the cruiser crashed into a ditch while chasing a suspect's vehicle. a silver acura with temporary tags wanted in connection with an auto theft investigation. police are probing whether the acura may have purposefully cut off the cruiser forcing it to crash along i-95 just south of pot powder mill road in beltsville. >> they're still out on 95 collecting evidence. i haven't heard that information. we haven't been able to speak to the officer who survived this accident. the details of it. but i don't have that information right now. >> the driver of the prince george's county police patrol car was ejected, suffering massive head injuries. he was 23 years old, had been on the force about 2 1/2 years but was known since he was 15 or 16 years of age because he had been a police explorer scout and loved the department. his partner was on the passenger side suffering multiple injuries that are not considered life-threatening.

tv. >> now when this happened, this man was in this toyota car here. he saw the bus cut right in front of him, over the lawn, into the driveway, into his cab and then into his house. >> you saw the whole thing? >> i saw it. >> very scary. >> i'm lucky. >> everyone. >> i'm very, very lucky. >> two of his sons were inside the house when it happened. uninjured, but boy were they rattled. >> i thought it was an earthquake at first. when i seen the bus, i was astounded. i didn't think this could happen. >> when you saw the bus in your house? >> i thought how in the world could this have happened? why is there a bus in my living room? >> this happened around 11:00 this morning. the bus on route to silver spring, a runaway. nine passengers on board. some treated at the scene. some taken to the hospital. their injuries said to be minor.

not so minor shall the damage to the home here. strid of its front. condemned by the building inspector and his cab, his cab yet another casualty of this bizarre accident. >> it's beyond my imagination right now. i'm shocked. >> so what happened here? was it brake failure? was it speed? was it something else? the investigation, it's under way. live in montgomery county, pat collins. news 4. a disturbing case in fairfax county. police say a 5-year-old girl was snatched from a playground and sexually assaulted in the 4900 block of manitoba drive near machine lane in the lynn cone i can't area. the suspect took the girl into the basement of a nearby building. so far no arrests the. 30 minutes from now, police will be canvassing the area. more on a live report on news 4

at 6:00. missouri congressman todd akin apologized for his comments about rape. but he refused to quit his senate race despite calls from his own party leaders to do so. akin was favored to win one of the most closely watched senate races in the country until yesterday. in a local tv interview, he said victims of what he called legitimate rape rarely get pregnant. >> the views expressed were offensive. rape is rape. and the idea that we should be parsing and qualifying and slicing what types of rape we're talking about doesn't make sense to the american people. and certainly doesn't make sense to me. >> what akin said was "it seems to me first of all, from what i understand from doctors, that's really rare. if it's a legitimate rape and i'm quoting from akin.

the female body has ways to try to shut the whole thing down." that is what he said in the interview. presidential candidate mitt romney immediately move to distance himself from akin. romney told the national review online that the remarks are insulting, inexcusable, wrong and offensive. the congressman apologized and said he misspoke. the republican senate campaign committee has since withdrawn his funding. a skinny dipping controversy that dates back to a visit to israel last summer. as first reported by politico, 30 republican members of congress took part in a trip paid for by a foundation connected to a pro israeli lobby. after a night of partying, 20 people on the trip jumped into the sea of galilee. one lawmaker, kansas freshman, kevin yoder, swam nude. house majority leader, eric cantor took part in the trip but was not present during the swim.

nbc news confirmed that he scolded the delegation the next morning. congressman yoder has apologized tonight. thursday will mark a year since that earthquake that rattled the east coast causing significant damage to the washington area. the cost to repair the washington national cathedral alone is in the tens of millions. news 4's angie goff has more on the efforts to rebuild the landmark and how you can help. >> it's been one year. >> it represents the ability to stand strong even in the midst of storm. >> since a 5.8 earthquake rocked washington destroying some of the most loved landmarks, memories of that day still fresh. >> sounded like a landslide. >> he recalls shooting a story with barbara harrison. it rattled nerves and left much to be repaired. at the national cathedral, millions of dollars worth of damage done. the focus, stabilizing the grounds. now three days before the anniversary, a campaign to raise

an 11-year-old girl sexually assaulted while she was asleep in her own bed sunday morning. prince george's county police tell us they were able to nab the suspect quickly thanks to a critical clue he left behind. news 4's darcy spencer spoke to the little girl's mother today and is live from police headquarters in palmer park. darcy? >> reporter: jim, lots of men carry these in their pockets.

their wallets. that's what police say the suspect left at the crime scene. that's how they were able to make a quick arrest. >> just having this play over in my head that what was he going to do to my daughter? >> this is the mother of an 11-year-old girl who was sexually assaulted while sleeping in her own bedroom by a man who lives in the neighborhood. >> just makes me sick to my stomach. why does he come to my window? why would you do that? >> it happened just before 6:00 a.m. sunday in the 8100 block of allen daily drive in landover. the suspect got in through a second-story bathroom window. the victim's mother tells me that the suspect first stood on this chair but it didn't get him high enough. that's when he got a lad erred an put it up to this window and that's how he got in the house. >> the mom of the victim says the suspect identified by police is 24-year-old deron west, went straight to her daughter's room. >> she said that he was rubbing

on her legs. he was rubbing on her legs. he felt him pull the cover off of her. >> what's when the 11-year-old woke up and called for help. >> the mom saw the suspect leaving out the back door. it was a man she had seen in the neighborhood before. >> he looked back at me and i looked at him and i says you stupid head. you're going to jail. >> police say the suspect left behind something linking him to the crime, his own wallet. >> the wallet with his identification in it was found right at the foot of the ladder. >> i'm just so grateful that he dropped his wallet so they could go and get him immediately. >> police say west was hiding in a closet when he was arrested at his mother's home. his mother says it's a crime he did not commit. she says he never left the house. >> it's not my son. >> he didn't do something like that? >> no he would not. i have a grand baby. if he wanted to rape somebody, he could have raped my dprand

baby. they need to find the right person. >> the suspect is facing multiple charges, including sex offense, assault and burglary. he's being held on a $75,000 bond. as to the little girl, her mom says that she's obviously very shaken up, but she will be okay. darcy spencer. news 4. a bomb scare on board a southwest flight after a couple told a flight attendant that they found a threatening note in a magazine. that flight had taken off from el paso and it landed quickly in houston and a bomb sniffing dog checked out all the luggage. officers searched the plane. they didn't find anything. investigators detained the couple who made that report. doug joins us. we got some rain. boy, did we need it. >> we do. 8 inches below average. some areas seeing severe drought across the region. we need to see the rain. we're getting the rain and we have gotten some over the past couple of days. the pattern has shifted.

say goodbye to the hot and humid air over the last couple of months and say hello to the cooler weather. yesterday in the 70s. today we've reached the low 80s. that's approximate it. currently at 80 degrees out at the airport with wind out of south at 10 miles per hour. the rest of the region into the 60s in some areas. those of you that have seen the rain, hagerstown, now down to 72 in culpeper. the rain is right on your doorstep. leesburg, your temperatures will go down and frederick and gaithersburg as we're seeing the rain move through frederick, leesburg, through warrenton and down through culpeper as we mentioned. we'll do a couple of stops for you. down in the warrenton area, this has had a history of lightning and thunder. but no severe weather out there. don't expect strong winds. 30 to 40 miles an hour. may take down a couple of branches much we're not talking about tree damage or downed power lines. this is along 66. if you have a loved one coming back through 66, make sure that

they have rain coming their way. they need the windshield wipers for sure. in warrenton, along 17 and back towards culpeper, you're seeing that. in gainesville, in the next 16 minutes, about 31 minutes in bull run. manassas in about 40 minutes. then clifton through southwest fairfax county in about 50 minutes. these are only moving at 20, 25 miles per hour. up to the north, it's moved through frederick. still light rain there. middleburg, just to the west of mount airy and damascus, all seeing the showers. in loudoun county, lub -- leesburg, heads up for you folks. this making its way to the southeast. if you live in mount airy, 25 minutes for you. germantown in 25 minutes. this line of storms continues to move on across the region. it's going to continue to do so right on down toward the chess peer before quickly dying off in the evening hours. this area of low pressure to the

>> we know where the victim was at about 12:30 in the morning. shortly after midnight x we don't know exactly whereabouts between that time of 12:30 and when he was found. some eight hours later. >> now, police do tell us that they are looking into the theory that this may have been robbery. coming up on news 4 at 6:00, there have been an increase in robberies in this area that has neighbors very concerned. reporting live from the eastern market neighborhood, jackie benson, news 4. after spending 12 years in prison, a virginia man is now free. the murder charges against him have been dropped. his name is michael hash. he was sentenced to life for the murder of a 74-year-old woman who was killed in her home in culpeper. hash was 15 at the time. six months ago a judge overturned that conviction because of police and prosecutor misconduct. he was released on bond but

today the special prosecutor who has been reevaluating the case says there is not enough evidence to charge him or retry him. we now know the identity of the man killed on i-95. in a hit and run over the weekend. virginia state police identify him as 42-year-old clarence austin from the district. austin, they say, had pulled over to the shoulder and was standing next to his car when he was hit. it happened around midnight saturday on northbound i-95 near loreto t. the driver, a 19-year-old. she left the scene. police tracked her down to maryland and she has been charged with dui and felony hit and run. starting today, you can weigh in on the proposed rate increases for the dulles toll road. under the plan, a one-way ride would jump 50 cents next year to $2.75. in 2014, it would be $3.50. by 2015, it will cost you $4.50. the price hike is part of the

effort to pay for the extension of the metro silver line in dulles in loudoun county. you can find a link to post comments at nbc washington.com. just search tolls. a citizen's effort to ban all corporate campaign contributions in d.c. elections is getting new life tonight. the board of elections ruled that the group involved didn't collect enough signatures to put the measure on the november 6th ballot. now the group is going to court to overturn that decision. tom sherwood reports. >> the board of elections, found that this is actually a valid voter. >> this group has spent two weeks going over all 30,000 names on its petitions to have corporate contributions banned from all city politic. the d.c. board of elections recently rejected the petition saying the group fell short of 22,000 names needed to qualify for the november 6th ballot. brian weaver, one of the leaders of the effort says the group has

found thousands of errors with the count conducted by the board of elections. >> maybe one is franklin hayes but instead writes frank hayes. simple mistakes like that with the database. but the other part i think is human error. i think it got lost in the count. >> late monday, they took the findings to d.c. superior court. the petition should be granted a speedy review they said. because the deadline to get printed on the ballot is weeks away. >> we're really going to immediate it before september. september is the second week in september is when the ballots go out. so we have to do this asap. this is the only remedy that the district allows for us to do that. >> the citizens contend all d.c. politicians depend too much on corporate kopt bugss. a move to ban corporate contributions failed in the 12 to 1 vote last winter with only

i just enjoy kind of beating them at their own game. >> casey was smart. but every day consumers are duped by fraudulent mail. >> we're very concerned. >> u.s. postal inspector mcalester said it's a common scam. we brought her our latest ma mailbag of frauds. one promising to lower your debt. it has a seal similar to the irs. this notice states the person owes $49,000. >> unfortunately, these debt resolution companies are going through clearinghouses and getting names of people that might owe debt to the irs. but not only that, then they're combining names and they're just sending out mass mailings. >> the irs is not going to ask you to pay them in order to help you reduce your debt. these people might not have any debt. >> this one is -- i want you to be a mystery shopper. here's a postal money order for
