posted to the mouth of the mississippi river. the path will take it across the open waters and towards key west as a category 1 hurricane tonight. making landfall near this area sometime on tuesday. and right in your weather forecast, a few soaking thunderstorms today i'm afraid, and temperatures probably close to 80. coming up tomorrow morning, the showers are winding down leaving us mostly cloudy. your monday afternoon, a little more sunshine and a random shower to the east and 84 to 89 is a warmer day awaiting you on monday. as we plan ahead the next seven, a few showers on tuesday and then after that i see sunshine in our future and dry comfortable weather to the tune of 85 or 86 degrees wednesday

tapl pay buccaneers. that's on wednesday. next up is reporters' notebook. >> we will be back in 15 minutes with this morning's top stories. good morning and welcome to reporters' notebook. we have a lot to get to this sunday morning. prince georges county is where we start out. a bill passes. the governor signs it and it goes on to referendum. what does it mean. for our viewers, let's give some background. >> well, there was a lot of controversy from the beginning and a debate about a full game's project for national harbor. at first there was a debate over the fact that if you put a gaming facility at national harbor, it would conflict with

a only ron dull. the people of family groups, social family groups, they all wanted to put this on the referendum. because what happened in prince georges county, when the committee met to come up with the bill for o'malley to sign, so they got the passage of being able to put this on the ballot because they got the 55,000 signatures, what, late last winter, last spring. >> and then a lot more after that. >> they got almost double. 100,000 signatures. >> how strong is the opposition right now when we put this to the polls, to the test in november? >> the opposition may well be very strong, but i think this

train has already left the station and i am not sure that it could be turned around. jerry's point to be underscored and that is the people making the decisions about how this would go did not include people from the jurisdiction that is affected. to me that's a leadership problem that should have been corrected. and how will the money be districted? who is going to get the resources? how much of this money is going to be staying in the county for schools, roads, bridges, so on and so forth? to me, all that is an open question, and the only way this can be stopped to the extent that it could is if there is such an overwhelming turnout in opposition that it forces the powers to be to back up a little bit. i am not sure that will happen. >> the casino industry will spend money advertising and trying to convince and persuade

various organizations this is what will be needed, and you are right, the money, we always hear this no matter what jurisdiction, the money will go to schools for education. what i am being told is that in prince georges county the formula is such that they have to share it with eight other school districts. and the real question people have to ask and this will be washed out in the debate, how much money will you be getting? nobody knows. because the gambling industry can be soft and then the question is how much revenue will come in? is it worth all the other problems that you might have? i think there will be a big fight. >> what joe said is important. you have people in prince georges county that will be using the facilities and spending their money and that will go to the counties in the

far western part of the state. that seems ridiculous to me. so if the voters want to rise up and put the brakes on this, then i am all for it. >> you should point out the governor says this will bring in thousands of jobs, and construction -- >> no, no, no. >> and this will bring in people from outside the county as a tourist destination. >> i was going with the job thing. the fact is when you talk about the casino, and i am familiar with the atlantic city, and the people that work in atlantic city don't live in atlantic city. when you talk about the in -- the infrastructure is one thing, but when you talk about a professional gamblers that have to operate the tables, and they will not take a chance hiring john doe off the street --

>> they claim they will. those folks hop in their trucks and vans, and they come and go -- >> they come already trained and the casino doesn't have to train them or anything. >> yeah, they are already trained. there's a limited number of jobs. what i would be concerned about is how much money will the public education -- will the school system get from this? i don't think anybody knows. >> you raised that and we will talk about the gambling issue coming up later on "viewpoint" this morning. and we have an interim superintendent, and we have crawly coming in. transition, and teachers want raises, and this is a challenging time right now. what do you see in terms of finding a permanent replacement? would he be a candidate to be a

permanent superintendent? >> i am sure he will be a candidate. but it's going to be tough as interim, because it depends on how fast the board of education goes through with the so-called search. if they are saving money by bringing this guy high qualified educational official from the district into the county, he's got 123,000 students that he has to govern over. and teachers in the county are upset because they want a raise, and also the county facilities have got to be updated. so he has got a lot on his shoulders. i will say this, the head of the school board says that bringing crawly in, and that's the guy from the district of columbia as the superintendent will really help because of his stability. he is a stable educator and this will help the county. >> they are all stable until they get another job offer.

but, i mean, the reality is the problem of what they will have to decide is, look, can we find somebody that will stay here and get the job done or is this a steppingstone to somewhere else? >> and there in lies the rub. this has a job that could be attractive, but it's a job with problems. whoever takes the job is going to have to be able to fix those problems almost immediately by bringing in people. so if you are going to be the superintendent come into the job, one of the things you want to know is do you have a free hand to hire the people you want to bring in? that's not settled yet. >> remember, the deputy superintendent left and the officials at the top left and you have an empty vacuum there of no leaders in prince georges county. >> i think this will be a

difficult job to fill with an experienced superintendent. you may have to bring in somebody that has not been a superintendent in a large-scale school system or somebody who has been at the next level below to come in and take the job because there are problems. >> have to take a quick break, i'm barack obama and i approve this message now mitt romney's attacking the president on medicare? the nonpartisan a-a-r-p says obamacare "cracks down on medicare fraud, waste, and abuse and strengthens guaranteed benefits." and the ryan plan? a-a-r-p says it would undermine medicare and could lead to higher costs for seniors... and experts say ryan's voucher plan could raise future retirees costs more than six thousand dollars. get the facts.

welcome back to "reporters notebook." we are talking about issues in the district right now, and one thing taxicab drivers will see shortly is the smart meter system. there is controversy before we see them stalled in every cab. >> there is always controversy when we talk about changing cabs in the district of columbia, but i think from what i have talked about with the people on the street and with what the mayor

is saying, you are talking about getting a cab and using credit cards. that's a plus. plus you have a gps, because let's face it, jim, for years in the district of columbia, a lot of these cab drivers don't even know -- some don't even know where u street might be, or when you say wheeler road which is far southeast they don't know what you are talking about, so the gps is helpful and we know that local tv, the particular company, it's a company that is going to get the contract, and i like getting in new york cabs and watching wnbc. >> and marion barry has also thrown a wrench in this, dc should pay for the $500 fee instead of the drivers, and he's trying to slow down the process because there's controversy about the folks that bid on the

contract, and then you have the taxicab drivers that don't like being monitored and they think it's big brother watching. they really don't like that. now, i tend to be -- >> but the monitors will be turned off -- when the meter is not working the monitors will not monitor the cab. >> but still, when they are riding it they don't like it. i tend to favor the position you have taken. i think it's new and the issue is simple, the consumers are going to benefit from this, and people will slow down and get adjusted to this. >> i think also, you know, as a generational element to this. if you are in your 20s or 30s, you probably don't even carry cash. so the convenience that comes along with using a card is great, and i know when i travel to other places it has been a big help to me. over all it's a pretty good deal. i think these problems that the

mayor has brought up will be worked out, and for the tourists that come here and don't understand the geography, they will get a geography lesson. >> there are certain parts of the city like in new york, your credit card won't work, because all of this is satellite oriented. so sometimes -- i am just warning everybody. don't get frustrated. >> i will drive you up another block and maybe it will work. >> a serious note here, it would be interesting to find what the ratio of robberies of cabs will be like after this, how many will drop, because, you know, we had a rash of robberies for a while back in the late '80s and into the '90s, and it will be interesting to see if that will decline. >> d.c. government employees forced to take a furlough will see something extra in their pay by the end of the month. the mayor announced this just

welcome to news4 today. >> this morning, virginia dominion power crews will prepare for tropical storm is c isaac. they will be in place just in case isaac knocks out power in florida. >> red cross volunteers in fairfax are also ready to go to florida, too. they have enough food and supplies to help 200 families. the national capital region will send the crews as soon as they are needed. right now, isaac is heading towards the florida keys where hurricane warnings are already in place. isaac killed four people in haiti, and hundreds of thousands of people still live in tents in cities there. they have been homeless since the 2010 earthquake if you remember that. the tropical storm knocked down

many of the tents leaving residents once again without places to live. >> these families are losing everything. the very little that they had, all their stuff is rotten and very wet, and they are into mud. >> in cuba, high waves battled the seawall while heavy rain flooded streets. so far no reports of deaths or injuries on the island. >> tropical storm isaac has plenty of opportunity to strengthen and may become a hurricane as it approached the u.s. coast. >> our meteorologist is in storm center 4 with the latest on that. >> tropical storm isaac packing winds of 65 miles per hour at the moment and expected to become hurricane strength sometime later this evening as it approaches the florida keys late tonight. right now with the winds of 65 moving northwest about 200 miles east-southeast of key west and there is the path taking it right across the western florida

to the tropical storm. >> this is as the party formerly prepares to announce romney as the candidate. david, good morning. >> good morning. >> the rnc commissioner is adjusting the agenda because of isaac but what storm will the impact have on the week ahead? >> we don't know. it's something that certainly the campaign and the party are taking a close look at, because they would like to get started on tuesday afternoon with the bulk of the convention. they are counting on primetime television coverage, and what we don't know is the affect by tuesday afternoon on the immediate tampa area. i can tell you walking around this facility, the site of the convention, there are numerous proje proje projecttiles and so if you have transportation problems or storm surge, all of it will impact

them getting started. >> do you know when mitt romney and vp pick, paul ryan, will be in tampa? >> probably get in wednesday and thursday. governor romney will address the convention on thursday night. so they will have a little bit of time to get in, but a lot of it will focus on can delegates get here from over the bridge who are staying in st. petersburg. >> you have former florida governor, charlie khecrist, he now supporting president obama. what will this mean in florida? >> well, you know, i don't know that charlie crist has as much sway as an independent, and he will not be a primary focus, but we know how important florida is. i have spoke and it will be on the program exclusively, former governor jeb bush that talks

about the fight in florida and how crucial it is and how it will come down to economic matters in the state, but this is a convention overall beyond florida, where people have an opportunity and a huge challenge to try and reach people with a real vision for the country. he has to fill in parts of his biography that has been battered by the obama team, and a real road map for how he wants to get things done in washington. >> if there is anybody that represents republicans in florida is jeb bush. what role will he play in the election? >> he doesn't speak out all that often. we will see where he campaigns along the way. you know, it's interesting, richard, he plays a different sort of role, like an elder statesman. he is a trusted voice on the conservative movement and how that movement ought to move forward. he has been critical and he is critical in our interview of how the party is conducting itself with the hispanics and the issue

of immigration. he is more of a truth teller even on taxes and raising revenue. >> very quickly, we have to mention, missouri congressman, todd achin, wrongly saying female rape victims are biologically able to prevent a pregnancy, and he refuses to drop out of the race, and do you think it will have a lasting impact especially for women voters? >> they have been energized, and the president enjoys a gender gap among women falling short among men, which is typically the democratic and republican breakdown. this is the kind of issue that mitt romney does not want to be talking about. the prospect of an issue like this rearing its head, really it risks ill nating republican women at a time when mitt romney cannot afford to have that

at least three people were killed in a massacre near damascus, syria. this is amateur video showing tanks and destruction. the syrian army reportedly launched an assault on the town. rebels say troops shot and killed people going house to house during raids. and cleanup after a oil refinery in venezuela exploded killing some and injuring 80 others. it left the surrounding streets covered in rubble. investigators believe a gas leak sparked the blast. and investigators confirmed

gunfire injured people outside the empire building. six of the nine injured bystanders already left the hospital. the three remaining bystanders have left the hospital. police say johnson was laid off a year ago and blamed urbg lean yo for his firing. a scary scene as a pennsylvania fair as a bull broke free and started to run wild on the fair grounds. police say ten people were hurt, including one woman who had to be airlifted to the hospital. eventually the bull's handlers were able to corral the wild animal and none of the other injuries are believed ton serious. this morning, crews will

headed towards okinawa, japan. the storm is packing 112-mile-per-hour winds. the storm is expected to make landfall today thats as many as 12 inches of rain. crews rescued people and animals and moved them to safety. >> over in this part of the world we are watching a tropical storm and it looks like it will hill the florida keys sometime today. i covered many storms down there -- >> a miami native? >> yeah, and sometimes a tropical storm is is not taken that serious down there. >> it will be close to hurricane strength. the timeframe for hitting the key west area is wee hours in the morning. a little stronger than where we are at right now. all eyes, of course, on isaac. and the hurricane center's path continues to shift further to the west.

this keeps it kind of out of tampa's immediate trouble spot, but does focus a lot more attention now on the folks in western florida, mobile, and now there is a hurricane watch that goes all the way to the mouth of the mississippi river, and does not include the new orleans metropolitan area, but they are not in the clear by any stretch of the imagination. we have 70 this morning with lots of clouds, and showers over annapolis. you have been pounded for the last hour plus. winds out of the east at 9 miles per hour, and humidity is 88% on this sunday morning. not a lot of sunshine, but lots of 70s, whether it's frederick or at an even 70 where the number is 73. we will take you on the lower 80s today with lots of showers, and today different than yesterday, we will have embedded thunderstorms, too. let's put up the lightning tracker and show you here in annapolis and into the bay, we

want to talk more about the referendum later in november, and if we can give the viewers background, what does the bill mean? what will it bring to prince georges county? >> you have to state that over and over again, it's a referendum. if people want to decide they want to bring expanded gaming into the county it has to be improved by the voters, and then the local county council has the ability to zone it out to stop. serving on the weighs and means committee, this was a long process. this started in 2007 when we talked about introducing gaming. it was about revenue. so when we talked about the revenue, and we knew it was not

going to be a one-time five sites and those were the only sites, and then it came around to the number one location, gee graphically, studies showed it would be down in prince georges county, and so it became a matter if the voters were willing to allow a site to be open there should we allow them to vote on the issue. >> it's an uphill climb still when we are talking about this referendum. tell us a little bit about the climate right now and the opposition that is out there. >> the opposition is substantial. what we are talking about is placing a 24-hour adult only entertainment casino facility in one of the most pre-eminent communities in prince georges county. let me give you o stat. we are a county where about a quarter of our residents are under the age of 18. in one summer alone in 2010 at

just one casino, there were six documented instances of parents leaving children in the car so that they could go into the casino to gamble. you are talking about a 24-hour facility with free alcohol and food or loosening rules around alcohol in a family-oriented community, and it's a bad idea. you are also putting it into a community that is suffering right now under the worst debt crisis in the state. prince georges county has a quarter of all homes in the entire state that are at risk of foreclosure. and this is a known debt creator. so what does it mean for us? that's what it means for our community, a substantial footprint by a predatory industry in a community that can least afford it.

>> the governor cites this could be bringing in construction jobs and more than 200,000 permanent jobs, and would it be the prince county residents taking the job? >> it has to be local participation -- i want to go back to a couple points that former delegate levi said. you have tiers. if you are morally opposed to gaming you have a right to go to the voter's booth and say no. and i think also you have to talk about the jobs, as you mentioned. having 4,000 jobs, and the average person that is working at the location here, that's $65,000 a year, and that's a good job. and the third point i want to say, entertainment shopping. i am a big fight fan. i go and see seth mitchells go

to las vegas, and if i go to las vegas, i may spend 60 minutes in a casino, but what about the shopping and the entertainment that i do with my wife and the family things we can do, so it's not predatory type of things we are talking about. we are talking about what has taken so long? we have those that don't want it and some are saying what has taken so long? if the voters say you want it, who are we to stop and say you can't? >> let me talk about, the $65,000 a year job, where is that? i have looked at two of the websites -- >> the fiscal notes -- >> let me finish. slot service ambassador. is that a $65,000 job?

i looked at, for example, maryland live. most of their jobs are food service jobs. they are listing 23 jobs right now that are food service jobs. 13 are part time. of those jobs, and that's half of the jobs. these are not -- these are not family sustaining jobs. a lot of them are part-time jobs, and just so you know, "forbes" magazine has listed gambling gaming jobs as among the 25 worst-paying jobs in america. and that's from "forbes" magazine. >> we have to take a break and we will pick it up on the other side. this is a hotly debated issue. a lot of you are waking up out there and heading to church and you may have strong opinions on one side or the other, so stay with us because we have a lot [ male announcer ] since 1996 welfare recipients were required to work.

county residents? >> well, you have got in baltimore, they are talking about expanding their gaming there and they are going to offer a program at morgan state university, and prince georges community college will have a training service where you can train people to get these jobs we are talking about. >> i want to be clear. i can't make the decision, and our county executive can't make that decision. you take a gee graphic radius and that radius is where the site can go and then the board will pick the best bid. within the radius right now is national harbor as well as rose krauft. >> listen, the county executive, everybody out there is saying this is going to national harbor. let's be frank and honest with people. national harbor is the spot.

and let me clarify one thing with the public since we are talking about the phantom local vote. there is intent language, nonbinding intent language that gives prince georges county some voice on this issue. but it's nonbinding. even if we vote down the casino, it's a fight because what you are going to most likely see, it goes to court from there. this is not a binding vote. prince georges does not get a veto over this. they did not write the bill so get that. i want to clarify that with the public. the fight does not end even if we vote it down at the ballot box in november. >> to combat that, in existing law it said if the local county council, which is more of a local representation, votes for it not to come in, it could be stopped there. we put in a add measure of defense to protect the public,

saying, which has not been done in state law, where it says if the voters in prince georges county does not want it, the state will not pursue it, and you have the state not pursuing it and the county council can stop the process at any given time there. >> the supporters say it could make it a tourist destination, bringing in people that might go to delaware and spend money, but places from all over, national harbor or wherever it may be. >> first of all, prove it. there's competition from all around. more than that, still, you are going to have the local impact. i mean, the real concern for a person like me, or really for our lawmakers should be on that neighborhood, on that community. everywhere you look right now, you see advertisement for maryland live.

there will be fierce competition between any casino at national harbor and all the other casinos in the area. we are talking about people, not traveling for a destination once a year twice a month, we are talking about after work, going after work, having a 24 hour facility going after work and spending the rent money original phu -- milk money. a predatory industry like that impacts and has a fallout zone in your community. we may have tourist dollars but you will see the impact here locally. >> that's an argument that has been made, the poorist in the community will become perhaps

georges county and then you have the state's share of it, and then the leftover money goes to the educational fund and that would generate $200,000 extra for the education in the state of maryland. >> what about the percentage going for housing and economic development? >> let me address the numbers for a second. let me just say this. about three months ago the general assembly had a special session where they raised taxed on lots of people around maryland, okay. and then they came back three months later and this bill -- it's hard to determine what the revenue figures are, what is the up side here, and what kind of money we are going to get out of this arrangement, because they have reduced -- they have cut taxes on many of the operators around the state, substantially. so in addition , we spent money

on purchasing slot machines and leasing machines, and we have taken in $200 million as of june 30th, so we are on the negative side of the equation. but even with this bill, it's unclear what the money will be. they said back in 2007 when we passed it that by fiscal 2012 we would have something like 440 million net affect for the state. i just cited you the numbers and we are nowhere near that. if i was the public, i would question the numbers. we never got to any number they ever said, none. and neither has two-thirds of the state. >> let's clarify that. we are talking about numbers. it was supposed to be $400

million, and that was with four facilities running, and nobody is going to hit $400 million when you are projecting five sites and we had two running for a period of two years, and one running for three months, and that's a skew in the numbers there. >> how much of the revenues will be going to the owners and sports vendors? >> that's a good one. when we started in 2007 we knew we had the highest tax rate in the country, in the country. our rate was the highest. the state of maryland was going to keep 68% of it. in atlantic city and new jersey, they keep 8%. pennsylvania, they keep 45%. so we knew we had the highest rate. did we have to come down in order to be competitive, and that's what the competition is like there. having the highest rate and seeing if it would work, and it didn't work because we had two sites up, and we lowered the rate because we had to do that

to many remain competitive, and we needed to insure that we could put money into the social programs we are talking about to insure a better quality of life. >> here is the big deception. it's all for education. guess what? it's not. the formula has changed. maryland live, since we are not competitive, maryland live came into the market knowing what the tax rate was and they opened the doors, and they are making money, okay? baltimore, they just bidded and they are expected to open next year and came into the market with that tax rate and they are expected to make money and people are entering the market with the tax rate expecting to make money. so it's hogwash. it's flat out hogwash and it's tax unfairness. why put a burden, why put flesh taxes and raise taxes on regular marylanders and then give a tax break to millionaire casino

that the opposition is not going to be as passionate and as strong as some say it is out there? >> you are talking about a lot of money. i think some of the outside surrounding gaming companies they will spend a lot of money trying to keep prince georges citizens blind, and they will put the money behind the type of campaigns here. i say make it a clean vote. >> yeah, it's usually -- first of all to the lawmakers, the first job is to do no harm. we send you up there to listen to the hearings and look at all the states that have bad fiscal conditions and large gaming facilities, and first do no harm. >> to who? >> give us a binding vote.

to survey the damage from the torrential downpour there that caused extensive flooding. waters flooded cars and homes. emergency crews evacuated an apartment building and a senior citizen center. right now crews are searching for the pilot of a helicopter crash in southwest virginia. that helicopter crashed late friday night near the north carolina border. it was owned by the food city grocery store chain and crashed minutes after taking off from a lake side house. the chopper was taking people from the house to the speed way where a nascar race was taking place. the faa is investigating the crash. a dc man shot by police has died. the 24-year-old albert payton threatened a woman with a butcher knife friday night in southeast d.c. officers ordered him to put down the knife but he refused and moved towards them.

police then shot him. he was taken to the hospital where he died. an investigation is under way and the officers involved are on routine administrative leave. and deciding to legalize same-sex marriage in maryland. the ballots will ask voters if they want to approve same-sex marriage in the state, and in similar ballots in other states, it asked if voters wanted to ban same-sex marriage. opponents gathered enough signatures to put the issue on the november ballot. the world has lost an american hero and pioneer. astronaut neil armstrong was the first person to walk on the moon and when he landed on the surface in 1969, he uttered a

with showers around and soaking thunderstorms by 1:00, and 79. sneaking in a high of 82 with sun and thunderstorms again this afternoon. the heaviest rain lining up in advance coming up to the south of d.c., and first stop down towards colonial beach. and then we head up through fairfax county, and fairfax itself getting a little shower, and no lightning at the moment, and north of you, right over here towards sandy hook, and we have some rain. last stop, right off towards annapolis with thunderstorms and across the bay bridge, heavy rain, too. low pressure will slowly dis dissipa dissipate, and the showers linger. 7:00 a.m., most drying out with a few showers off to the east, and sandwich here before a few more showers.

and then the hurricane warning in pink and tropical storm warning solid in orange. this is a hurricane watch all the way to the south of the mississippi river, and tropical storm isaac is packing winds of 65 miles per hour. the path taking it towards key west later tonight around midnight and keeping a category 1 in the waters, and possibly hitting as a category 2 storm making landfall in the wee hours on wednesday morning. clouds and showers today, and 78 to 84, and then as we look ahead there is your back to school forecast. warmer tomorrow so the kids, you know, can wear the shorts and short sleeves tomorrow. i don't think we will have too much rain around. and dry weather on wednesday, thursday, friday and saturday with highs in the middle 80s. everybody wants to know if isaac's moisture will rap back up. the computer model is not in a

hurry to do that, and things change but as of now not any impact from isaac in our forecast. turning to sports now. it was the battle of the first round picks as rgiii and the redskins took on andrew luck and the redskins. >> this is probably the last you will see of rgiii for the preseason, of course. >> the final rehearsal went as scripted for the skins, and they exited with the lead. perhaps more importantly, everybody for the most part remained healthy. the quarterbacks for both teams taking center stage. andrew luck against the second pick, robert griffin iii, getting plenty of help from alfred morris, the sixth round pick. he was not supposed to be the star of the show.

a 17-yard gain down to the 2. the first touchdown of the game, and morris celebrating, deservingly so. the redskins on top early and the colts strike back in the next possession. andrew luck, what a pretty pass. 31 yards for the touchdown. that ties the game at seven. luck, 14 of 23 from 151 yards. the redskins again countered with the running game. tim hightower's first carry since tearing his acl nine months ago. pretty good. 18 yards down to the 4 yard line. hightower had to love that. sets up this, robert griffin iii, throws the dart to santana moss. redskins back on top, and rgiii, 74 yards. a rookie quarterback from northern illinois replacing andrew luck, and not so lucky

right here. sacked in the end zone by chris wilson for the safety. 51 doing the sack dance in the end zone. 16-7 redskins. and then a smatter of boos for the home ground, but then dissected the seconds string. and going over the middle again, and this time to d.c. native, josh morgan, for a 13-yard touchdown. grossman, a perfect performance. how often have we said that? he added another touchdown pass as the redskins go on to win it 30-17. and then we caught up with the rookie that made the biggest impact and it was not number 10. >> i know what i was capable of and i was waiting for my opportunity. same thing in college and i was a backup and i do what it takes, special teams or whatever, same thing i was doing here, and when
