tonight the first tv interview with an 83-year-old who survived a plane crash in maryland. what he says about students on the controls. punched by a police officer. we hear from a man roughed up in handcuffs. >> no reason in the world to hit them repeatedly. >> felix the fastest. dan's in london with all of wednesday's story lines. good evening i'm jim vance. >> and i'm doreen gentzler. flames race through a home in capital heights killing a five-year-old girl this afternoon. her father and uncle are in

critical condition as investigators try to figure out the cause. >> erika gonzalez has the latest on all this. >> reporter: it's noisy out here right now because crews just showed up to board up this home. investigators tell us that the fire started somewhere in the first level of this home and quickly traveled up and at last check we are told that two victims remain in critical condition with third degree burns. the five-year-old child did not make it out alive. >> fire was coming from the side of the house. so i start screaming help! >> reporter: jeannette gibson was on her way to the grocery store when she saw her neighbor's home in flames this afternoon. >> i hope they are okay. >> reporter: by the time the firefighters arrived a 24-year-old man was outside the home. >> they brought a grown man out asking for his daughter. >> reporter: the crews carried his five-year-old daughter and 15-year-old brother out of a

window. >> they were saying them out on a stretcher. >> do you live here? >> yes. >> where? >> the one next to the burning building. >> reporter: this woman said that the family couldn't have been nicer. >> my neighbors are wonderful people, working class citizens. >> reporter: because of the heat and humid about 60 firefighters had to be called out. >> we needed fresh bodies. >> reporter: tonight there are more questions than answers and investigators are trying to piece this tragic puzzle back together. one of the most puzzling things about this story is this home had two working fire alarms. tomorrow morning the fire officials will come out to the neighborhood and go door to door and talk to neighbors about what happened here and whether or not they have working smoke alarms and fire detectors. we are live in capital heights, maryland, erika gonzalez, news4. a developing story in prince george's county. a man found shot to death inside

his house in riverdale. police say the victim is 40 years old. investigators were called to the house on a welfare check number word on how long the victim had been there. so far nobody arrested. tonight an 83-year-old pilot is talking about his brush with death. it's his first television interview since the plane went down in northern montgomery county seconds after takeoff and a few hundred feet from homes. shomari stone has the story. >> reporter: it's amazing that allen survived this plane crash. take a look at the wreckage in his first tv interview. >> i'm very grateful because i think i still have a great deal to live for. and a great deal to look forward to it. >> the 40-year experienced pilot was looking forward to getting his recertification with his 79-year-old flight instructor frank schmidt a few weeks ago. he was at the controls when they

took off from davis airport. >> what happens? >> we lost power on takeoff. we took off two times before and had no problem climbing to altitude. >> reporter: but after losing power? >> tried to turn to the right, frank tried to grab the controls also. >> reporter: and they crashed. frank schmidt died. >> he was just lying there next to me dead. >> reporter: incredibly he walked out of the hospital the next day. the crash happened on the other side of these trees over here. let's take a walk together right across the street. you can see that the crash was approximately 50 yards away from those homes. neighbors say that's much too close. >> it has me worried with me having kids at home. i'm constantly looking. >> reporter: allen says that the runway is safe and he is concerned about losing his friend. >> the fact i was the person in the airplane when he died makes

me very sad. >> reporter: sad, but allen says that he is going to continue to fly and get his recertification once he recovers from his injuries. in maryland, i'm shomari stone, news4. drought conditions taking a toll all over the country. in maryland as well. now the governor of maryland is asking for drought aid in 13 of the state's 23 counties. more relief might be on the way, though. doug is here to talk about our chance for rain. >> we have been dry this year. we need to see rain and it looks like our rain chances will be on the increase. right now 81 degrees out at the airport and winds out of the south at 5 miles an hour. right now on the radar picture nothing going on in the immediate area. but watch what happens back to the west. a lot of storminess in western pennsylvania and west virginia right now. that should not make it our way. but look at cincinnati and st.

louis. over the next couple days we not only have an increase in the threat for rain but a significant threat for severe weather. i'll talk to you about it and let you know when the best chances are coming up. a cheating scandal has been confirmed. teachers at a d.c. school gave students answers and arranged seating to get top scores on standardized testing. jim rosenfield has more. >> reporter: this school was out toed as a shining star bringing bonuses to educators here. but now d.c.'s inspector general confirms cheating was on the lesson plan here. schools out for summer but scandals taking no vacation here. cheating went on here during standardized testing. suspicions first raised because a lot of test answers seemed to be erased and changed.

the most startling detail comes from a former teacher who admits to walking around the classroom pointing to wrong answers in the test booklet prompting the students to try again. it continued until the student landed on the right answer. the teachers said it seemed understood this is how you tested students at the school. in 2009 the report says that a find counsellor told teachers to look at performance on practice exams and create a seating chart and put the lower performing students out of the view of monitors. >> reporter: this woman's daughter graduated that year without cheating. >> how could they? you know it was a good school to me. so it's like, you know, i don't understand that. >> reporter: the d.c. school chancellor said it is a

disappointing that a handful of staff would think so little of their profession and their students adding the staff implicated do not represent what we stand for as a school system. >> this is the highest form of corruption cheating children out of an education. >> reporter: the report found no evidence of widespread cheating in the schools but the inspector general chose not to expand the probe beyond the school. once the whistle was blown here others would have been discouraged. jim rosenfield, news4. back to you. we're hearing from a man who was in handcuffs still being hit by a police officer. dante williams' lawyer filed suit against the city of laurel and the police officer that was hitting williams. williams is asking $3 million. it started early sunday morning with a call about a fight inside the laurel bar and grill. williams and another man were

arrested. >> he put the handcuffs on me and everything. as we were walking to the car i don't know exactly what was said to the officer or to me. all i know is i was getting hit and it was excruciating pain. the lawsuit alleges, assault, battery, and civil rights violations. laurel's police department says an internal investigation is in progress. williams is still facing charges of refusing to obey a police officer. there is released surveillance video of a suspect kidnapping a girl from value village in july. he took her to a nearby home but she escaped. earlier this week he lured a six-year-old girl out of the store with a toy and sexually assaulted her with in a park and

confessed to both crimes. an amazing shot stopped a shooting at a sikh temple. fbi confirmed that wade michael page killed himself after an officer shot him in the stomach and stopped him in his tracks. police arrested page's girlfriend an often -- unrelated weapons charge. a candle light vigil was held to honor the six victims. virginia is still very much a battleground state. president obama leads mitt romney by 4 points in the poll but it has a margin of error of 3%. last month they were in a dead heat. the voters say the economy is the most important issue followed by health care. there is rumor about the

handles the payments. the rep and her supervisor were surprised and the seller refunded his money and he says he doesn't need a new tv after all. he is holding off on that purchase. a chase on the national mall after suspects tried to pull a fast one on tourists. an adult and two teens tried to distract the group while another made off with their ipad. the suspects took off running but the officers caught them. investigators found the ipad had been ditched in the bushes. police say there has been a rise in ipad and iphone thefts in d.c. this is how it looks in london now. day 13 of the olympics has the u.s. at the top of the medal count. redemption tonight on the track for a woman they call chicken legs and the u.s. women's soccer team getting ready for a gold medal rematch. dan hellie in london with more.

today. that's where we will during the day tomorrow. i'm forecasting a high of 95. that heat will allow for the thunderstorms to kick off potentially tomorrow and more so on thursda tomorrow, it's this frontal boundary that comes in a chance for strong to severe storms tomorrow. not widespread. friday, a different story. an area of low pressure and strong area of low pressure moves across. we are in for what i think could be a stormy friday. not all severe and it won't be raining all day but when it does rain we could see heavy rain and a potential for strong winds too. a few clouds tomorrow morning. can't rule out a shower. temperatures 65 to 76 degrees. tomorrow afternoon, a chance for isolated strong storms. tomorrow about a 40% chance of those storms moving in. temperatures 91 to 96 degrees. a much better chance of rain on friday. a high of 88 degrees.

88 on saturday. i think we'll see a chance of rain on saturday. but it will be nice saturday afternoon and into the day on sunday and monday. but by monday we are back to 90 degrees. we get get through friday and most of the weekend is looking good. next a flower girl overshadows the bride and groom on their wedding day.
