paul ryan had delegates in the convention hall doing a lot of cheering last night. former governor jeb bush joins us live. by the way he, he doesn't think the thing with the twin babies is going to work out all that well. >> none of us are all that sure. >> first let's get to a serious subject. the images out of louisiana and mississippi, emergency crews are going door to door trying to rescue people trapped in homes. >> we want to get to the latest on this storm. isaac is drenching the region with more heavy rain, adding to those problems and spawning at least one tornadoes, power out to more than 40,000 people across the region and late last night president obama declared federal emergencies in both louisiana and mississippi. al roker and lester holt are in

louisiana this morning. lester, good morning to you. >> i think people are just weary now. this storm has been agonizingly slow in its pace, still slowly moving out of town. sheets of rain fell, adding to the worries. residents still facing evacuation as the waters continue to rise. behind me is a flood gate as part of that multi-billion dollar system, it did its job. on the other side, however, is a rural community in plaquemines parish underwater today. >> rooftops stood out like islands in a sea of floodwaters. >> i ain't never soon water like this. >> reporter: dan mason never expected to leave his house through an upstairs window, the price of his underestimating isaac. >> by the time i realized water was coming in, it was almost

halfway up the flight of steps. so it was quick. >> reporter: in plaquemines and st. bernard parish, dozens had to be rescued by boat after the storm surge sent waters over the top of an earthen levee. among them, this 73-year-old dialysis patient. >> they got me out before the water came to the attic. >> reporter: rainfall and driving winds made landfall in plaquemines parish. its levees are not part of the federally financed and built system. still, the man in charge here is stunned by what isaac has done. >> this wasn't supposed to be a katrina. it's turning out for the east bank to be as bad if not worse. we have areas on the east bank that flooded for this event that never flooded for katrina. >> reporter: to the north new orleans was hard hit but escaped a repeat of its fate seven years

ago. the post-katrina upgrade of its levees and pumps by the army corporation of engineers paid off. >> it's operating as designed beep have no reason to believe the system will be compromised. >> still, the big easy had big problems with localized flooding, roads, a ballpark. there were lots of downed trees and power lines, too. three quarters of a million people lost power and is in no hurry to leave. in bay st. louis, mississippi, they navigated parts of streets that had been turned into rivers. parts of biloxi and gulfport underwater.

later tornadoes tore down this pair of homes. this man made it out alive. now comes the hard part. >> start all over again. >> and to the north of new orleans communities around lake pontchartrain now still feeling rising floodwaters. they brought in buses to move people out of their homes there that are starting to see water gather around. you can probably tell still pretty windy around here. they're hoping to get wind to a level they can get the cherry pickers out and start strengthistrengtinging the miles and miles of power lines. >> al is in new orleans. good morning to you. >> reporter: we're on the shores of lake pontchartrain, savannah. the banks are back that way. in fact, the city of slidel, louisiana, we're getting reports

that there's as much as eight feet of water in old town slidel, that's just to the north here of lake pontchartrain. the latest on tropical storm isaac right now, it currently is dumping more rein so far, audubon park, 20 inches of rain, gulfport mississippi, 9 inches of rain, new orleans coming close to 10 inches, biloxi over 8 inches of rain. the latest, it's 55 miles south of alexandria, 48 miles an hour moving and by early sunday morning it's in central illinois bringing drenching rains, unfortunately too late for drought-ravaged farmers. we also have tornado watches in effect. as can you see on the live radar, we've already had reports of tornadoes early this morning throughout parts of florida and mississippi. rainfall over the next 72 hours anywhere from 3 to 10" of rain.

40 minutes of vitriol. >> i thought it was a good speech. normally they submit budgets and have ideas and present them to the congress. the only guys who have has substantive plans to deal with our structural problems is paul ryan. he tacklked about that and talk about the failures of the president's economic policy. that's fair game. >> one of the things he criticized the president for was rejecting the urgent recommendations of a bipartisan debt commission. but congressman ryan failed to mention he served on that same debt commission and as the gop's ranking member of the house budget committee, he ultimately voted against the same recommendation. where is the truth in that? why is he barking up that tree? >> i don't think you've ever heard barack obama say

simpson-bowles in the same sentence. he didn't say if it was good or bad. he never acknowledged its existence. paul ryan didn't deal with it because it didn't deal with entitlement reform. >> let's talk about women. they are going to be key to this election. governor romney has chipped away at the gender gap. it was about 25 points in the advantage of president obama. it's down to about 10 or 12. but some worry about the addition of paul ryan and bringing him him his staunchly conservative views on issues like abortion it will slow that momentum? >> if you create an environment where people can pursue their own dreams, that the republicans can win. >> social issues will play that big a factor in your opinion? >> i'm pro-life and i know paul ryan is. these are deeply held views.

but that's not going to create a job for someone who is laid off. >> remember in 2008 that somewhat favorite hillary clinton ad about the 3:00 a.m. phone call and was barack obama prepared to answer it? voters decided he was. now he's had four years to work with foreign policy and national security. governor romney and congressman ryan don't have that same experience. are they prepared to answer that 3:00 an phone call? >> absolutely. absolutely. the president gets pretty good marks for foreign policy efforts but it's because his economic policy is so bad. compared to that it looks all right. i think if you had a debate about not just is he capable of being president, of course he is. the president has served but his politics have been week. i love conde rice's respectful description of a weak foreign policy and i think mitt romney will restore a sense that the united states has a powerful moral role in the world. >> you talked about this election and said "this probably was my time" and it struck me.

morning in a helicopter crash in the country's south just a day after three nato troops were killed in an insider attack when a man in uniform turned his weapon on coalition forces. >> the west nile virus shows no sign of slowing down as cases nationwide are up 40% from last week. at least 66 people have died. the cdc is warning this could become the worst year on record for the mosquito-borne virus. >> a 100-year-old driver who backed his car into a crowd of school children have police vetting was the accident a case of bad brakes or bad judgment? >> reporter: it was a low-speed accident but still terrifying. police say preston carter, 101 next week, had backed out of a parking space into a crowd on the sidewalk near south l.a.'s main street elementary school. >> it was a cadillac down the

street was backing out of one of the parking stalls. he misjudged the street and backed up into the sidewalk where the kid and parents were standing. >> reporter: carter, who had a valid driver's license and was not cited for any infraction said his brakes faed. >> one thing i want to say is thisi have sympathy and love for each family. it was on no purpose. >> reporter: in 2003 an 86-year-old driver hit thegasga instead of the break and plowed into an open air market killing 10 and injuring 63. as for carter, his own daughter, rose jenkins, said she'd long worried about his driving. >> i'm very concerned about it. i wanted him to stop driving for the last year. i think this is a wake-up call for him and i don't think he'll be driving anymore.

it is slowly receding. the good news is the winds are coming in this direction so they'll be pushing that water back into the banks of lake pontchartrain. the latest on isaac it is now a tropical storm. it is slowly making it's 55 miles southeast of alexandria, louisiana. 45-mile-per-hour winds and winds out of the northwest at a 8 miles per hour. as it makes its way, the path of the storm by early friday morning, it is just a remnant low into ara ar. eventually moving into missouri by saturday morning and then by sunday morning, it's a low-pressure system bringing rain to central illinois and indiana a. rainfall amounts are going to be the next big story out of this system. we're talking about seven to ten inches of rain as far north as central illinois. that's what's going on around the country, here's what's happening in your neck of the woods. >> it is clear, cool and dry here this morning.

i think they think they have a pretty good shot to defeat barack obama. i think they're a little more optimistic than they were four years ago with john mccain. >> this is supposed to be mitt romney's coming out party. they say there seems to be more enthusiasm for some of the younger faces. talk to delegates and they're more likely to talk about chris christie and they point enthusiast click to paul ryan. is this mitt romney's convention or a new face of the party? >> most people who do this kind of a thing, travel on political ventures are conservative people or liberal people as you'll see next week in charlotte. they're not the mainstream votvote voter. they're very committed and id ideologic ideological. it's conservatives are going to go for the conservatives. it's not a big revelation. >> when you talk about the

conservatives and we talk about the gender gap and how important women are, do you think this convention is reaching out to the people who are going to decide this election, independents, moderates and women? >> yeah, it does because what ryan said last night, what romney's going to say tonight gets on the internet and the internet dominates now. so they get their applause lines, they get at least some kind of visibility to people who aren't paying that close of attention. 20 million people watched some part of the convention had year. there's 320 million people in the country. so political candidates have to get their word out. this is the only way to really do it. >> what do you have make of chris christie? he gave a speech that got a lot of mixed attention. some people thought he talked more about himself and what was happening in new jersey and not enough about mitt romney. what do you think about chris christie? >> today i saw the word narcissistic attached to

parents get angry or punish them. i think celebrating good work with as much passion as you celebrate the bad is really important for parents to do because then kids remember how it feels to do well and it kind of creates an incentive to do well. >> you have points of advice. you say the tips are define good role models, discuss expectations early and create an incentive plan. walk us through tloou these tips. >> if you have friends who are working hard and compare with how they're doing or they're proud of doing well, that goes a long way towards you wanting to work hard as well. if you're surrounded by kids who doesn't care at all about school and are partying all the time, that's not going to incentivise doing hard work. it's also important for parents, as i said, to celebrate when their kids are doing well. i think those two things are really the most important. >> let's move on to asking for

just wants to use a regular investment, the most important thing is saving the money automatically. with three kids she needs to be saving at least $500 a month. it's hard to hear right now but it has to be saved automatically from your checking account going right into a mutual fund every single month and i'd break it up so it's $250 every two weeks. if i wasn't going to use a 5 to 9 plan, i'd use a balanced mutual fund, 60% stock. i would use the van guard balance fund, low-guard, conservative, the returns have been over 7% for the last ten years and over three years have been over 13%. if you're worried about a balance fund, i'd look at a target dated fund at 225, right around the time you're continuing to give --
