glitch that shut down the metro system. the search for a mystery couple who got engaged at a d.c. landmark. but first breaking news in montgomery county, one person is dead and another critically injury after a small plane crashed just right takeoff. it happened near davis airport. shomari stone has details. >> reporter: right now ithe plae went down 20 yards from where i'm standing. the faa investigators arrived to determine what happened to this plane. this small plane crashed just after 7:00 monday night near davis airport, killing one, injuring another. jack peters mourns over the loss of his friend who is an

experienced flight instructor. >> a man in his 70s, been flying for many, many years. >> announcer: witnesses said that the beechcraft rolled over and went down just after going up. dennis stiles is an aviation mechanic at the airport and ran over to help. >> the engine lost power and the pilot was struggling to turn around back to the airport. >> reporter: the pilot taught dennis how to fly. he is well respected in the aviation field. >> a good friend of mine, a gentleman who was a fixture at the airport. >> reporter: the plane went down on the other side of those trees right over there. look how close is it to this house, approximately 50 yards away. and you live in this home. how do you feel. >> i'm worried. i have three kids at home and living this close to an airport it makes you concerned. >> we're blessed that there were

no homes involved. the people around here are accustomed and used to the aircraft around. >> we can't speculate on what could have happened. >> reporter: the ntsb will be here torment. i'm shomari stone, news4. and more breaking news in woodbridge. firefighters battling a two alarm blaze. up to a dozen families have been forced out of their apartments tonight. one firefighter has minor injuries. investigators are still trying to figure out what sparked the fire. and our other story, the high heat tomorrow expected to be the hottest day of the week. veronica johnson is tracking the conditions. >> we hit a high temperature of 96 degrees. 96 yesterday. so we are smack dab in the middle of another heat wave. look at the temperatures today in the eastern two thirds of the

nation. 100 degrees in denver. 98 in kansas city. the cool spot today, miami florida with a temperature of 86 degrees. the heat is expanding eastward again expected to be one of the hottest days of the year. we don't have any advisories right now but with the higher humidity, that could change. detroit, chicago, st. louis and cincinnati under a heat advisory. the humidity may be down but the temperatures up tomorrow. we are in the 70s. but the heat index still at 85 and right now feels like 899. police are looking for people to this video showing people ignoring a dying man on the side of the road. no one stopped to help. the crash happened on the night after the derecho storm.

the driver stayed on the scene. the people in the video aren't in trouble but they want to get their account of the crash. a man in dead in maryland. 30-year-old bradford mccoy was run over after getting robbed at gunpoint yesterday at oates street. three masked men robbed mccoy and several others and went to rob a woman in a car. she started to drive off and hit mccoy. he died at the scene. >> he always looked out for me. and he did things that just keep you happy. he was a bundle of joy. >> reporter: mccoy was a contractor for comcast, the parent company of news4. the suspects stole his work van but ditched it later on in the district. metro doesn't know what caused a major computer glitch over the weekend and it could

happen again. the problem forced metro to shut down the system twice. officials do not believe it was a cyberattack and rides were not in danger. the transit agency is working to figure out what went wrong. >> we are concerned and will be after this 24/7 until we get to a root cause and most importantly the solution to make sure it doesn't happen again. >> the move comes after a rough couple weeks including a derailment on the green line and a power outage. disturbing allegations surrounding workers at the treasury department. officials are being engaged for unethical and criminal behavior including soliciting prostitutes and receiving gifts from bank executives. the names of the employees were not revealed and it's unclear if they are still employed by the treasury department. court marshal proceedings

began in connection with a sex assault scandal. luis walker is charged with 28 counts of rape and sexual assault again ten female recruits. he is a trainer under lackland air force base. a woman who trained at lackland explained how something like this could easily happen. >> complete position of they have power over you. there is no room for debate. you do everything they say to do. you don't say no. there are repercussions in the military if you disobey a direct order. >> there are an estimated 19,000 sexual assaults in the military eh year but 13% are reported. a call for the d.c. mayor to take action. jim graham told news4 it's time for gray to explain his role in the scandal and answer

questions. three other council members asked for gray to retime. graham met with gray today. gray has not responded to the suggestion that he provide more details on his role in the campaign finance scandal. just 11 days from the opening ceremonies of the summer olympics. athletes from all over the world started to arrive in london. at heathrow airport they are expecting 240,000 passengers in 24 hours. they have an extra 1300 people to help the athletes get around. despite the influx of people, no reports of lost luggage or gear. a woman snapped a wedding proposal taking place on the war memorial on the mall. and now the hunt it on for the people in the photograph.

shown to reduce the risk of hiv infection. it's a preventive measure for people at high risk of contracting hiv such as those who have sex with infected partners. delta is is trying to find out how needles got into turkey sandwiches served on flights from amsterdam to the u.s. they were found on a half dozen sandwiches in four flights yesterday. the sandwiches were prepared by a catering company in amsterdam. the company increased security for meal production and will use pre-packaged foods as the investigation continues. no smoking on campus will be the norm at the region's largest school. the university system of maryland will ban smoking next june. one limited area will be designated for smoking. officials will work to determine where that will be as well as the penalty for lighting up. students at penn state

university made a move to distance themselves from joe paterno. the student group that manages the tent city where students catch out to get tickets to football games will change their name from paternoville to nittaniville. the new nittaniville will donate a part of the proceeds to the center for the protection of children at the children's hospital in herbie pennsylvania. a water main broke and shut down streets in part of light streets at lombard street buckled after water gushed out of the main for hours. take public transportation or find an alternate route on tuesday. record food prices and higher gas costs could be weeks

easy days, you know, we've had those, for sure. another heat wave but not to rival the heat wave in july with four days in a row over 100 degrees. but we had two at 96 yesterday and today. the next two we're expecting temperatures to be even higher. so far, in fact this july, 5.8 degrees above average. making this the hotst july ever. 96, the high today. the temperatures right now, alexandria, virginia, 81 degrees right now. silver spring at 74, and 79 in chantilly, virginia. it's warm out there. and it's muggy out there. today we even had isolated showers and thundershowers. here's a look at the areas that did get rain. only a few hundredths of an inch

for the year. but gaithersburg, lees burg all getting rain today. what is left out there now just a few light showers in western maryland west of frost burg and in petersburg. we're dry for tomorrow. but the temperatures are the big story. they are going to rise quickly tomorrow. 79 to 82. we'll start out with a few clouds and humidity too. but i think that humidity starts to drop by the afternoon. 95 degrees is where i think we're going to be by noontime tomorrow. by 3:00, 99 to 100 degrees. a humidity start. we'll have a system coming through. the showers and storms staying west of the area tomorrow. but for wednesday higher humidity and temperatures topping out at 98, 99 degrees again. and cooling storms that will be coming into the area for wednesday and thursday of this week. but it's high heat really for

the next two days that we're going to have to deal with. tomorrow morning we're mostly clear and mild sunrise at 5:57. the sunsets are coming earlier and the sunrises later. for your afternoon we're sunny and hot. the heat index around 100. but right now we do not have a heat advisory issued for our area. i think that will change and one will be issued for wednesday. 94 to 100 degrees high temperature throughout our area tomorrow. here's a look at the four-day forecast. 99 tuesday, 98 for wednesday. wednesday and thursday of this week are the days we could see showers and some thunderstorms back in this area. thunderstorms with lightning, with the heavy rain and the wind. we drop to 87 on friday. it will be the best day out of the week. and the weekend right now is looking pretty nice. upper 80s to 90 degrees.

local companies lobbying to bring a high speed rail system to our area. according to the washington post one company is working with a japanese company to connect washington to new york. this rail system uses magnetic levitation technology to go at least 139 miles an hour. that's faster than amtrak's express that runs at 84 miles an hour. there was a solar flare this
