units i'm pat lawson muse. we start with a story in southeast washington. the shooting happened around noon in the 1900 block of savannah east, a camp counsellor along with a 7-year-old and 8-year-old when someone fired a gun at someone else and missed. right now no one is in custody. the victims are in the hospital, but they are expected to survive. witnesses say they heard as many as ten shots. news4's darcy spencer has been on the scene all afternoon. she'll have a live report at 5:00. a tropical storm warning is in effect as debby hovers off florida's gulf coast. this afternoon the governor has declared a state of emergency. >> the storm is already spawning tornadoes and torrential rain as residents worried about how strong debby's going to get. nbc's jay gray is live in panama city with that story. jay? >> reporter: good evening.

you won't see anyone in the water or you shouldn't. the red flags are up, so is the wind and surf the rain is down a bit right now, but it's been growing today, just like concerns up and down the east coast. another wave from tropical storm debby slaps the florida coast. stalled in the gulf less than 100 miles from shore, the storm has lost a bit of its intensity, but is still making an impact. winds are up, so is the surf. but it's the driving rain causing the most serious problems. floodwaters have swallowed roads, now threaten homes from alabama through florida. forecast tracks still aren't clear about when it mike make landfall, but all of the models seem to great it won't be anytime soon. it's only creeping at 3 miles an hour, which means the rains in many areas will likely continue. >> we got here saturday, and all we've had is rain. >> washing -- >> our condo is prepaid until saturday, so we will ride the

storm out unless any evacuate us. >> we're hoping to catch some sun here and there, make the best of it. >> reporter: to this point the worst is a string of tornadoes spawned by the storms. the twisters have been blamed for at least one death and splintered trees and ripped away roofs in dozens of communities. now, the rain's expected to continue in many areas through the weekend, and there already have been at least 20 tornadoes associated with this storm system. this evening a tornado watch is still in effect across a majority of the state. live in panama city beach, florida, jim, pat, back to you. >> what are folks down in that area doing to prepare for debby's landfall? >> reporter: well, you see some of the heavy machinery moving in, they're going to make sure they clean the beach area and make sure everything is okay. the other thing that a lot of people are doing, they're buying

the essentials, getting batteries, making sure flashlights and radios work, stocking up with food as well. there are a lot of visitor tos area not familiar with hurricane season. emergency officials are wanting to make very sure how serious this is. >> jay gray, thanks so much, reporting live from florida. just where is december where? will it impact our weather later this week? >> doug kammerer is here with the latest. you've been tracking debby. >> the big thing about tropical storm debby, it's a weak tropical storm, 45 miles an hour really just barely tropical storm status, but the winds will not be a big factor. it is going to be the rain. yes, we've had heard about the tornadoes, so a lot of thunderstorms are out there. you can see about the entire state of florida is now under a tornado watch until about 11:00. once again it's not going to be the wind, it is going to be the rain. some areas just south of tallahassee today have seen

between 12 and 15 inches of rain. they're going to be seeing some massive flooding in this area. that flooding looks like it will continue. debby just off the coast, northeast at about 5 miles an hour was the latest objection from the national hurricanes center. this thing is going to stay down there all week long, so once again they could really be in for a ton of rain. we could be talking about 2, 3, 4 feet of rain, believe it or not, before this is all said and done. that's not something they need down there in florida. for us, a cold front came through the area, you probably will notice it, the winds are starting to pick up a bit. temperatures are going down. we'll tick toss the storms. out there right now, current temperature 88 degrees, but look at the winds, 16 miles an hour, dew point is only 53, so that 88 is a very comfortable 88 degrees. we are going to see the numbers coming down. 9 in cumberland, 81 in hagerstown, 82 in leesburg, so

the cooler air trying to make its way in here. wait until i show you the forecast. we have great weather in here, and then another heat wave. we'll talk about it, coming up. >> cleanup's still going on in parts of d.c. from friday night's storm, a microburst came through our area almost 72 hours ago now. tree crews are still trying to clean up the mess today. how, dry weather in colorado is fueling the flames. a fire near colorado springs started on sunday, forcing evacuation orders for 11,000 residence. many people were allowed to go back today, but in the past three weeks wildfires have burned nearly 250 homes, the air force is prying transport planes to drop chemicals. the fires are also threatening molest country's most beautiful spots. heavy smoke is clouding pikes peak and the garden of the gods. it's the biggest decision so

far this year from the u.s. supreme court, the ruling on arizona's controversyial immigration law is in today, but it is a mixed decision. some aspects of the law were thrown out while one key provision was upheld. steve handelsman has the latest from the court. >> reporter: both sides had something to celebration, as the high court handed down the arizona decision. by 5-3, the justices upheld the most controversial part of the law, requires police to check the immigration status of anyone they stop and suspect is not in the u.s. legally. the court rejecting the claim that that's only the federal government's job. swing justice anthony kennedy cited with court conservatives writing for the majority, the mandatory nature of the arizona status checks does not interview with the federal immigration scheme. consultation between federal and state officials is an important feature of the immigration system. that's what arizona's republican

governor had argued. >> this is the day we've been waiting for, and make no mistake, arizona is ready. civil rights will be protected. racial profiling will not be tolerated. >> reporter: but opponents of the so-called show me your papers provision will fight on. >> i believe it's the most venomous part based on race, national and racial profiling. >> reporter: the high court made clear if arizona cops do profile or bend the rules to make arrests, the law could be back in court. struck down that were the parts of the law banning living and working in arizona without papers, and police arresting those suspects without warrants. president obama celebrated that, but played up instead what he did on immigration. >> it's time to stop denying immigrant status to the --
