derrick ward spoke with the man. >> this started as a call about a fight. what happened has mushroomed into a multi-million dollar civil lawsuit and a city police officer caught on tape. the incident caught on cell phone video shows 27-year-old diante williams being struck three times as he's led away in handcuffs following an incident sunday morning at the laurel station bar and grills. >> put the hand cuffs on me. as we were walking toward the car i don't know exactly what was said to the officer, what he said to me or anything. all i know is i was just getting hit. it was excruciating pain going through my head. >> reporter: today outside court, williams wears bandages as he's joined by his attorney who filed a $3 million civil

suit against laurel and the officer seen striking williams in the video. $3 million is just shy of half of the budget for fiscal 2011. >> there is no reason in the world when a person is in handcuffs for you to hit them repeatedly. out's on tape. we have no confidence in the city to find their officer violated my client's rights. >> reporter: the suit alleges assault, battery and civil rights violations. the officer is identified as private first class jay chavez chavaria. a representative of the city police department says the command structure was made aware of the incident sunday. >> the shift supervisor alerted the laurel police chief and an internal investigation was opened immediately. >> emotionally distressed like. it's been hard to sleep. i wake up with, you know, cold sweats. >> reporter: williams and the other man involved in the incident that brought police to

the laurel station bar and grill were both arrestarrested. williams was charged in connection with that incident. he was charged with failing to obey a police officer. his attorney said he's troubled that the officer that wrote up the charges is the one accused of striking his client. back to you. >> a man is charged with more than 50 counts of prostitution and human trafficking. police arrested 27-year-old freddy leguisimamo. he was picking up women in prince georges county and driving them to homes in the annapolis area to work as a prostitute. he'd make as many as 20 deliveries a day, five days a week. a couple teenagers snatching ipads on the national mall learned their lesson after a dramatic takedown. richard jordan tells us how it all unfolded. richard? >> it happened fast. a lot of people are often carrying around the ipad because

they are used to take pictures. police say they are a popular target for thieves. according to the cops this group of guys tried to get one of these today and ended up with with their faces pushed into the ground. these teens and an adult male handcuffed, put under arrest after police say the group attempted a rip-off and take-off. the boys stopped in their tracks at 7th and pennsylvania northwest. that's three blocks from where police say two out of towners had their ipads snatched right out of their hands. police say the men distracted their victims before making their move. >> running from this way. a guy ran right here. >> reporter: quinn pitman says the officers got the upper hand fast. he saw police catch the teens and drop them to the ground and then police pulled out weapons. >> kind of scary when they're pulling pistols out though. >> reporter: the suspects separated and put in the back of squad cars. >> a little young kid was part of it, too. >> reporter: the youngest wasn't

cuffed but the boy was questioned by police and taken away. the ipad they allegedly tried to steal, ditched in bushes nearby. the latest snatched tablet picked up and processed by crime scene investigators. but police say tablet thefts are on the rise. >> i think ipad, iphone thefts have been a problem throughout the i city. not particularly the mall. >> i guess this has been going around in this area. >> reporter: the adult suspect and the three juveniles are now in police custody. the charges against them are pending. police say they still don't know when they will be able to return the ipad to the tourists. reporting live at the national mall, richard jordan, news 4. >> a d.c. police officer filed a $12 million lawsuit in connection with the charlie sheen escort controversy. captain burton filed a whistle blower suit against the police department. he says police chief kathy leneer demoted him to captain after he publically contradicted

her last year. the incident began a in april of 2011 when sheen tweeted about getting a high speed police escort to a show saying he broke department protocol. burton told the d.c. city council that police escorts for celebrities were common practice. he was demoted a month later. she says the demotion was not connected to his testimony. >> another hot, humid afternoon. we have storms later in the week. let's check the latest with doug. >> we have seen areas of heavier showers today. some of you drove in to work with heavier showers, especially in montgomery county and northern virginia saw the rain. most of the rain down to the south, but still isolated shower activity including one shower right now in through prince william county right around menasis to the right. you are seeing rain along 66. we're going to continue to watch for showers throughout the rest of the evening. once again it is hot out there.

88 degrees with a dew point of 67. winds from the south at 12. we have 91 again today. 90 in winchester. now culpepper at 90 degrees. fredricksburg at 77. they have seen rain, too. we'll talk about our rain chances and the threat of severe weather. the threat increasing by the day. >> he's accused of sexually assaulting a young girl at a playground. now police reveal the video clue that links him to the abductions of two girls. news 4's pat law son joins us with more on the story. >> reporter: it's a chilling story. the images are disturbing. the good news tonight is that the suspect is no longer a threat to children in one community. this is surveillance video of a child abduction. the suspect at the bottom right of the screen is seen walking out of the value village thrift store on university boulevard with an 8-year-old girl the

evening of july 9. tonight, 25-year-old charles emofa is charged in the case and a similar incident involving a 6-year-old girl at the same store monday afternoon. he reportedly lured her out of the store by being nice and offering her a toy. >> police say the suspect brought the child to a nearby park and assaulted her here. meanwhile the girl's father reported her missing to the store security guard. he got a description and searched the neighborhood. he spotted the suspect with the child here. >> she seemed very desperate. the only thing coming out of her mouth was, i want my daddy, i want my daddy. >> reporter: a police officer working a security job said the suspect offered no resistance. >> the girl was running toward him. he started crying and got down on his knees, hugged the girl. >> reporter: police say in the july 9 incident the suspect lured the 8-year-old out of the store and to a vacant house nearby where he attempted to

assault her. she got away and ran back to the store where her parents were reporting her missing. >> it's scary, you know. >> reporter: today, parents who use the west park play ground located in louis dale were relieved of the arrest but disturbed. >> it's more shocking to know someone is here than it is to know it is a relief that the police caught him. the child was assaulted. >> reporter: he confessed to both assaults and faces multiple charges including kidnapping of a minor, first and second degree sex offenses and assault. he's in jail being held without bond. >> thanks, pat. a fairfax man is behind bars charged with murdering his roommate. police arrested jose castro this morning, a day after the victim, 38-year-old oscar rivera was found stabbed to death in the apartment on barracks street in the merrifield area. police believe they were arguing just moments before the victim was killed. >> now to presidential politics.

both candidates campaigned in battleground states. mitt romney was in iowa, president obama in colorado. romney continued to attack economic policies while the president embraced a term republicans have tried to use against him. >> the affordable care act, also known as obamacare. [ cheers and applause ] >> i actually like the name. because i do care. >> what's happening in washington is you have a president and bureaucrats around him who have never worked in small business, who never worked in the private sector, who don't understand what it's like to have these burdens come from washington day in, day out. >> reporter: new polls suggest the president trailing mitt romney by five points in colorado, but leading in the swing states of virginia and wisconsin. >> in the district today mayor gray helped re-open a rebuilt play ground in the city. but grateful neighbors were quick to point out an abandoned library next door they say being

used as a drug den, discouraging children from using the new play ground. tom sherwood has the story. >> it's any mayor's life. get one good thing done and then there is something else. children were bounding all around a uh newly rebuilt play ground in near northwest washington just off north capital next to dunbar high school. for major vincent gray it was an opportunity to praise renewal in a neighborhood he once called his own. >> just on a personal note, this is really like coming home for me. i went to high school across the street. >> reporter: while the mayor and neighbors praised the play ground others say the abandoned building is more than an eyesore. >> guys go there and do everything they can do if they are homeless, on drugs, you can go there and see that nightly.

this is not just an occasional occurrence. >> they are smoking pot, drinking. it keeps the kids away from the park. so it can squander this big investment the city made. >> smells like a bathroom here. >> yeah. >> reporter: the neighbors showed the space saying police come but not enough to get rid of the squatters and drug dealing. >> here is a nice bottle of rubbing alcohol. these guys sit here. >> reporter: informed of the nuisance mayor gray said he wouldn't let it stay that way. >> we don't want anything we have done here to be detracted from by virtue of an eyesore or a nuisance that's adjacent to this. >> the neighbors said they would be watching the old library space tonight to see what happens. wendy? >> thanks, tom. >> police say the man who killed six people inside a wisconsin sikh temple died from a self-inflicted gunshot wound. the fbi confirms wade michael page shot himself after a police officer shot him in the stomach.

today officials credited the officer with stopping page. >> the second responding officer who shot page in the stomach thereby neutralizing the threat. and, by the way, i have seen the video. it is an amazing shot. thank goodness. >> the officer who shot page was injured but police say he's recovering. detectives arrested page's ex-girlfriend on an unrelated weapons violation charge. they don't believe she or anyone else was involved in the attack but still have not determined a motive. >> it was a false alarm in new york city when a caller saw smoke and feared there was a fire at one world trade center in manhattan. the building that's under construction replacing the twin towers destroyed in the september 11th attacks. investigators found smoke was coming from the 88th floor but it was coming from welding equipment in operation. the building is now the tallest skyscraper in the big apple.

on the west coast residents felt a jolt last night and again today. an earthquake shook the area near norba linda near los angeles. it was followed by after shocks including a 4.1 this morning. so far, no reports of damage or injuries. >> it was a miserable morning commute for almost anyone on the capital beltway in maryland. the morning was filled with accidents, all along the inner and outer loops. that brought most of the beltway to a crawl for the morning. at one point there was, get this, a 16-mile backup. now to london and another spirited day at the 2012 olympic games. beach volleyball stirred up a lot of interest in these games. >> today, without spoiling anything we can tell you the u.s. is guaranteed to get a gold medal in the women's final. phil rogers joins us. he's live in london with a look at highs and lows. hi, phil. >> hi, wendy. as you watch the game tonight

78 in fredricksburg. a lot of cloud cover in the area. they have stayed much cooler there. there are a few showers including this one south into portions of culpepper county to the west of fredricksburg here. numerous around richmond. for us, maybe one little shower right here along 66, just to the west of vanasis. any showers that develop because of the warm, sticky atmosphere will have the potential to produce locally heavy downs. that's it. i don't expect many out of this. look at the boundary. i-95 east cloud cover. west, sunshine during the day today. we saw the numbers back up into the 90s today. notice this back here. this is a frontal boundary and a cold front coming in during the day tomorrow into friday. a much better chance of thunderstorms on friday. some of those will be quite strong. temperatures today, 91 for a high in washington. 90 in hagerstown.

80 in ocean city with cloud cover. the heat is going to move in for us tomorrow. i'm forecasting 95 tomorrow for us in the region. thunder during the evening tonight. a good chance of thunderstorms tomorrow, some strong. not everybody will see the storms. anything that develops will be on the strong side. the potential is there for a stormy friday. a lot of the day could see a lot of rain. some areas picking up half an inch to an inch of rain. we'll watch for friday. very, very closely. the rest of the evening, clearing to the west. clouds and showers to the east. 79 to 85 degrees. tomorrow morning, not bad. partly sunny. not bad at all. we'll be on the clear side. i don't think we'll see the showers we saw this morning. tomorrow afternoon, 95 degrees with a 40% chance of rain. 70% on friday. i think just about everybody will see storms on friday. most of them get out of here by early on saturday morning.

then we see nice weather potentially on sunday and monday. everybody would like that, i think. >> we need that, yes. we need a break. >> we're ready. >> thank you, doug. this extreme heat prompted martin o'malley to ask federal officials for drought aid for 13 of the state's 23 counties. >> this after a scientists declared july the hottest month on record across the country. here's more on how farmers are dealing with the extreme drought. >> reporter: noaa scientists say july was the hottest month ever in the lower 48. for much of the country it was also the driest month ever. >> temperatures are warmer. it dries the soil, worsening the drought. the drought increase it is temperatures. >> triple digit heat was common place in even more places contributing to the drought that's become the largest natural disaster ever. covering 63% of the contiguous u.s., draining rivers and lakes nationwide. >> we are losing about a foot a

day. we really didn't expect that we would be out of business the end of july this year. >> reporter: they say it was the heat more than the drought that fuelled wildfires that consumed two million acres in july. while agriculture continues to suffer the most, analysts expect the smallest corn crop in years. >> we ha had droughts before, but not this much heat. >> reporter: wayne gray's crop in virginia started out promising but looks like this now. >> the heat came at a time when the stalks were green and they were starting to pollinate. the heat shut the pollination down on the corn. it pretty much baked the corn. >> reporter: july was the 14th straight month of above average temperatures which is another record. >> that stretch -- that long of a stretch of months has not happened in our period of record of having temperatures this warm for this long of a period. >> reporter: forecasters predict the heat will remain on for at

fast forward through the headlines. police took down alleged thieves on the national mall for snatching an ipad from tourists. officers chased down the teenage suspects on foot, tackled them to the ground. tablet thefts are on the rise. >> police in prince georges county released surveillance video of a child sex assault suspect with a victim. the 6-year-old was assaulted in a nearby park. the 8-year-old got away. let's fast forward to weather. doug? >> just a couple of light showers. a lot of cloud cover. if you live along i-95 out toward the east through southern maryland in parts of northern virginia, the clouds moving up from the south. we have even more rain, but right now the only areas of rain around our region, down toward

the south around culpepper and orange county along the border there. this is a shower around haymarket and manasis. also near fairfax. not a lot going on. any of the showers, the one along 66 could be producing a little bit in the way of a heavy downpour or two. get ready if you are making your way out and about. you may need the windshield wipers for five minutes or so. >> the penn state scandal inspired a girl to help victims of sexual abuse even though she's just 12 years old. she travelled to the district to turn over a check for nearly $11,000 for a national victim support group. some penn state football players showed up to support her mission. melissa has more on this lovely story. >> reporter: kelsey says it was the penn state sex abuse story that got her thinking of a way to help victims of abuse. ♪

>> reporter: 12-year-old kelsey may be prepping for her bat mitzvah but she's trying to run a business, selling bracelets to help victims of sexual abuse. >> i thought it was the right thing to do. >> reporter: she was inspired to help after her parents, both penn state alumni, sat her down and talked to her about the sex abuse scandal at the school. she had an idea. have bracelets made as part of her bat mitzvah project and give the proceeds to the survivor. he got in touch with the incest network and started selling them. the bands say hope, courage, strength. >> i feel proud of myself. i know that not many 12-year-olds do this kind of thing. >> reporter: since january she's sold more than 2,000 of the bracelets. with the sales plus donations she's raised almost $11,000. now the bands are helping to unite the penn state community. >> there have been victims here.

the positive thing to do is go out and help victims in any way we can. >> reporter: kelsey sells them online at school and with her brother at penn state. today she was honored for her work at northwest washington, presenting a check. >> what i would like to think is this will grow into what she wants to do and how she wants to be in general. >> reporter: since the scandal broke rainn has seen a jump in the number of survivors asking for help online. >> it's incredible when someone like kelsey comes along to adopt the cause. she's just done an extraordinary job. >> reporter: while her bat mitzvah isn't for a few more weeks she plans to sell the bracelets for as long as people will buy them. in the fall her picture will be put on this mural. jersey sandusky's face was removed this summer. for more information on the bands for rainn or to get one, go to our website

nbcwashington.com and search "bands." wendy? >> thanks. you can expect to see busy shopping malls as maryland kicks off the tax-free week. the discount applies to clothing and shoes less than $100. it doesn't apply to school supplies or accessories. tax-free week is meant to encourage families to shop for back to school outfits in maryland stores. it wraps up saturday, the 18th. >> clicking the like button on facebook, is that free speech? facebook and the aclu say it is. the issue stems from a case in hampton, virginia. six employees for a candidate for sheriff were fired because they liked facebook posts by the other candidate. a lower court ruled clicking like isn't enough to garner first amendment protection. it is being appealed to a higher court. a computer glitch allowed thousands to cash in on cheap flights from new york to israel.

the glitch lowered fares to $400 round trip. it's usually $1600. according to the new york post news spread quickly through the orthodox jewish communities and more than 5,000 tickets were purchased before the glitch was fixed. the airline will decide whether or not to honor the tickets. >> a battle brewing between twitter and the nypd after threats to a mike tyson

we want to update you on breaking news out of capital heights, maryland. there was a big fire this afternoon. prince georges county fire spokesman mark brady joins us now. three people were pulled unconscious. do you have an update on their conditions? >> i do. there were three occupants in the home. an adult mid 20s made it out on his own prior to our arrival.

he still had sustained burns and smoke injuries. firefighters went inside to search for other trapped occupants. that resulted in two children, one teenaged and the other an adolescent child were pulled from the home unconscious, not breathing. all three have been transported to an area hospital in critical condition. investigators are on the scene now to determine the cause and origin of the fire. >> you saidhis was an apartment building. are there other apartments in there? have they searched through and everyone was cleared out? no one was in the other units? >> this is a two-story duplex. it's two homes attached. it was one of the homes that was on fire. upon firefighter arrival they had heavy fire conditions on the first floor with the fire extended up into the second. >> all right. mark brady with prince georges county fire.

thank you. >> thank you. we'll switch gears to tell you about a sticky situation in a south miami home. tens of thousands of bees took up residence inside the walls of the home. so many that honey started dripping through the ceiling when a contractor cut through it. the landlord and a renter tried to take care of it, but on tuesday professional bee keepers took over. most of the bees are now gone. a bee expert estimated at least 60,000 bees were living in the walls of the home. they can actually relocate the hive, rehome it as they say because bees are important pollinators and you don't want to kill them. so there. this week's wednesday's child went into foster care after the death of his mother just last year. >> he's a teenager with a goal of going to college, a goal that would be easier if he had a permanent loving home. here's barbara harris. >> the city was troy.

the goal from the opposite team. you're swimming back and forth instead of running down the court. when you're not treading you're sprinting. >> it's tiring but at the same time great exercise. you constantly are working your legs. out's an all deep pool. so if you're going to rest it's when there is a foul or if you are playing defense and someone is not moving. otherwise you're trading water. >> it's a full body workout. you have cardiovascular swimming back and forth from offense to defense. you have the leg workout from the treading and kicking. then also you have an upper body workout from the swimming. you do a lot of arm work. you get the shooting as well. >> a lot of what happens happens under the water. there is pulling, pushing, grabbing, kicking. some intentional, some not intentional. >> it certainly is a physical sport. you have to be prepared to make

trending today. he was arrested, charged with driving while intoxicated. he drove through several barricades and ran off the road. it gets worse. police say when they arrived on the scene travis was naked, threatened to kill the highway patrol officers who arrested him. it wasn't pretty. this is his second alcohol related arrest this year. >> teen pop star justin bieber is getting flak in the uk after dissing one of the royals. in a recent interview with roller coaster magazine he said he didn't understand why prince william is letting his hair continue to thin. he mentioned propecia and said, have you not got it here? the prince has shown signs of male pattern baldness. bieber has a full head of hair but he's also 12 years younger. randy travis has a full head of hair. look what it did for him. >> i don't care if prince william is bald. he's a looker.

gold medal swimmer ryan lochte may be taking his popularity onto the small screen according to the hollywood reporter he's being courted by at least two different reality shows. his agent couldn't specify which, but lochte himself said he would be open to appearing on "dancing with the stars." he wouldn't have to talk much. it may be hard for him to find time for a show. he now has nine corporate sponsors and plans to train for the 2016 olympics in rio. up next, what spike lee has up next, what spike lee has to [ male announcer ] in 1996, president clinton and a bi-partisan congress helped end welfare as we know it, by requiring work for welfare. but on july 12th, president obama quietly announced a plan to gut welfare reform by dropping work requirements.
