a rough independence day for thousands in our area still. good afternoon. >> first up at 4:00 on this fourth, right now thousands of people are heading down to the national mall to celebrate this holiday. >> record heat on this fourth of july forced many local jurisdictions to cancel their independence day celebrations, so park officials expect larger crowds this year on the mall. >> reporter: last-minute preps well underway early this morning for a capital fourth. crews assembling cardboard trashcans, rows of porta potties, security at the tent entrances tight. with many areas canceling fireworks this fourth of july, they're gearing up for hundreds of thousands of people here. the celebration on the national mall could be their biggest yes. this family is from the philippines, they planned their first trip to the u.s. around

night in loudoun county. according to sheriff officials, 57-year-old jacqueline green was driving a bucket truck that may have developed brake problems. it slammed into a tractor trailer. she was part of a contingent of workers brought in to assist virginiagnnu dominion crews. about 43,000 pepco customers are still without power. about 23,000 dominion customers are without power, and bge has about 18,000 left. the other power companies have just a couple hundred outages. some neighborhoods are a big challenge for repair crews. while the work goes on, neighbors are helping each other deal with the heat and no electricity. tracee wilkins has that part of the story. >> reporter: day five after the

storm, this is the kind of cleanup that utility crews are still dealing with. trees that have toppled over, bringing down power lines. in some areas, it looks like the storm just hit yesterday and there are still tens of thousands of people living in the dark. on a normal day, all of this noise may be a little annoying. but today -- >> music to our ears. wonderful. >> reporter: folks living near warren and sixth street are going on day five without power. and it's been -- >> hot. and notv, no internet. >> reporter: they have this large fallen tree to thank for crushing two cars and causing a lot of damage as well as outages. those who were lucky enough to have power are doing what they can to help out. >> my neighbor on the other side of the alley just ran an extension cord, so at least their refrigerator, you know k stay open. >> reporter: speaking of refrigerators and preserving

food -- >> we lost everything. we've lost everything that required refrigeration. anything that required any sort of electricity. >> reporter: jason and kevin kirsh moved into their family-owned grocery store after friday's storm to try to save their food. but their rescue mission has turned into a disposal mission. >> so it's funny when you're a grocery store and people are bringing you food because you have to food at the grocery. it's kind of ironic. >> reporter: a large portion of chevy chase is still without power. at the chevy chase supermarket, 60 employees have been out of work for the past week, and has will be their third major power outage in 15 months. >> our family has been here 58 years. we will bounce back. this is what we do we're part of the neighborhood. the neighborhood is here for us. we're here for the neighborhood. but this is devastating. it really is. >> reporter: at this point if you have a downed tree or downed

power lines and you have not seen a crew there to take care of any of this, it's a good idea to report it again, just in case it somehow has been overlooked. in northwest, i'm tracee wilkins, news 4. more heat across the region what about the chance for storms tonight? frnlg>> doug, what about that? >> let's talk about this heat. 99 degrees out there right now. that heat index at 104. that's why we have a heat advisory across the area. you can see those winds now out of the west at 13 miles per hour. what are we seeing out there across the area? just about everybody into the 90s. 95 in leesburg. 96 in annapolis. 91 towards the eastern shore. and 97 towards frederick. we are watching those storms. that heat advisory includes everybody along the i-95 corridor, also portions of southern maryland. could be warmer as we move through the next couple of days.

a metro transit police officer shows them how to avoid the dangerous third rail. nearly 300 passengers were on board the green line train when it lost power about 200 yards short of the college park station, just about 6:00 p.m. >> noticed wow, we're a bit slow. it was hot. we tried to open the center door, get some circulation. >> passengers estimate they sat on the train for about 20 minutes before the decision was made to self-evacuate. there were senior citizens and people with mobility problems on board. >> we started helping people off. >> reporter: once they arrived at the college park station, they were met by police and metro employees. >> after 45 minutes in heat, babies, pregnant women, old people. >> the problem may have involved power to the third rail because

it's been a trying fourth of july. storms leave the nation's capital still struggling to recover on this independence day. welcome back to news 4 at 4:00. >> new at 4:30. five days after the powerful storms that struck our region, there are still more than 80,000 customers without power or ac. pepco has more than 40,000 outages. dominion is working to turn the lights back on in more than 21,000 homes. bge has about 18,000. the other local utility companies restored power to all about a couple hundred

customers. the lack of power caused some glitches in holiday plans for a lot of folks along the east coast. >> but from sea to shining sea, americans are still celebrating our independence. here is brian moore. >> reporter: on this firecracker hot fourth of july, americans wished our nation a happy 236th birthday. whether grilling out or chilling out in chicago, it was a day to get out and celebrate, or soak up some shade. as far as parades go, this one was a big dole for the little ones of arlington, virginia. no watching from the sidelines here. marching to a different drum beat in philadelphia, we're pretty sure this was ben franklin, the guy who helped give us electricity. and he could have lent a helping hand to the hundreds of thousands of people still in the

afghanistan. u.s. service members in australia celebrated independence day with a barbecue. soldiers munched on ribs, hamburgers and hotting becauses and played softball with australia's second cavalry. about 2,500 marined are stationed at the base. two champions defended their crowns in new york city. today was the annual nathan's hot dog eating contest. joey chestnut downed 68 dogs in ten minutes. tying a record he set in 2009. in the women's competition, sonya thomas of alexandria, virginia had no problems getting her title. she had 45 dogs, that's 12 more than the second place winner.

that's enough time to put together a bid. final touches are underway for the 2012 olympics in london. kickoff happens in just a few weeks now. keith miller has a preview of the upcoming games. >> reporter: 23 days to go and here in london they are even counting down the hours and the seconds. the olympic rings adorn tower bridge giving some idea how london's historic landmarks will enhance these games. the horse guard's parade will be the venue for beach volleyball. these olympics will turn the city into a giant party with big tv screens in hyde park for those who can't get tickets to the events. the only debate going on at the moment is security. the plan to place anti-aircraft missiles around the capital is being opposed, especially by residents of one high-rise

police tried to do everything they could to get the little guy out of danger. dick johnson shows us how a stranger made the difference. >> reporter: he is dog tired now and rightfully so. around 6:30 he was dodging rush hour traffic, running on i 65. at one point it looked as though the chase would come to an end. but the escape artist eluded troopers by making a left into the woods. he went right, left, sneaks through the line don't middle and will he score? no. sprint continues with the two troopers on his tail. eventually he exits at harlem. a quick stop? no. a much-needed drink of standing water. finally the chase comes to an end a short time later when a professional dog rescuer, ed castro heard the story on the news and grabbed a leash. >> since i do rescue all the

time, i jumped in my truck and went out there. he just let me pick him up. >> by then the poodle mix had certainly gotten his cardio for the day. he was scared, dehydrated and had a cut on his paw. >> he's dirty, probably he was on the street for many, many days or weeks. >> reporter: but after a good path, he's expected to make a full recovery. vets will try to locate his owner or place him for adoption. >> but you got to be able to run if you want to adopt that one. officers chased that dog for about 20 minutes before he was finally scooped up. that's -- when they get a taste of freedom, they just take off. they think it's a game, too. >> i think he was also scared, too. >> probably with all that traffic. >> i'll take him right home. >> it's yours. coming up, another dog with a remarkable story. the mishap that ended with her
