conspired. she's accused of disguising tens of thousands in contributions, and with reimburse something donors in violation of those laws. according to the associated press, she allegedly made straw donations worth $44,000 in connection with gray's campaign. harris is expected to appear in federal court tomorrow to please guilty to the charges. two other gray campaign workers have pleaded guilty to felonies in the gray campaign probe. the 5.8 magnitude equality that hit our region last august did extensive damage to the washington monument. this surveillance video showed the moments as tourists rushed out while debris fell from above. now, months after the extensive investigation, the national park service is anowen plans to move forward. shomari stone has details. >> reporter: this is

disappointing news for tourists who come from all over the world, finding out it would be closed for at least another 12 to 18 months. disappointing news. >> i'm lucky. i've been here before. >> reporter: tike a look at the -- it caused a love the damage to the structure. the outside and inside masonry, the protection system, the elevator, all need to be repaired. this estimated $15 million proposed project will secure loose granite and marble, seal cracks and installed a new lightning protection system. it will remain closed during the repairs. >> we're hoping to get it done sooner, but i think we have to be honest and say it could be 12 to 18 months. if it is the 18 months, that would take you into 2014. >> some tourists will be disappointed that you have to wait that long. >> reporter: the project could require the temporary removal of the granite around the actual monument. tourists will have to stay away.

it will also be blocked off. so if you want to see the monument you won't be able to get close, just have to snap photos on your cell phones and cameras from a distance. i'm shomari stone, news4. a small section of fredericksburg, virginia is almost unrecognize away today. several buildings there were pretty much sdloied last night when strong storms rolled through. people who live in the area that nobody was seriously hurt or killed here. the weather service surveyed the damage today, and now we know more about what caused all of this. doug joins us with the latest details. >> we have heard this term a lot of it was a microburst that came through the spotsylvania county a little earlier las night. a microburst is a sudden gust of wind out of a very strong thunderstorms, the winters estimated at 80 miles an hour.

we heard about the microburst. here's the radar from everything. just south of washington, look at the storms coming through there. big-time storms, a lot of purposing out there. we had hail -- and in many parts of the area. today is the last couple areas, notice where the storms are, well to our south. we are high and dry, and we will stay that way. something else, we are finally out of it. the finally over, that heat wave, the intense stretch of heat, we saw -- the last four days, 100 on thursday, 100 on friday, 105 on saturday, 102 yesterday, and today a high temperature of 86 degrees. what a difference a day makes. does it feel a lot better out there across the region. winds out of the east at about 7 miles an hour, looking at a lot of sunshine in a very nice evening, probably the nicest we have seen in about two weeks.

when the storm hit last night. the two-story industrial building was being pulled apart cinder block by cinder block. parents and coaching quickly herded everyone to safety to make sure the kids were safe first. >> miss connie was trying to patch up the window, because the rain was coming in the window, and she saw it and told everyone to go in the dance room. i looked in the mirror and saw the garage door fall. after that everybody started falling. >> connie allen is the owner. >> i saw it at the window, it was a funnel cloud going like this. it took the garage door, went up into it. as soon as the garage door went up, the whole buildings collapsed. >> reporter: allen says the safety plan was formulated during a storm warn about a month ago. she credits two students' fathers with pulling the children into safety with the only section of the building reinforced with steel beams.

the concerns, damage and deadly effects still linger. after temperatures over 100 across much ofs country for the past two weeks. >> it's a dangerous circumstance. >> reporter: the extreme conditions are being blamed for at least 74 deaths across 14 states. today noaa scientists confirmed what many of us felt, the first six months have been the hottest on record. >> we've seen worsening conditions into the ohio valley, and that's having a lot of impacts on the ground, such as the wildfires we have been seeing, also with agriculture. >> reporter: a cold front could drop temperatures in many places by 10 to 15 degrees brigging relief and much-needed rain. though a violent clap of thunder and flash of lightning clearly rattled players last night in arlington, texas, is the hot, dry weather is no game for those who struggle to make their living from the land. >> our farmers right now are

. this is a day in mourning in russia. many residents have feelings of sorrow and anger, because the government admits that authorities didn't properly warn the residents about the danger. a foot of rain fell in one day, causing flash floods that swept through a renal are near the baltic sea. interinitial envoy kofi annan met with syrian president al assad today. as the meeting was taking place, new video emerged, purporting to show new attacks on the city of homs. annan traveled to tehran after the meeting, iran and syria are staunch allies. the united states has rejected iranian participation in international meetings on the syrian crisis. nato officials say seven american soldiers were killed in

afghanistan yet. the soldiering were killed in two separate attacks. a seventh american was killed during a battle with insurgent fighter in the south. sunday was one of the most violent days in the region in months. in addition to the u.s. forces, 28 afghan civilians and police officers were killed by suicide attackers in kandahar. cycling champion last armstrong may have come up short in his bid to save his titles. a federal judge has dismissed a lawsuit that armstrong brought against the u.s. antidoping agency. it seemed like the suit was intended, he said, to whip of public opinion and wasn't focused on the legal argument. armstrong's attorneys have 20 days to retile. it challenges the doping charges filed by the usada. if not cleared, he could be stripped of his wins.

at&t is dropping its legal fight against a businessman whose company had a million dollar phone bill. michael smith from massachusetts said back in 2009 somebody hacked into his small manufacturing company's phone system and made $9han00,000 wor of smalls to somalia. in a statement today, at&t says the company is no longer pursuing that claim. smith said if he had been force to do pay, his company would have gone bankrupt. a 10-year-old fisher in texas has earned the nickname "shark boy" here's why. hunter stevens reeled in this bull shark off the coast of galveston. his dad helped him pull in the shark. before they took pictures and released it back in the ocean. here, son, open his mouth.

night. >> for how long? >> 2 1/2 hours. >> my goodness, poor baby. >> it was horrible, i couldn't believe it. hot temperatures out there, you know -- yes, it was on the hot side across the area. 11 days in a row with 95 degrees or higher, that is an all-time report. four days of 100 or higher. that is a record tying our 1930 summer, a very hot summer in 1930, but so far this is the hottest ever across the region. we had 14 days of 100 degrees or higher. this is the most 100-degree days in a three-year period. well-just starting our summer. as a matter of fact we're talking five 100-degree days already. that's the earliest. it looks like 87 degrees. the coolest day we have seen in two weeks. 87 is only two degrees shy of

our average of 89. a very nice evening. still a bit on the humid side, but not all that bad. 90 in frederick, 85 in baltimore. and 81 in cambridge. temperatures will come down tonight, and they'll be into the 60s in many locations. no rain around our region. all thunderstorms are down to the south. that's where the thunderstorms are now. south of richmond, down around danville and farmville. they're going to continue to see thunderstorms there, and some of them will be strong to severe for them. high temperatures across the region. this is the first time in two weeks we haven't been showing you mid 90s. the hottest temperatures, state college today, only 82. mild weather to the north of this front. the heat is now down to the south. 96 was the high in atlanta. that's really it. no real 100s around the area.

pat collins has more. >> investigators working through the dark hours of the morning, and well into the afternoon, gatheren evidence in this police-involved shooting in the mt. vernon area of fairfax county. jennifer gomez was coming home from work when it happened. she heard the shots. >> we got scared, because you know, it's like right near our house, and we have little ones. now we're going to be more cautious about coming outside. >> reporter: police say it happened about frey road, two officers on patrol approached two men who were acting in a suspicious manner. as they did, one of the men they say ran down there. the two officers ran after them. they caught up with them, tried to detame then. at they did, they say the suspect pulled a gun. one of the overs returned fire. that suspect fell to the ground. he was taken to the hospital.

the suspect was involved in? police aren't say. in fairfax county, pat collins, news4. president obama changing tactics in his tax fight with republicans. instead of urging tax increases for americans who earn a million or more, he's aiming for more who have -- republicans say raising taxes will not put americans back to work and could further stall the economic recovery. a scare today, forced to make an emergency landing. delta flight 2244 was on its way from detroit to national when the pilots reported a problem with the cabin pressure. they made a sharp descent from 39,000 feet. the plane with 158 passengers on board did land safely. washington's tallest structure will likely remain closed up 2014. today the national park service

announced plans to move forward construction should start in the fall. three one boys drown in a shallow creek over the weekend. what police are calling a tragic swimming accident. it happened in federalsburg, maryland. news4's chris gordon talk to the victims' relatives who don't believe this was an accident. >> reporter: the three haitian boys were playing basketball until about 5:00 p.m. saturday evening. they didn't come home that night and were reported missing. sunday after a massive search of the creek, the bodies of 12-year-old christopher gabriel, and hills 8-year-old cousin and close friend 12 years old vladimir jokotin were found. his cussing say they are as close as brothers. >> i would wish all three wishes on the three boys who died. >> reporter: authorities tell us what happened this way.

saturday was so hot. after they played basketball, the three youngster walked down to the bank of the creek. they took off most of their clothes and got in to cool off. the problem is none of them knew how to swim. members of the haitian community say the boys were so terrified of water, they don't believe the youngsters went to the creek to cool off. >> we do believe somebody killed those kids, put those kids in the water. >> reporter: the police say it is awaiting final autopsy results. >> right now the evidence is pointing to an accidental drowning. >> christopher gabriel's father is in pain. >> translator: it gives me a lot of trouble, and then the only thing i can feel good if my son can come back to life. he's not going to come back to life, you know i'm in pain. >> reporter: the haitian community is in mourning. >> the family they are very poor

and no insurance. even some of them not working, so you figure that out. >> reporter: the families will need the community's help to pay for the funeral services here. in federalsburg maryland, news4. a horse that provides therapeutic rides for disabled children and wounded warriors is recovering after another attack. someone climbed to the pad dock next to frying pan park in fairfax county, and stabbed this part. lucinda was also badly hurt during another attack by three horses in april. a teenager was already arrested on that case. lucinda's wound is not as bad this time, but frustrating for people who know how good-natured she is. >> what they do with the therapeutic riding is just amazing, you know, to work with really disadvantaged kids and see the smile on their faces, and how the horses work with them, sensing what their mood is

and what they need is just amazing. >> fairfax county police are asking anyone who may have seen anything speciuspicious to givem a call. tomorrow the council will vote on the issues of an action-packed agenda before the summer recess gets under way. tom sherwood has our report. >> reporter: hundreds of cab drivers demonstrated outside the city's johns wilson government building on monday. opposing a plan to installed systems to track whether cabs ignore distant and poor parts of town, and whether they take longer routes to enflay cab fares. along with other provisions to accept credit cards and uniform cab receipts. >> we support improvement, we support the credit card system. we support the system, anything that will -- except the tracking device.

the home run derby starts tonight at 8:00 p.m. in kansas city. the wizards added former spurs' assistant don newman to the staff, and welcome bradley beal to the court. they're taking part in a four-game mini camp before heading to las vegas for summer league. beale is the guy the wizards wanted all along, and they expect him to play alongside john wall for years to come, but first he needs to learn the nba game. like wall, beale only spent one season in college averages 14 points were game at florida. today his first taste of a real nba practice environment. >> that's why he's good. he's got great confidence in who he is, and he came out there today like he knew what he was doing. he didn't have a clue what he was doing, if that makes any sense. >> personal goals is just to play basketball.

consumed his nest. a volunteer who monitors the eagle family returned after the fire was out and found him. he suffered burns on his fade, head, wince, back and tails. he parents had continued bringing food to him, but he was too sick to eat it. he's recovery from his injuries in a wildlife rehab center. they've named him phoenix. he should be able to fly someday. they hope they'll be able to return him to the wild next year. sure looks like he can eat now. it was amazing he was still there. >> and that his parents were still checking on him, trying to keep him alive. let's see how he does. thanks for joining us," nightly news" is
