at least seven people were killed, and isaac passed across the island. >> isaac has since moved on, picking up speed at this hour, and prompting emergency declarations in four states. it is already causing flooding in parts of florida storm team 4 meteorologist veronica johnson with the latest. >> that's right, wendy, parts of florida today had more than 10 inches of rain. sometime later tonight, early tomorrow morning it's expected to be -- its winds in and out at 70 miles per hour. right there is the track sometime late tuesday night, early wednesday morning, the wee hours of the morning around 1:00 a.m. wednesday. it perhaps will make landfall perhaps somewhere near new orleans. perhaps even a category 2 storm,

where its winds could be up to 96 to 110 miles per hour. this will be no catrino for them, but still quite a bit of rain that comes in with isaac, as it makes its way north and west. you can see the heaviest bands of rain off the coast of florida, while some of the northwest rain is just starting to touch louisiana. this will be a major storm system for louisiana, as it will be areas of mississippi, and even alabama. we'll talk about how much rain areas of new orleans could get, as well as how much rain we could see here, perhaps coming up with the next storm and where we could see the rain from isaac headed our way. our team coverage continues with a look at the serious threat that isaac is posing to gulf coast communities. jay gray is in new orleans. >> reporter: if the french quarter is the heart of new orleans, the canal systems that run through the city and levees that surronald are the arteries and veins.

it was the catastrophic failure of that flood protection network that exposed new orleans to katrina's fury. >> one of the levees has broken and given way. >> a disaster that led to dramatic overhaul and extension of the network of flood walls and gates that guard against storms, the cornerstone. that now stretches 350 miles around the city that extends the first line of storm defense outside side the lower ninth ward, 12 miles now from the superdome downtown. and isaac could provide its first real test. >> we have the absolute confidence in the perimeter system to defend us against this storm. >> reporter: the forecast track shows isaac will be a strong category 1, or perhaps category 2 hurricanes when it strikes, and new orleans is clearly in the cross harris.

for parishes in the direct past, the forecast shows hurricanes-force wince that could last anywhere between 8:00 and 10 hours. >> reporter: south louisiana could see the worst on wednesday, seven years to the day after hurricane katrina. >> it is worth noting and brings a high level of anxiety to the people of new orleans. >> reporter: tensions that will only ease when they walls can hold back the water and the city weathers this storm. >> reporter: engineers and emergency officials are quick to point out that the levees and can always are only designed to protect property. they stress evacuations are what save lives and the time for that is running out here. in new orleans, jay gray, news4. isaac is also having an effect on the republican national convention in tampa. officials there decided to shorten today's schedule dramatically because of the storm. at 2:00 today the convention was called to order. a clock was started to reflect

the rapid growth of the nation's debt. that convention went into recess almost immediately after it was called to order. meanwhile, thousands of supporters of the vice presidential candidate paul ryan packed a gymnasium in wisconsin. they gave ryan a enthusiastic send-off to tampa. the weather did not keep protesters from gathering near the convention site. this afternoon, and heavy downpours outside the tampa bay times forum. aaron gilchrist spent a lot of the day with the maryland delegation there. aaron? >> hey there, vance. the weather has been a big huge factor, the convention all by canceled as a result of the potential for storm surge and things of that sort. so a lot of folks here have been still trying to figure out what they'll do with their time. just answering that question, what do we do now?

the opening day of the rnc washed on the long before monday arrived, canceled in anticipation of the impacts of isaac, home news skies, gusty winds and occasional downpours left some 4,000 convention delegates looking for something to do. >> the hurricanes is yet to come. that's in the power of the people. >> reporter: protesters fought the rain to loudly send a message to republican leaders they're not satisfied with the treatment of immigrants, the unemployed and students. kimberly overman is looking for enhanced women's rights. >> about whether or not a woman has a right to work, equal pay, whether or not she has benefits to support her family. that's why i'm here today. >> we switched yesterday's -- tomorrow's schedule for today. >> reporter: the maryland delegation used the down time to fellowship, a popular restaurant known for the cuban influences and french quarter likeness. food and drinks were not a distraction, though, from the reason this group of nearly 200 is here.

morning in perry hall, maryland, just northeast of baltimore. news4's pat collins on campus with the dramatic story of how the suspect was stopped. gunfire at perry hall high on this the first day of school, in the cafeteria, a 15-year-old shoots and critically wounds a 17-year-old. both the gunman and the virm are students. in come the cops. out go the students. escorted a safe distance away from the school, where many parents were waiting. there were a lot of hugs, a lot of tears. a lot of worry. >> she's brand new in the school, a ninth grader. this is her first experience with high school, she heard shots and -- >> i saw somebody -- and i don't know what it was. first we heard it, and then i

grabbed my stuff and ran out. >> mr. arnold came over and said code red. he was not joking. it was serio. we were all scared. they made us go in the corner and crouch down. we had to sit there for probably close to an hour. >> reporter: they say the 15-year-old used a shotgun, as he fired off the first round. the recoil from the gun caused him to fall off-balance. a guidance counselor took advantage of that, and managed to pin him near some vending machines. but that shooter he got off one more shot. no one was hit by that. >> the suspect who acted alone is in custody at police headquarters and in fact is being interviewed. >> reporter: perry hall is the largest high school in baltimore county. there are 2200 students enrolled here. it took quite an effort to get everybody out of harm's way.

the 17-year-old wounded they say a special-needs student. police say he wasn't targeted, that he was just a random victim, so how did that guy get a gun in that school? that's just one of the things police are looking into here. in baltimore county, i'm pat collins, news4. and we just learned that perry hall high school does plan to reopen tomorrow with normal school hours for students and staff. two mothers are behind bars tonight facing child neglect charges after deputies found them living in deplorable conditions with eight children. they were arrested at that you are spotsylvania virginia home after a wah-wah store employee spotted a 2-year-old girl wandering naked near courthouse road, when officers found her house, police say it was full of rotten food and animal waste.

the children are now living with their grandmothers, and animal control took away seven dogs, two cats. family friends and colleagues are gathering to remember a prince george's county police officer who was killed in the line of duty. adrian morris was killed a week ago today. his police cruiser crashed on i-95 during a chase. he was only 23 years old. a second hearing is about to begin at a funeral home. jackie benning has a look at this young life. >> reporter: jim, the family is taking a dinner break, but all afternoon long, people have been lined up to pay their respects to the family of a young man who represented the best of the changing face of prince george's county. 23-year-old officer adrian moreries was born in jamaica, but he was raised in prince george's county, went to his public schools, and he grew into

a passionate protector of the community he loved. it was what he was doing when he died last monday. he lost control of his police cruiser on i-95 while pursuing theft suspects. >> officer morris is an american success story. he came to this country from jay maka with his mother, became a citizen in 2009, graduated from eleanor roosevelt high school in 2007, police explorer, so you couldn't writer a script that could depict a young person so dedicated to the public service. >> reporter: those who lined up to pay respects to officer moreries and his family including police officers from his own agency, and many others from around the d.c. areas and beyond. mourners also included the owner of a beltsville restaurant, who like morris and his family, immigrated to the u.s. in the last decades. >> very sad. he just started. he loved his job. he loved to be a police officer.

the way he -- when you see him dressed as an officer, he was so cute. i'm sorry we lost him like that. >> reporter: funeral services will be held for officer adrian moreries tomorrow morning in mitchellville. reporting live in beltsville, jackie bensen, news4. coming up, the plea that took a nose dive into a crowd at a vegas air show, it may have been pushed beyond its limits. a cyclist has scars and wounds to mend while the search continues for the hind-and-run driver that did this to her. >> i remember thinks oh no, because it happened so fast. president obama makes a special order to honor of late neil armstrong. and some d.c. kids got creative to celebrate their return to school.

we now know what caused that vintage plane to crash. official said extensive modifications made the aircraft weak. that's the conclusion of a year-long investigation by the national transportation safety board. the pilot lost control, crashing into the stands. that pilot and ten people on the ground killed. dozens more were injured, and this year's racing event is set to begin on september 12th, with safety measures in place. syrian opposition forces are celebrating a symbolic victory. they say they shot dowel a military helicopters over damascus today. >> reporter: activists claim that rebels have managed to shoot down a syrian helicopter.

according to footage posted online by the activists, but not independently verified, the helicopter could be seen engulfed in flames shortly before it crashed in western damascus. syrian state television did confirm a military helicopter was lost, but did not give any explanation to what may have been behind the incident. over the past several months, the sir jan military has been relying on calls for an international no-fly zone, but so far, that is a plan that has been rejected by russia, china and other allies of the syrian regi regime. one person dead, ten others made really six after an outbreak of anthrax in southern russia. more than 700 people are under quarantine. the entire area has to be

disinfected. the victim was a 38-year-old man who died. he died a few days ago after he was butchering a cow. at least ten cows have died since then. local media is reporting that veterinarians believe the anthrax spread, because that village does not have a proper animal burial site and the cows were infect fred open waste. a really exciting new discovery. astronomers have discovered a spiral galaxy that they say is almost an exact match to our own milky way. scientists in australia introduced them at an international meet last thursday. there are 13 other known galaxies similar to ours, but one that is a near twin is rare. six large telescopes around the world helped spot that galaxy, which is kind of in a far neighborhood. it's 1.5 million lightyears away.

miami towards jacksonville, seeing some of the early rains touching on the coast of louisiana. this will be a big storm for not just louisiana, but also mississippi and alabama. as a storm strong category 1, possibly a category 2 storm late tuesday night and early wednesday, you missed it earlier, so that means the winds could be as high as 96 is the other big thing is the rains. a storm surge of 6 to 12 feet, can katrina the storm surge was over 25 feet. our cold front marching eastward. i think most of our rain tomorrow will come early and should be over with. and then less humid behind the cold front and it's all sunny

and bright on wednesday. sometime in the last part of the weekend. i think we'll start to see some of the tropical rains from isaac make its way into the mid-atlantic area. so we'll be watching that closely. clouds increasing, 76 to 79 degrees. tomorrow morning it is going to be wet around the area with scattered showers, i think mainly light showers coming in from the north and west. 68 to 73, and then for tomorrow afternoon again, early afternoon when i think we'll have the wet weather moving through, by the time we get late in the day, that front will be laid out across southern maryland, and making its way out of here. so for the workweek, it's one wet day.

tonight, though, speing to news4, in an effort to track down the driver who hit her. >> she was riding her bike on friday, when a driver let her bleeding and unconscious on the road. we have this news4 exclusive report. >> reporter: jody grant doesn't remember much about that friday morning accident, just the fleeting and terrifying moments before impact when a minivan swerved into her path. >> i remember thinking oh no, because it happened so fast. >> reporter: after the accident she awoke in an ambulance, fable facts, also fracks to her back

and neck. it would be hard to explain to my friends, my two young girls. pleading, unconscious, in the street. >> reporter: but other motorists did stop to render aid. >> i'm grateful to all the witnesses who called the police and got me help. i know that was instrumental -- >> reporter: she regularly rides that same route s. part of a 20-mile loop between her home and great falls. >> most people are pretty good. there are aggressive drivers that purposely get too close to cyclists, and i see that a lot on garfield boulevard in particular, but i think the bingest danger and to walkers is the people that just aren't even paying attention. i think in this case, who knows what was going on. >> reporter: police are investigating. she's lucky to be alive. the helmet saved her lives.

friends and family have circled around her with a long road to recovery. what's less sure now is if she'll return to her passion, cycling. >> i don't know. i'm -- i love, i love cycling. it's something i picked up a few years ago, but the idea that in a flash of a second my whole life can change that quickly is terrifying. >> reporter: the best vehicle description is a late-model minivan, dark blue, and damage to the driver's side. police wants anyone with information to give them a call. a high school near baltimore scheduled to reopen tomorrow after a shooting on the first day of school. a 15-year-old boy opened fire in the cafeteria of perry hall high school. a 17-year-old boy with special needs was hit and is in critical condition. the suspected shooter is in custody. investigators say a guidance counselor pinned the gunman into a vending machine.

apple has filed new papers in court, in an effort to block the sales in the u.s. of eight products made by samsung, including samsung's galaxy smartphones. apple won the patent dispute against samsung last week. the jury decided that samsung had copied critical features of the apple iphone and the ipad. psalm sung's stocks tumbled after that ruling. apple's stock soared. the republican national convention got under way. by 2:00, the convention was called to order, the clock started to reflect the rapid growth of the nation's debt. the convention then went to recess almost immediately. gop officials shortened today's schedule due to concerns about tropical storm isaac. virginia's delegates at the convention spent part of the day holding their first official meeting. a surprise visit from a hollywood actor, the delegation also heard from someone very close to the romney campaign.

julie carey is inside the convention site. >> reporter: well, like everybody else, the del base is looking forward to the big speeches that start tomorrow night, but they are also enjoying the special treatment they're receiving in the meantime. mitt romney that is declared virginia a must-win state, so his folks are working hard to win over the delegates that would be key to his bid to take back the commonwealth. the virginia delegation has never seen a convention like this, gathered for their first official meeting, they got the star treatment. actor jon voight dropped by -- >> i'm very excited by mitt's candidacy and paul ryan's as well. >> reporter: then a bigger a-list surprise. a romney. >> this is my first delegation to come visit. so -- >> reporter: his oldest son tag started the rounds with the delegates whose mission for the next two months will be to turn

back to class today for thousands of school kids across our region. students in monday gopry county had their first day, but the county had to add a new element tear school in silver spring. the superintendent estimates the county adds 2500 students every year. back to school for the kids in the district as well. 12 of the schools received substantial improvements over the summer. 59 different schools received part of a $10 million grant. money goes toward extending school day, adding gifted student and technology practices as well. summer is officially over for students in loudoun county. they also went back to school. that county has one of the faste fastest-growing school districts in virginia. tony spent the day in louding. >> for many schools around the region, it was the first day of school, the third fasters running school district in virginia.

>> i was one of those crazy parents who had to walk her to her class. by the time she was sort of self-reliant and doing her own thing, i almost broke down. >> now she's excited, she's happy and wants to come back. it turned out good. >> reporter: bruce and jennifer's kids are attending frederick douglass, the new two-story elementary scoot opened this year. and judging by this reaction, some are glad it's over. >> i want to go home. >> reporter: as louding continue toss deal with the explosion in population, the they plan to vote on the renovation of a high school in november, as well as building additional facilities in the comes years. >> we'll have a bond issue come fall, come november 6th there had be a new high school on there, elementary schools and renovation of the schools. we have older buildings, you have to keep them up to par. >> reporter: and they're in full support of the new redistricting

take a look outside. it is nice and quiet here. sure, it's a bit steamy, but you know what happened one year ago today? we're talking about irene. i was in ocean city reporting on what it was doing. we had quite a bit of rain around here between 3 and as much as 5 inches. this is what it was like as the system made its way northward. coastal areas of north carolina, and of course up around vermont really had it the hardest. there were roads that were impassable, roads that were cut off and roads that were washed away with a tremendous amount of rain and flooding that took place. the worst vermont has seen since the late 1920s. but for the gulf coast, we're keeping our eyes on isaac.

still a tropical storm, expected to be upgraded to hurricane status. let's talk about what's going on right here. temperatures throughout the areas are in the 80s, and warm out there right now. 87 degrees, college park. 84 degrees currently in reston, around tysons corner. terms will ease down to 70, 78 degrees with some cloud cover. in fact i think we'll see increasing cloud cover where by tomorrow morning there will be some scattered showers around the area. 72 to 74 degrees, a little wet then at the bus stop for day number two. having to head back to school today. the radar is quiet. we'll take another look at the radar and show you a timeline when the radar will be moving through, coming um. dan's out at the park.

dan, back in the old days, i guess what did they call that guy? the turk? or something like that, would come knock on your door in the middle of the night? that's the last -- >> they called him the sandman parent he at redskins park. the sandman was making the rounds today as the redskins had to trim the roster from 90 players to 75. not a lot of surprises. kevin barnes has been traded to the detroit lions, and kicker neil rackers has been cut. neil rackers, of course, brought to camp to compete for the kicking job. rackers didn't get much of a chance in preseason, with just two kicks in the games, he missed from 54 yards, just barely. the competition really came down to practice work. graham was more consistent. it hasn't been a smooth ride for graham during his redskins tenure, but once again he staved

final roster of 53 players by friday, so a lot of guys fighting for their jobs in this fourth and final preseason game against the tampa bay buccaneers. you can feel it around here at redskins park, even the guys on the team somewhat uncomfortable on cut day. >> you know, i remember that same type of feeling, walking into the room and somebody, go grab your playbook. it's hard. you work so hard to get here, especially for a young guy which is their dream coming true, and somebody telling you you're not good enough to be here, so the guys i've been close to, you alls can audition for 30 other teams, stick with it, and like myself, you'll find the right opportunity. >> you good et used to seeing faces disappear. i don't know if i ever get used to that. hopefully not. it's tough. they're all fighting for a job, a livelihood, and they will be when they play on wednesday.

the white house is honoring the late astronaut neil armstrong today, president obama announcing american flags at the white house capitol, embassies and military bases will be flying half-staff friday, the day that his family is holding a private funeral. he died on saturday at the age of 82. armstrong was the first man to walk on the moon, but he kept a relatively low profile after he retired from nasa in 1971. coming up at 11:00, new

orleans is bracing for tropical storm isaac. we'll have more on the prep operation, the potential impact here at home, and the flight cancellations. and we are live in tampa with a look ahead at tomorrow's events at the -- national convention. another check on our photograph. what are we seeing? >> still a low off the coast, but some of the rain touching the coast of louisiana, alabama and mississippi, and just tons of rain in florida today, ten-plus inches for many locations. we'll see some of the first rains coming our way from isaac about sunday/monday of next week. tomorrow morning we're expecting some showers, too, so a little wet at the bus stop, but i think showers, there's your future weather around leesburg, and down towards standing. and that front moves on through, maybe a skashted thunderstorm down to the south of d.c. around fredericksburg, and patuxent river by the afternoon tomorrow.

but what choices will women be left with? just like mitt romney, paul ryan would get rid of planned parenthood funding. in congress, ryan voted to ban all federal funding for planned parenthood and allow employers to deny women access to cancer screenings and birth control. and both romney and ryan backed proposals to outlaw abortion even in cases of rape and incest. for women... for president... the choice is ours. i'm barack obama, and i approve this message.
