. good morning, everyone. welcome to news 4 midday. i'm barbara harrison. it's tuesday, august 14th, 2012. new today, officials are breaking ground on the new town senter in laurel. the redevelopment project is happening at the laurel mall and route 1. angie goth is live there. you can tell us more about what is going on there. good morning. >> reporter: good morning, barbara. just minutes ago they broke the ground. they pulled the sign down. now this is a day many have been waiting for for a very long time. we're here at the site of the old laurel mall. it's been five years since new

plans for this place were announced. and today, you can finally see a sign. you can see the sign that was extended in the air, is now in the ground, a sign that the $130 million project is moving forward. >> it's going to be a live, dine, play atmosphere. >> a ground breaking that has laurel business community beaming, finally plans to revitalize the old laurel mall is closer to becoming a reality. >> i'm pretty excited that we're going to have a mall now and maybe hopefully one day a movie theater again. >> the 31-year-old mall now called the laurel town center will get a mixed use makeover. there will be residential housing at cherry lane and fourth, 4,000 square feet of restaurants, spotsen to the taken and new stores and businesses including a grocery chain and cinema. >> we'll all have to travel to columbia mall or to another mall to shop. >> i feel like we have more people and more business and

good to our town. >> the project's progress has been slow following years of financial struggles. now with new developors, a new day with hopes the revamped center will become more than just a core of this community. >> we're talking about 1500 permanent jobs. so it's going to be a boost to the city of laurel and prince george's county as a whole. >> so you can tell behind me a lot of celebration going on. that sign, the laurel mall sign that came down, the first piece of demolition, it started immediately. i talked to developors. they tell me they expect the demolition process which includes taking down the parking lot garage, that will take about five months. and then from there, the construction process will take about two years. so the new laurel town center is expected to be ready to go by the fall of 2014. reportinglaurel, angie goth. >> turning now to the weather, a rainy morning is giving way to

blue skies out there. here is our first forecast. >> a difference from our gloomy start. 7:00, 8:00 this morning, that sky was all gray and raining and we even had a little thunder and lightning. now that's gone temporarily. and being replaced by some sunshine throughout much of the area now as we approach the noon hour. temperatures are right in the upper 70s to near 80 degrees. much of fairfax, arlington, montgomery, prince george's counties in the upper 70s. it's near 80. parts of southern maryland near the chesapeake bay and central virginia. this is what's been happening since 7:00 this morning. you can see the areas of moving color. that's where we have the rain. it's pretty much gone. la lingering sprinkle. a few sprinkles in the high lands of west virginia out into western maryland. otherwise, sunshine breaking out. there is one heavy down pour there south of cambridge around black water national wildlife refuge.

later today, we have an expanded severe risk zone including all these areas in yellow and just about all of virginia, maryland, the district and enough points north of us. a chance of damaging winds 4:00 to 8:00 p.m. i'll have details on. that we'll look at the forecast for the rest of the week and the weekend. the seven-day outlook is coming up in a few minutes, barbara. >> all right, tom, we'll see you in a short bit. thanks a lot. this morning people in culpepper are under water boil advisory. it's because a 12 inch water main broke near the safeway on blue ridge avenue. boil your tap water before drinking or cooking with it. officials hope to resolve this problem by tomorrow. right now metro says service on the red line is back to normal after a door malfunction. metro riders on twitter reported a door opened while the train was in a tunnel outside the medical center station. however, metro says the train operator inspected the train and found no evidence of a malfunction. they're continuing to

investigate this. let's check on midday traffic now. here's the first look at traffic for midday. >> good morning, barbara. if you're traveling across the 14th street bridge heading inbound, no problems here. yesterday we did see bridgework. it was blocking the left lane. now if you're going out bound on the 14th street bridge, bridgework is happening again today. from the outbound side right now, the hov lanes, they're blocked. you can't jump in those to continue your trip outbound. inbound again, no issues there. let's head over and check travel speeds. you are at 52 miles per hour northbound heading from the beltway to the 14th street bridge. that drive will take you 13 minutes, not bad. checking on the key bridge. no issues here. you make your way inbound or out bound, nice and clear. and also in maryland and across the american legion bridge, no issues to report right now. barbara, back over to you. >> thank you. >> it is shaping up to be a busy day in annapolis today. by tonight, lawmakers could have passed two key pieces of legislation. one would impact how the state's

casinos operate. first, the house of delegates will take up a bill that would expand gambling in maryland. yesterday a house committee approved a new version of the measure which would bring a casino to prince george's county and legalize table games in all of maryland's casinos. the version would lower the taxes maryland that they would have to pay. that would help them cope with a possible loss of business if they face -- if a new casino is built in prince george's county. >> and the house could also vote today on a bill to hold dog owners libel when their animals bite someone. a house committee passed a very different version of the measure. and then the senate approved last week. this version would hold dog owners liable if their pet attacks someone while running loose. owners are held responsible even if their dogs were on a leer and even if they never about it anyone in the past. homicide investigators are now looking into the death of a

woman found in a fire in prince george's county. the fire broke out yesterday afternoon at an apartment complex in shefrly. by the time firefighters got to the woman, she was unconscious. she was pronounced dead at the hospital. it's not clear if the woman died, though, in that fire. the cause of the fire remains under investigation. montgomery county police need your help in the search for a rapist. take a close look at this sketch. police say this man is considered a possible suspect in a rape that happened in the green farm conservation park in gaithersburg. that attack happened on july 9th. police say they believe the man is known to visit that area. if you have any information, please contact police or crime solvers. a fredericksburg woman is shake thn morning after someone tried to abduct her while she was running. the 22-year-old was jogging around. >> caller: on saturday morning on high land road when a man in a car stopped to ask for a

question. she told police she couldn't understand what he was saying so she walked up to the car to try to hear him. that's when the man grabbed her, partially pulling her inside the car. she managed to break free and run away. no word on if that man has been found. the fairfax county public school system is repaying $1 million to the federal government because of a forged grant application. that application was filed in the year 2000 to fund the gear up program at glassgow middle school. it was designed to encourage at risk students to prepare for college. the school system discovered the signatures and other information on the application were falsified. it then terminated the grand and reported the claim to the department of education. time right now, 11:08. coming up -- new crash tests and the expensive car that's failed. plus, imagine flying from europe to the u.s. in about an hour.

. a decorated marine from fairfax was killed in afghanistan over the weekend. ryan jeshky died during operations. he was a 12-year marine corps veteran and purple heart recipient. he was also awarded four navy marine corps achievement medals, two combat action ribbons and four good conduct medals. he was 31 years old. one of the nation's largest airports is investigating an embarrassing security breech that has terror experts concerned. a stranded jet skier managed to bypass jfk airplane's $100 million security system over the

weekend when the jet ski broke down, he swam to shore and climbed an 8 foot fence. then he walked past security cameras and into a terminal. >> our adversaries watch the news. this is a lesson learned for them. they are constantly evaluating our security situation. they're looking at ways to breech it. >> the federal government requires airports to secure their perimeters but it's up to the airport to decide how best to do that. the man is charged with criminal trespassing. homeland security is also investigating complaints by their own tsa agents about a program they say leads to racial profiling. th're called chatdowns. tsa agents pose casual questions in hopes of spotting deception from passenger that's could raise a red flag. some agents say they're co-workers are xpefkly target l

specifically targeting minorities. >> something that "star wars" fans dreamt up, but now they'll try to make super speedy flight a reality. this is the x-51-a wave rider. this unmonanned vehicle can tral more than 4500 miles an hour. to put that in perspective, it's fast enough to fly from new york to london in less than an hour. it's part of the pentagon's testing of hyper sonic flight. it could allow missiles or airplanes to carry troops or cargo to fly to the other side of the world in minutes rather than hours. today's flight is only expected to last about five minutes. boy, where can that get you? probably down to houston in that fast a time. >> amazing. >> can you imagine that? >> the future is coming at us really fast. >> it is. >> and what jet lag you would

have. here, we had some morning showers. now they've temporarily exited. they're being replaced by nice sunshine. there is a live view from our hd nbc city camera overlooking washington moon oumenument, jef memorial. we have blue skies over the nation's capital on this tuesday morning. and just past 11:00, it is 78 at reagan national. and we've got a calm wind now. and 90-degree days in 2012 are adding up. and, ye you're not alone in thinking this has been a hot summer. so far, we've had 45 days 90 degrees or higher. the yearly average is 38. we're way above the annual average. we may get near 90 later today. right now richmond is at 82. all the areas in orange in the 80s. right around washington, upper 70s to near 80 as well as southern maryland, much of the eastern shore including ocean

city. farther to the west, the areas in yellow in the 70's including our northern and western suburbs and western maryland. a few location there's still in the 60s. now here's what's been happening over the last 12 hours. there is that batch of rain we had this morning. now it's about to move right into the new york city area. behind that, we've had breaks in the clouds. sunshine breaking out. but we do have a front here in the midwest and a weak area of low pressure. that is going to be coming in later today and giving us some storms all in this yellow zone. chance of damaging winds. 4:00 to 8:00 p.m. some storms might produce some isolated heavy winds that might cause some damage. that would be across much of virginia, all of maryland, the district, up into pennsylvania and the eastern shore. again, looks like prime time for that is 4:00 to 8:00 p.m. now going forward over the next 48 hours, all these areas in green, these are the zones of potential showers and storms. that will be this afternoon. and then tomorrow, we may get another round starting off though wednesday morning should be nice and settled. and the storms that develop today should be done by

midnight. but then tomorrow during the afternoon, we could get more storms firing up and then that to be replaced wednesday evening with some nice, dry air, low humidity moves in. we'll be in place on thursday. and it's going to be a delightful summer day then. how much rain are we going to get? we certainly do need it. we're running a deficit of eight inches so far this year. and these zones in green over the next 12 hours, less than a quarter of an inch and includes just about all of virginia and maryland. over these areas in the blue, they may get as much as an inch and a half or so. and that will be areas mainly east of washington is the way it looks right now. so for the rest of the afternoon, have an umbrella handy, partly sunny. maybe storms coming in. does look like mid afternoon into the evening hours. again, they could be severe with damaging winds. back down to the low 80s by early evening. then any storms that do get going should be ending by midnight. and then we'll be in the upper 70s again with a southerly breeze shifting a bit into the north and west during the day tomorrow.

. we continue back to school week today with a warning for kids and parents. size does matter when it comes to backpacks. dr. raymond solano is here to explain what students can do to avoid back pain. this is really something that

parents are beginning to realize is important. it can mean some serious pain and in the future maybe real problems for kids. >> absolutely. in fact, 7,000 emergency room visits took place last year as a result of a backpack injury. so it's created some concern amongst parents, absolutely. >> so we're talking about weight. an appropriate weight and size. i see you brought several different backpacks here. this is a small one of all those. why not just look for the smallest one and buy that? >> one of the things you want to take into consideration with size and this particular backpack will be appropriate for a grade schooler. you want a smaller backpack, appropriate to the size of the child or student. something like this would be appropriate for a grade schooler for the simple fact that they don't carry as many books. >> i see. so this wouldn't really work for most middle or high schools. they have too many books. >> too many books, heavier books. >> you stla is a health risk. tell me what that health risk is for kids with heavy backpacks. >> the health risk, you don't want to load the backpack to be

more than 10% of the child's body weight. health risks, there are signs and symptoms associated with backpack injuries, signs to look for. >> let's take a look at the signs and symptoms you told us about. first the aching shoulders and back that kids will talk about. >> very common. kids may mention that at breakfast in the morning. my shoulders hurt. my back hurts. the very same areas become weakened. they become weaker and tingling in the arms can take place after there is severe loading on the muscles. then the very most common one is stooped posture. that is something to keep an eye out. that stooped posture can be temporary and over time can turn it more into permanent position. >> you want to try to avoid these by making the right choice to begin w we start school in the next few weeks, this is the time for people out there shopping, what should they look for? >> really quickly, what you want to look first and foremost is appropriate size. grade schooler and high schooler require two different sizes.

the next thing to look for this is very important, is for the backpack to have two straps. very wide straps because if they're wide, they're going to allow for distribution of that weight appropriate. you want them padded. they should be padded on the inside as well as on the back. that prevents and alleviates that strain on the delicate nerves and muscles in the neck and shoulder. >> tell the kids though, stle to put it on that way. so many of them just put it like this and carry it over one shoulder. when they do that, it will force their bod qui weight to shift to that side. that can create problems not in the neck and shoulders but further into the middle back and lower back. >> okay. tell us more about this one that you chose. >> this backpack along with having the straps, another thing to keep an eye on are the straps and the chest and down in the waistline. now these straps are also very effective in the line for distribution of the weight. so often times a little bit harder to find for parents looking for backpacks.

a lot of times they don't find the straps. if you do, that's a good backpack. >> you have to tell children when they put it on, put this around their waist. does it help to eliminate some of the weight on their shoulder. >> the only way it's going to work is if that is strapped in. one other thing to look for are several zippers and compartments in or along the backpack. that allows for distribution. if can you store belongings in the pockets, it will prevent the weight from shifting side to side and, therefore, creating injury. >> so selecting a backpack should be a parent's job, not the child's. >> absolutely. the main thing to remember is 10% rule. no more than 10% of the child's body weight in the backpack will prevent injury. >> and loading the backpack, you say you have to distribute it throughout the backpack. don't just plan on putting everything in that one -- >> don't plan on putting everything in one compartment. load the heaviest items closest to the body and smaller items on top, et cetera. and use the pockets. use the zippers.

. have the bide svice preside campaigning in virginia. yesterday he blasted mitt romney's running mate over the budget he and his fellow republicans in the house recently passed. he also accused romney and ryan of threatening to destroy

medicare. romney says it's president obama's medical plan that's the real threat. >> when they talked about their plan, not just their budget plan but their plan across the board, they called it gutsy. gutsy. i'm serious. no, no. what's gutsy about giving millionaires another tax break? what's gutsy about gutting medicare, medicaid, education? what's gutsy? >> but my plan for medicare is very similar to his plan for medicare which is do not change the program for current retirees or new retirees. but do not do what the president's done and that is to cut $700 billion out of the current program. >> newt gingrich says paul ryan's medicare plan is the only plan that will guarantee nothing changes for older americans. this morning on the "today" show the former house speaker said ryan worked with democrats to devise a plan that saves medicare in the long run. >> it's important to remember the only bipartisan proposal to

save medicare for the long run is the ryan plan. what it says is you can keep the current medicare system if that's what you want. so even if you're 23 years old, if you really want to keep the current system, you can do so. >> gingrich says he also believes paul ryan will reach across the aisle on other issues if elected vice president. and paul ryan is seeing firsthand just how heeated the campaign trail can be. protesters tried to interrupt him as he spoke at the iowa state fair yesterday. they shouted stop the war on the poor and stop the war on the common good. ryan didn't seem too distracted by the protests and continued his speech. president obama is still in iowa today. this is the second day of his three-day tour across the hawk eye state. he saw firsthand yesterday how a historic drought has devastated the state. the president toured a farm and

announced the federal government would buy up to $170 million worth of meat and fish to help ranchers and farmers. he also blamed republicans on capitol hill for blocking a farm bill he says will offer more relief. mitt romney, meanwhile, is in the battleground state of ohio today. he toured florida yesterday. one of the men who had been rumored to be on romney's shorlt li short list for running mates will deliver the keynote speech at the national convention. new jersey governor chris christie will be the speaker. florida senator marco rubio who was also considered a possible vp pick will introduce romney at the convention. a mother wants answers in her 19-year-old son's death in prince george's county. he went to tgi fridays thursday night to watch the redskins game with friends. police say he got into an argument inside the restaurant and he walked out.

police say someone then shot him. his friends drove him to the hospital where he later died. >> all i want to know, i want to know why. what really happened. >> his mom says he recently earned a degree from a vocational college and was looking for a job. so far police have not made any arrests in this case. a case of alleged police brutality in laurel is getting the attention of the naacp. this is a cell phone video taken of the incident last month. it shows 27-year-old dante williams being led away in handcuffs outside the laurel station bar & grill after being accused of disorderly conduct. you can also see it appears that an officer slaps or punches him at least three times. last night the prince george's county chapter of naacp visited laurel's town hall. the mayor has refused to comment. the city faces a $3 million lawsuit. police are trying to figure

out if a diplomat's daughter was in a cross walk when a metro bubus hit her. she was struck last night near wisconsin and jennifer streets in northwest washington. she was conscious and alert after the accident. she is it the daughter of a diplomat. >> investigators are still trying to determine what caused an assisted living senter in stafford count dwroi go up in flames. this was what it looked like yesterday afternoon at the facility on whispering pines lane. the fire reduced the building to a small ring pile of rubble. no one was inside when that fire broke out. and this morning we're getting some answers about what led to a widespread 911 outage in virginia after june's big storms. drained batteries, facilitiy generators and failure by staff to fully explore the problem led to the five-day outage.

verizon also admits it treated the outage in fairfax county as a service complaint rather than an emergency. a report detailing the problems will be presented to the washington council of governments tomorrow. we're going to check in now with tom and find out more about our forecast. tom? expecting rain today? >> maybe later. but not now. you can see the sun splashed lawn behind me. it's nice and green. really soaked up that rain we had this morning. we had about a tenth to a quarter inch of rain. and now we've got a blue sky, a little bit of haze. and lots of sunshine. there's the live view from our city camera overlooking the potomac river. later on we could get the storms beginning to develop. right now temperatures are near 80 degrees throughout most of maryland and virginia. and around the bay and eastern shore. the mountains still in the 70s. reagan national is at 78. this is what it looked like

around 7:30 this morning. all the areas in color where the storms did come on through. heavy downpours on the eastern shore from kent island to chester town with some thunder and lightning. now that's up into new jersey. it's about to move into the new york city area. maybe flight delays between washington and new york as we get into the afternoon hours, especially because of this chance of damaging winds from strong storms in this yellow zone and covers much of va vashgs all of maryland, including the district, eastern shore. that will be 4:00 to 8:00 p.m. we could get the strong storms. before then, upper 80s. tomorrow, partly sunny, upper 80s again. might get scattered afternoon thunderstorms. thursday, a delightful day. highs near 90. lots of sun, near 90 again on friday. maybe evening storms. then over the weekend, looking partly sunny. highs low 80s. barbara? >> it sure looks good where you are, tom. >> beautiful day. >> thank you. we're going to check on the midday traffic again. continuing to look good on the

years. >> it's a hard r. heart warming reaction to a tragic descent. the lake braddock community is rallying around a baseball player who was parlgzed while on a vacation in hawaii. nick balinger arrived yesterday to a chorus of cheers from friends and family. the ambulance even stopped so he could soak in the sounds. in july his family had been on vacation for just one day when nick took a flip in the waves and landed badly. he had no feeling below his shoulders. but this weekend his family got some great news. >> we hadn't seen any movement chest down since the accident happened. he started moving his knees, both knees. and i saw it myself yesterday. so it's like okay, this is a great -- this is a great sign. and his physical therapist is saying that's amazing. >> in august, two of nick's baseball teammates used donated frequent flyer miles to travel to hawaii to encourage him.

11:39 is the time now. still ahead on news 4 midday, the latest words added to the dictionary. plus, acne is a problem facing teens everywhere. and students head back to school, many teenagers are looking for ways to put their best face forward. dr. cheryl burgess joins us with dr. cheri got the chance us with to start my own business. i know what it's like to hire people and to make ends meet. from those experiences, i had the chance of running the olympics. the games were in real trouble. there'd been way too much spending. and in massachusetts i found a budget that was badly out of balance. our legislature was 85% democrat. and every one of the four years i was governor, we balanced the budget. i want to use those experiences to help americans have a better future. we believe in our future.

. there's a new crash test designed to make cars safer. a lot of cars are not passing that test. tom costello has details. >> the newest crash tests from the insurance institute for highway safety is all about the overlap. the 25% overlap portion of the driver's side that hits a barrier or a car at 40 miles per hour. each year more than 10,000 people die in front impact crashes. and small overlap crashes were responsible for 25% of all serious injuries and deaths. the key crash ab sosorbing structure is located here.

people are vulnerable because the structures are bypassed. the crash forces can go directly into the occupant compartment. >> it happened to this woman who was hilt he hit head on last november in virginia. a deep head laceration. >> i don't think it was just hitting glass. i think it was hitting something hard that did that. it was a pretty deep cut. >> reporter: only three of 11 mid sized luxury cars and near luxury cars earned good or acceptable ratings. the acura tl, volvo s60 and infinity g. look at what happened to the lexus is 250. >> it was one of the worst performers in this test. the front pillar pushed into the driver. the front wheel pushed into the occupant compartment. and the foot well collapsed, trapping the dummy's feet. >> reporter: the lexus is and 350 were among the worst performers in the new test. in a statement toyota lexus tells nbc news with this new

test, the institute has raised the bar again and we will respond to this challenge as we design new vehicles. the mercedes c class and audi a-4 also received poor marks while the acura tsx, bmw 3, lfrpgon nkz and voekz wagon received marginal scores. the key to getting good scores is a safety cage that protects everyone regardless of the impact zone. >> strengthen the safety cage and they also need to improve restraint system. >> reporter: audi will meet the new safety design. mercedes takes issue with the new test design and says the mercedes c is a very safe car. mercury says the same thing that it's car already neets the safety requirements. that's true. but this is about raising the bar yet again. i'm tom costello in north potomac, back to you for news 4. >> u.s. retail sales rose in

months of declines n that positive note for retail, retail stocks are on fire. home depot shares climbing after beating wall street estimates and boosting its guidance while upscale retair michael kors beat production. groupon is plummeting after missing sales expectations. the stock is down about 70% since its ipo last november. and fedex is doing some belt tightening. that means cutting jobs. the world's second largest package delivery company hasn't said exactly just how many positions will be eliminated but will likely focus on the slower performing express and services units. barbara, over to you. >> all right. julia, thank you. and we continue back to school week with a look at an issue for teenagers as they get ready to go back to school. some are fighting an embarrassing condition, acne. we've all been there. dr. cheryl burgess joins us with the latest on treatments and she brought along some help.

>> yes. >> showing us how to treat and prevent acne. >> right. i have peter here and my physician's assistant gwen. >> welcome to both of you. >> and at the age of teenage years, we have to start getting into a habit of cleansing the skin correctly. actually acne is hormonal. but there are a lot of cleansing techniques and things that a lot of the teenagers don't really realize they have to do. they start wearing makeup. they don't want the parents to tell them how to do it. so we have gadgets here. they love gadgets. >> yes, they do. >> peter, welcome. tell us about what we should do now. >> the first thing to start, i travel with these a lot. and they're called olay cloths. these cloths here, this is my travel case here. they are actually cleansing cloths that have the soap already in them. when you're at school or doing sports or what have you, you just dip it in wear the and you can cleanse the face.

as can you see, it gets really sudsy. and so those are easily packed away in the backpack or in your handbag if girls carry handbags. so you don't have to walk around after doing sports and kind of grimy. >> peter, would you do that? would you do that? so then alt hot home, will tl a other gadgets we v for one, when they go to the store and get acne medications and if it's on the back, they're now new devices that actually help you apply it. so you don't have to run and get your mother and father or sister or brother to put it on. so you put the medication on the back piece here and you actually just smooth it on. >> because a lot of teenagers do have back acne. >> yes. so that's a new device. and then the other, probably we're getting more into expensive devices, but they're definitely worth while. these are cleansing brushes, if

you will. this one is by olay. it is actually a rotary type of brush. as can you see, it goes in a circular motion. whereas the one that a lot of people have heard of is the clarisonic brush. this oscillates. it's a little different in that it vibrating on the skin. so it comes with a variety of different brushes. i like this better for people with makeup because it gets down in the pore and gets all the foundation off. >> want to show us how peter would use that if he were to use it? >> so you just press it. it has a timer on it. you use it on the skin and just rub it around. >> wet? >> wet. with your cleanser on it. the cleanser from the dermatologist or a cleanser that you get from over the counter. and you heard it beep. then you move to another section. >> peter, would you use that? you would? okay, it's a gadget. >> okay. >> and it feels good to the

skin. >> he's liking it. >> yeah. >> now we have blue light technology. this is fairly new. it's not new to the dermatologists in that we have blue light in our offices. but this is a hand held device. gwen is going to demonstrate that. and it's pressed against the skin. in certain light that it can -- can you soo that he blue against the skin? you leave it there for a few minutes. now this can be tedious though. this can be done some of the devices are once a day. some are twice a day you have to hold it in that area for about a minute or so. >> that is a treatment. >> so it is a treatment. it kills the pores that have bacteria which causes acne. >> and these are all over the counter things? >> these are all over the counter. you can order the devices online as well. >> well, thank you. peter, gwen, thank you. when do you start school? >> in a week. >> good luck. congratulations. what grade are you going to be? >> eighth grade.
