good evening, i'm wendy rieger. >> and i'm jim vance. we begin with the supreme court's decision. it was a 5463 vote and the justices rule that three of the four main provisions of that law are unconstitutional, but they upheld the most controversial components. steve handelsman has our report. >> both sides had something to celebrate as the high court handed down the arizona decision. by 5-3, the justices upheld the most controversial part of the law. requires police to check the immigration status of anyone they stop and suspect is not in the u.s. illegally. the court rejecting the claim that's only the federal government's job. swing justice anthony kennedy cited with court conservatives writing for the majority. does not interveal with a federal scheme, consultation, is

an important feature of the immigration system. that's what -- had argued. >> this is the day that we have been waiting for. make no mistake. arizona is ready. civil rights will be protected. racial profiling will not be tolerated. points of the so-called show me your papers provision will fight on. >> i think it's based on race, based on nationality, and based on racial profiling. the high court made clear if arizona cops do profile or bend the rules, the law could be back in court. struck down today were the parts of the law -- and police arresting those suspects without warrants. president obama celebrated that, but played up instead what he did on immigration. >> it's time to stop denying

citizenship to responsible young people just because they're the children of undocumented workers. >> reporter: mitt romney too was cautious, saying in a statement the nation needs comprehensive immigration reform. with immigration on front burner, no doubt motivating many hispanics to vote democratic. team romney can't wait until thursday when the ruling is expected here. from the u.s. supreme court i'm steve handelsman, news4. myth romney in scottsdale, arizona. during his remarks, he said -- given the failure of the immigration policy in this country, i would have preferred to see the supreme court give more latitude to the states, not less. coming up in our next half hour, julie carey will examine an ordinance in prince william county that helped shape arizona's controversial laws.

two children and a camp counselor are recovers from a shooting. a witness said when it was all said and done, 11 shots had been fired. wendy, this is the area where the shooting happened earlier this afternoon. we are told that 30 kids were in the line of fire, and that gunman is still on the loose. they had gunmen chasing and shooting at one here in southeast d.c. about 12:20 this afternoon, shot and wounded three innocent victims. >> how many shots do you think you hear today? ivities i heard 11 shots. >> i've always felt safe here, and to come home and find this chaos. it's just appalling. >> reporter: please say the 7-year-old was shot in the shoulder, the 8-year-old and counselor in the ankle. please say the gunman chasing his intended targets sprayed the

victims with gunfire. >> the individuals really didn't pay attention to where they were shooting or didn't care, because their rounds struck innocent people. >> this is just absolutely ridiculous. anybody that would shoot when there's a group 6 kids coming down the street, to open fire when there's children in the streets is just ridiculous. >> the kids were from the orchard camp. they were returning from having breakfast when the shooting start the. they ran into a nearby apartment building rental office to wait for help. >> they shouldn't have to dodge bullets. that's not what it's about. police believe the shots were fired from a grassy area. a police dog and helicopters circle over the neighborhood for some time. several vehicles were towed from the scene. >> i grew up here. it's just getting worse and worse. it's not so much the drugs, you know what i'm saying? that was a problem, too, but

they don't have nothing to do. >> reporter: d.c. police say all three victims are expected to survive. again the worst injury, that 7-year-old boy. at last check, he was in ser condition. reporting live, darcy spencer, news4. remember that storm that blew through here on friday evening? some are still cleaning up witnesses schedule it felt like a tornado. pepco says 4,000 to 5,000 customers lost power, and crews had to come in from out of state to help. that same microburst damaged several buildings there. authorities say about 2,000 people were seriously impacted. they say 600 have been displayed, many of them using an emergency shelter set up by the red cross. more than 100 buildings have

been inspected. nearly two dozen of them have been considered unsafe. skies are clear once again, but there's some nasty storms in the area around rich morland and south. doug, what's going on? >> for us, a few showers, a couple rumbles of thunder, and really through the morning hours, but then that storm system moved to the south and the cold front associated with it kicked off big-time storms. you can see what i'm talking about. storm4 ray dare, that moving right across rich morland, this was about 2:50 in the afternoon. anytime you see the pink, you now you're talking about a severe thunderstorm. numerous trees down there, estimating potential hundreds of trees, and at one time almost 80,000 people were without power. the winds coming in there at

easily 60, 70-mile-an-hour winds, a lot of people were out for the baseball game down there. you can see that fence did not make it throughout that storm. now, down to the south. it's a completely different storm. you're talking debby, just off the coast here, not moving very fast at all. this is a very weak storm, but it will cause a ton of damage. most of the state of floridash the peninsula under a tornado watch, but it's the rain that's really going to cause all of the problems here, most of that rain coming just to the south of tallahassee. we've seen upwards of 15 inches of rain. they've seen some rain here, and that's where gentleman i gray joins us live. how are you doing? >> hey there, doug, a great point that you're making right now. we're getting some sunshine peeking through the clouds, but only after another band moved through. the wind here has been building, the surf as well, also building

the concern all along the gulf coast. >> reporter: stalled in the gulf less than 100 miles from the shore, it's lost some intensity, but still is making an impact. winds are up, so is the surf. but it's the driving rain. floodwarts have swallowed roads, now threaten homes from alabama through florida. forecast tracks still aren't clear about where or wen debby might make landfall the systems is only creeping at 3 miles an hour, which means the rain will likely continue for days. >> we got down saturday, and all we've had is rain. >> reporter: washing away thousands. >> or counseledo is prepaid until saturday, so we will ride the storm out unless they evacuate us. >> we're making the best of it. >> reporter: to this point --

twisters have been blamed for at least one death, and have ripped away roofs. damage that many fear will continue to unfold. and unfortunately the rain is going to continue in many areas through the weekend. there have already been 20 tornadoes or more associated with the storm system. as doug pointed out earlier, tornado warnings continue across a vast majority of this state right now. live in florida, i'm jay gray, back to you. >> thanks, jay. we are following some developing news now in the city of falls church, virginia. a s.w.a.t. team has surrounded a house in the 600 block of hillwood avenue. please say a man has bare indicated himself inside the house. it's not clear if he's alone or has any weapons there. police have several streets blocked off.

we'll bring you more information as information becoming available. police say alcohol played a role in a crash. they say a man was driving a chevy tahoe on route 210234 waldorf when he crossed the median yesterday, hitting one car, sideswiping another. jennnae woodard was a passenger in that third car and she was killed at the scene. >> you can tell alcohol was involved, because right there all in the driver waugh was budweisers everywhere, like glass from the beer bottles. a little girl, and she didn't get to live her life. she's killed by a drunk driver. the little girl's mother is in the hospital in critical condition. police identified the driver as 73-year-old jackson tutt. a sentencing date has been said for a former campaign aide

to mayor gray. howard brooks pleaded guilty last month to lying to the fbi about payments to a minor candidate in the mayor's race in 2010. that candidate was suleiman brown. investigators say suleiman brown was paying to stay in the race and continuing to attack gray's chief rival, of course, the former mayor. brooks will be sentenced on the 24th. mayor gray denies any knowledge of the payments or any wrongdoing. mayor gray is in china this week. he spent this day in beijing. he's working to strengthen business relationships. the goal is to help dc-based companies to take advantage of china's expansion. coming up tonight, somebody attacks some animals at a local farm park. police believe they have caught the guy who did it.

r. the air force is partners with the wildfire fighters in colorado. it's in the midst of its worst fire season in a decade. some 250 homes destroyed in just three weeks. this weekend 11,000 residents near colorado springs fleeing from their homes, though many of them had been allowed to return. the forest service requested four military karno planes to drop water and chemicals on thinks wildfires. those can be used only when all available private tankers are already in service. election victory celebrations are under way in egypt, but there's an undercurrent of worry in some quarters, the first democratically elected president is a member of the muslim brotherhood. he says he will be a president for all egyptians, but some moderates are not convinced. >> reporter: egyptians woke up

to the realization that mohamed morsi will be the next president for the country. supporters have been day, yes everybody it was democracy that brought this to power, but they saw the hand of god. on the other hand they don't want the muslim brotherhood in power. moderate muslims also don't want to see them coming into power and trying to change this country's policies. waiting for them to assume power at the end of this month when morsi will be sworn in as egypt's next president.

you are looking at the last and the final piece of 4 world trade center in new york. the 72-story tower was completed today in an emotional and patriotic ceremony. the first tower to be completed on that site since the september 11th attack. more than 100 -- and with "god bless america" playing in the back ground, the last piece was hoisted up 977 feet with an american flag attached. a michigan couple posing for their wedding pictures made quite a splash over the weekend. this is a video from the wedding. they were on a dock for about 30 seconds, and that happened. the entire wedding party in the drink, but they all took it in stride, thought it was funny, no

one was hurt. the bride said she is was scared at first because of the weight of that wedding dress, it was hard for her to keep her food, but they are now on their honeymoon on lake huron, and hopefully not in lake huron. >> wow. you should be able turn it off for a couple days. we've seen five days with temperatures above 90 degrees. today we were close with all the sunshine. we did reach a high of 9 degrees, but not that 90 degree temperature. we're going to go down from here. turn off the ac, at least for now, as we will be see nice cool weather, but i am going to tell

you this, we will see some cool weather here. 85 the current temperature, dew point at 46. 84 in pla plata, 85, and -- a cold front down to the south, producing big-time thunderstorms around richmond, you can see that front clearly defined all the way out into the ocean, that front making its way down toward the norfolk area, they are going to be expecting pretty being storms in that area. high temperatures, 88 in washington. 92 in richmond, but 73. pittsburgh on the at 75. that's the kind of cooler air we have moving in.

so you know we're in for nice weather it may feel cool to you, temperatures in the 50 degree mark. tomorrow afternoon we get nice and warm again, temperatures back into the mid to upper 80s, with splint of sunrise, and then we start to get into the heat once again. a few clouds this evening, a great evening, rather breezy. tomorrow morning, look at these numbers, 50 in some of the cooler suburbs, so yes, a great start. open up those windows and let that cooler air in. tomorrow, plenty of sun, just fantastic. breezy, with those winds gusten 1010 to 20 miles an hour. talking about the heat, but also talking about the weekend.

ocean city, others towards dewey. dewey, by the way had a 69-mile-an-hour wind gust. there was some slight damage, but i'm not expecting anything like that over the weekend. 96 on saturday, this is right at the beaches, and 95 coming up on sunday, a chance of storms on the day, so it will be hot down there. hopefully we'll get a sea breeze. 98 on friday, then 99 on saturday. i thought about going 100, but hey, i wanted to be more optimistic and keep it at that 99 degree mark. sunday a high of 96. staying hot on monday. now, coming up on thursday, we will be in somebody's backyard. it will be hot, but not too hot.

a man quitted of attacking and stabbing black men across the country got a mandatory life sentence today, a life sentence without parole. he was found guilty of killing a man in flint, michigan. he's suspected of establishing more than a dozen black men in several states, including three men in leesburg. he is 35 years old, an israeli

immigrant. he's still facing an additional eight trials for murder and attempted murder in flint, michigan. the prosecutor says he will consider offering a plea deal to close those remaining cases. a scheme to teal tens of thousands from the north strom's department store. >> pat collins explains just how that suspect got caught. >> you're watching security camera video, by a nordstrom's loading dock employees. what's wrog with this picture? i'll give you a hint. it was taken last week when tiffs hot. this guy's walking around with a big winter coat, a coat that police say was stuffed with expensive stolen items. let's go back earlier where they say you can see the guy taking goods from a shipping box and jamming them into his clothes.

so what did he get? watches, expensive watches. this one alone is worth $2,000. coach ties, expensive shift, why, this guy was a one-man department store. think sea he would take them home, spread them out, take pictures of it, then sell it. on the enter net. he led this investigation, the scene, the nordstrom warehouse, in upper marlboro, where they say the suspect, 32-year-old has been working since may. in that time, police say he's stolen about $60,000 in merchandise.

and then use cigarette breaks to take it out to the parking lot. 15 to 20 cigarette breaks a day. that's a lot of breaks. this is my first time seeing one person without bags. >> so what did larceny's suspects do before he worked at 2340rd strom's? they say hi was a security guard. in prince georges county, pat collins, news4. somebody shot two young boys. they were all walking on their way to a swimming pool about noon. somebody fired a gun several times at somebody else, missed the person they were shooting at, hit those innocent victims instead. they're all in a hospital now recovering. they are expected to survive.

nobody's been arrested yet. jerry sandusky says he wants people to know he's not guilty, according to a lawyer for the retired coach, who last friday was convicted of abusing ten boyce over. state of florida is under a state of emergency appear debby churns off the coast. all right bringing heavy rain, flooding, one woman was killed inside a home, hit by a possibility tornado. at least 35,000 people are without power. a 17-year-old boy in fairfax county is charged with felony animal cruelty. police say he used a large machete to hash barnyard animals. as chris gordon records, a tip from the public led police to their suspect. >> reporter: in april viewers

were shod to see news reports that three horses had been slashed here at frying pan park. they are used in a riding program for people with special needs. they animals are so gentle and trusting, this one came over when i called him, even though he was one of those that had been slashed. >> a second attack in may, gentz two goats, a chicken and calf. henri was just two months old at the time he was cut across the crown of his head, requires stitches and staples to close. on friday fairfax county police, acting on a tip, arrested a 17-year-old from herndon, charging him in both the april and may attacks. >> we were very, very sad about the news, but also we're dlied that we have reached resolution. >> that's really sad. i wonder why he did it. why anybody would do that. >> we asked the fair tax county police.

>> certainly that's the big question that everybody would wonder, what was the motivation, but that isn't something that police are able to discuss right now. we can say, however, that we did recover the weapon we believe was involved. visitor are are reacting. >> i thought it was a strange thing, because it's just kind of random for someone to do. i mean, i'm glad they are found and that won't happen again. >> reporter: the people who run the park are grateful to the police and the community for the outpouring of support during this difficult time. chris gordon, news4. a reward was offered, so far police have not said who will be receiving that money. the director of the reston zoo is now facing animal cruelty charges. police arrested 26-year-old megan mogensene.

back in january an employee alerted animal control about the death of an adult wallaby. the animal was put down. officers say the zoo does not have the proper permits to dispense the drug that killed the animal. the supreme court deliberate a mixed ruling today. in the meantime there is an immigration ordinance in prince william county, virginia, that helped shame the imgray law. the virginia ordinance has been in force for five years now. >> reporter: before the nation's eyed focused, they were on prince william county and the emotional debate that led to a policy that was one of the toughest in the country. the prince william county ordinance allows law enforcement, but it did not include the broader crackdown contained in the arizona law,

the park that was just rejetted by the supreme court. >> i never thought it was a good idea for arizona to create some of its own immigration law. it's enough, i believe, simply to enforce federal immigration law, which is what we do in aspirin william county. >> reporter: those who oppose the ordinance dispute the public safety benefits, arguing instead it's fostered distrust from latinos and police and actually increased crime in that community. >> if anything, it has caused increase in crime in communities where latinos live because again of the fear. people will target latinos, because they know they're afraid to contact the police. >> reporter: but community surveys show that residents increasingly support the policy. this woman says it helped clear out some drug dealers from her block. >> if they're here illegally and doing illegal things, then by

all means they should return to wherever they came from. >> reporter: in the past five years prince william county has referred about 5,000 people to i.c.e. after they were arrested and found to be without proper documents. slightly more that 700 of them were turned over. while county officials say the ordinance is working well, they say the federal government won't tell them what it does with the criminals, referred as illegal immigrants. a lawsuit against the department of homeland security is pending. in manassas, julie carey, news4. prince william county officials say contrary to earlier fears, the result of that policy has not created any substantial rabe profiling complaints. a blah to maryland voters, who are not happy with the redistricting maps, the supreme court decided not to hear the complaint. today the high court cited with the maryland court's decision to throw that lawsuit out. some voters complain the new

districts passed by the state's legislature discriminate. they say the maps failed to create a third majority black congressional district in the state. the lower court judges set the lawsuit did not meet the purpose. a traffic alert for anyone driving in northern virginia, starreding at 9:32 tonight. the department of transportation will shut down all of the outer loop lanes at the springfield interchange and beltway. they will remain closed under 5:00 tomorrow morning. crews will do more of that repaves. it's part of the project, they'll be repeating the work tomorrow and on wednesday. be warned, xiexit 57b will alsoe closed. 24re8 be detour signs. good luck with that. federal agents broke up an extortion plot targeting a washington redskins star. a lesson of enduring from a

hurd on friday. the skins have no comments on this. a police officer in sacramento finished a 100-mile enduring race. officers randy van deucen finished the last lap of the race yesterday. the police dog's name is bodie. he was shot last month by a suspect. the 28 1/2 hour race was grueling, the runners had to endure subfreezing temperatures in some parts, bus his partner. >> i started crying, just knowing he was waiting for me at the finish line. the family's here, and bodie was here. we're all together again. >> bodies is expected to make a full recovery from that gunshot wound. we have sports up next. what are you looking at? >> ryan zimmerman is feeling better. he got a shot in his shoulder.

we saw a pretty warm weekend. today not bad at all. take a look at this shot. plenty of blue skies. temperatures falling just a bit. 85 degrees right now after a high of 89. dew point, though, 46. that means we're very dry. humidity only 26%. that makes for a very comfortable evening. winds still gusten upwards of 25, 26 miles an hour, most of us will continue to see that breeze, and probably through the day tomorrow. currently 79 in leesburg. 79 in reston. 81 in rockville. a very nice evening to get out and maybe eat dinner outside. also, what are we going to be seeing? that cold front that came through the area t brought some big-time storms down around virginia beach. also over toward ocean city, saw a report, had a buddy of mine out toward the water saying hey,

we got pelted by hail. that one came right over ocean city. there was a bit so the beaches have been getting their share of severe weather. everybody's going to be calming down here. 50 out along the i-81 corridor, a very cool night. you're going to notice the difference. talk about the temperatures. 0 in gaithersburg, 80 in culpepper, 84 in fredericksburg, if you don't have a tea time, you may want to call ahead. that is the all-time high record, and some of that heat is moving our way. an updated forecast in just a minute.

good golf weather here, though, right? >> especially tomorrow. we expect some good golf to be played, but it won't be doug or you, right? >> that's right. it never is. it is tourney time at congressional. the pros are here. tikers tournament back in bethesda. monday's normally when some of the golfers roll into town, play a practice round. for one golfer this will be the second time that he has played for pay. patrick cantlay was the number one in the world after two years at ucla. he felt like he was ready to turn pro. so he played last week in connecticut. he did not make the cut. he's hopes that changes at his second pro event, this week. as for what's difference now that he's professional, he says not much. >> i get paid.

other than that it's the same, golf is still just golf. if i can then everything will be okay. >> i like to see the course before i tee it up on tuesday. i think it's important. i haven't seen the courts as many times as other guys have. the more reps i can get and the more comfortable, the better it will be for me when i tee it up. >> 20-year-old, on top of the world. you know, the nationals' history books aren't as extensive as the yankees or even the marlins, how, stephen strasburg can go down as the hottest pitchers in nats history if he can win his seventh straight start. as the nats lost two out of three. yesterday, however, what a good game for ryan zimmer monday. he got a cortisone shot because of a sore shoulder.

he responded with two hits, his first multihit game in more than two weeks. this one gave the nationals a 1-0 lead s and then in the eighth, sean burnett, who has pitched great this season serving one up to matt weeder's, and he takes advantage. as good as the pitching has been, you're always playing with fire in one-run ball games. the or goals go up 2-1. that's how it ended the o's wins series. zimmerman with a bright shot, thanks to the pregame shot. >> we just decided that will give me the best chance to continue to play and not have to miss any time. it's not going to do anything to, you know, further injure my shoulder or anything like that, so there's no risk. you know, just took some of that pain and pressure away that's been bugging me for the past however long. it's nice to have something like that to get you over the hump. now we've just got to continue to kind of grind it out and keep

working and, you know, get to the all-star break and rest for a few days. that's ryan zimmerman. did you watch any tennis? >> yeah, a lot of disappointment. >> at least i had forgotten that venus has an illness that just sucks the energy right off you. >> it's devastating. how many, five-times champion? >> yeah, five times. >> she didn't look good at all. >> she hasn't lost in the first round in wimbledon in 15 years. wimbledon is under way. venus one and done. she ballotsing an autoimmune disease. five-time champ ousted in the first round after losing to elen that vesninya. first net, first set, she's serving in the near court, and this is the kind of shot she was beating venus on all day long. venus just did not have a chance.

she loses the first set 6-1. second set, tied at two. venus with the return, but she wasn't going to get to that one. fast forward to match point. vesninya serving in the very lethargic. venus' earliest exit. the 32-year-old may have played her last match, but venus says maybe not. >> it's been a lot of people in this world who have fought back from the brink. so i don't have time to feel sorry for myself. if anything that's going on, the only thing i can do is be positive. i absolutely love this sport. i feel like i can play well, and i'm not going to give up on that. i've come to the tournament with a positive attitude and doing my best. and i don't really feel like talking about my health now.
