handly. >> jim and doreen are on assignment. we'll begin with the storm clean up. the damage was scattered around several neighborhoods but it did bring down plenty of trees and power lines. 10,000 people lost power because of the heat and rain. most have had their electricity restored now. >> for the second week in a row, people living in d.c.'s bloomingdale neighborhood are cleaning up flood damage. yesterday's storm caused sewers here to overflow sending water and debris into houses. d.c. water has said it's looking into temporary and long-term fixes to the flooding problems. >> we may not be out of the woods just yesterday because veronica is tracking another line of storms. >> the latest is we're currently not under a severe thunderstorm watch and don't have severe thunderstorm warnings right now but what we could see later on this evening is a little bit of isolated flash flooding. take a look at the radar, i'm

watching a cluster of storms making their way through baltimore county and packing lightning. looking at the reports on twitter, it's bringing low visibility around areas of i-95 into areas of harford and two more lines back to the west. one that's scattered right now around i-81 and a stronger line that will move eastward. it's the stronger line i'm worried about that could bring heavy rain to our area between 9:00 and 11:00 p.m. this evening stepping into areas like montgomery and d.c., localized flooding and we could see more poor visibility too with the flooding taking place, we'll have more coming up. the federal government wants to know why people couldn't get through to 911 after last month's derecho. they opened an inquiry to investigate the outages. the 911 systems are run by verizon that says they lost power during the storm. several backups also failed. some towns lost their 911 systems for 48 hours. the review is part of a broad

investigation of service providers from ohio to virginia. it will also investigate the loss of customer's telephone service. pepco also came into scrutiny today, the montgomery county council held a hearing on pepco's response that left millions in the dark. pepco wasn't the only one under fire, we'll have a full report on that part of the story tonight at 6:30. tonight d.c. police have a man in custody for the murder of a local extra technician. this happened while he was trying to be a good samaritan. pat collins is live in southwest d.c. with more on this. pat? >> reporter: murder suspect jonathan dawkins knew police were hot on his trail. today he stopped running. today he turned himself in. >> police put out this surveillance video of a suspect.

this video led to some information. that information led to more evidence and today an arrest in a high profile case of murder. 30-year-old jonathan dawkins charged in the stabbing death of duane edward brisbon. brisbon was a 33-year-old x-ray technician at the med star washington hospital center. and it appears that he was trying to be a good samaritan when he was killed. >> the information that we have received is that the suspect in the case was involved in a verbal altercation with another individual at which time the victim stopped his automobile and inquired as to the welfare of the other individual. and that prompted an argument which ultimately led to a stabbing of the victim. >> duane edward brisbon had a promising medical career. in fact, he had just received a promotion and was out

celebrating with some friends at marvin's on that may day when this happened. they say brisbon was driving home along florida avenue when it happened. that's when he saw the suspect in an argument with another individual. that's when he stopped his car and got out to see if everything was all right. that's when they say the suspect stabbed brisbon in the neck. they say he tried to get in his car and drive to a hospital but that was not to be. brisbon collapsed in his car. the car crashed into a light pole. when medics first arrived at the scene they thought it was some sort of automobile accident. but when they looked closer, they realized it was a case of murder. now, dawkins is scheduled to be officially charged in this case in court tomorrow. live in southwest, pat collins,

news 4. a burned out shell is out that's left after a garage fire in potomac maryland in the 11,000 block of stanmore drive. firefighters found flames of smoke coming from the garage and second floor. investigators are still trying to figure out the cause. vincent gray kept to a busy schedule today despite a "washington post" poll out saying 54% of d.c. residents want him to resign. the mayor blamed his low ranking on the intense media attention to the federal probe of his 2010 may oral campaign. tom sherwood has the latest. >> reporter: he slipped in the back door to attend a conference on aids avoiding reporters camped out front. >> why did you feel the need to walk in the back door rather than walking in the front door with everyone else? >> it was a convenient way to get in, tom. >> reporter: the new post polled shows 54% want mayor gray to resign.

37% say no, he shouldn't. asked if gray were honest or trust worthy, only 22% said yes an overwhelming 61% said no. what about the dismal poll numbers reporters ask in the wake of felony convictions, the mayor said a similar thing his attorney said in a statement earlier. >> to me i guess it is obviously colored by all of this stuff associated with the campaign. i haven't been charged of anything, convicted of anything. i think i would urge people to strongly ask them to allow this whole process to play out. this has been going on for a long time. if you were charged with something at that point would you resign? >> that's a hypothetical. let's not deal in hypotheticals. >> the mayor tried to talk about the accomplishments of his administration on aids and public safety and other matters but reporters pursued him down a back hallway asking questions. >> how do i reverse the poll

numbers? let's see. i think you continue to do the job and hopefully the investigation will be concluded and we'll move on. >> the post poll showed 29% approve of how gray handles his job now while 59% disapprove. business leaders say they are focused on keeping the city going whatever happens in the gray scandal. >> he has a good team in place and our goal is to make sure there's stability in the district of columbia. chips fall where they may. >> the mayor's lawyer said people are not focusing on the good things gray is doing as mayor. bob bennett sen the u.s. attorney's office, can't say anything about the campaign anyway, it was proven or shown in court last week and people want to know, did the mayor have any role in it. >> aside from the back door entrance which you called him on, he is pausing to take questions. >> he joked a little bit about that. look, i came in this way but i'm

it's happened for a third time, today at the united nations russia and china vetoing another resolution on syria. this would have imposed tougher sanctions on the rsyrian president assad. this comes on the fifth day of heavy fighting. yesterday a rebel attack in damascus killed several of the regime's senior defense officials. president assad is believed to have fled the capital. the swedish man who carried out the deadly suicide attack outside an airport may have spent time at guantanamo bay. a bus full of israeli tourists exploded. bulgarian officials says the footage shows the suspect walking in and out of the terminal shortly before the blast. he reportedly had a fake michigan driver's license when he carried out the deadly suicide attack yesterday. nbc news has learned someone with the same name spent two

years at guantanamo bay and he would be one of 50 former detainees who resumed their terror activities after they were released. there are some conflicting results on the state of the district's aids prevention efforts. that's according to the "washington post" today. d.c. appleseed says the information from the health department shows increases in the hiv transmission rate, which is the number of new hiv cases. there has also been an uptick in the promotion of new cases that were hiv cases in the previous 12 months. d.c. health officials say there was a drop in the total of new aids and hi vi ixiv cases among signs of progress. 2.7% of d.c. residents older than 12 were living with aids or hiv, that's among the highest for any u.s. city. as blood donations continue to decline, some are urging the federal government to get involved. groups like the red cross, the nation's largest single supplier of blood and blood products are

asking to lift the ban on gay men from donating blood. >> reporter: is it a policy whose time has passed? >> i assume all of the appropriate testing would be done and their blood is no different from anybody else's why not. >> we're supposed to be equal. regardless of our sex orientation and race. >> it is a lifetime ban, called a deferral. but the red cross, which is obligated to follow fda guidelines has expressed a need for change. saying we believe that current lifetime deferral for men who have had sex with other men is unwarranted and donor deferral criteria should be modified for criteria for other groups for sexual transmission. >> it was instituted a number of years ago when hiv infections were greatest among gay men and not really disproportionately

affecting any other groups. and now, hiv, we all know i am packs everybody. >> the fda current policy bans any man who have said sex with other men since 1977, the beginning of the aids epidemic from donating blood. the fda says its policy is based on quote, well documented observations of a much higher pref lance and newly acquired infection among men who have had sex with men than in the general population. but today blood can in most instances be screened for hiv within days of infection. >> given the advances we've made and the integrity of most medical practices, i think it's fine. >> the fda is considering a pilot study on alternative deferral criteria that would permit blood and plasma donations by men who have had sex with other men but no decision has been made. many in the gay community say it

inconstitutionalizes social stigma. >> that gay men cannot have sex, that is without risk when in fact no one can have sex that's without risk and we all have to be responsible for our health. >> the red cross declined to comment about the issue on camera. we're going to switch over to weather. we have some storms coming through. we could definitely use the rain but don't need any more trees falling down or outages. >> i don't think we're going to have a lot of wind with the storms later because most will be later but we're going to have a lot of heavy rain and we still could have lightning with those that come in. for folks who have been outside earlier today and went outside maybe a couple of minutes ago, probably noticed the cloudtops from gone to being like this to like this. they are starting to build more and more. and once they release themselves we get a lot of rain. a lot of that moisture that's been in the area today. the humidity once again.

exactly, pent up moisture, our atmosphere lately. today is the last day of our heat wave. isn't that nice? temperature this morning, 95 degrees, the high today, that hot air retreating but it's still going to be stormy, stormy for your evening hours, stormy for tomorrow. here's a look at those clouds across the area, 94 the temperature now. we're seeing the dew point temperature come down and humidity drop. southeast wind at 7 miles per hour, when these storms come through, it will feel a little better briefly. take a look at storm 4 radar, we have storms around baltimore, i-83, moving up i-95 too and they have been slow moving. it's really been pouring now north of baltimore and i-83. i'm seeing a few storms, more starting to fire. it's late, usually we get them firing early. south of fredericksburg, these

moving east. we have a storm around front royal, just west that will be moving in and a stronger line, it's starting to show signs as it heads over the mountains but still it has the potential to bring the mod ral and heavy rain to our area between 9:00 and 11:00 p.m. we're stormy here and temperatures cool down to 81 degrees by 11:00 p.m. and may even cool even more. but then they'll start rising by tomorrow morning. scattered light showers for tomorrow morning, 76 to 77 with the humidity. here's what's allowing us to see those storms each day, this weather front, it's kind of sitting here folks. it's north and east of our area but as we make our way through friday and especially saturday, it's going to start moving down to the south and west. as it does for saturday at least, we're going to clear out more and more. we're going to be on this side of the storm on the north side. that's the dry side. that's the cooler side where low humidity will be. so chance for maybe an afternoon

storm across far areas of southern maryland and around the northern neck and if you're going to be southbound towards the carolinas on saturday. for tonight and for tomorrow morning, slight risk of severe weather over the area again, lightning downpours the big threat here for the early part of the night. for tomorrow we still could see high winds and maybe hail for the afternoon. 79 to 84 degrees. the downpowers will be scattered, not everyone gets the heavy wet weather. tomorrow afternoon, 73 to 78 degrees, still plenty sticky and uncomfortable to start the day but we stay out of the 90s tomorrow. 82 the cool spot to 88 for a high temperature. here's the four-day forecast, the rain ending saturday morning, 81 the high. can't think of the last time we had a high of 81 degrees. >> that looks good. >> it will feel nice too. >> sweater weather. >> 85 for a high on sunday and 92 with heat coming our way for monday.

a dangerous decision on a metro platform left a passenger stranded between the tracks. >> that woman had to be rescued from a precarious situation which transit officials said

could have been deadly. >> reporter: the announcement came too late for a woman already stuck in between the tracks wednesday night at metro center. the rider waiting for the red line but security cameras catch her attempting to cross to the other side by jumping on the tracks and stepping on the third rail to get up on the lights separating both tracks. metro says the nearest train was half a mile away. it's a close call you've got to see to believe. >> no, oh, no, tell that to someone else. how old is she? >> reporter: the video clearly shows there were a lot of people waiting on the platform and many say it appeared the woman didn't real what she was doing is dangerous. a witness writes on twitter, she seemed confused and lost. metro reacted quickly and she appeared to be fine after they pulled her off the tracks. metro says the woman is from france and is not familiar with the transit system. but still riders are scratching their heads over this one. >> you made it to the other

side. >> i'm a tourist, i wouldn't do anything like that. so i don't know, attention getting maybe. >> reporter: metro says the move is no laughing matter. the agency says if anyone happens to fall or drop something off the platform they should call the station manager for help but don't jump in. >> i'll never try that. and you don't either, okay? >> at metro center, richard jordan, news 4. >> a man is charged tonight in the stabbing death of a local extra tech who police say was trying to be a good samaritan. it happened here along florida avenue back in may. police tell us jonathan dawkins stabbed duane brisbon when he tried to check on someone he had seen in the argument. the man in the sesame street t-shirt is charged with trying to grab a girl off the streets in philadelphia. the little girl fought off the attack. her 2-year-old brother started screaming, police released surveillance video of the crime

and within hours the suspect turned himself in telling investigators that once that tape came out he felt he could not walk, talk or breathe on the city streets. an 8-year-old boy rings the doorbell at the stranger's house yesterday and he's covered in bruises. tonight his parents are under arrest and charged with child abuse, here's the report from bris toe virginia. >> reporter: amy sweeney and matthew sweeney, parents of six, are charged with child abuse. their arrest came after their 8-year-old adomted son fled their house early wednesday morning and arrived on the doorstep of this home several blocks away. he rang the doorbell. ron cramer and his wife were up late watching tv. i asked you, can i help you son? and he said, i'm lost. and i said, well, where did you come from? and he said, i don't know. >> the cramers called police and along with officers soon noticed the deep dark bruises all over the boy's body.

police say a few hours later they got a call from amy sweeney to report her son missing. based on the conversations with the 8-year-old, both parents were arrested accused of abusing their son over a long period of time. >> the injuries, some were new, some were old. the abuse is parentally occurs on a constant basis. and was not isolated to this incident. >> reporter: at the sweeney home, decals on the van tell part of the story showing six children. their devotion to a pro-life point of view and revealing what neighbors confirm, amy home schools the children. he was active duty in the navy. they moved in a year ago and rarely interacted with others, some never knew there was an 8-year-old in the house. >> hardly see him out to play. >> it's frightening what can go underneath our nose and we don't know it. don't have a clue. and it's terrible. >> now that word has spread, neighbors have learn ltd the

battered boy was adopted from russia and had a glass eye. ron cramer is happy he could be there to answer his door. >> we're all so very aghast at the thought of somebody treating a child like that. he was an adorable young man and we really liked him and wish him well. >> the 8-year-old is now in custody of child protective services and say the other younger kids in the household are at least for now in outside care. in bristow, virginia, news 4. there's a new push to allow a tax on people who work in the district but live in maryland or virginia. a house republican, darrel issa noted d.c. is the only place not allowed to impose a commuter tax and he's requested a hearing. issa isn't necessarily endorsing a commuter tax but says it's a bad idea to give workers an incentive to commute into d.c.

but live elsewhere. pepco has gotten gear over the outages after the storms. pepco wasn't the only group to come under fire. tracy wilkins reports. >> we ask the psc to defend us, to protect us, the customer, consumer, i believe they have fallen down on the jobs for years. >> reporter: what started as a tough hearing for pepco turned into a rougher one for the maryland public service commission. >> if you don't turn them around, then and i speak to all of the commissioners, the governor needs to replace you with people who will. that's what we deserve. >> during a special montgomery county council hearing focused on pepco's response after june 29th's storm, hans reamer blamed pepco for poor restoration times and service and blamed the maryland public service

commission for even poorer overdg sight. >> we need commissioners to insist on a complete corporate overhaul at pepco and approach this with the level of crisis that we are experiencing. >> reporter: montgomery county resident and state senator also blamed the psc for being lax in its penalties for pepco's mistakes. >> i think that message that the public service commission sent them with the million dollar fine is not a sufficient message. >> the psc's chair says while the commission may have been slow in its work to effect irvegly oversea pepco, they have the systems in place to do it properly now. >> we have done in the time since 2010, we have built that infrastructure as it were. and we are now at a time and in a position to follow through with that. and that's what we plan to do. >> today the public did not have an opportunity to tell pepco how they felt. but come august 7th, folks will have a chance to do just that
