in for neil armstrong. and a raging bull. but this is nowhere near spain. >> welcome to new"news4 today." it's sunday, august 26th, 2012. right now the winds are picking up in south florida as tropical storm isaac moves in. the tropical paradise of key west is bracing for the storm's affects. >> nothing like that here, but we are getting our own bout with rainy weather this sunday morning. storm team 4 meteorologist, kim martucci, is monitoring all the activity. >> she is in storm center for with the latest. good morning, kim. >> good morning, guys. it's cudy over d.c. at the moment and the showers are affecting the area all morning long. 76 is where we are at and a busy northeast wind at 12 miles per hour keeping us company. the numbers rolling in show 72 for baltimore and gaithersburg, and leesburg is at 72.

and the rain has been heavy, and a flash flood warning in effect for baltimore county, and they have had 2 inches so far. up to the north, gaithersburg and leesburg, a little rain but no lightning. up to clear spring along 68, that's where we have rain off to the east just northwest of annapolis, and what you can expect today on and off showers and thunder. we will have highs in the lower 80s. i amtr tracking isaac and will e you in a few minutes. the tropical storm is already affecting florida, and the governor there cancelled schools tomorrow. >> and republicans are pushing back the start of their convention until tuesday. this morning, tropical storm isaac is gaining strength. nbc's jay gray shows us the preps from ft. meyers.

>> reporter: at least four people were killed in the caribbean as high winds and heavy rains ripped apart shelters in haiti, a clear and powerful warning in the gulf coast. >> everybody needs to be watching this carefully taking initial preparations. >> reporter: in ft. meyers, that includes sandbags. >> it's the storm surge and the size we are concerned with. >> reporter: preparations continue in tampa, but events scheduled for monday, the first day of the republican national convention has been pushed back to tuesday because of the storm. >> i think if the chairman thinks it's better for public safety, i am all in favor of it. >> there are over 800 red cross workers in the state of florida right now, and as storm kind of decides where it's going to go, we are mobile and able to move ose resources as quickly as possible. >> reporter: the concern the

forecast track targets the gulf coast and shows the storm growing to a category 2 hurricane with 100-mile-per-hour winds before landfall. >> it's a lot of warm water out there, fuel for the hurricane, and it could easily intensify if it holds together. >> reporter: holding things together could be increasingly difficult as conditions take a turn for the worst in a place that before the storm looks a lot like paradise. a paradise now preparing for hurricane conditions possibly by the end of the weekend. jay gray, nbc news, ft. meyers. >> this morning, dominion virginia power crews are heading to florida in case isaac leaves residents in the dark, and they are not the only local team preparing people that could be caught up in the storm. derrick ward is in the news room with more. this is about a preemptive move to help florida deal with

something we became too familiar with this summer and that's the post storm conditions. now we are told dominion power crews will head out from fairfax, charlottesville and hampton, and they will stage in a safe location outside the storm's path. now the storm has already taken four lives in haiti, and in addition to power crews local red cross volunteers are also preparing to get southbound, and they are sending emergency response vehicles to help with whatever human needs arise from the storm. >> concerned about the people who are in the path of the storm and what might happen to them, and so we're anticipating, and we're maybe a little, you know, the adrenaline is starting to pump up a bit, and we are ready to go. >> the red cross has all of the emergency response teams in the

area on alert in case they are needed, and dominion is releasing 80 contractors for this sort of thing, and they hope they are not needed but remain at the ready in case. joe biden is canceling his trip to florida, and biden postponed his trip to orlando and st. augustine that was scheduled for tuesday, and he wants to assure emergency management officials can focus on the storm and not on his trip. >> david gregory joined us today to talk about the republican national convention and he says it's essential for mitt romney to reinvent himself for voters. >> this is a convention overall are romney has an opportunity and a huge challenge to try to reach people with a real vision for the country and fill in parts of his biography that have been battered by the obama team

and offer a real road map of how he wants to get things done in washington. >> former florida governor, jeb bush, and arizona senator john mccain will join david, and dnc chairwoman, and arizona governor, jan brewer. we will have a live look at the tampa convention center there. aaron gilchrist will have the latest and we will have live coverage of the democratic national convention in charlotte next month. >> and staf obama's speech will most likely be the

highlight of the convention, and lines wrapped around an obama campaign office in charlotte as staffers handed out nearly 6,000 tickets in the past few days. some waited in line 12 hours to insure that they had a ticket to make sure they can see the president next month. >> i have a chance to go to the convention to support president barack obama. >> was it worth four hours? >> yes. >> eight hours? >> yes. >> you can be sure every one of the 74,000 seats will be filled at the bank of america stadium next month. and the world says good-bye to one of its greatest explorers. astronaut neil armstrong changed the course of history by being the first person ever to walk on the moon. when he landed on the surface in

1969, he uttered a phrase that is now instantly recognizable. >> it's one small step for man, one giant leap for mankind. >> armstrong passed away yesterday afternoon at the age of 82. he and the rest of the "apollo 11" moon landing team helped vault america ahead of the soviet union in the space race. armstrong is one of only 12 men to have walked on the moon during the apollo program. armstrong is being honored in a number of ways including flowers at his plaque on the hollywood walk of fame, he, buzz aldrin and michael collins received a plaque on the anniversary. the museum's curator says

armstrong's historic moment is just one reminder of one of america's many accomplishments. >> it brings back a time when this sort of collective american effort to show our ability to do very, very hard things and do them very well was something that we all took pride in. >> nato also says armstrong treated his job as an astronaut was something eded to be done. police say payton refused officers' orders to put down the knife as he moved towards them and the cops shot payton. he was taken to the hospital where he died and an investigation is under way. the officers involved are on administrative leave. coming up in the week ahead, family friends and colleagues

will say good-bye to a prince georges' police officer killed in the line of duty. he was honored with a moment of silence before yesterday's skins' game. he died during a high speed chase had his cruiser ran off i-95 and crashed. he was going after two suspects that had stolen a car. police arrested both men. a viewing for morris will happen tomorrow at the funeral home in beltsville. the funeral service is scheduled on tuesday in mitchellville. coming up, danger at the fair, and it was all caught on camera. camera. the wild animal that but somewhere along the way, something went horribly wrong.

george allen voted for trillions in debt while voting to raise his pay four times, then voted to keep special tax breaks for oil and gas companies and took over a half-million from them. worse, allen went to work for them. is more or less mathematically challenged.

at least 300 people were killed in a massacre near damascus, syria. this is video showing the tanks and the destruction. nbc news cannot verify the authenticity of the footage. rebels say troops shot and killed people during house to house raids. this morning, the cleanup is under way after an oil refinery in venezuela exploded killing at least 39 people and injuring more than 80 others. the explosion sent huge balls of fire into the sky and also shattered walls of nearby shops, and ripped out windows from homes and left the surrounding streets covered with rubble and twisted scraps of metal.

investigators believe a gas leak sparked the blast. ballistic crews showed police officers fired 16 bullets when they suspect jeff johnson on friday morning. police are learning more about johnson. neighbors say he was a quiet loaner that loved nature and photographer. police say johnson was laid off a year ago and blamed his boss for the firing. and a scary scene at a pennsylvania fair as a bull broke free and started running wild on the fair grounds. the rodeo bull got loose on friday night in northern pennsylvania. ten people were hurt including a woman that had to be airlifted to a hospital. eventually, the bull's handlers were able to corral the wild animal and none of the other injuries are believed to be serious. thank goodness. in crews heading out to hampton, virginia, to survey the

damage there from a torrential downpour that caused extensive flooding. police are urging people not to drive because road conditions are too dangerous. emergency crews evacuated an apartment building and a senior citizen center. we are tracking two very big weather headlines this morning. first, this soggy sunday in a d.c. area. will the rain let up is the big question. and the other big headline, tropical storm isaac. these are live pictures from

and we have the latest for you. >> reporter: here in pensacola, it's shaping up to be a nice day. we have a nice breeze. and things are different south of florida. new developments, and people in the florida keys are no longer being told it's safe to leave their homes, and they are being told to stay inside and hunker down. 600 flights have been cancelled and knowing the storm is coming and people here are not wasting time getting ready. we shot video yesterday of people stocking up on emergency supplies and getting ready to board up their homes in preparation for the storm. we are expecting more of that to continue today and we are expecting isaac to grow to a possible category 2 hurricane. the good news for the convention that had to be postponed because of the storm, the storm seems to be slowing down and moving west potentially away from tampa, but that could mean bad news for

louisiana. one thing you should know, we are making sure to keep in touch with tho in tampa. we are expecting to hear from organizers of the convention in the next couple hours, and we will hear whether or not they will move delegates further inland and not so close to the coastline. back to you. >> thank you very much. we appreciate your report. i can tell you from covering many storms down there in south florida, one of the reasons why they are telling people in the keys to stay there now because there's one road in and one road out, and it gets congested, and you don't want to be stuck in the car when the system starts to go, and that's the advice from the emergency management officials. >> as a miami native, do you

keep the fly wood and re-use it? >> you upgrade your shutters to the metal shooters, and of course the fly wood is always selling off the shelves when you know it's coming. >> how far away are we from seeing this develop into a full blown hurricane? >> probably within the next 8 to 12 hours. by the time it hits key west, it should be a minimal hurricane. that will be closer to midnight tonight and key west in the crosshairs for the tropical storm isaac. in our area, it's just soggy outside, and northwest d.c. getting a shower right now. the winds are keeping us company at 12 miles per hour. like yesterday, we will have highs close to 80 degrees. we are ticking up to 76 here. and the heaviest rain has been around the baltimore area. they have a flash flood warning until 10:30 this morning and they picked up 2 to 3 inches of rain and spotty showers

otherwise. right now i will take you to woodbridge and up to fairfax and off to the south and west and out to warnton, that's where we have showers. north and west from there, up towards brunswick we have rain, and that's there on 270 and a larger cell over towards clear spring, north and west of hagerstown, heavy downpours. and down towards mcclain, and off to the west in fairfax, this is where the we have the rain on top of us this morning. what you see is what you get. if you are dry right now, you have chances for showers, and if you getting the rain right now you have more chances for showers. low 80s for us this afternoon. and this is one of the tweets coming in. we have a courtesy of tiffany from norfolk yesterday, she sent us a water spout yesterday. they had very heavy rain yesterday. these are the same bands of showers of are affecting annapolis this morning.

and even tomorrow morning there may be one or two showers to the east, but most of the bus stop locations should be dry in the morning. this is the front that gives us the squeeze play for tuesday's possible wet weather. not a lot of showers but still not a dry day on tuesday. hurricane warnings here, the orange is a tropical storm storm warning. the latest on isaac has winds at 65 miles per hour. key west here, this is 2:00 in the morning, so passed key west by 2:00 in the morning as a category 1 hurricane. and then the mobile able, doesn't mean new orleans is in the clear by any stretch, but category 2, 105-mile-per-hour winds, and sometime in the wee hours on wednesday for landfall in the u.s. and this is the strongest storm in katrina.

away as a tropical storm. i have the track and forecast, how he may or may not affect us when i see you guys next. >> thank you. speaking of that, we are tracking tropical storm isaac this morning. hours from developing into a full blown hurricane, take a look, folks, that's a live look at key west, florida. all eyes there as it's expected to make landfall there later this evening. we have been tracking this system. right now isaac has strong winds of 65 miles per hour. he is heading towards the florida keys where hurricane warnings are already in place. isaac killed at least four people in haiti, and hundreds of thousands have been homeless. they are once again without

places to live. >> these families are losing everything. the very little that they had, all their stuff is rotten, very wet, and they are into mud. >> in cuba, strong winds knocked down trees and power lines. heavy rains flooded streets. so far there have been no reports of deaths or injuries on the island. this morning dominion power crews will head to florida for isaac. >>óñ will we a "with other crews from richmond. meanwhile, red cross volunteers in fairfax are also getting ready to go to florida. news4's seth lemon joins us. >> we are almost at the peak of hurricane season. the red cross has warehouses all

over the country and they are prepared to aid in any disaster situation. we visited the regional head quarters to see how they are getting ready. it might be 900 miles from the expected target, but they are ready. soon they will hit the road and head to florida. >> the adrenaline is starting to pump up a bit and we are ready to go. >> volunteers from the metro area are headed down south in a caravan of the white trucks in case isaac makes landfall. trucks from the d.c. area alone have enough food, water and supplies to help out 200 families. >> we are trying to help just the immediate needs of people, which is basic food, basic shelter, and basic comfort until the rest of the system can catch up. >> rebecca callahan with the red cross says their goal is to make sure everybody forced out of their home is taken care of. >> one thing red cross has is relationships with different schools and government buildings to make sure we can set up a mass care facility where we can take care of a lot of different

people all of a sudden. >> this is one of the vehicles for the red cross. it has everything from amateur radio to satellite connectivity to help them communicate in times of disaster. >> we are anxious to take care of their loved ones, and we are the ones that hopefully can provide some of that help for them. >> helping those affected gives them a little something, too. >> you go there thinking you are going there to help them, and you walk away feeling like you got so much more out of it than you gave. >> the red cross has a hurricane app available for users, and you can monitor weather conditions in your area and locate shelters after a disaster, and the coolest thing you can send out a mass text or tweet to your family and friends and let them know you are okay. >> just charge up your phone so the battery will last you. >> and hopefully you will have cell phone service to use it.

>> the things we can do with technology nowadays. right now crews are still searching for the pilot of a helicopter crash in southwest virginia. the helicopter crashed late friday night near the north carolina border. it was owned by the food city grocery store chain and crashed minutes after taking off from a lake side house. witnesses say the chopper was taking people from the house to the bristol speed way where a nascar race was taking place. the faa is investigating the crash. police say 24-year-old albert payton threatened a woman with a butcher knife in d.c., and cops ordered him to put down the knife and he refused and moved towards them. police shot payton. he was taken to the hospital where he died. an investigation is under way and the officers involved are on routine administrative leave. marylanders will go to the polls in november and decide

whether to legalize same-sex marriage in the state but their ballots will look different. maryland's ballots will ask voters if they want to approve same-sex marriage in the state, and similar ballots in other states, the question is asked if voters want to ban same-sex marriage. the maryland general assembly passed the bill legalizing the same-sex marriage earlier this year, and voters gathered enough signatures to put the issue on the november ballot. a traffic alert for drivers in northern virginia today. today crews are expected to shut down the southbound 495 ramp to 66 west. drivers will have to take the little river turnpike. several lanes on i-66 west at the beltway are already closed and some lanes on exit ramps leading to 66 west have also been closed. crews are working on the express lane's project. everything should be re-opened by tomorrow morning. from the roads to the rails,

at least. i have the forecast coming up. tracking tropical storm isaac now, the storm is gaining strength and it has caused a lot of damage. new information coming in from

emergency officials in haiti, and they say seven people died because of the huge storm. many people down in haiti has been through disaster before, in 2010 they had the terrible earthquake, and that resulted in many of them living in what you see there, these makeshift tents. so as soon as you have a huge storm like isaac coming in with 65-mile-per-hour winds, you can imagine what that does to the homes these people have been living in. the new information is the death toll in haiti climbed from four to seven as a result of tropical storm isaac. we take you now to key west, florida, where all eyes are focused there. you can see the water starting to stir up. it's expected that isaac will turn into a full blown category 1 hurricane later this evening within the next 8 to 12 hours is what storm 4 meteorologist, kim

martucci, was telling us, and many are hoping for the best but preparing for the worst, right, kim? >> yeah, they were showing people parking their cars on the elevated ramps of the highway to get them out of the storm surge. i guess that's a local thing people know to do. >> do you know, these storms are high wind or high rain, and it's hard to have both. what is isaac, a wind maker or rain maker? >> a rain maker, at least 4 to 8 inches. the storm is 150 miles away from key west, and they have been feeling the rainbands moving across at 50 miles per hour. it's cloudy here and we have temperatures in the 70s. a pair of sevens at reagan national. and here are local numbers around the metro. and over at annapolis, it's 74. rain showers moving up. these have a tropical connection.

that's why they have been so heavy. if you were to follow the moisture, it connects to florida. not right to the tropical storm, but that same type of air mass. rains itself out easily as it does in fairfax and up to the north here, and more rain showers over frederick this morning, and north and west pushing across the mason-dixon line. and then one stop down towards fredericksburg, moderate rain but no lightning. our ground needs it. we had 7 inches of a deficit as of yesterday to make up for, and we will put a dent in it today. the game plan as you head back to school, most of the showers should be drying up by tomorrow, except the eastern suburbs. this front will give us the squeeze play by tuesday, and monday afternoon we should be dry and have sunshine in here for a little while.

and here is isaac, tropical storm warnings in orange, and the warnings go back to the mouth of the mississippi river and does not include new orleans at this time. winds at 65 miles per hour. there is key west and it passes by sometime late tonight, midnight, and winds around 80 miles per hour in the open gulf and then the timeframe as possibly a category 2, 105-mile-per-hour winds. at the beaches, only in the 80s with lots of showers again today. the extended weather forecast shows that we stay in the 80s this week, all weekend long, not looking at many chances for 90s, and the best shot at being 90 is tomorrow, and that's the best shot of being dry between tomorrow and wednesday.
