board, i've reviewed their statements. all their statements indicate they felt nothing, and they saw nothing before emergency braking occurred in the train. >> reporter: howard county police say two 19-year-old girls, rose mayr and elizabeth nass, were sitting on the edge of a bridge over main street in ellicott city when a coal train came through and derailed just after midnight. the girls were killed. their bodies were located still on the bridge, buried under the coal that spilled when 21 of the train's 80 cars came off the tracks. police say they were sitting on the ledge with their backs facing the train as it passed. >> i've lived here for 40 i can hear this train every night in my bedroom. and never crossed my mind that this would ever happen. >> reporter: the teens had posted on the social media site twitter they were hanging out on the bridge over old ellicott city and posted pictures. one called levitation showed the girls' feet hanging over the

roadway. nass was attending james madison university. mayr, the university of delaware. the teens were close friends and 2010 graduates of mount hebron high school. >> it's devastating for the community. mount hebron has a close-knit community and to hear of the loss of two members of our community and two graduates, it's tragic. >> reporter: csx officials worked throughout the day to upright the rail cars. the national transportation safety board is leading the accident investigation to determine what caused the derailment. >> we have no indication of what caused the actual derailment. >> reporter: valerie mohammed says her 17-year-old daughter recently told her she and her friends had climbed on that bridge. >> i brought her here today, because i want her to see how dangerous it is to walk on the train tracks and how fatal it can be. it's awful. >> reporter: i spoke to that

17-year-old girl. she says this today was definitely a wake-up call. never going around those tracks again. apparently, that is something that young people do here in this community. it is a train town. the national transportation safety board says this will be a lengthy investigation. they're expected to be out here on-scene at least through tomorrow. and they say they're going to gure out what happened and why. reporting live from ellicott city, darcy spencer, news4. >> police have made an arrest in connection with the police pursuit on i-95 that ended with the death of a prince george's county police officer. they are looking for a second suspect now. officer adrian morris died yesterday when his cruiser ran off the highway while he was pursuing the vehicle. police tell us he was not wearing a seatbelt. chris gordon will have more in a live report in the next half hour. we have just learned that the man accused of making threats to shoot people at his former workplace is out of the hospital. neil prescott underwent a mental

evaluation after a co-worker at pitney bowes in capitol heights told police about the threats earlier this month. he was in the process of being fired. prescott has been ordered to stay away from the former office. he will be back in court august 30th. police found a stockpile of guns and ammo at his home in crofton. those weapons are being held by the atf. police have confiscated some suspicious items from the rooftop of a building located about a mile from the site of the republican national convention next week. those items include bricks and pipes. the tampa police chief says she thinks protesters planned to use those items during demonstrations. she said the discovery was, in her words, disconcerting, but not surprising. the police say they've been preparing for that convention for two years now. there is a late development in the controversy over comments made by republican congressman todd akin. mitt romney has made his most direct remarks yet on that

the publicationtant river. southern maryland, the best chance for showers across our region throughout the rest of the evening. i'll update you on where the showers go and on the latest tropical storm that i think may have an impact on the u.s. we'll talk about it coming up. >> all right, thanks, doug. a 3-year-old girl recovering tonight after she was shot on a d.c. street corner in had anacostia last night. the little girl was one of three people shot in the 1500 block of 19th street around 8:15 last night. police say two men opened fire on a group of people there. the 3-year-old was shot in the foot. the other two victims were shot in the leg. one of those men who did not want to be identified says he's upset that his stepdaughter was hurt. >> we were just standing and talking and then i looked up and things didn't look right, basically. and then person fired upon. i don't really like where i've been, and i didn't like that my stepdaughter, she got hit. >> the victim says while he was

at the hospital, police searched his house. police say they had a search warrant issued by a judge to do so. the family of a man killed by a hit and run driver in fairfax county tells news4 that man was trying to help somebody change a flat tire. his name was clarence austin, he was 42 years old. he pulled over his correlate saturday night on i-95 near lorton. a 19-year-old woman is charged with driving by and hitting him. the family has some surprising words for her. derrick ward has our report. >> reporter: clarence austin jr.'s family remembers him as a hard-worker in the moving business. >> every job from transfer removal to what he did up to his time of death, always worked with his hands. >> reporter: but among friends and loved ones, when the heavy lifting was done, there was a light heart. >> going to miss his smile. his dedication to his family. and he was just an all-around guy. he loved his washington

there are growing concerns tonight that the violence in syria is spilling across its borders. a car bomb in southeastern turkey killed nine people last night, that included four children. the explosion happened outside a police station there. kurdist rebels claimed credit. the situation inside syria remains extraordinarily dangerous for civilians and journalists. an award-winning japanese journalist was killed yesterday as syrian forces were shelling the city of aleppo. a rocket attack on bagram air field in afghanistan damaged a plane used by the chairman of the joint chiefs of staff. martin dempsey was not near the aircraft this morning. two others suffered minor

democratic convention in charlotte next month. crews have some cleaning up to do ahead of their republican convention. severe storms ripped through tampa, florida last night. they caused some damage at the site of the republican national convention next week. a covered walkway that was just built for convention delegates was destroyed. workers are busy last night picking up debris from the storm which also tossed barrels and benches all over nearby streets. hundreds of firefighters are battling wildfires in parts of europe tonight. thousands of acres have already burned in northwestern parts of spain. a heatwave is making a bad situation even worse. authorities say they think some of those fires were intentionally set. in the meantime, fires in italy have disrupted train service there. they have shut down a portion of a highway. yesterday in the lobby here at news4, everyone was trapped because of the torrential rains. no one -- the staff was all -- no one would venture out.

it was an umbrella. no one was going outside. >> and a few areas right now doing the same thing. a lot of people trying to leave from work in the downtown area and there's some rain right now downtown, heavy iyer downpours there. but you guys just mentioned the fires in europe. take a look at the fires out to the west. this from a nasa satellite hovering way above the earth. take a look at some of the smoke from these fires. you can see the mustang complex fire, the hallsted fire and trinity ridge fire. this is around the idaho area, but there is more into portions of northern california. there are now 70 wildfires burning to the west of the mississippi river and 13 states. absolutely amazing how many fires we have seen. one of the most destructive fire seasons ever in u.s. history. they do need some rain out there. they have seen the intense heat we have seen, but they have not seen the rain. and we're seeing some right now. most of us on the dry side. but this is where the rain is, right around the downtown area. there it is, right there, right around downtown into portions of northeast. also down into george charles county and south a little farther down around the northern neck. you can see those showers there

south of fredericksburg coming south of waldorf and here is the heaviest shower. this one right over portions of northeast, right along 50 here towards she haverly, maryland, lannum. these are making their way right out route 50 so heads up if you're making your way out that way. the heaviest is now right along 50, right inside the district. so heads up here if you're living in this area, just to the east of 29 here. so watch out for that. also down towards the parkway a few showers to that area. this rain will make its way off and most likely will die out but not before providing more rain in some parts of the area. charles county, just very light showers south of poe mumpgy and waldorf, not a whole lot going on there but a few more in through portions of southern maryland. there is that shower, wow. how about that? you can really see the rain coming down there. 86 drizz 86 degrees the high temperature today. the low of 66, the coolest morning temperature we have seen in almost two months, and there could be more of that over the next couple days. although i don't think we'll quite get that low. there is that shower again.

82 degrees the current temperature with winds out of the northeast at 12 miles per hour. those winds most likely coming from that shower towards the airport. area of low pressure to the south helping to provide a little bit the way of some shower activity. we'll see the same thing once again tomorrow as that area of low pressure is a little bit closer to our area. so maybe a few more showers. most of us will stay dry, but going with a 20 to 30% chance of showers on your wednesday. so you may need the umbrella as you step out. on thursday, another area of low pressure begins to make its way our way, but it stays far enough south. i think most of us, if not all of us, stay dry. you see some shower activity here, i think that's probably a little overdone on a thursday. i'm not expecting much in the way of rain there at all. down to the south. >> a new tropical storm. here's miami, here's cuba and puerto rico. and this tropical storm looks like it could be making a path toward the caribbean and maybe a southeastern portions of the u.s. this is tropical storm isaac, just became a tropical storm as of the 5:00 advisory with winds of 40 miles per hour. watch where this one goes. if you have interest in puerto

rico, that could be very close to them. by thursday afternoon and then towards hispaniola as a category 1 hurricane of 85 miles per hour by friday. this is the official forecast from the national hurricane center. and then it brings it up very close to the southern tip of florida where we're going to watch this one very, very closely. because if it continues on that path, we're looking at a land landfall as far as portions of florida, maybe the gulf coast, we will watch that very closely over the next couple days to find out exactly where that storm is going. tomorrow morning, mostly clear, a great start. cool in the suburbs. 54 in the coolest areas to 67 in the city. tomorrow afternoon, once again maybe an isolated shower or thunderstorm. but most of us should remain on the dry side. temperatures, 83 to about 88 degrees. and as we move on through the next couple days, weather just gets better. sought. police are not saying which one was the driver of that silver acura involved in the fatal accident yesterday. it's important, because the driver could be charged with vehicular homicide. the police cruiser landed in the ditch along i-95 yesterday afternoon, killing 23-year-old prince george's county police officer adrian morris and injuring officer michael rischer. the police were chasing suspects who had been photographed earlier on surveillance video at this shell gas station in laurel, attempting to break into a vehicle. when their car was spotted by a station employee, they fled. today in southeast washington, police found the silver acura that the suspects are believed to have been driving during the pursuit that led to the crash. >> at this point, one of the occupants of the acura is under arrest. at this point, we can't say what the charges are against that occupant. we'll keep you informed as we

can. >> reporter: the police investigation into the crash revealed another factor. >> we know the surviving officer was wearing a seatbelt at the time of the crash. and unfortunately, police officer morris was not. >> reporter: at the county's sixth district station in beltsville where officer morris was assigned, the door is draped in black bunting, the flag flies at half staff. his colleagues say he wasn't tall but he had a big heart. >> we used to the munchkin and i used to call him mini me. he did nothing none of us standing out here would have don done. so absolutely i have pride in what he did. >> he was low man on a big campus and he was going to be the big man on campus one day. and he's the big man on campus now. >> reporter: adrian morris graduated from eleanor roosevelt high school in green belt in 2007. next to his yearbook picture, it says he was in the air force jrotc honor guard. >> everybody liked him.

and he had -- was very popular in school. in fact, today and yesterday i received all sorts of calls from his classmates. and asking me if i knew about the tragedy, which i did. but -- sew touched a lot of people. >> reporter: funeral arrangements are being made for officer morris. members of his family are coming up from jamaica. that's where he came from before moving here, becoming a citizen and a dedicated police officer. that's the latest tonight live from the prince george's county police headquarters. chris gordon, news4. in ellicott city, the operator of the csx train that derailed overnight there says he did not apply the emergency brakes before the crash happened. the lead investigator with the national transportation safety board says the brakes automatically kicked in once the derailment occurred. college students elizabeth nass and rose mayr were killed around midnight last night, just before the crash. they tweeted pictures of

themselves sitting on the bridge. that train derailment in ellicott city delayed a court proceeding in guantanamo bay in cuba. a pretrial hearing for the men accused in the 911 attacks was scheduled tomorrow. defense lawyers suddenly lost their access to a government computer network today, because that derail disrupted verizon service. the hearing will take place on thursday now. a judge will determine the rules for using classified evidence. summer storms have been a problem for people in some of the historic neighborhoods in northwest d.c. but now city officials are promising changes to help fight that storm water and sewage overflow. tom sherwood has our report. >> reporter: the bloomingdale neighborhood of northwest washington near downtown are filled with century-old homes and enjoy a renaissance, except for this. three times in less than two weeks in july, rains flooded

neighborhood streets with storm water and sewage not seeping but gushing into homes and bafts of hundreds of houses. >> when you have so much debris and stench in the center of your home, it's quite disconcerting. >> but what is even worse is the emotional toll that it takes on families. the emotional strain. it's -- it's just unreal to have to be scared of rain, to have to be scared because it's cloudy outside. >> reporter: mayor vincent gray and city officials joined local neighbors tuesday, forming a task force and promising short-term solutions by december, including better storm drain management and financial help with flood barriers for the homes. a massive new sewage system won't be ready until 2025. >> if your basement is flooding in had 2012, it's not a major consolation that there is a solution on the way in 2025. >> reporter: this area has experienced flooding over decades because of its typography, and out-of-date storm water systems. but new construction in

businesses may also be adding to the overwhelmed system. betsy daniels just moved in last december after three years of renovations and rebuilding. she now depends on sandbags to block some water, but they don't help when water rises from the ground. >> the issue is it has sewage in it. you know, your basement is covered in sewer water. they've had to rip out their drywa drywall. we're talking $15,000 worth of damage at the house next door to me. >> reporter: in the district, tom sherwood, news4. the d.c. police are trying to identify the man found murdered in a neighborhood in southeast washington on saturday. officers were called out to the 1900 block of curtis court on a report of an unconscious person there. when they got there, they found the body of a man. the medical examiner determined that the man died from being hit several times. it's not known yet how long the body had been there. there is a $25,000 reward for an arrest in that case.

today news4 got a chance to travel along the new lanes of the beltway express project. when it's completed, there will be toll lanes running between mclean and the springfield interchange in fairfax. news4's julie carey has the results of today's test drive. >> reporter: after years of construction in just four months, drivers on the virginia beltway could have a quicker commute and a very different view out the windshield. it's a view our camera captured today mounted on the dashboard of a test vehicle. more than a dozen of them, some manned by professional drivers, are rolling on the brand-new asphalt to check out the still under construction 495 express lanes. it's a project that should bring a faster trip from the springfield interchange to just beyond the dulles toll road. they will be free to buses, motorcycles and vehicles with three or more people, a variable toll will kick in for the others. the test drives will make sure all the technology operates according to plan. >> so what we're out here today putting test vehicles on the road to make sure the easy pass

routers work to make sure the cameras work so if something happens we send out some emergency response team. >> reporter: some of the test vehicles carry the easy pass flex device that is can be switched to a different setting if there are three or more people inside. those who do pay the toll can expect an average charge of between $4 and $6. but at times it could be as low 2 bucks. >> it could fluctuate depending on what's happening on the road right before you get on. >> reporter: it was clear-sailing during the test as drivers tried out different speeds and maneuvers. signs warn what's going on alongside them. some who have been watching and waiting in construction traffic for several years are eager to try the lanes themselves. >> absolutely. if i'm waiting all the way to springfield or down south, i will definitely use it because it will save a lot of time. >> reporter: this commuter from alexandria to tysons plans to stay in the regular lanes, but he too hopes for a quicker drive. >> i don't want to pay the price. hopefully it will, you know, alleviate some of the headaches as far as the traffic goes.

and ease the rest of the lanes for us. >> reporter: the timetable for the express lanes to open, sometime in december. just in time for folks to head to tysons for the holiday shopping season. in fairfax county, julie carey, news4. in a couple weeks, there will be a new school superintendent in prince george's county. but until then, dr. alvin crowley has stepped in as interim superintendent. crowley has been an educator for 32 years. he served as deputy chief of special education in the d.c. schools. this morning, tracee wilkins spoke to crowley about the challenges facing the county, including declining enrollment and below average test scores. >> we are making gains, and we continue to focus on those areas and then look at specific areas where we're having some difficulty and make adjustments there. so i think we're well on track and in terms of student achievement, we'll continue to focus on making sure that all of our students are provided a rich

she didn't make it but did arrive to cheers and applause this afternoon. early today, she ended her attempt to become the first person to make that swim without a shark cage. she was about 50 miles from key west, but jelly stings just got to be too much for her. she did get back in the water at the end to make the final distance to shore. she will turn 63 tomorrow. a mild winter and rainy spring is fueling epidemic levels of west nile virus in parts of our country. one woman in california says she contracted the virus from a neglected neighborhood pool. she and neighbors say this pool behind a foreclosed home became a breeding ground for mosquitoes. officials say the most they can do is treat it but for legal reasons can't clean it outs. >> the bank has thrown their hands up in the air, these people have not taken care of the problem. and now our neighbor is sick and my son started showing some symptoms. >> there are elderly people in this neighborhood and there are

philly defense gave up a touchdown, reid getting in the face of colin jenkins. feisty in the preseason. the eagles go on to beat the patriots, 27-17. down a level. the terps getting ready for their own season opener two weeks away and some history being made as the terps announce their starting quarterback. it is perry hill, the first true freshman to start at quarterback for the terps since 1999. you may remember that cj brown was expected to be the starter, but he's out for the year with a torn acl. so in saturday's scrimmage, hill running the first team offense for the first time led maryland to score on three of their first five drives, perhaps more impressive than anything was this 18-play, 76-yard drive capped by a 16-yard touchdown run by the quarterback. his debut, once again, coming against william and mary saturday, september 1st at 3:00.
