the woman who was supposed to take care of baby knee maya has been charged with the child's murder. the sur viraler of the colorado theater shooting says she was pulled from the mouth of hell by a familiar face. there were red ribness and arrests outside the white house tonight. good evening, everyone, i'm doreen again thes letter. >> i'm jim vance. we begin tonight with severe weather, the same system producing storms in our area hit chicago earlier today. heavy rains and wind blew trees into homes there knocked out power to nearly 200,000 people. that rain caused some flooding, winds, they say, topped 60 miles an hour at some times. nobody was seriously injured. emergency crews also busy cleaning up in central new york state after severe weather hit there as well. the wind and heavy rain are blamed for power outages. wind ripped one house offs

foundation. the new owners were supposed to move in next month. d.c. area under a severe thunderstorm watches. chief meteorologist kammerer has which neighborhoods are getting hit knew. >> current temperature 88, heat index 926789 winds out of the west, 14 miles an hour. the radar, storm four radar, one thing i want you to notice here, these strong storms moving to the south from pennsylvania earlier, frederick county, montgomery county, both under severe thunderstorm warnings today dropped these warnings, these storms are beginning to die out now. take a look at the storms down to the south. these are the storms we are watching now, moving in toward spotsylvania county, madison, greene county, watch this area south and west of fredericksburg, the storms the strongest right now. we will continue to update you on where the storms are going

and what comes next? following a breaking story in arlington virginia, two bodies found in the share ling ton section. relatives found those bodies this afternoon. erika gonzalez is on the scene now with more on this story. erika? >> hey, jim, initially, police told us this started off about 2:45, 3:00 this afternoon as two suspicious deaths and they are telling us they are now investigating this as a murder/suicide. now, all was quiet here until a couple minutes ago we saw a tow truck come into the parking lot on the 4500 block of 31st street south. tow truck comes in, pulls away a gray toyota corolla and a police officer put something in a brown paper bag band put that in his patrol car. now, detectives on the scene are not telling us much. neighbors are not even tell us that they heard any type of

gunshots or any type of yelling. what we do know is that police are investigating on the third level of these apartments behind us. neighbors said that this is a really quiet neighborhood. they have yet to hear anything. what we do know about the two individuals is it is a man it is a woman. this confirmed by arlington police. 30-year-old hispanics, not sure of the type of relationship that was there. but again, a relative of the two hispanics walked in about 2:45, called police saying that they -- that she had found both relatives deceased. the 4500 block. the last time they had a homicide in arlington county was two and a half years ago and now two bodies found in these apartments. live in arlington county, erika gonzalez, news4. the families of those killed in the colorado theater shooting are planning funerals as they try to deal with the tragedy. the first service will be on friday. warner brothers, the studio

behind the batman movie you has made a substantial donation too charity supporting the victims. jay gray joins us from aurora, colorado, where more stories of bravery and survival are emerging. jay? >> reporter: hey there doreen. you are absolutely right. the stories are doing something this community necessary desperately needs a chain link fence went up around the theater today, behind that fence and inside the theater, we know that evidence teams very been there also at the suspect's apartment, looking for any flew clues they might be able to find as police continue to focus on their case and this community continues to search for some kind of comfort. police and federal agents are back at the theater and suspect's apartment now, as investigators continue to uncover evidence. this shattered community is finding strength in the stories of heroes like stephanie davies. >> ali told stephanie she needed to run. stephanie refused to go. >> reporter: president obama first introduced us to stephanie

and ali young after a sunday hospital visit, two young women who have come to define the phrase, best friends for life, with the emphasis on life. >> we are laying there, literally in the mouth of hell, there's smoke. there's explosions. there's blood. there's death. >> reporter: when the bullets started flying that night, ali hit the floor first, it wasn't to hide. she had been hit. >> i just remember opening my eyes, i'm on the ground. blood everywhere, and i hear her saying, ali get up. get up. >> reporter: a bullet pierced her neck, she struggled to breathe. >> she puts her fingers over my artery, carotid artery, write got shot. >> i was like stay down, stay >> reporter: -- stay down, stay down. he was walking on the right side, up and down the aisle shooting people. >> reporter: when the shooting stopped, stephanie helped carry her friend to waiting ambulance.

at the hospital, one of the first people she saw was ali's dad. >> he says, you know, ali can't talk because she's got breathing tubes down her throat. but they gave her a board to write on and the first thing that she wrote on that board was where's my steph? and i just lost it. >> reporter: a simple message that let her know she hadn't lost her best friend. now, look, there are makeshift memorials around the city and growing around the clock. i can testimoll you at all hour the day and night, people are drawn to these memorials to honor the victims of these attack, every one of the stories, is stories of the survivors what are is keeping constituent going now. the latest from aurora, colorado, jay gray, news4. one of the survivors of that shooting was scheduled to attend the university of maryland in the fall. 22-year-old pedro anderson was hit by four shotgun pellets.

friends and family have launched a website to raise money for her medical bills. those funds will also help her mother who is fighting cancer. >> my sister's hospitals bills, on top of that are make the financial rate lookthe p -- rea look pretty daunting that is where we are reaching out to you, those who asked what you can do to help. >> many don't know if that will affect her plans to attend maryland. hoping to get a graduate degree in music. someone murdered an 11-month-old baby in fairfax county, virginia, it happened nine months ago. now the woman who was taking care of the baby at the time is charged with murder. pat collins is in vienna, virginia with more on how this tragedy unfolded. pat? >> reporter: dore reerngs the crime, murder. the victim, an 11-month-old boy.

the suspect, his babysitter >>. what happened on this vienna, virginia, street has rocked the neighborhood. >> it's terrible. i mean, very hard to understand. i had four kids. i can't understand why somebody would treat a child like that. >> reporter: 20-year-old carol lutski, charged in the murder of knee maya williams, an 11-month-old baby boy, left in her care. cause of death, blunt force trauma. this case goes way back late october and this house on lakewood drive. it was here that lutski cared for that little boy. now, this was suspicious from the start. on the day that it happened, police say the boy became unresponsive. instead of calling 911, she took

the little boy to his biological mother in reston. after that, he was taken to an emergency medical center there, then flown to children's hospital in washington, where later, he was pronounced dead. using special protective gear, police spent some time searching the house, looking for clues. this investigation went on for nine months. there was a grand jury involved. lutski arrested and charged yesterday with child abuse and murder. you can imagine what this has done to the williams family. when this happened, i remember talking by phone to a relative of the little boy. >> it just feels like a nightmare. it feels like a bad dream i'm waiting too wake up from. he was a playful little kid. you know, very sweet young baby.

>> reporter: why did this investigation take so long? >> the investigation required resources from inside and outside the department. so, it made the investigation more complex, took a little bit longer. >> reporter: murder suspect carol lutski in jail tonight, held without bond. live in vienna, i'm pat collins, news4. >> thanks, pat. it is unclear who is to blame or what is to blame after a train hit an suv in hyattsville, maryland. one man saw the crash and he ran to help. >> train hit her. her car flipped over there. she wasn't moving fine but she was talking okay. so that's good sign. >> the woman dropped off her

three children at day care before the crash. we are told her injuries are serious but she will recover. police have investigating road construction in that area to determine if that played a role in the accident. more than a dozen aids rights activists were arrested this afternoon in front of the white house. they were among the thousands taking part in an aids march across the city today. they clashed with police when they tried to tie money, pill bolt p.m.s and red ribbons to the white house fence. before heading to the white house you can the march started near the convention center. it made its way down k street and down pennsylvania avenue. the march coincides with the international aids conference that is under way in the district this week. the presidential campaigns now, there's a new nbc news/"wall street journal" poll that shows how voters view barack obama and mitt romney. jennifer johnson has our report. >> reporter: on the move and on the attack, mitt romney blasted president barack obama on defense cuts in a speech before

government troops and rebels continued through most of that country today it appears in rebels have been driven from damascus in syria's largest city. amateur video posted online today appears to show a military helicopter firing on targets near damascus. secretary of state hillary clinton said today it is not too late for syrian president bashar al assad to step down. he has shown no indication he is willing to do that. even after some of his top generals had defected or been killed. police may not interfere with anyone taking a picture or video of an officer in the h

performance his or her duties. that is the result of a lawsuit filed by the american civil liberties union a man was held two years ago for taking pictures of officers during a traffic stop. darcy spencer has our report. >> reporter: d.c. police have a new policy that makes it clear that there is a new right. >> you have a right to take pictures, including police doing their job. >> reporter: the new policy was the result of a will you suit filed by the american civil lints union on behalf of jerome vorhees, detained by d.c. officers for half an hour while snapping pictures of police during a traffic stop that did not involve him in georgetown two years ago. >> i love it. i love it. it is so hard to get things changed in this city. so i'm happen i was part of the process getting them to change their procedures.

>> reporter: officers cannot do what vorhees says was done to him, could not demand to know why a citizen is taking photos, demand to see the i.d., detain the person or tell them to stop. according to the policy, if you take a picture that police believe might be pertinent to their investigation, they need to first try to figure out a way to get that picture from you voluntarily. one option in the rules is to have the owner of the photos or video e-mail them to police. >> i hope that people will be cooperative with the police in a situation like that, and that the officer will say can you just e-mail these photos to my e-mail address and people would be willing to do that. >> reporter: a duck police statement said in part - >> if they are trying to control what pictures are out there i think the only advantage of that is protecting the rights of the

criminals. and i don't think that's our highest priority. >> reporter: darcy spencer, news4. >> the policy also holds that if the police seize someone's cam rasch rah or cell phone, police have to get a search warrant before they can view those images. new video shows the power of flash flooding as water begins to overflow the banks of a creek near tucson. >> didn't you go on a motorcycle trip? >> i was trying to watch video. it was dramatic video. >> all right. so anyway, doug, thanks a lot. what's new with our weather?

>> he started it. >> yeah. >> weather out there today, not all that bad. the cloud cover, just like yesterday, the cloud cover today helped us to stay a little bit cooler than we could have been. really helped us to suppress the thunderstorms making their way across the area. once again, good news there followed by that cloud cover we saw earlier this afternoon. thought right now, still seeing clouds across the area but also some sunshine across the region. we still managed to hit a high of 93 today. record today, 101 nowhere close to that but that record set two years ago, setback in the summer of 2010. that was the hottest sum other of a all time until last summer and now this summer looks like it is getting close. we will have to see how close we get. 88, current temperature, winds out of the west 14 miles an hour. humidity above 50%.

so, still very muggy. that is the way it is going to be for the rest of the evening. take a look at the numbers. only 79 in frederick after some rain moved through the frederick area but 90 down toward packs river, 90 toward the cambridge area. heat index, not a big factor everywhere, 92 in the district, look at came bridge, maryland, 105 there. these are the kind of numbers i expect to see during the day on thursday. but tomorrow, looking good. frederick county, montgomery county earlier, they are almost completely gone now, a little bit of a shower here in central portion of prince georges county that is were it. these were the storms we are watching now you can not really any lightning with these, around culpepper, fredericksburg, maybe a couple of rumbles of thunder, the strongest -- the strongest storms right now around

culpepper and in toward spotsylvania county. again, not a whole lot of severe weather here, no warnings associated with this. and one other thing you notice as we widen out here the severe thunderstorm watch, no longer in affect for extreme northern virginia, the panhandle of west virginia and most of maryland knew out of that severe thunderstorm watch. so some good news there things are starting to calm down. not only are they going to calm down as the hot weather brought in those storms but things are going to get beautiful, by tomorrow morning, going to walk outside to a completely different atmosphere. wither going to see low humidity, cooler temperatures, some going to be nice. plenty of sunshine. can that last a little while, doug? my answer is no the heat moves back in, not just the heat but potential record-breaking heat. we could get close to the record in d.c. the record shy 103. right now, i got us going to about 101 with the heat index, about 105 to 110. thursday looking like a very hot day but it is going to be short lived. we have another front to the north that will break that heat as we head to the weekend.

this evening, scattered storms, some severe down to the south. but again this threat is diminishing now temperature's 84 to 89. tomorrow morning, not bad at all. as a matter of fact, tomorrow morning will be a great start. 60 in the suburbs to about 70 in the city. nice and comfortable. tomorrow afternoon, mostly sunny, nice and warm, low humidity, 86 to 90 degrees, then that roller coaster ride heats back up to 101 during the day on thursday. if you are thinking about heading down toward the beach, great place to got next couple of days, 94 on thursday, 92 on friday. here is the next couple of days. that 101, then 97 on friday you 91 on saturday and then looks like temperatures get back to around average as we head into the start of next week. so really only two real hot days there, thursday and friday. >> and tomorrow is a good day to get outside if you can. >> if you can. for sure. >> thank you, doug. >> thanks, doug. coming up in our broadcast, the bizarre accident that caused quite a scene in the district today. solving a potential child care crisis. hundreds of people showed up for a special meeting last night on proposed changes to the county's child care regulations. a new state rule allows home day care owners to watch up to 12 children at a time, but the county rule would allow a maximum of seven kids without a costly special permit. that puts hundreds of day cares in jeopardy. supervisor is now representing the county board increase the number of kids allowed in a single home day care center to reduce the strain on both parents and business owners. prince georges county executive baker says he is planning to be more involved in that county's school system. baker tells news4 he formed a commission to help advise him on education policies. this comes after the school superintendent, william height, announced his departure last month. height is credited with improving test scores and providing expanded options, such as charter and specialty

meteorologist kammerer. looking at what is turning out to be a nice evening, a little bit on the muggy side a little bit on the warm side, too but you can see some sun shining on the monuments out there across the area. right now, still 88 degrees though, we move through the 6:00 hour, heat index at 92 degrees. take a look at the numbers today, high temperatures held down just a little bit by the cloud cover, 88 in leesburg, 88 in gaithersburg, 92 in washington. but this is where the sun was shining. fredericksburg, 95. 98 down there toward pax river. that's where the sun was shining that's why we saw temperatures so warm, a little bit more sunshine today. everybody would have been to the 90s but the clouds is a couple of things for us, just like they did yesterday, they kept the temperatures down and they kept that severe weather threat down today. s spotsylvania seeing rain. if you are driving i-95 south,
