>> reporter: yeah, they did not have that curfew in effect last night, kind of interesting they did put it into effect today. we have seen the winds shift the last 12 to 24 hours. they're coming in from the south and west. take a look at the mississippi river, very angry. this storm is completely relentless. it just will not let up. we'll show you where this storm has been over the last 12 hours or so. you can see it has not moved very much at all. it is right now to the west of new orleans about 60 miles, and that is it. still a tropical storm. we are still strong winds here. that rain is going to persist another 12 to 24, maybe even 36 hours, and that is going to cause even more problems with flooding. jay gray has also been here in new orleans, and once again, this is just one storm that

doesn't seem to want to leave. we have about ten cars underneath there, other news cars, because i knew not to park there, but they parked there, and that ahning did not make it through the night. right here with some gusts to 50, but we also have been seeing winds up to 70 miles an hour. here's where the radar is. that radar off to the west, showing where that storm is, the eye, the center of circulation, much smaller than it was before. the reason would? once it gets on land, friction starts to take hold. it's easier for that eye to contract. we have seen wind gusts upwards of 70, 80 miles an hour. the sustained winds still keep it at 70 miles an hour. now, over the next couple days, this storm will bring a lot more rain to new orleans, it will

cause a lot of problems from flooding, but it is also going to bring a lot of relief towards people up the mississippi river. we're talking about extreme drought. one of the worst droughts in our nation's history. they have some rain moving their way, too. they need the rain, but new orleans doesn't need to see the rain anymore. this is one storm that once again doesn't seem to want to go anywhere. jay gray has been live in new orleans. he's here now with a bit more. >> reporter: isaac's assault has been relentless, punishing wind, driving rains, pounding new orleans and the gulf coast for a full day. with no signs of easing anytime soon. >> there's much more coming. >> reporter: rescue teams moved into plaquemines parish, as the hurricane, so often compared to katrina, took on one of the most devastating qualities. >> i have mo damage from this

storm than katrina, and i rode out katrina at my home. >> reporter: the rush of water came quickly. >> just watched the water come up again. >> reporter: hundreds scrambled to get to higher ground. >> tried to save my next-door neighbor, couldn't happen. the wind was so strong, it was pushing the boat. >> and then. you know, i got ten foot of water easy. even where levees. there's simply no place for water to go. adding to the mess and misery, trees and power lines sheared by the wind. a number that continues to grow. >> i didn't think it would be that bad. i thought everybody was

saying -- with it being the tropical storm, that it wasn't going to be bad. >> it's getting worse, because isaac, an unwelcome guest refuses to leave. >> reporter: it's not leaving anytime soon. i really don't think we'll be seeing this storm leave even the next 36 hours, we're talking about the rain. as far as the winds, sealing winds upwards by tomorrow morning, a lot less wind, but still a lot of rain, once again another 6 to maybe 12 inches of rain. so, guys, we're really just in the middle of what has been a very long duration hurricane here, now as tropical storm isaac continue continues to move very slowly up the mississippi river. >> thanks, doug. in just a few more hours, paul ryan will be front and center at the republican

national convention. tonight he'll be accepting his party's nomination for vice president, and he will try to convince the nation to vote for mitt romney. news4's aaron gilchrist has more with what ryan is expected to be saying tonight. it's his first chance before a national audience to make his case for dumping obama/biden and picking up romney/ryan. we note a few hours ago congressman ryan was here to get the lay of the land. we just also got some excerpts from his speech. he'll say in part the present administration has made its choices. and we are going to solve the economic problems, and i'm going to level with you, we don't have much time. if we are serious and smart and we lead, we can do this. just a part of the speech we expect to hear from paul ryan this evening.

julie carey is here with me. when he speaking tonight. he's going to have to start to reach out to the swing voters and unify the republican parties units virginia is one of the state where ron paul won some delegates votes. some of those paul supporters, they're still on the fence. virginians were among the first to get a close-up in-person look at paul ryan. ryan made several virginia stops soon after. in the minds of some virginia conservatives, ryan, the house budget committee member greatly strengthens the ticket. >> i think paul ryan brings brings a lot of ergy. more in tune of what i am. >> the american people are awakening to the fact that our debt is crushing us. paul ryan has the guts to be honest about it. >> reporter: some tea partiers who were lukewarm about romney are now solidly behind the

ticket. >> he's young, his 'innovative, a numbers man. i like that. >> but winning over ron paul supporters could be tougher while the virginia republicans have embraced the paul delegates rule change crushed their hopes yesterday. this paul supporter isn't sure her loyalty will ever trev to romney/ryan by election day. >> it's hard to get excited. it doesn't -- it's not embracing us at this point. so we want to have something to embrace, but we don't feel that. >> i think paul ryan with his experience, his conservative voting record will be that bridge builder to those that we need on our family, because if we're going to win, it's going to take the tea party, the ron paul, it's going to take us conservatives out here to win. >> romney and ryan are wasting little time. after the convention we learned

the cause of a deadly tanker crash is still a mystery tonight. it overturned on the parkway from i-95. the truck was carrying 9,000 gallons of fuel. the driver was from west virginia. he was killed. roads in that area have since reopened. there are reports tonight of an ugly incident in tampa at the republican national convention there's still many questions, but two people attending that convention were removed from the building after an incident with a female photographer from cnn. that photographer is black, and the convention-goers reportedly

threw peanuts at her with the comment, this is how we feed the animals. convention officials called the attendees' conduct deplorable and inexcusable. many twitter users are characterizing those remarks as racist. others note that republicans have an intense dislike of all members of what they consider mainstream media, regardless of color. one of the most respected laud enforcement officials in this country, now he says he's looking forward to doing a lot of fishing. >> charlie dean is retiring at the end of the week. he held that position for more than 24 years. directed several high-profile investigations. pat collins takes a look back. >> reporter: this is charlie dean's rookie year photo. this is what he looked like when he joined the prince william county police department back in 1970.

and one of those things that replaced the typewriter. you see what made charlie deane a successful chief is that he never forgot he was a cop. are you going to miss it? >> absolutely. it's a great place to work. great job. being police chief anywhere is a great job. >> reporter: you'll miss it. >> yep. >> reporter: in prince william county, i'm pat collins, news4. well, now storm team 4 meteorologist doug kammerer is still in new orleans, still battling the storm that's just sitting there right now, right, doug? >> reporter: hello, everybody. not just still in new orleans, but they're still down here, too, as far as hurricane isaac is concerned, coming onshore, and eventually back over open waters and now just 6 on miles to the west of us. let's look at what's going on, the latest on isaac. once again a tropical storm with

winds of 70 miles per hour moving to the northwest tomorrow, really more northerly. you can see what's happening here. this is the last 24 hours. one thing you notice for sure, this is an extremely slow-moving storm just literally sitting and continuing to produce very heavy wind, and a lot of rain. take a look. winds gusting upwards of 60 to 70 miles an hour over the last 24 hours, including a 74-mile-an-hour wind gust along lane pontchartrain, 76 miles an hour down around shelby, and 83-mile-an-hour winds down toward grand isle. i also heard maximum wind gusts reported 101 from this storm. how about the rainfall totals? we've seen a lot of rains. i think we're about halfway through here. the rainfall totals, upwards of 10 inches of rain around new orleans, over 7 inches in

boothville, and near slidell, almost 5 inches, starting earlier today. this will be a long duration event. we have another 12 to 24, maybe 36 hours of rain, at least 12 hours of wind, maybe 24 to 36 hours of rain to go, flooding still going to be the big thing here over the next day or so. for us, we still need to see some of that rain in washington. it does look like isaac will try to make its way up and then right around us, unfortunately veronica johnson will be telling you in a second it's going to come potentially during the holiday weekend. >> that's right, doug. toward sunday/monday time period, not when we want to see it, but yeah, we need some rain around here. we're talking 12 to 20 inches, but then we could see some tropical showers, too, again, that sunday/monday time period, if there was any day that looked

like it would carry more rain than the other, i think that would be monday. here's the way it stacks up right now. for the monday of august, we have received 2.78 inches of rain. for the year we're still down 7.42 inches. so we've got some coming up. a couple dry days, first, 86 is where they are right now. it's been great outside, we're talking about a very lovely evening, too. then for tomorrow morning, 60 to 72 degrees, a bit of a crisp cool refreshing start for us. high temperature tomorrow, 84 to about 88 degrees, and then up to 94 on friday. friday's sunshine and warmth, great way to wrap up the week, and there's your showers on the extended day forecast. we get that rain, the showers, we cool down, too early to tell how much rain we're going to get out of the isaac. >> thank you veronica. dan is at fedex park. >> hey, guys, preseason game for
