can see coming our way between 7:00 and 11:00 p.m. again tomorrow, we'll look at that seven-day forecast in a couple of minutes. pepco is on the hot seat montgomery county for how they fared during last month's powerful storm. tracy wilkins joins us, good afternoon. >> reporter: good afternoon, barbara. you can see by the yellow tape that this was a terrible area yesterday. we had tree limbs down and power lines as well. but you can take a look behind me and see now it's a few hanging limbs, they've done a good job much cleaning the area up and the folks have their pepco power back because this is a good example of what pepco can do when they don't have a large storm. in montgomery county the question was about pepco's response when there is a large storm. folks had lots to say. >> the lack of reliable electric power has become the number one quality of life issue in our

county. >> and with that, the montgomery county council began laying into pepco and questioning the utilities response to the 238,000 outages after june 29th's storm. >> the frequency and duration of power outages threatens our help and well fare and economy. >> tom graham and the maryland public service commission's chair, attended the hearing and responded to concerns. >> i completely understand the frustration of the customers who have been out of service. >> what i'm hearing from mr. graham, which makes me infuriated is that he's not listening to what everyone is telling him. >> emily of north bethesda lost power for days after the last storm. that's why she and many other concerned residents attended today's hearing. she said the leadership and president don't get it. >> he said yes it was a big storm, shouldn't be beating up on us, you can expect outages.

everybody understands that. >> what happens next depends on what we find. >> the maryland public service commission's chair says the commission must wait on an official report from pepco due at the end of july before they can say if the utility performed poorly or not. >> the review will be thorough and it will be expensive and it will be penetrating and there will be follow-up. >> for many, including montgomery county resident and state senator brian frosh, there's no need to wait for a report. >> you want to communicate effectively with pepco, don't give them a rate increase, we're not getting the service we deserve. >> reporter: today residents did not have an opportunity to speak out but they will get that opportunity at the hearing held back at the council on august 7th. there will be another hearing shortly after that in prince georges county as well. in addition to pepco getting an earful, the maryland public service commission did as well. coming up at 6:30, we'll let you

know what they had to say to them. news 4. this has become a familiar scene, a car wiped out by a fallen tree, on lee drive on fredericksburg, a large tree fell over crushing this mercedes parked. the driver had just gotten out of the car. she was pretty shaken up because she had just gotten out of her vehicle and standing a few feet in front of the car when the tree came down and crashed into it. more than two months after a medical technician was stabbed to death, tonight there is an arrest. news 4's pat collins joins us live in the district with this story that is developing. pat? >> an x-ray technician sees an argument in the street and he stops his car and gets out to see if everything is all right. that cost him his life. police put out this surveillance video of a suspect. this video led to some

information. that information led to more evidence and today an arrest in a high profile case of murder. 30-year-old jonathan dawkins charged in the stabbing death of duane brisbon, a 33-year-old x-ray technician at the med star washington hospital center. it appears that he was trying to be a good samaritan when he was killed. >> the information that we have received is that the suspect in the case was involved in a verbal altercation with another individual at which time the victim stopped his automobile and inquired as to the welfare of the other individual. and that prompted an argument, which ultimately led to a stabbing of the victim. sfwl duane edward brisbon had a promising medical career. he had just received a promotion and was out celebrating with

some friends at marvin's on that may day when this happened. they say brisbon was driving home along florida avenue when it happened. that's when he saw the suspect in an argument with another individual. that's when he stopped his car and got out to see if everything was all right. that's when they say the suspect stabbed brisbon in the neck. they say he tried to get in his car and drive to a hospital but that was not to be. brisbon collapsed in his car. the car crashed into a light pole. when medics first arrived at the scene, they thought it was some sort of automobile accident. but when they looked closer, they realized it was a case of murder. >> now, murder suspect jonathan dawkins knew police were hot on his trail and today, today he stopped running. today he turned himself in.

live in southwest, pat collins, news 4. let's look at this house fire in potomac in the 11,000 block of stanmore drive. firefighters found flames and smoke from the garage and second floor when they got there. in the petworth neighborhood, another fire did serious damage to the basement of a house on varnum street and northwest. the fire did not spread to the upper levels and everyone did manage to get out safely. investigators are trying to figure out what sparked this blaze. >> d.c. mayor vincent gray reacted to a new opinion poll that says more than half of the citizens of the district of columbia want him to resign. the mayor says the "washington post" poll mostly reflects the media focus on a federal probe into his 2010 campaign for mayor, not on the job he's doing. news 4's tom scheherwood joins

at 6:00. >> there's renewed debate over whether to allow some changes to the d.c. sky line. lifting high reheight restrictions that have kept every building under 130 feet and no dramatic height increase was on the table. city planners proposed incremental changes to allow rooftops to be used for office space or even restaurants. most rooftops are only used for mechanical purposes right now. trayvon's parents are reacting to george zimmerman's lengthy interview on fox news channel. zimmerman says no regrets about following martin the and the neighborhood watch volunteer says martin initiated the deadly confrontation and he also said what happened that night in february was part of god's plan. this morning martin's parents reacted to that. on an interview on the "today"

one of the questions i pose to them was the fact that all five of them went overseas two years each on a mormon mission and said did you ever consider serving your country in the military? their answers tonight. >> are they anxious to get on the campaign trail with their dad. >> most have been on the trail for quite a bit. a couple of weeks ago in wisconsin literally we saw one of the son's, craig's chasing to kids down the hallway at one of the hotels. the effort is to kind of round out the corners of sort of a square guy, at least how he's viewed by voters right now. ben is the blond one, the one that looks different than the others, he's a musician and now a radioologist, he's the one you don't see as much on the trail. the chance to listen to him speak and all of them speak is interesting. >> we look forward to your report.

out, that's going to be moving in with a lot of rain, maybe downpours and ponding between 9:00 and 11:00 p.m. we're stormy here as temperatures drop for tomorrow morning. 76 to 77 with probably still some lingering showers. not any storms for tomorrow morning. that same front, it's going to be sticking an for friday and into saturday morning. tomorrow we'll see more showers and storms fire and on saturday the rain will be ending and skies will be clearing and we're expecting a cooler day because we'll be on the north side of this boundary. it will be more comfortable for the weekend. your evening, turning stormy with heavy downpours likely. 79 to 84 degrees. again, window now between 9:00 and 11:00 p.m., but for the far western portions like shenandoah and culpepper, probably as early as 7:00 or 8:00 p.m. with the storms coming in. 73 to 78. >> we're wet for the morning.

when the victim, brisbon, stopped to help a person injured while arguing with dawkins, now let's fast forward to the weather. this is another afternoon we're focusing in on the radar. we have storms to the north. these will be passing, moving away from our area and we have storms to the west and they will not miss us, this huge line starts in pennsylvania and goes down to kentucky, driving eastward with heavy rain and lightning due to come into our area as that line makes it over the mountains between 9:00 and 11:00 p.m. now. >> a dangerous decision on a metro platform, it left a passenger stranded between the tracks. it also left a lot of other riders puzzled. richard jordan explains what led to a rescue. >> reporter: a metro rider ends up on the wrong side of the

tracks. metro security footage shows the woman waiting for the red line wednesday night then jumping on the tracks and reaching for her red bag sitting on ledge. but her next move could have taken her life. she steps on the third rail to get up too the lines separating each tracks. luckily a train didn't zip by. the video clearly shows there were a lot of people waiting on the platteform and it appears the woman didn't even realize what she was doing is dangerous. >> a witness writes on twitter, she seemed confused, lost, metro reacted quickly. she appeared to be fine after they pulled her off the tracks. metro says the woman is from france and is not familiar with the transit system. but still riders are scratching their heads over this one. >> i'm a tourist and i wouldn't do anything like that. so i don't know, attention getting maybe. >> reporter: metro says the move is no laughing matter.

after their 8-year-old adopted son fled their house early wednesday morning and arrived on the doorstep of this home several blocks away. he rang the doorbell. they were up late watching tv. >> i asked him, can i help you, son? >> he said, i'm lost. >> and i said, well, where did you come from? >> and he said, i don't know. >> police say a few hours later at 5:30 they got a call from amy sweeney to report her son missing. based on the conversations with the 8-year-old both parents were arrested accused of abusing their son over a long period of time. >> some injuries were new and in sold, the abuse is parentally occurs on a constant basis and was not isolated to this incident. >> neighbors say the family was renting the house and moved in about a year ago. even though there were six children living here, they rarely saw them or interacted with the family. the van in the driveway carries decals of the bill families and

the airport authority is revealing what the toll increases will be for the coming years. the toll for a driver using the main plaza and one on or off ramp would be $2.75 next year. $3.50 the following year and $4.50 in 2015. that money will be used to fund metro silver line. the whooping cough up demic is the worse in years.

the family of a texas woman is outraged by the way the tsa treated her during a trip. >> flight is not an issue for him, going through the tsa process, we knew what to expect. >> reporter: john and his wife melinda are pros when it comes to getting through security at the airport. it's a miracle consideringmy linda has to travel to the mayo clinic with a medically implanted 4-inch tube sticking out of her stomach.

>> they ask her what it is and they may pat it on the outside of the clothing and go on. >> this morning was different, john didn't go on mel linda's flight and john says agents went too far. >> when she was crying on the phone when she called me after going through the checkpoint, i knew something was wrong. they had physically stripped her and saw the tube coming out of her stomach and they decided they needed to check it for explosives to they had to physically handle the tube. >> not only did they touch the tube, they swabbed the tube for bomb making materials, possibly causing a medical issue. >> any time you put a harsh substance on it, they run the risk of concontamination, she ha weaken the immune system and it could be fatal. she had digital copties of a note explaining the medical condition. that didn't stop tsa agents from
