vacant and hasn't operated for more than a decade. it's expected to cost $3.5 million in operating expenses. the committee has previously held two hearings at the partially vacant old post office building on pennsylvania avenue. one hearing at the vacant anex, one block from the mall. she voiced her discouragement with gsa's oversight of unused federal buildings in the district of columbia. these hearings following congress's recent scrutiny of

the excessive spending of things like company training and bonuses for managers. they say it seems like an effort to embarrass gsa, then you're absolutely right. >> here we sit in an empty building in the heart of our nation's capitol, most expensive real estate that you can find anywhere in the united states, and on the east coast and in the nation's capitol. nothing was done for ten years. >> this property is an example of gsa's revitalized push to aggressively right size the portfolio. >> gsa is saying they do have plans to auction the building, that they are working to try to keep a closer look on the buildings that they have throughout the country that are not in operation, but do have to be maintained using taxpayer

dollars. and congress is vowing to continue this hearing. this hearing is continuing as we speak behind me. >> thank you. the university of virginia has a new president, at least for now. the college's board of visitors named carl zikehamel as interim president. it reached the decision early this morning following a marathon meeting lasting 12 hours. he'll replace theresa sullivan who was forced from her job as the school's president. >> i'll tell you not to read everything you read in the papers. >> we'll believe anything you tell us. [ shouting ] >> resign! >> sullivan's departure has angered many faculty members and students in charlottesville.

dozens of people shouted at her as she left the board of visitors meeting overnight. earlier in the day the professors called on her and other board members to resign. . it's very disappointing she has not stepped down. it hasn't shown the university, the faculty, the students do not fully support her, and we've been completely ashamed of what's happened. having people walk by and chanting resign, resign, you've brought shame on us is hard to hear. i hope we can get better answers out of this, because we really haven't gotten answers so far. >> she has suggested it's because of a lack of outside fund raising. right now animal rights advocates are protesting a special task force meeting about pit bulls. this comes after the maryland

court of appeals said they were a dangerous breed. the owners no longer have to prove the animal's prior behavior. a landlord is also liable if the attack happens on his or her property. and taking a look outside right now, it's beautiful. it looks beautiful, anyway. a little bit on the cloudy side. and comfortable so far. but change is coming. tom kierein has details about that. >> enjoy it while you can. we do have the humidity beginning to slowly increase, but still comfortable. temperatures around the region are holding steady in the 70s. there's what's been happening over the last 12 hours. we've had a few passing showers coming in from the north. you can see there's still quite a bit of cloudiness north of washington up to the pennsylvania border. in the metro area there's a lot of sunshine now. as a result, we are heating up. look at all the areas in orange. includes much of the midwest, well into the 80s. there east of the mountains,

most locations are generally in the 70s to near 80 degrees. you can see much of virginia and maryland, the eastern shore, still in the yellow zone. those are temperatures in the 70s. mid-70s now. 76 at reagan international. for the rest of the afternoon, though, we have the sunshine breaking out. just a few clouds around. we'll see it climb to the mid and upper 80s by mid to late afternoon with a south/southwesterly breeze and a small chance of an isolated thundershower popping up later this afternoon. and how hot is it going to be getting tomorrow? it's going to be near record heat. we'll talk about that, how much longer it's going to last, a look at the weekend, too, in just a few minutes. >> thank you, tom. a serious accident on a construction site this morning. here's a look from chopper 4. prince georgia's county firefighters say a worker fell about 20 feet into a trench. it happened around 10:00 on canadian way in laurel. crews were able to get the man out of that trench, and they

took him to a local hospital. no word yet on his condition. let's take a look at the traffic out there and see how things are moving. hi, what's going on on the roads? >> good morning. we still have a ghastly taking away on hughes street. it's shut down between 23rd street and 22nd street. you want to jump on pea street instead. if you're on 66 headed eastbound. we have an accident. luckily it's in the right shoulder lane. you have to watch out for road work. it's going on again today. blocking that left lane. the cones are up. travel speed is just a little bit slow. driving at about 45 miles per hour. not bad. it will take you 13 minutes for the belt way to fairfax county parkway. we're following a developing story in delaware right now. police are asking for your help in finding the man accused of killing a woman in dewey beach. the woman's body was found at

the atlantic motel. police are looking for 26 kumar, seen here in the surveillance video, not in this particular picture, but some of the others. the cleaning staff discovered the victim's body yesterday morning. police have not released the woman's name or told us how she died. and we're working to learn more about a serious accident in laurel involving an ambulance. the crash occurred shortly before midnight on the 14700 block of buoy road. it's unclear right now what caused the accident, but we know another car was involved and rescue crews had to remove the roof of that car to get people out. we're still waiting to learn their conditions. we'll bring you more on this story as it comes into us. police are looking for one of the drivers who ran off following this head-on crash in northeast washington. the two cars collided at the intersection of rhode island and south dakota avenue around 2:00 this morning.

jerry san discuss . > the question everyone is asking, will the former penn state football coach take the stand in his own defense? the prosecution called their last witness yesterday, the mother of a young man known as victim number nine. she told the court she kept sending her son to sandusky's home, even though her son said he didn't want to go. so far the defense called six witnesses to testify on sandusky's character. defense lawyers are expected to argue the alleged victims and their lawyers are motivated by money. the defense may also submit evidence that sandusky suffers from a rare psychiatric disorder, making him overly affectionate. deliberations get started as early as this thursday. the new jersey man who used a webcam to spy on his gay college roommate is free this morning, dhuran ravi was

released from jail this morning. he spent the last 20 days from behind bars. a judge sentenced him to 30 days in jail for videotaping his roommate kissing another young man. they have no plans to deport the india native back to his home. a jury acquitted baseball star roger clemens of perjury. the former major league pitcher was accused to lying in congress in 2008 about using performance enhancing drugs. clemens choked up after the verdict. >> i put a lot of hard work into that career. and so, again, i appreciate my teammates that came in and all the e-mails and phone calls. >> this was the second time federal prosecutors put clemens on trial for perjury. the first case ended in a mistrial last year. we are hearing the evidence that convinced a judge to revoke

george zimmerman's bond, releasing him back to jail. let's listen. >> so take your 10 out first. keep it in your pocket. then at the institution, see if you can put 10 into hers right away. >> uh-huh. >> see if she can take that ten out and put it in the box there. >> the couple talks about transferring money to zimmerman's sister's account. prosecutors say they talked in code. 10 is really $10,000. prosecutors say the money came from a website account that raised more than $135,000 for zimmerman's defense. zimmerman's attorney explains why they were talking in code. >> you have to remember that george is in jail. so he's got people next to him that he may want to protect that from. and shellie is also with people they want to protect it from. the idea of having a code between them may have been just that. >> zimmerman's wife testified

they don't have a lot of money. she's now charged with perjury. zimmerman is charged in the shooting death of trayvon martin. he has pleaded not guilty to that charge. the g-20 summit wraps up in mexico. president obama and other world leaders plan to support a plan which they say will focus on job creation to boost growth in europe. the president says he feels encouraged about europe's direction and calls the results of sunday's elections in greece a positive prospect. the pro bailout party won the election, making it less likely that country will drop the euro. >> john kerry will play an unusual role this fall, republican. the democratic senator and presidential candidate will play mitt romney in mock debate presentations for the romney campaign. this will be three presidential debates this fall. the first will take place october 3rd in denver. and former arizona

congresswoman gabrielle giffords' seat will be filled bay former aide. ron barber will be sworn in on the house floor. he will serve the remainder of giffords term. she resigned to focus on her recovery. last year she was shot in the head at a campaign event. since then she's learned to talk and walk again. barbara was also injured in the same shooting incident. a second wildfire is now burning out in colorado. the newest fire started on sunday and quickly burned about 1,000 acre just west of colorado springs. the fire forced 200 people to leave their homes, and a boy scout camp had to be evacuated as well. meanwhile, the park file destroyed eight more homes. bringing the total to 189. the fire has burned more than 58,000 acres so far. firefighters are cutting and digging a line to keep the fire from spreading. it is now about 50% contained. i guess they are still hoping to

much. this is in springfield. he posted that to weather@nbcwashington.com. we've had a lot of cloudiness. but now the clouds are breaking up. but still quite cloudy across much of maryland. a few sprinkles east of baltimore. but much of virginia and areas to the south are well into the upper 70s to near 80 degrees. generally in the mid 70s. further west, shenandoah valley into the mountains, they have more sunshine as a result. it's heating up into the low 80s there. as we go forward, these are zones of potential showers and thunderstorms that may pop up late this afternoon. much of that passing south of washington. there's a slight chance around the metro area of an isolated thundershower popping up.

as we get going on wednesday, we'll have a dry start to tomorrow morning. for the rest of the afternoon, partly cloudy, just a small chance of a thundershower. temperatures climbing into the mid and upper 80s. today sunset is at 8:36. then it will continue to drop under a partly cloudy sky. but it's going to be humid. a steamy night tonight, and then big heat building tomorrow. record heat tomorrow perhaps. wednesday's record is 99, set on june 20th in 1991. the record for june 21st is 98 back in 1988. so yes, it can get extremely hot in june. and we'll be near those record highs tomorrow and again on thursday. haze and humidity in the air. small chance of an isolated storm tomorrow. little greater chance on thursday.

the national zoo is asking for your help to name the newest addition. you can name this this monkey on the zoo's facebook page. there are four choices including sumak, which means beautiful, nando, which means courageous and loki, a mythological god of mischief. the voting ends on friday. you can go to nbcwashington.com and name the monkey, or at least try. a skunk that bit a customer at a restaurant in southern maryland has tested positive for rabies. last thursday the skunk managed to walk into the cheese burger in paradise restaurant and bit a person. the skunk is the sixth animal in the county to have been found to have rabies. coming up in the next half hour

many students and staff are still furious he forced the old president from office. today people are preparing for the hottest day of the year. >> well, barbara, as you would imagine, a lot of peel are in the pool. it's a terrific place to be. of course, as the day wears on, it's only going to get worse. we had such mild weather here as of late. we've really been spoiled. this is the first heat wave. it's only going to last three our four days. temperatures in the upper 80s. then things heat up for wednesday and thursday. we could see record heat or near record temperatures. mid to upper 90s. this can potentially be dangerous. a lot of people are not acclimated to the heat. be careful.

a serious of 18 break-ins near this home. some occurs while residents were asleep inside. in addition, cars have been broken into or stolen. >> this is a spree of crimes of opportunity. many of these could be prevented if they lock the garage door, put the door down or tlok their homes. >> we heard a car go off. it was late. it was midnight. go look out the windows and make sure no one was in the cars. >> jackie bensen, news 4. >> with a crime spree like this the burglars often live in or near the affected neighborhood. montgomery county police were able to solve a rape case from 2003 with the help of dna. dna evidence linked david martinez to the rape and kidnapping of a silver spring woman nine years ago.

the 23-year-old victim gotten out of her car when the man attacked her, threw her in his car and dropped her off at montgomery-knolls elementary school. the dna match was made when she was arrested for soliciting a prostitute in texas. wal-mart broke ground on a controversial new super center in virginia. this after preservationists took them to court to battle them building near the battlefield. it's expected to create about 300 jobs. it's set to open next june. a maryland work group will meet again tomorrow to hammer out details of a possible bill to expand gambling in the state. we already learned only some terms of the legislation. table games would be legalized. they would also get to keep a

greater percentage of profits if it's built in prince george county. if the work group reaches a deal on the legislation, governor martin o'malley may call a deal. an unusual punishment m kevin burke made his son walk up an down the street with a sign that said, quote, homeless won't listen to -- >> i pay for his clothes, his shoes, the roof over his head, his safety and everything that he has. my thing is if you want to be the owner, you go ahead and sit outside. by putting that sign out there allows him to see it's not easy out there to be your own adult. burke is says kenny ate two meals and took some breaks. a neighbor complained to police

but the officer didn't any law was broken. he thought the dad was doing the right thing. the spokesman for the virginia's governor is trying to keep the redskins in virginia. lawmakers say the deal that includes $400 million in state funding was done behind their backs. the redskins agreed to give the park $30 million facelift and move the summer training camp to richmond. his chief of staff insists some legislators were told of the deal. a similar deal was rejected earlier this year by house budget officials. a traffic alert if you're headed to the beach. the bay bridge will be closed for almost an hour this afternoon while tug boats push a cargo ship up the bay. the bridge will close at 1:15 for about 40 minutes.

>> it was a terrible accident, but a lucky shot. these are x-rays of a 16-year-old boy in south florida. as they were ready to go fishing a spear gun accidentally went off. the three-foot spear shot straight through his skull, right above his right year eye. i did not hit the blood vessels or the side of the brain that affects speech. adidas is apologizing this morning and the company is canceling plans to release a controversial sneaker that reminds some people of slavery. late last night the shoe maker decided to scrap plans to make these js round house mids. the shoes come with plastic shackles. when we showed a picture of the shoe to people, they couldn't believe what they were looking at. >> oh, no. i'm not a huge fan of those. >> why?

yeah, nice rally going on here. a lot of what's going on is some optimism with a two-day federal reserve meeting starting today that the fed will do something to stimulate the economy. we don't know what they can and will do. yesterday microsoft had a new tablet. and it's correct. they're trying to compete with business side and with the ipad. there are some people who are positive on it. the x-box was a huge success, but the zoom was not when it comes to hardware for microsoft. finally fed-ex reported their earnings. strong numbers for the past quarter, but lower their guidance moving the forward because of employee and pension cost. a lot of mature companies have

an aging population of workers. the costs are huge. and you hope long term a lot of the workers who spent decades at companies like fed-ex will have all their benefitbenefits. the dow is up 120 points. back to you. >> that's good news. hopefully that will continue throughout the day. see you later. warmer weather means more americans are seeking the bronzed glow of summer. many people go out and get those spray tans to avoid the health concerns of being in the sun, but is it really a safer alternative? a lot of people are getting those spraz-on tans these days. >> if it's not one thing, it's another. another story of something not healthy for us. >> i hadn't heard that. so tell us about it. >> it's abbreviated dha, is the substance that's in these spray-on tans.

usually you go to a salon, and you get in a bathing suit, and they spray you down. it's also in the products that you can get in the drugstore that give you a bronzy glow. so what they're finding is that with repeated applications of these, you are getting absorption. about a half percent if you use it often. there are studies showing it can carcinogenic. particularly on mice. the next question, will it affect human this is the same way? with the spray tan, it's being sprayed, and the aeromatic spray is going in people's noses, in their eyes, on their lips. and they're really ingesting it and breathing it. and that's the problem. the fda, when they approved this product in the 1970s, it was

used for topical use only, and not to be inhaled. so we're seeing different things coming about with the use of dha. >> so, and i suppose because you don't have a whole lot of information, what would you recommend to people? should they stop having these spray tans done? >> well, this is the same controversy that we see with lightning ingredient that we see in bleaching agents and the lightning products. certain company miss the world have banned it. we can look at that being banned in the u.s. some are on the radar because it's a chemical that attaches to the top cell layer of the skin, the dead layer u, but it's not to be, you know, inhaled.

they may come down on the process of spraying it on. the fda doesn't control this. it's certain states, municipalities with local jurisdiction over what their state does. >> it will be better to do one than the other. >> i think topical would be better than spray. if you lkt to do spray, make sure you have eye goggles on, nose plugs. protect the lips. even the workers who spray the self tanner on the patron needs to be protected. >> so what would you use, if you wanted a tan? you don't need a tan, but for those who do -- >> use sparingly the topical preparation. exfoliate first. put it on evenly, and, you know, make sure it doesn't get on the surfaces like the lips and eyes or that you inhale or breathe

you can watch a parade of sales today in baltimore. more than 40 tall ships and naval vessels will leave the harbor of a week of celebration commemorating the 200th anniversary of the war of 1812. the naval ships started leaving around 7:00 this morning. there are several good spots to watch, including the canton waterfront park. ft. mchenry and thomas point. more people are going to be traveling this fourth of july, we understand. aaa says 42.3 million americans will travel 50 miles or more between tuesday, july 3rd and sunday, july 8th. that's up 4.9% from last year. about 35.5 million people will hit the road. some 42 million people are expected to fly to their destinatio destinations. let's look at stories we're going to be following for you
