[ male announcer ] half a days worth of fiber. not that anyone has to know. fiber beyond recognition. fiber one. good morning and welcome to news 4 midday, i'm eun yang in for barbara harrison. we begin with breaking news on the roads. a deadly accident has the northbound lanes of 295 blocked right now near green belt. let's get the latest from danella sealock. >> right now this is a live look from chopper. this was shot earlier today. the accident 295 northbound has all of your lanes blocked and you're blocked between the beltway and green belt road. other issues to concern yourself about is if you're traveling right now, southbound route 110. police are still investigating the accident that is fatal in

that area and right now if you're traveling southbound at washington boulevard, only the left lane will get you by there and you cannot get on to the ramp for washington boulevard. that ramp is closed. also checking on delays in this area crossing over the american legion bridge you're jammed all the way to i-66. not seeing any accidents, though. but i am seeing big delays. back over to you. >> danella, thank you. another major problem on the roads a hit and run accident in arlington. police are looking for the driver responsible for the crash that left a 62-year-old man dead and that man was reported missing more than a week ago. he was hit just before 6:00 this morning on the southbound lanes of route 110 near 395 in arlington. news 4 megan mcgrath is live on the scene now with more. megan, good morning to you. >> good morning, eun. police have not released the name of the man who was killed this morning. they have said, however, he was listed as missing and in danger in massachusetts. exactly what he was doing in our

area and how he got into this horrible situation, that remains a mystery. also unknown is the identity of the driver who struck him and then drove away. police walk along the side of the highway looking for personal effects and foot prints. anything that could explain how the victim came to be in the middle of route 110 at the start of rush hour this morning. what police do know is that the car that struck him was going fast and didn't stick around. >> this individual was struck and thrown approximately 60 feet from point of impact. so, he was hit at a high rate of speed, you know, just by the sheer distance of being thrown. >> reporter: it was a passing motorist who called 911. they told the dispatcher there was a car on the side of the road with a man lying in front of the vehicle, but when officers arrived, the car was gone. police say the victim is 62 years old, a veteran with a history of mental illness. he was listed as missing and in dangered by authorities in massachusetts a week and a half ago. the man's body was found on the

sidewalk that runs along 110, not far from the wall that surrounds arlington national cemetery. there were also two construction projects in the area. >> we're trying to work through and identify this person, whether he was working on a construction crew, passing through the area or here to visit the cemetery, so many different avenues or possibilities right now, too early to make that call. >> reporter: and the investigation snarled traffic during the height of rush hour this morning. only one lane was getting by the scene on 110. you can see the road has now reopened and a construction project in the area, but the police activity is gone. as for the driver of that car, police say that they have some good leads. they won't aelaborate beyond that, but they say they do have some good information and they are working on locating that driver. anyone with information you're asked to call arlington police. back to you in the studio, eun? >> megan mcgrath, thank you. take a good look at this video.

exclusive video of the moment a microburst tore through part of northern virginia on sunday. this is from a camera on auto shop and you can see the strength of the wind and pounding rain and brought down trees and power lines and damage in the fredericksburg area is expected to take weeks, if not months to clean up. turning to today's weather and what looks like a beautiful day ahead. storm 4 meteorologist tom kierein joins us with the first forecast. after all that oppressive heat, tom, it feels nice out there. >> wonderful break. all the way into the weekend and this morning, as we go back in time, we've had just a few passing showers to our south and, actually, a little bit of thunder and lightning, too. lower part of the eastern shore and now that is much farther to the south of the metro area where just a few clouds floating through now and no storms around now and we only have a small chance later today. now, all those areas in orange are climbing into the 80s and areas in yellow, 70s and even a few places in green and highlands and west virginia and right around the metro area low

and mid-80s and reagan national now at 85 and we're going to peak in the upper 80s maybe briefly near 90 in a few locations south of washington by mid to late afternoon and just, again, a slight chance of an isolated thunderstorm popping up and we'll have wind out of the southeast around five to ten miles per hour. yes, we'll take a look at this wonderful pattern lasting into the rest of the week. eun? >> tom, thank you. part of the old d.c. elementary school is all but destroyed this mid-dayp fire tore through the building late last night. the two-alarm fire broke out in northeast washington. news 4 melissa mollet is there with the latest. >> firefighters say the building here in the trinidad neighborhood is unstable. the wall behind me so weakened by the flames, they fear it could collapse. take a look at the inferno, news 4, the first tv station on the scene capturing this video of

the two-alarm blaze eating away at the windows, tearing through the old webb elementary school, charring nearly everything on this side of the large building. crews say fighting the fire was especially difficult because some of the doors here were welded shut. carolyn lives down the street and she watched as firefighters tried to get in. >> the fire department was doing everything they could to get in. they had to use the torch to burn the door off in the back and burned the bars off the window. >> reporter: ten hours after the fire broke out, crews still here. >> as you can see, it's still burning. >> reporter: worried not just about hot spots but an unstable structure could collapse. look at some of the brick and concrete dooping and the windows are gone and everything inside this section of the school is charged. investigators taking photos with so many homes nearby, crews putting up fences in case of a collapse. >> we're not going to send fire investigators inside the building until we get dcra to

help us make sure it's structurally sound. >> reporter: neighbors said they saw people in the building about 30 minutes before the fire broke out. investigators don't yet know what struck the blaze and sean paterson who lives nearby said seeing trespassers here is nothing knew new. >> reporter: the school was closed in 2009 as students moved to the webb wheatley education campus. since then it has been used by the city's office of property maintenance as a storage facility. firefighters tell news 4 there have been several smaller fires here over the years and that information will play a part in this investigation. luckily, no one was hurt. it will still be several weeks before investigators know what sparked this blaze. in northeast washington, melissa mollet, news 4. another former aide to d.c. mayor vincent gray back in court to plead guilty to corruption

charges. jean clark harris is charged with conspiracy and making false statements. the public relations executive made illegal contributions to a number of candidates including ray. harris would be the third to plead guilty to charges stemming from his 2010 campaign. she will face eight years in prison, but likely get a lighter sentence. a busy day for the d.c. council as members try to work through a full plate of votes. a plan to modernize d.c. cabs leads the concern for the council along with weather to put breathalyzers back on the street and to limit how much city money can be used on immigration enforcement. it would require new readers, gps trackers in all cabs. live look as protesters out there at the wilson building and also mean that customers would have to pay a 50 cent surcharge per trip that would help pay for those upgrades. some drivers are not happy. hundreds protesting the gps devices and they are back out

right now house republicans are launching a new challenge against the president's health care law. this is a live look at one of three different hearings being held today on the law. this one is examining the supreme court's ruling that the individual mandate is constitutional and is considered a tax. another will focus on the reforms impact on doctors and patients and another will look at its impact on the economy and job creations. the house plans to hold a symbolic vote to repeal the law later this week. house committee is also scheduled to vote on a bill today that would ban abortions in the district after 20 weeks of pregnancy. the bill is being pushed by the national right to life committee and based on a claim that fetuses can feel pain at 20 weeks or older. the race for president could not be any closer. president obama and mitt romney

are deadlocked at 47% in the newest "washington post" abc news poll. it might not change much before election day. three-quarters of all voters are definitely supporting obama or romney. and the president is on his way to iowa right now to tout his new tax plan. the president wants to keep tax rates the same for households earning less than $250,000 a year. republicans want tax rates to remain the same for all americans. the white house, though, says the president won't sign any bill congress sends to him that extends tax cuts for everyone. all americans' taxes will go up if congress does not act before the end of the year. and both candidates will be focusing on virginia, once again this week. mitt romney will appear on a radio show at hampton roads. his first radio in the commonwealth. rudy giuliani heads later this week. he will be in virginia beach on thursday at a rally for veterans. he will headline the republican

headquarters. the president is set to visit the commonwealth on friday and saturday. a custodian at the capital in richmond, virginia, is banned from the complex after stealing some ipads. tyrone thomas took the tablets from the offices of four state senators, including jill holtzman. three of the four ipads had been recovered. thomas faces three counts of grand larceny and is banned from capital. we have been really enjoying the last couple of days, what a difference and we are happy for it, too, tom. >> we deserve it after last week. what a wonderful reprieve from our extreme heat that we had last week and over the weekend. even though it is still rather humid, this, by comparison, feels a lot better. here's the sky over washington now. the live view from our hd city camera. a few puffy clouds over the mall and there's the washington monument and jefferson memorial along the banks of the potomac and right now reagan national is

partly sunny, 85 there. dew point rather steamy and humidity at 60%. an easterly wind around 8 miles per hour and bringing in cooler air by comparison and since early this morning, we've had some of these passing showers south of washington, those have dissipated and all around the region, just a few clouds around, otherwise, just a delightful july day under way and temperatures right now across northern virginia, much of maryland in the 80s and it's going to stay in the 80s throughout the rest of the day, maybe briefly near 90. parts of southern maryland maybe near fredericksburg and over to culpeper and warrington and that temperature spikes that airport with all the concrete around. as we look at the wider view, those showers we had this morning, all associated with a stalled front that stretches from along the atlantic seaboard all the way back into the tennessee valley and into northeast texas, but this front is showing some signs that it is going to be gradually drifting

south and, as it does, that will decrease our chance for any storms around. but we're still close enough to it that later today we could get some already getting some showers popping up nearro roano and that's heading towards richmond but well to our south and an isolated chance around the melt row area and these areas in green and potential thunderstorms and early evening. after that, though, we'll settle down and by dawn tomorrow, another cool start. many areas in the 60s and looks like we'll be in the 60s again, tomorrow morning throughout much of the region. for the rest of the afternoon, just a few of the clouds in and out and slight chance of an isolated storm in and out and then dropping back to the upper 80s to perhaps low 80s by mid to late afternoon and then by early evening, mid-80s. by sunset, we'll be down to near 80 degrees and midnight near 70 with a partly sunny sky and

during the day tomorrow, afternoon highs into the 80s and partly sunny and as well as on thursday. thursday may be cooler, highs reaching low 80s during the afternoon and morning lows, again, on thursday in the 60s and maybe even in the 60s, again, on friday morning. but friday looking at an increased chance of showers and thunderstorms around. that may linger perhaps into friday night. but then for the weekend, here's your seven-day outlook on saturday looking partly cloudy, afternoon highs mid-80s and maybe an isolated storm in the afternoon and more of the same on sunday. a little bit warmer, might not hit 90 until monday. so, we got a nice, long break all the way into the weekend and first part of next week. >> i don't want to see 90s for a long time. >> we have enough for the whole summer. we're done. >> thank you. let's check on the mid-day traffic. danella sealock joins us with the latest. >> it's been a tough morning and it continues. now, if you're traveling northbound 295, completely shut

in a couple of ways. some are infused with natural flavor extracts that are added to the oil and others are actually fused. so, if it's an herb that has some oil with it, it is crushed with the olives. you get a nice, authentic taste. these olive oils are natural and pure and i think in the summer, even though the weather is cooler, it's still warm. we want to eat light and fresh and get maximum flavor. that's what i've done with these recipes today. >> first, you'll show us how to make this watermelon salad. i love watermelon, especially in the summer, so refreshing. >> quintessential summer salad. feta cheese and some fresh mint. what we're doing is taking a watermelon balsamic vinaigrette. >> now, is that fused or infused? >> infused balsamic vinegar and also made with lemon-fused olive oil. lemon rind was crushed. it is a wonderful, fresh

dressing. when you use these nice, fresh ingredien ingredients, what you're doing is enhancing fresh vegetables and herbs and rather than drowning them with some bottled dressing that has preservatives. do you want to taste? >> you can actually still taste the fruit itself. >> you can taste it even more. like using a fine sea salt. enhancing the natural flavors. >> that looks delicious. i'll take a bite on tv, to my own risk. >> nice and fresh and light and a little bit of sweetness in the watermelon taste and even more watermelony. >> i love it. now, you spiced up sandwiches in the same way. >> yes, i made some sandwiches that would be great to take on a picnic and wrap up and easy to make. what we have done is enhanced these a little bit with homemade olive oil mayonnaise. couldn't be simpler. if you make your own mayonnaise you'll never go back to the store and buy a jar. >> hard to do, though? >> so simple. these are the simple ingredients.

dejon, lemon juice, egg yoke and salt and very good olive oil. i made two flavors here. this is a roasted chili olive oil mayonnaise. >> you use roasted chili olive oil. it takes all of two minutes to make and you have this wonderful, creamy, natural, natural ingredient and it's a little bit of a sauce to spice up. and i've paired that here with fresh turkey slices, a little brie and some greens for a delicious sandwich. >> what about this one. >> this is a basil olive oil mayonnaise. same basic ingredients. really nice and fresh and light to bring out the herbs and that is with a vegetarian sandwich. some mozzarella, fresh tomato, fresh basil and mayonnaise. >> i imagine this is healthier than the mayonnaise you buy in the store. >> anything without preservatives is healthier and

if it has to sit on a shelf for some time, it will have some preservatives. >> when you buy healthy, fresh foods, it won't last as long. >> but you make less. because it take two minutes to make, these are easy ingredients to make and you make a little batch and it will last in the refrigerator for a week. >> do these go well on other sorts of spreads besides sandwiches? >> you can make a chicken solid and make a shrimp salad and you can use them in sauces. so, lots of creative things you can do with many flavors. >> are there better flavors of aul aive oil that go well with mayonnaises the dressing that you're making? >> i think with mayonnaise, you could probably -- it depends what you're going to put it on. you could make a truffle mayonnaise, a lemon mayonnaise and a tomato parmesan mayonnaise and you could really use any flavor and what you want to do is think about your olive oil or, in this case, your mayonnaise as one of the main ingredients rather than a supplemental fat that you need.

>> i never made homemade mayonnaise and i'm not a gourmet in the kitchen, but i'm going to try that. >> if you have a blender or a whisk, you can have your own mayonnaise. >> so, finally, you can even use olive oil in desserts. i know this because i have tried your olive oil brownies and they were delicious. but you brought us a delicious apaal pie. >> what is more summer, american, apple pie. a crust made with olive oil instead of butter. little lighter, fewer calories and transfats and the filling is made with just fresh apples, a little bit of sugar, a little bit of flour and a green apple white balsamic to bring a little more sweetness and bring out more flavor, again, without as much sugar. you can reduce the sugar when you use a balsamic. >> some butter in there at all? >> no. >> none. >> thank you so much. excited to try these wonderful summer recipes. appreciate your time. >> happy summer. coming up in the next half

police are looking for the driver responsible for a hit and run crash that left a 62-year-old man dead. police say the victim was a veteran with a history of mental problems. he was reported missing in massachusetts more than a week ago. the crash happened just before 6:00 this morning on the southbound lanes on route 110 near i-395 in arlington. police are not why is the man was in the middle of the highway. what caused an old d.c. elementary school to go up in flames. fire tore through it late last night and no one was hurt. firefighters now fear the building is so unstable it could collapse. montgomery county police are searching for the man who sexually assaulted a woman near a community swimming pool. the 21-year-old woman was attacked in broad daylight yesterday in a wooded area off hadley farms drive in

gathersbering. 30 acres of wooded area and ponds and wildlife in that area. police say the woman was walking her dog at the time. you may have to wait until 2014 to go inside the washington monument. the popular d.c. landmark will remain closed to the public while crews repair damaged caused by that 5.8 magnitude earthquake. the national park service will fix the outside and inside masonry and the elevator. crews will also secure loose granite and marble and seal all the cracks. the $15 million project is expected to begin some time this fall and is expected to take up to 18 months to complete. >> let's check, once again, with tom kierein for the latest on our forecast. we're loving this nice cool down we're having. >> absolutely beautiful the last couple days and we'll continue on this wonderful trend for the rest of the week and throughout the weekend. we had a few passing showers

well south of washington right now. saturday lite radar composite showing just a few clouds floating through the metro area and lower eastern shore where they have more of that rain off and on this morning, but pretty much tapered off and ended there now. all around the region, we're in the low and mid-80s, much of the area, reagan national now at 85 and later this afternoon, peaking in the upper 80s and maybe briefly near 90 and a small chance of an isolated storm popping up by mid to late afternoon. after that, partly cloudy tonight and another beautiful evening coming up and down to the 60s again tomorrow morning like we were this morning and afternoon highs on wednesday mid and upper 80s and partly sunny and on thursday bit cooler and morning low 60s, again. afternoon highs reaching the low 80s and then on friday, a greater chance of some showers and storms around and we'll have highs reaching the low 80s. then over the weekend, some sun back on saturday and sunday, but each afternoon a possibility of

an isolated storm, highs reaching the mid and upper 80s and then maybe near 90, again, on monday. that is the way it looks, enjoy this wonderful break. >> we certainly will, tom, thank you. road work begins soon around the mark center. work should be finished this september and hoo these are just short-term improvements to ease congestion. the next phase is set to begin next march and be finished by next july. you may not have to pay monthly fee physical you have an ex-pass in virginia. they decided not to charge drivers who have a transponder a $1 fee. only new customers will have to pay the existing fee and existing customers will have to pay 50 cents a month for any new transponders they order. ez-pass say they need the fees to keep up with rising costs.

all right, let's check traffic on this midday, danella sealock will join us with the latest. a messy commute. >> tricky all morning long and still problems. northbound 295 still closed right now between the beltway and green belt road due to a serious accident that happened earlier this morning. also checking out things on the outer belt. red, even, as you make your way from 270 and head towards the dulles toll road. in fact, just 21 miles per hour passing i-270. let's look at the american legion bridge. you can see bumper to bumper and, again, these delays continue all the way to the dulles toll road. good news, not seeing any accidents, just delays in this area. eun, back over to you. what was supposed to be a fun day at a little league tournament, instead, turned into a major league brawl. check out this video. police say it happened after a game between two georgia little league teams at a summer tournament. the fight started after one

father asked the team to turn down some music. the conversation did not end there and quickly escalated to per punches. both men face disorderly conduct charges. one of the most recognizable faces of the u.s. national soccer team is being publicly warned this morning after failing a drug test. the u.s. anti-doping agency hope solo tested positive for the banned substance. solo released a statement saying she took a medication prescribed by her doctor that contained the substance but she was not aware of it at the time. she is not being suspended and will still play for the u.s. olympic team in london. we send doug kammerer over. very cool watching doug's tour of olympic park tonight at news 4 at 6:00. well, news for your health,

only one in five eighth graders read more than 20 pages a day. results show most kids simply aren't beingpushed. the county council voted in favor of rezoning a piece of land off route 1 in riverdale park. developers want to build a town center there which will include a whole foods. opponents say it will create too much traffic. they say the rezoning violates the county's master plan and they may use that argument to challenge the council's decision in court. a bill that would block construction of large gas station in montgomery county may be in troubling. one of the bill's coast sponsors said he's thinking of pulling his support for the legislation and that could leave the support needed to pass the county council. block plans to build a gas station at a costco which is under construction in wheaton. the massive gas station would propose a health risk because it's close to homes and a pool. stocks were mixed this

morning. let's check in with jackie deangela. >> good morning to you, eun. the markets are mixed after we suffered a case of the mondays yesterday. europe is still the key issue. spanish government bonds rising to levels seen as unsustainable and today those yields are easing a bit on some optimism that germany's top court will approve the latest bailout plan. meantime, the government wants to cut out some of the paperwork involved in the mortgage process. the consumer financial protection bureau cutting down the disclosure forum to just three pages. that is getting rid of two overlapping documents that people currently receive. the loan amount, interest rate, projected taxes and insurance and estimated closing costs. the shorter the forms won't go into effect until 2014. finally, consumers are ramping up their borrowing, again. a possible sign they're willing to spend despite the u.s. economy. the federal reserve says

borrowing on credit card, student loan and car loans as well as other types of loans rose 8% in may, that is twice as much as expected. that was led by an 11% surge in credit card debt and the highest increase in 25 years. for now, higher credit card debt is a good sign of the economy. >> jackie, thank you. you will soon be able to buy an hiv test and take it in the privacy of your own home. some are calling the test a milestone for hiv awareness and prevention. dr. cheryl burgess joins us with more on how the test works. this test is different, it doesn't require any blood work or you don't have to send it to a lab. how does it work exactly then? >> it actually is a swab that you put inside your mouth and then you can reheat it 20 to 40 seconds later. it's almost like a home pregnancy test where you have almost immediate results. it differs from the other one because you had to brick your

finger and then send it in and wait for results. but you can also get swabbing, the inside of the mouth and the mucosa can also tell you if it's positive or not. >> now, how accurate is this test, though? >> it's about 99.98% accurate. >> that's accurate. >> and people who are negative and don't have the hiv, the virus, but, you know, this test has been before the fda for about eight, nine years or so. in order to substantiate, you want to get the most positive tests and the most negative tests separated so you don't have false positives or false negatives. that's why it's taken a little while and, in fact, theic product won't be on the market until the fall of this year. >> hiv remains at ecdemic levels in washington, the director of the health department said 20% to 30% of the district's hi

positive population are walking around not realizing it. >> some people don't convert right away. it takes, once you're in contact with someone who is positive, it may take up to three months or so, weeks to three months for you to convert, if you're going to convert. >> that's why it's important to test frequently. >> yes. >> if you test right away, it may show a negative which may be a false negative. so, that's what the concern is and then what do you do when you get a positive test? the first thing you really need to see a physician if you get a positive test because i think what's more accurate is the blood test that you can take and they look at the viral load and all that additional information that we need in order to diagnosis a person. so, when this test comes out, it's going to be limited to people over the age of 17 and you can do it in the privacy of your home and do the test and i do recommend follow-up with a

physician because they're also, like i said, false positives and you don't want to be thinking you have the virus and you really don't. >> so, do you think, though, that people who can then take it in the privacy of their own homes will follow up with the doctor? it's crucial that they take that next step. but is there a concern there is a step missing because of the convenience of the test? >> that is the concern. and, really, you need to see a physician anyway because you want to get on anti-retroviral medication because that keeps you at a state not evolving this virus, evolves to the state of aids. so, that's what we're trying to prevent. it's no longer a death sentence to have hiv or have aids, as you know, magic johnson has lived now for a number of years and has had a negative viral load. so, that's the key to get people in the healthy state, even though they may be positive. >> do you think people's

attitudes have changed about hiv and aids? >> yeah, that's kind of the scary part. a lot of people have a lot of sex partners. they are spreading it. probably the biggest population of hiv is in women and that's really what we are concerned about because that's showing lots of partners, usually. >> what about the treatment of hiv and aids, are people getting false hope, as well? >> there is a medicine you can take, but keep in mind, it doesn't cure the condition. just like when you have herpes, you always have herpes, you may not have the outbreak at that specific time when you're with that partner, but it's still there. >> dr. cheryl burgees, thanks for sharing the important information with us on midday. it is now 11:50. why tishawn is getting camera ready this morning. the first time i saw fios it was absolutely amazing.
