without power in richmond after winds battered the nation's capital. some parts of florida saw 11 inches of rain. i'm jim vance. >> i'm wendy rieger. first to richmond where there is substantial damage tonight. the mayor and others will wait until morning to get a better look at the debris. winds of 70 miles an hour caused the damage. shomari stone has the latest. >> reporter: i just got an update. and more than 100,000 people are without power in the richmond area. this storm was packed with strong wind. >> there you go. >> reporter: look at this amateur home video on youtube showing the storm at new kent airport. that is horizontal rain. the wind drenched and damaged diamond stadium. this is where the city's minor

league baseball team plays. hundreds of people ran for cover under the concourse shielding themselves from the heavy wind and rain. the storm moved in fast and stuck around for 15 minutes. >> it dropped out of the sky and i said we need to get to cover now. >> reporter: check out these photos from nbc 12. a tree fell on this house and through this home. there were no reports of anyone being hurt. dominion power is trying to turn the lights back on for 100,000 customers. i'm shomari stone, news4. in prince george's county one shelter is open after strong winds that blew through this area on friday. the shelter is at badensburg high school. the county is in the process of inspecting all the buildings. two dozen structures have been

considered unsafe. officials are trying to determine if there is enough damage to apply for federal aid. tropical storm debby is parked off florida's gulf coast tonight. it spawned several tornados. the governor declared a statewide state of emergency today. jay gray continues our coverage from panama city, florida. >> reporter: the winds have intensified. but it's the rain that's defined debby to this point. a driving rain, as much as five inches an hour in the hardest hit areas. rivers are spilling their banks. water swallowed countless roadways. and now threatens homes, businesses and even this church. >> we've been pumping for six hours and still pumping. hoping to get ahead of the storm surge tonight. >> reporter: but in some places the race with mother nature has been lost.

right now. 73 degrees. wind out of the north at 14 miles an hour. someone said it is chilly out here tonight. in some locations, 64 in win chester. you combine that with the wind and it will feel on the cool side. many in the low 50s. all of this courtesy of the frontal boundary. that produced strong storms in the beaches. winds of 50 to 60 to 70 miles an hour. that boundary is well to the south. in behind it is cooler air. wait until you see what i have coming in return. many of us aren't going to like it. there is word tonight that illinois congressman jesse jackson jr. has taken a medical leave of absence. he went on leave starting on

june 10th and he is being treated for exhaustion. he is facing an ethics investigation over whether he was involved in an attempt to buy the president's old senate seat. he has not been charged with any crime. seven hours into a standoff in falls church. the s.w.a.t. team responded to a house in the 600 block of hillwood avenue after a call about a domestic dispute. several shots were fired from inside that home. crews blocked off several streets asking people in the neighborhood to stay inside. police believe the man is alone inside the house. gunfire hit two children walking with their daycare group today and both kids and a counsellor are hospitalized tonight as we get a clearer picture of what happened. we spoke to the grandmother of the youngest victim in southeast d.c. >> what is that? >> a bullet hole.

>> reporter: the same gun that fired on two children put this bullet hole in anthony's car. >> that's sad. i'm sorry to hear that. >> reporter: the grandmother of the seven-year-old victim said he will be okay but will be traumatized by it for the rest of his life. he was shot in the foot. an eight-year-old friend was struck in the shoulder and a counsellor was wounded. >> anybody that would shoot when there is a group of kids coming down the street regardless of what their issue is is ridiculous. >> reporter: the incident happened after one man began shooting at another man at 18th and savannah streets and chased his victim downhill to where the children were standing. the boy's older brother and twin three-year-old nieces were also present, also in the line of fire. she says they were very shaken but not physically harmed.

the day camp serves children of a residential complex. police are looking for the gunman. a local youth minister is planning a prayer service at the spot where the shooting occurred tuesday at noon. jackie bensen, news4. today president obama praised the supreme court after it struck down key provisions of arizona's immigration law. but the ruling today kept one of the most controversial parts. that part requires offers to check the immigration status of anyone they arrest or stop and believe to be here illegally. but the high court warns it cannot be used to round up illegal immigrants or detain people too long. >> there are very strict limit a ations on how this can be implements and there are legal matters to be resolved. >> the surviving parts of the

law will go back to arizona courts. in our area tonight a group gathered to uc that about key issues facing immigrants in montgomery county. there is a lack of career growth opportunities and a need for education. the county human rights commission hosted the meeting. president obama was in mitt romney's backyard campaigning in massachusetts speaking at boston's symphony hall. he thanked the red sox for trading kevin youkilis. that led to boos from the crowd. earlier he stopped in new hampshire and criticized romney for moving jobs overseas. one thing he did not talk about is the supreme court ruling on the arizona immigration law. the board of visitors prepares to meet tomorrow to determine if it should reinstate

been filed. more could come after an independent investigation. the man who targeted and stabbed black men all over the country will spend the rest of his life in prison. he was sentenced to life without the possibility of parole today. he is suspected of stabbing more than a dozen black men in several states including three men in lees burg, virginia. he was arrested in atlanta minutes before getting on a flight to israel. no quarterback rg3 on the defense against extortion and the fbi is now involved. gunmen broke into a house but couldn't outsmart a 13-year-old girl who picked up a phone and dialled 911 from a closet. a mama

robert griffin iii is reportedly the victim of blackmail. the associated press is reporting that a former basketball player at baylor university has been arrested for trying to extort griffin for money. according to court documents he contacted rg3's representatives and said he would release derogatory information about the quarterback if he didn't get money.

an employee of nordstroms is accused of stealing $60,000 in merchandise in two months. he worked in the upper marlboro warehouse. this video captured him stuffing expensive items into a coat and then taking them out to his car. they say he would set up shop at home and sell the items online. a 17-year-old boy from virginia is facing animal cruelty charges tonight. police say the teenager used a machete to slash barnyard animals at the prying pan farm park back in april and may. a recent tip led them to arrest the boy. they are not saying why he may have done it. >> the big question is wondering what is the motivation. but that isn't something that police are able to discuss right now. we can say however we did recover the weapon that we believe was involved. it was a 22-inch machete.

>> officials with the park say all of the wounded animals are making progress in recoveries. a teenager in south florida were rewarded for saving her little brother during a home invasion. the 13-year-old was watching her 10-year-old bore when three robbers broke in with guns. the two children hid in a bedroom closet while alexis called police. officers arrived to find the three suspects in the house. alexis and her brothers were given awards and gifts for their bravery. >> my head was everywhere but i was trying to make sure we were safe and try not to make sure that we weren't going to get hurt. i was trying to protect my brother. i would have sacrificed myself for him. >> they weren't the only ones in the closet. the gunmen were in a different closet when the police arrived. questions abound about one

of the most popular videos on the internet. a homeowner in florida posed it over the weekend. the cub's mother opened the garage door and held it open. the cub climbed down the ladder and out the door. some wonder how the cub got in the garage in the first place. and other people are questioning the ladder at the end of the beam. >> how do you train bears to do that? >> i've done it before and it's really tough. it takes hours. >> if anyone can do it, it is you. how do you explain this magical weather? >> a cold front came through and what a difference it makes. five days in a row of temperatures at 90 degrees or better. tonight we hit 89 and tonight, very nice.

dupont circle where temperatures are cool for this time of year. it feels crisp. you walk outside and think maybe it's early fall coming on in here. but this is not going to last. and you are probably saying we love this but it's not here for long. 89 was the high. the low of 73. that is the temperature that is right now. that is the low temperature for the day. turn off the ac but as i mentioned the temperatures will be coming back up. 73 out there right now with the humidity only 33%. that is helping things to feel comfortable. wind out of the north at 14 miles an hour. here's the temperatures. 64 in winchester. 79 in lees burg. many of you will wake up with temperatures in the low to mid-50s overnight tonight. it will be quite comfortable when you walk out the door tomorrow morning. this is why. is it a cold front. you can see the front drifting

down to the south. watch all the storms out here along the beaches in lewis and dewey beach where they saw 69-mile-an-hour winds and large hail in ocean city and some awning damage down there after the storms ripped through. but now looking at clear skies in behind the system. look at the numbers to the north. 73 in state college. 75 in pittsburgh. 92 in richmond. but this is the cooler air filtering in. for us tomorrow many of us will be in the upper 70s with abundant sunshine. it will be gorgeous. but back to the west. 104 in dallas, 105 in little rock. 105 in denver. that is the all time highest temperature ever recorded in the city of denver. that is not helping with the fire situation. they have four days in a row with temperatures above triple digits and dealing with more than a dozen fires in that

region. one in the colorado springs area. they have had to shut down garden of the gods park and portions of pike's peak as a result of the fire. the heat down to the south will build our way but it will take time. we have nice weather coming in for tomorrow with abundant sunshine. stays nice on wednesday. we get warm again but the humidity will stay low and that will make things nice. tuesday and wednesday look great and the heat builds our way. tomorrow morning a great start, temperatures 50 to 60 degrees. 50 in some of the coolest areas. tomorrow afternoon, 79 to 84, just fantastic. a bit breezy with winds gusting to 25 miles an hour. and here comes the heat again. 93 on thursday. that's not too bad. but 98 on friday, 99 on saturday, 96 on sunday. i would not be surprised on saturday to see a couple areas that hit the triple digits,

tied at 1 in the top of the ninth. matt price, brandon dixon takes him down the line. an rbi double. arizona take a 2-1 lead. arizona wins the national championship and take the college world series preventing south carolina from winning its third college series in a row. not a good start at wimbledon for america. venus williams only the most dominant grass court player for a generation loses in the first round for the first time in 15 years. she was hoping for a good showing to get ready for the olympics. first set, serving in the near court and this was the shot that beat venus all day right down the line. she could not get to it.
