tonight, a tearful reunion between a man attacked by dogs and the neighbor who saved him.

a video of a man preying on the elderly and getting inside senior living facility. more than 30,000 told to evacuate near colorado springs and they are praying their homes will survive the night. i'm wendy rieger. and i'm jim rosenfield we start tonight with the heat. >> temperatures will be near $1 100 degrees. last week the temperatures were in the upper 90s but we will be near triple digits. the heat is moving our way as we speak. tomorrow will be a hot day but that's not the hottest of the day. friday is the day to watch the heat. that's why the national weather service issued an excessive heat watch. we could see a heat index approach 110 degrees.

that could be friday, saturday, sunday and into early next week. i'll show you how long the heat sticks around in my forecast. tears of joy and appreciation from a man nearly killed by two dogs. news4 was there when he was reunited with the neighbor who jumped in to save his life. shomari stone has our exclusive report. >> made it back. >> reporter: as tears rolled down his cheeks, 74-year-old sony bell gets a surprise from the neighbor who rescued him from a vicious dog attack two weeks ago. >> cut that out. >> reporter: phil ragland saw the two cane corso dogs mauling on him. phil let his american bulldog loose and chased the dogs away. the dogs got through an

unsecured gate. >> and attacked him in this area. he screamed for help. >> i don't remember a thing. >> reporter: he has a broken arm, gashes on his leg, scars on his shoulder and head. >> the community is happy to see him come home. >> reporter: police gave the owners two citations for unleashed dogs, d.c. animal control removed the dogs. this one didn't like when we talked to his owners about how his friends got out. no one came to the door. we tried calling. my name is shomari stone. i'm a reporter with news4. they refused to comment. mr. bell demands an apology. it will take months for mr. bell to recover from the physical and emotional pain. he has hired a lawyer to go after the dog owners and get help paying medical bills. i'm shomari stone, news4.

a car crashed into four parked vehicles tonight. this is the aftermath at 11th and pennsylvania southeast. two people inside the car were taken to the hospital. witnesses tell news4 that officers were pursuing that car when the accident happened. capital police have not returned our calls. homophobia was a motive for the stabbing of a teen near the howard theater. three suspects shouted slurs at the victim last night and allegedly held the teen down while they stabbed him. the victim was able to escape after using pepper spray. the officers arrested the suspects a short time later. >> it's not often we see something this heinous. but i'm glad that the officers made an apprehension in the case and get the suspects into court. >> reporter: the judge denied the suspects bond today. they will remain in jail.

the search is on to find a man preying on some of the city's most vulnerable. senior citizens. the robber is posing as a maintenance man to get inside victims' homes. >> reporter: this video from the delta towers senior citizens high-rise on florida avenue in northeast washington shows a person of interest signing in at the front desk. he went upstairs knocked on a resident's door and announced he is there to fix a leaking toilet. instead the victim was tied up and robbed. >> the fact that the victims are elderly, another concern. although we don't have serious injuries, both of our victims were assaulted. >> reporter: a second incident happened tuesday afternoon at a residence for seniors and a physically handicapped. a resident was tied up and robbed by a man who said he was there to fix the toilet.

police believe the man from the june 19th video may be involved. >> 94 years old and his son is in the military and his son was real upset behind what happened to his dad. and i think they are preying on the senior citizens in this building. >> reporter: the residents of the building voiced concerns that security needs to be improved. >> kind of scary. >> reporter: the chief issued a strong warning to residents of seniors buildings. she said do not open your door to someone who says he or she is from maintenance until you can absolutely positively determined they are supposed to be there. reporting from northeast washington, jackie bensen, news4. take a look at this women in this picture. police say she helped scam an 87-year-old woman out of $15,000. the victim met this woman and a man at the white oaks shopping center and the man showed her a bag of cash and said he'd split

it if they gave him $20,000. the victim gave him 15,000, left to get more and when she returned both were gone. things are back to normal on metro after a rough commute for red line riders. a track switch problem caused problems in the middle of the evening rush. some trains turned around and others had delays of 30 minutes. >> constant rail and switch breakdowns. like to see updates in the infrastructure. >> crews reset and repaired the switch and they don't expect issues tomorrow morning. out west, a wildfire burning out of control near colorado springs is being called the worst in the state's history. president obama plans to tour the daniel on friday as some major landmarks are being threatened and more families forced to evacuate.

jinah kim has the latest. >> reporter: as towers of smoke choke the air, fire crews wage war against flames that threaten to swallow communities in the north part of the city. in hours it managed to double in size. >> it dumped two ridges and moved three miles in less than an hour. >> reporter: the smoke is so thick the fire crews can't estimate how many homes have been destroyed. >> it has been house to house, door to door, street to street, hill to hill activity all night long and continued all day today. >> reporter: more than 30,000 people have been forced to evacuate and including parts of the u.s. air force academy campus. >> it's my childhood home. >> reporter: on wednesday winds whipped up to 65 miles an hour, changing directions, spreading embers and grounding firefighting aircraft. >> the wind is kicking up and causing problems. >> reporter: the weather is

hampering efforts in boulder, colorado. in all a half dozen major fires are burning throughout the state. this year is being called the worst fire season in colorado history and it's only just begun. >> the fbi is brought in to start investigating the cause of the fire and whether it could be criminal. jinah kim, nbc news. bernie madoff's brother expected to plead guilty in the biggest ponzi scheme in american history. peter madoff will admit to be a co-conspirator in the scheme. he would forfeit money and assets worth $140 billion. bernie madoff is serving 150 years in prison. in just a few hours we will learn in the supreme court thinks that president obama's health care law is constitutional.

people are lined up outside the court to hear the ruling tomorrow. the justices have to decide whether the individual mandate that requires every person to have health insurance is legal. if is it not, the question is whether the rest of the law can survive. >> if the mandate goes away that is a revenue stream for insurance companies. the thing that will cost more will have to go too. >> reporter: if any part of the law is allowed to stand with tomorrow's ruling he will work with house republicans to repeal what's left of it. mitt romney is in georgetown this evening holding a fundraiser. he campaigned at eit, an electronics design firm in sterling. during that stop he hammered home his opposition to health care reform and made it clear he will target that law no matter what the supreme court decides tomorrow. >> if the court upholds it and

. a man stabbed a teenager on a metro bus today. the victim, richard walker. he was on the bus with his sick mother at noon and the man says the man started harassing his mom. >> i said leave my mom alone and he get rowdy with me. and he pushed me and we started fighting and he cut me. i look down and that's when i had this gash right here in my stomach. and he also slashed me right there. >> walker says -- his mother

says she has a casual acquaintance with this man. walker just graduates from high school in the carolinas. perhaps others have thought about this, but this man was arrested for targeting a speed camera. bruce may is accused of using a slingshot and marbles to damage the speed camera van parked in a school zone when the van wisconsin hit. may has received two speeding violations in the last few weeks. twin brothers are facing burglary charges tonight. 18-year-old joshua and isaac franklin stole from three businesses in the fredericksburg area all in the past two weeks. officers arrested them this morning. they are also going to be charged with grand larceny. a 12-year-old on the verge of being deported will get to stay in the united states.

lawyers have been fighting to keep him in the u.s. for two years. he lost his family to gangs in el salvador. he was emotional at the thought of being forced to go back. but today immigration officials said they would close the case because it was a child with no criminal background. an illinois congressman is using justin bieber to talk about the arizona immigration law. the ruling requires officers to check the immigration status of people they stop. he showed a picture of bieber and gomez to demonstrate how celebrities could be mistaken as foreign. >> i'm not a trained official. i got that backwards. ms. gomez, of texas has helped mr. bieber of canada, learn about his adopted country. justin, when you perform in phoenix remember to bring your

papers. >> gutierrez used geraldo rivera and jeremy lin as examples. we have a heat wave coming and did they get any rain or relief in colorado? did the storms help at all? >> they made it worse. a bit of rain but the winds kicked up to 65 miles an hour. one person was talking about how the fire moved three miles in an hour. that's not good news for colorado and that same heat they have been dealing with in the plains is moving our way. and we are talking about big time heat. we hit 100 in baltimore last week. i think many areas are going to be at 100 and maybe higher over the next few days but there will be more humidity this time around. high temperature, 89 degrees across the region tonight.

it was very comfortable. we also saw a good wind. but the dangerous heat is moving in quickly. temperatures, 77 degrees out there right now. a very nice evening. notice the dew point though starting to get up there closer to 60 degrees. the humidity at 48%. the dew point is on the rise the next few days today. 69 in martensburg. 64 in culpepper so another nice night tonight. a nice start tomorrow. once the sun starts to come up it will heat up the atmosphere very, very quickly. the ridge of high pressure to the west brought all this area back to the west to the century mark. 102 in kansas city and 102 in dallas. but talking about 115 in hill city kansas, 106 in wichita. and goodland kansas at 110

degrees. that is ridiculous heat and it will move our way. warm overnight and into the day tomorrow. a hot day tomorrow with abundant sunshine. but the humidity moves in during the day on friday. that's when it gets excessively hot. that's why we're going to see a chance for strong to severe thunderstorms. not a lot of them. but any storms that develop in this kind of heat have the potential to produce strong winds and heavy downpours too. but the biggest factor is going to be the heat. tomorrow morning, mostly clear and a nice start. 56 to 67 degrees. you won't need to worry tomorrow. even though the temperatures will be in the 90s. not too humid. 90 to 96 seems hot, it will get hotter. the national weather service has issued this excessive heat watch. the heat index could approach 110 degrees. last week we got a heat index of

105. and that's what we will see down toward fredericksburg. 99 on friday. 100 on saturday. some areas could be in the low 100s. 99 on sunday, 96 on monday. and cooling if you can say that into the low 90s next tuesday and wednesday. a hot period of time. and you have to prepare for this. if you are going to be outdoors, think again or limit the outdoor exposure. up next, a rookie making

the capitals's search ends. adam oates returns to verizon center in a suit. he admits to jumping at the chance to take the job but he will have to take time to strike the balance between the caps' defensive style of play and the uptempo game that suits his players. >> i look at the line-up and talent level and i don't see any reason we can't push the pace and be an aggressive team without sacrificing defense and protecting our goalie. that requires commitment all over the ice. in watching the capitals during the playoffs that's the one thing i told george i saw was much bigger commitment in the team to do the little things and play the correct way of hockey. i don't see any reason to change that. the world's top two swimmers putting on a show. they duelled in the 200 meter final.
