subsidies, to drive home to voters that president obama lost a half billion on solyndra. a far bigger issue, over hiking taxes on the rich, if not settled could raise everyone's rates january 1st. and trigger a huge defense and social service cut. the fiscal cliff is getting put off until after election day. the farm bill to help with the drought is partially postponed because republicans are pushing for a cut in food stamps. >> the american people are asking to balance this budget. >> reporter: each side blames the other. >> for people that are outside and out of work, they're astonished by the fact that this congress won't do anything, and seems content to kick the can down the road. >> reporter: so what might get passed before the election? nearly one of the short-term stop-gap spending bills to keep the government going past

september 30th. house lawmakers will adjourn so they could go back home and run for re-election. steve handelsman, news4, capitol hill. a woman in south carolina is accused of pointing a gun at republican congressman tray gowdy. this happened last night in a church parking lot in spartanburg. gowdy was in his car waiting to pick up his daughter from an evening church service. he said a woman in the parking lot thought he was following her. he told her she wasn't. but she pulled a weapon and pointed it at him. gowdy drove to a nearby police station, got an escort back to the church where the woman was arrested. tomorrow marks the 11th anniversary of the september 11th attacks. a memorial now sits at the site of the world trade center in new york city. it opened last year on the tenth anniversary, and features twin reflecting pools where the towers once stood. today defense secretary leon panetta visited the national memorial that's in shanksville, pennsylvania, taking a tour, and he participated in a

wreath-laying ceremony. the stone wall is filled with the names of the passengers and crew. in light of this anniversary, there will be extra security at some metro stops in our area tomorrow. and riders may not even notice it. chris gordon has more details of a new detection device that montgomery county police plan to roll out. >> reporter: this device detects radiation, the newest weapon local law enforcement is using in the fight against terrorism. montgomery county police emergency services bought about 40 of these units with federal grant money. commuters will notice patrols have increased at metro stations this week. it's part of the heightened security awareness on the 11th anniversary of the september 11th terrorist attacks. >> we know that commuter rail stations have been a popular terrorist target worldwide. our initiatives this week have nothing to do with an identified threat. it's all about being proactive.

>> reporter: sergeant kevin parker wears the radiation detection device like a cell phone on his belt. a hit causes lights to flash, and a vibration, or audio signal. >> the type of radiation we're trying to detect is the type of radiation that would be seen as the ideal ingredient for a weapons of mass destruction, a dirty bomb, one of the ingredients of the terrorists would like to use. >> and also come in with this rid device and determine what the actual substance is. if there's a question about the substance, that information can be sent to a lab and it can be checked right from this device. >> reporter: today here at the rockville station, whether you were a metro passenger or being picked up in the parking lot, chances are you didn't even realize you were being screened for radiation. >> i had no idea there was a radiation test of any kind, or any kind of security issue. >> you don't find it at all invasive? >> not normally. it's whatever it takes is okay with me.

>> reporter: metro told us today that there is no specific or credible threat against the rail ses tem. but as always, they are urging riders to report any suspicious activity they may see. reporting live tonight from the metro station in rockville, maryland, christ gordon, news4, back to you. new developments in a shooting in northeast last night. d.c. police want to know if you recognize this man. captured on surveillance video at the rite-aid store on the 1400 block of rhode island avenue. police say he shot an employee around 9:30 last night with his face hidden behind a surgical mask. investigators say they're not sure yet if this was a robbery attempt. >> there's no reason for this shooting that we know of right now. it does not appear to be a robbery. indications are this is -- we don't know. >> police say the victim in this shooting is expected to be okay. they say there was a robbery at this same store back in april but the suspect in that case was arrested. police are offering up to $1,000

for an arrest in last night's shooting. a teenager was found guilty for killing a catholic university graduate student this afternoon. eric foreman was convicted of first-degree premeditated murder in the death of neil godelsky. he was gunned down in 2010 in sherman circle. foreman could face life without parole. tonight investigators in montgomery county are trying to figure out what led to a crash. that critically injured a motorcyclist. a car and motorcycle collide the at the intersection of great seneca highway this afternoon. paramedics transported the cyclist to an area hospital. they say he did have life-threatening injuries. that intersection has been shut down for a while. reconstruction crews were on the scene. get out your jackets. >> oh, yeah. >> we're going to be using the word called cold. for some people in the morning

started three weeks ago, but until today students were getting bused to the old green belt middle school. the reason, renovations were delayed. mostly because of issues with a new sprinkler system. now 4th and 5th graders are learning in brand-new classrooms with smart boards and new computers. parents and kids are glad to have the delays behind them. coming up, the violence in syria is escalating again. but for the first time we are getting a new look at the scope of the devastation. what are we hearing? >> shooting. syrian army. >> reporter: teachers are hitting the picket lines instead of hitting the books, and the fight that left thousands of students with no place to go may not be over anytime soon. is it going to be this one or that one? after this weekend, you may have to give it some thought. i'm pat collins. an attack has destroyed the main water supply in the city of alepo. people are risking their lives to just get away from the violence. ann curry is in jordan near the syrian border. >> reporter: just before sunset last night, a distant fire fight highlighted syria's growing human tragedy. people struggle to escape government attacks by crossing this river valley into jordan. most traveled on foot. but some had to be carried out in vehicles. including this 20-year-old, said to be a civilian who was seriously wounded in an attack on a building in his town. and it happened the day before he was to be married. the nightly drama has now more than 1,000 people crossing here every day. according to jordan border

they say he was among six killed by an air strike wednesday in the province. the al qaeda leader was once a prisoner at guantanamo bay. he was released to saudi arabia five years ago. and put through a rehabilitation program. al qaeda's yemen branch is seen as most active in attacks on americans. tonight a florida police force is paying tribe butte to an officer killed while protecting president obama. yesterday afternoon it happened near west palm beach. he was near the front of the motorcade escorting the president at the time. st. lawrence leaves behind a wife and four children. he was the jupiter police department's officer of the year in 1996. president obama says his thoughts and prayers are with officer st. lawrence's family. teachers in chicago are marching in the streets tonight. hours after they walked off the job. this is the first public schoolteacher strike there in 25 years. negotiations are ongoing over

teacher evaluation and health coverage issues. jay gray reports, with classes now canceled, 400,000 students now need somewhere else to go. >> reporter: there was an abrupt change to the lesson plan for 25,000 chicago public schoolteachers early this morning. >> we are all together in this fight. >> reporter: and because they're together, many of the students are not. the walkout forced as many as 400,000 kids and their parents to scramble when they learned classes would be canceled. >> i think it's wrong. it's not fair to the kids at all. >> reporter: educators say what isn't fair is that it had to come to this. all of the noise is not really about money. the average salary of a chicago teacher is more than $70,000 a year, and both sides say that's fair. what they don't want is the current push by the city to cut

health benefits and to tie teacher evaluations to student performance in standardized test scores, something they fear could result in almost 6,000 teachers losing their jobs in the next two years. chicago mayor rahm emanuel says the talks should continue, but so should classes. >> this is, in my view, a strike of choice. and it's the wrong choice for our children. >> reporter: many of the students say they're frustrated as well. >> this is going to be affecting my year, and probably causing me to graduate in july, which i really don't want to do. and take off days of our vacation. >> reporter: during this unexpected vacation, at least 140 schools opened their doors so students could have breakfast and lunch. class activities are a lot different, but then so are the lessons today. focused on patience, and the process of negotiation. with teachers saying they'll stay out as long as necessary, another lesson being studied now

is history. the last strike here was 25 years ago. and lasted for 19 days. jay gray, nbc news, chicago. our children are going to need some sweaters and maybe even a light jacket when they head to school this week, huh? >> we needed it this morning. i walked outside to take my kid to the bus stop, and had to put a coat on him, and -- yeah, something on myself, too. a little on the cold side. i had somewhere else to go. >> you had to get out of your pajamas. >> looking pretty good out there right now. plenty of sunshine. it is a beautiful, beautiful day. only a few clouds in the sky. just fantastic across the area. you can see the temperatures, 77 the high temperature today. a low of 60 degrees this morning. that was on the cool side. but tomorrow we're going to be a little bit cooler than that. the average high 82 degrees. we were five degrees below the average high. and that is with abundant sunshine. we've been very hot this year.

we had 53 90-degree days. the last 90-degree day happened between september 15th and the 21st. we're not going to see that. the latest is october 9th of 2007. the earliest last 90-degree day normally in august. but i do think, and we were talking about this earlier, we may be done with the 90s. how about that. i don't think there's going to be too many people upset about that. hello, though, to the 40s. overnight tonight, i think that's what we could get. 70 degrees right now in gaithersburg. 75 in annapolis. right now culpepper coming in at 73 degrees. as far as what we're looking at temperaturewise, we are cool all across the east. look at these temperatures. these are highs today. 68 in state college. 72 in hagerstown. 67 in elkins, 70 in morgantown. the cool air drifting down across our area. as high pressure is really d dominating right now. no rain. i don't see any rain at all, at least through friday. we're going to go an entire week

completely dry. at least monday through friday. that's a full six days. i think even saturday is looking on the dry side. this is the eastern half of the nation. there is no rain at all from colorado all the way towards washington. we are high and dry. it's all because of this area of high pressure that is going to sit and dominate one of the strongest areas of high pressure we've seen in quite some time. it's not going to move a whole lot. it will create cool conditions tonight and through early tomorrow morning. by tomorrow afternoon, we see very nice conditions, with plenty of sunshine. temperatures back in the mid to upper 70s in most locations. a very nice day on tuesday. wednesday, not much of a change. the high shifts a little bit to the south. we will see temperatures move back into the low 80s. but once again, plenty of sunshine. we're talking about fantastic, fantastic weather. probably one of the best stretches we've seen in quite some time. this evening, a few clouds. but cooling quickly. we'll be down in the 60s over the next hour or so. 67 to about 71 degrees. those winds out of the north

five to ten miles an hour. tomorrow morning, clear skies. the coolest temperatures we've seen in months. and yes, i do think we'll need jackets when you step out. 43 in some of the coolest suburbs, to about 56 in the city. i think most of the areas west of i-95 will get into the 40s overnight tonight. so you really want to make sure you know where the jacket is, maybe the early sweater. you'll be able to take it off around 9:00, 10:00. 75 to 79 degrees tomorrow. winds once again out of the north about five to ten miles per hour. and then, well, just look at this. it's going to be nice. 82 on wednesday. 83 on thursday. 82 on friday. saturday, also looking good with a high of 83. increasing clouds with a chance of rain on sunday. but this is something i have not said in a long time. there is nothing out there in the next seven to even ten days. and i went out two weeks, actually. nothing worried about as far as strong storms or heat. this could be a nice period.

school space that's available. >> the trouble is centered in the city of fairfax. but as julie carey reports, the solution could impact students throughout the system. >> reporter: fairfax high school, a building designed to hold 2,400 students. the trouble is, it's projected to have 3,000 by 2017. already ten classrooms have been added out back in the form of portable units. the feeder middle school lanier faces a similar overcrowding issue. the school buildings are owned by fairfax city. county students attend in a unique partnership. >> this is an interesting situation, that those buildings are owned by the taxpayers of the city of fairfax, they paid for them and they're not going to pay to make them bigger so the county kids can be accommodated. this is one where the real solution will be to change the boundaries and move students out of the high school. >> reporter: the fairfax school board is trying to determine who stays and who goes. and to figure out where there is room. many of the nearby high schools are also at capacity.

>> i want to see that we find the best reassignments that have students attending schools that are closest to their neighborhoods, their friends, and their communities. >> reporter: fairfax high school families have already been alerted that change is coming. >> i just don't want to move. it's a lot easier now that i know the school. because my sister's here. i know everything about it. >> i'm kind of nervous. we're the ones outside of the city and they said 65% of the kids who come to school here are not city residents. we're hoping that we're not kicked out, of course. >> reporter: a long discussion between the administrators and community is ahead. the change would not take effect until the fall of 2014. the dilemma they say is just part of a bigger problem. they need a brand-new high school. >> we really need a high school. we have no land for it. it's going to be an expensive proposition if we don't find some way to get land through a transfer fro agency or something.

a great challenge to put it mildly. >> reporter: julie carey, news4. sentencing for the former d.c. council chairman has been delayed. kwame brown pleaded guilty in june. he admitted to lying about his income on bank loan applications. brown faces a maximum six months in prison. his new sentencing date is scheduled for november 12th. a man accused of plotting to bomb the sufficient capitol was given money by fbi agents as they were setting him up. court documents show that amean received thousands of dollars in living expenses during the sting operation. they also show he was promised martyrdom payments of $1,000 a month after he carried out the attack. he was arrested in february. he accepted a plea deal. he will be sentenced on friday. security will be beefed up at metro stops tomorrow on the anniversary of the 9/11 attacks. in montgomery county, police have a new tool. they'll be wearing a device on their belts that detects radiation. there it is.

the department recently purchased 40 of these devices with federal grant money. other agencies also use them. the wind and the rain, they are gone. the power is back on for most people. but there are still a lot of signs that some very strong storms rolled through our region this weekend. derrick ward reports from alexandria where there is still a lot of cleanup to do. >> reporter: the cleanup continues from this past weekend's storm. not quite a tornado, but still, strong enough to do some damage and leave stories and images in the minds of the witnesses. >> the air was quite still. and all of a sudden the trees started just whipping around. and it just started pouring immediately. >> reporter: she took refuge in the basement for a while. >> i stayed there for maybe five or ten minutes and i didn't hear anything. because the house isn't very well insulated. so i went upstairs into the kitchen and then i heard like a train whistle sound. so that kind of scared me and i

went back downstairs again. >> reporter: there were close calls and direct hits. some structures left uninhabitable. tree removal crews have been busy as well. >> came in, 7:00 in the morning, we had one crew out until 9:15. we were out here until 9:15 working at night. with headlights, up in the crane. >> reporter: and so have power company crews in this section of alexandria. one side of the street had power, the other had none. neighbors bridged the chasm helping the less fortunate out of darkness, or at least keeping their refrigerators running. >> that's the way our neighborhood is. everybody shares. >> reporter: just this afternoon, this massive tree came down across glebe road near chain bridge. fortunately no one was in the road when it fell. derrick ward, news4. could be trouble for the icc. inspectors say they found cracks on two bridges on the intercounty connector in addition to cracks they found on three bridges earlier this year. maryland transportation

officials insist the icc is safe. they say the cracks need to be fixed. so the bridges last as long as they're supposed to. the contractors who built the $2.4 billion roadway will have to pay for repairs. one contractor is disputing the findings. about a quarter million drivers use the memorial bridge every day. so for the next couple of months, they should expect some inconvenience to say the least. structural repairs began on the bridge this morning. at times, four of the span's six lanes will be shut down. officials say at least one lane will be operating in each direction atll times. the project is expected to be finished in november. redskins fans are feeling good about robert griffin iii, hoping he will be the franchise quarterback to lead the team to a winning season. rg-iii pulled an impressive win over the saints yesterday. but as pat collins reports, he's not the only star making a splash in our sports scene. >> reporter: at modell's, the

winner is used to it by now, thanks for help from pierre. an 88-yard touchdown. the first td pass of griffin's career and the longest by the redskins in 25 years. rg-iii finished the day 19 of 26, for 320 yards, and two touchdowns. it was the best day of any quarterback on the opening weekend and the second best ever by a rookie making his debut. mike shanahan was scad what he liked the most about his quarterback's performance. >> i think anytime you have a rookie going into that environment, you know you're going to have a lot of situations where it's not going to be perfect. and it wasn't perfect, but he was able to make a play or not make a mistake where he turned the football over, or, you know, he made one of those plays that you can't recover from. so he was pretty collected throughout the whole game. and did the things that you need

to do to win. >> he seemed so comfortable out there, so poised. that's what everybody's talking about. were there any butterflies? >> there were butterflies. but the one thing i tried to make sure i did this week is just keep my mind clear, know what i had to go out and do and be myself and have fun, don't stress about it, don't try to prove anything to anyone. i leaned on the other guys this week. especially in this game, to do their job and make sure they were where they were supposed to be. and everyone showed up. >> reporter: rg-iii, now on to the injury issues. pierre garson has a bruised foot. they're going to see how he responds in practice before they decide whether he's going to be able to play next week. jackson suspended for the year already. merriweather has been out. and now jordan burnstein out for the year after he literally shredded every single ligament in his knee. the most amazing injury story revolves around the long snapper, nick sundberg.

this was incredible yesterday. sundberg, who has referred to himself as the best long snapper in the world got hurt on this play in the second quarter. the blocked punt resulted in the saints touchdown. he did break his hand on the play. he said he knew immediately that it was broken. but he still managed to play the entire second half with a broken arm. >> it was one of those things you just kind of got to keep telling yourself it doesn't hurt, doesn't hurt. but at some point you convince yourself that there's only a few more minutes left. only a couple more snaps. i can get through it. it worked out. >> we all got a story to tell. a story to tell our kids and grandkids where we played in a game with a guy who played the whole game with a broken arm. it makes your tweaked ankles and aches and pains not seem so bad. it's inspiring. >> that was remarkable. i don't know too many guys that could do that, and then snap the ball when you know you're going to be getting hit in that arm.

>> i can't imagine playing in a football game, especially at his position with up to like six, 900 pounds of guys coming at you, let alone with a broken arm. >> you've got to look at yourself at the end of the day and see what you're made of. really was a test to myself. it was pretty terrible. but i felt like i really didn't have another option. >> reporter: so sundberg is going to be out for a while. he will be getting a cast. the redskins will be auditions long snappers. ironically for years the redskins' backup long snapper, cooley. sunday night football last night, how about peyton manning. he proved that, yes, indeed he was back. and he was back like the peyton manning of old, after 14 seasons with the colts, peyton manning making his broncos debut against the steelers coming back from neck surgery that kept him out all last year. how did he look? pretty darn good.

fakes the handoff and hits thomas. 71-yard touchdown. it's the 400th touchdown pass of manning's career. he joins dan marino and brett favre as the only qbs to throw for that many tds. former colts teammate, that's the go-ahead touchdown. broncos win it 31-19. peyton a winner in his denver debut. let's talk a little tennis. i don't know if you got a chance to see this because there was so much great nfl action going on. but serena williams made a fantastic comeback against victoria a azarenka. 15th grand slam championship of her career. she won wimbledon, won at the olympics, and how about a u.s. open title to boot. serena in the far court. serena crushes it. she gets fired up.

pages of the newspapers. van deucer is a hugger. he not only hugged the president several times, he lifted him right off the floor in that bear hug. one caption said the secret service allows this? the pizzeria owner told reporters later he is a registered republican but voted for mr. obama in 2008. he plans to vote for him again. and he says he just got carried away. >> when he came in, he busted through my front door and said, where's scott? from that moment on, it seemed like he was a long lost friend. it was just amazing. a great connection. he came over, gave me a hug. and that's when the bear hug happened. just like i said, i was just so caught up in the moment. and it was unbelievable. >> the secret service later said agents are trained to assess the behavior of the people who interact with the president. and van deucer was not deemed a threat. they say picking up the president, that is not a problem. however, if he had tried to carry him away, that would have been a problem. >> yeah. >> there you go.
