good morning, everyone. welcome to news 4 midday. i'm barbara harrison. >> i'm keith russell. we begin with breaking news. fairfax county police are on the scene of a shooting in getties port. officer found a woman suffering from a gunshot wound. they have one suspect in custody. they believe it wauz domestic incident. we'll bring the latest when it becomes available here on news 4. >> we are ten hours away from the second presidential debate. the candidates will square off

on long island. it will be a town hall style debate. the debate will focus on domestic and foreign policy. you can watch it live here on nbc 4 starting at 9:00. stay tuned at 11:00 afterwards. angels of anaheim will monitor the web. you can weigh in with your comments on facebook, twitter or www.nbcwashington.com. >> today, political experts from around the country are releasing their prediction on who will win. news 4's tony tull is live with what they believe. tony, it has to be close. >> no doubt it's going to be a close race. you can guarantee lots of folks will be tuned in tonight as you mentioned. this morning, the national press club holds a forecast annoyancement for who they predict will win the 2012 presidential election. they used data from public

opinion polls, leading economic indicators and the impact from the war. with that, out of the 13 forecasted models, eight models show president obama with a 53.8% popular vote over republican presidential candidate, mitt romney. the experts say the forecast shows romney with a 53.1% popular vote. interestingly enough, barbara and keith, one model was called the redskins model. >> a special interest to a d.c. audience may be the washington redskins model that you have come to know about. if the washington redskins win their game before election day, the incumbent election party wins for four more years. if the redskins lose, the challenging party wins. >> reliability and the method of how they obtain their data and

put it together. >> the best models that are most accurate are based on theory, theories drawn from political science work. what we see today as a move away from that, in many sectors away from theory. >> the earliest model was formlated ten months ago while the last was put together after the democratic national conventions. the findings, which will be published for the american political science association is found at pspolitical science. >> thank you. turning to the weather, chilly morning, but clearing skies. >> it's nice out there. let's see what tom has to tell us about the rest of the day and the week. tom? >> a gorgeous view. the washington monument lit up there. a beautiful autumn day under way after a chilly start. we were down into the 40s for much of the region. now, here is the view from space. we have seen just a few clouds

drifting over the metro area from the north and west. south of washington, much of the eastern shore. virginia is bright and sunny. the farther west you go into the mountains, there's a chill in the air. low 50s. many locations in the mid-50s. shenandoah valley. close to washington is near 60 in washington as well as in arlington, fair faction and the prince george's county. much of montgomery county is chilly. low 60s, southern maryland. fredericksburg and southern maryland. we will have another chilly night tonight. we look at that and changes on the way for the rest of the weekend. the seven dayout look is coming up in a few minutes. barbara and keith? >> thank you. four people including two children were hurt. chopper 4 above the scene at frederick road. we are told the adult and

service to all underground service stations. it's well past today's deadline. darcy spencer is live at the courthouse metro station and has more on that. is that wired already or not wired? >> reporter: not wire, unfortunately. when you use metro, it's great to place a phone call, send an e-mail. at some underground stations you can do that. at courthouse metro, you are out of luck. no bars? >> no bars. >> reporter: that means no cell service for that at&t wireless customer grabbing a morning train at the underground courthouse station in arlington. >> people are in transition coming to and from work. it's nice to have that contact, get e-mails to call a friend to pick you up at the metro. >> reporter: underground

wireless service in at least 20 of the busiest stations. riders have to wait three years for the rest of the tunnel system to get wired. >> my biggest issue is sometimes the metro line doesn't work. i can't let my boss know, hey, i'm going to be late. >> reporter: the deadline to have it wired was today. congress gave them an extension until late march. it looks like it won't be done until the end of 2015. too long? >> too long. maybe the silver line is more updated. it will be brand-new. they are outlining the progress and time frame for cabling the tunnels. they are not providing a specific reason for the delay. they say it's a tedious, labor intensive product completed under the supervision of metro employees.

no one has a full grasp of how long and complex the project would be. >> to be honest, it doesn't bother me. >> i don't like it. i feel that when i need my phone the most i won't be able to use it. >> reporter: the metro officials told me today that expanding cell service is a work in progress and metro funding is not in jeopardy. reporting live from arlington, virginia, darcy spencer, news 4. >> thank you. two virginia hikers founds safe in montana after being stranded for days in the snow will return home today. neil of herndon and jason of richmond went hiking in glacier national park last week. they were reported missing when they didn't catch a flight home. they hiked into the back country and fell into a ravine.

park rangers found them safe around 3:30 yesterday afternoon. >> when i found out that he was found, i just let go and just sobbed and sobbed and sobbed. >> they were taken to the hospital and given a clean bill of health. it's not clear what time they will be arriving home today. >> funeral services held for former pennsylvania senator arlen spector. he died after a battle with non-hodgkins lymphoma. he switched to become a democrat in 2009 was 82 years old. joe biden is set to attend the funeral. president obama ordered flags at the white house to be flown at half staff. we have more now on the breaking news that we have been following this midday. a shooting in fairfax county. the shots rang out after 9:30 on

geddy's court. pat collins is live for us. what can you tell us? >> reporter: it appears to be a murder on geddy's court. police are still working the case. shelly is joining me with the police. what can you tell me about it so far? >> we were called here about 9:40 this morning with the report of a shot person. police located an adult female. we have an adult male in custody at this point. we don't believe there's a public safety threat. >> is the female victim related to the male suspect? >> they are related in some way. i'm not certain, yet, of exactly what that domestic relationship is. >> reporter: this appears to be a domestic shooting? >> correct. >> thank you very much. they are going to be here for some time, so will we. we'll have more details about the case as they develop. now back to you, keith and

election day may be three weeks away, some virginians may have cast their ballots. early voting is under way. michelle obama already voted with an absentee ballot. she told ryan seacrest on the "today" show it's easier than ever for americans to vote. >> as a busy mom, i'm still a working mom, i look for convenience. who knows where i'll be on election day. there's no reason, with early

voting and absentee voting that citizens in this country shouldn't be able to make their voices heard. >> early voting begins next monday in the district and a week from saturday in maryland. a police officer and an ohio state trooper are recovering after their motorcycles collided while escorting the first lady. they somehow sideswiped each other yesterday afternoon as she was heading to the airport. the first lady was not hurt in the crash. paul ryan's visit to a soup kitchen in ohio might have done more harm than good for a charity. the vice president nominee were not authorized to be there saturday. they didn't do anything during the trip. it looks like they are washing dishes. look closely, they appear to be already clean. the head of the charity says he runs an apolitical organization that is not allowed to host political candidates.

donors may stop contributing to his charity. romney caused the trip a great opportunity to highlight the opportunity of the importance of volunteerism. the republican vice president nominee will visit fredericksburg and lynchburg. romney will be in virginia tomorrow. rallies scheduled for leesburg and chesapeake. >> together on capitol hill. >> tim kaine picked up a major endorsement. we have a northwesterly wind bringing in chilly weather. it's been in the 30s in the ohio valley. the wind is tapping the chilly weather and bringing it our way. areas in the green are in the 50s. in the blue, it's in the 40s. much of the mountain region in maryland and into west virginia. right around the beltway, temperatures are generally around 60 degrees. as we go forward here over the next couple days, we'll have a clear sky much of the afternoon and evening. tomorrow, during the day on wednesday, a few clouds coming in on a southerly flow. thursday, a front approaches us from the midwest. this is a line of showers that will develop along the front. this is as of about 7:40 tomorrow morning. then or rather thursday morning. thursday, late afternoon and evening and by 8:00 or so, we may get the line of showers here. a scary shelf cloud like we had on yesterday afternoon. for today, we will have some of the clouds coming and going. overall, a lot of sunshine.

the velocity d.c. dance festival takes place this weekend. the dance is one of the groups taking part in that. three members are joining us this morning and they are? >> heather. >> nate. >> erica. >> we also have the producer for the group and the show that's happening this weekend. that is peter, dance metro d.c. joins us to show us a little bit of what you are going to be doing. you have a festival coming up? >> we do. five programs, over four days, 28 companies. we are in our fourth year. it's a great way to see most of the great dance in washington in one place at one time. >> you have done a lot of things. you have been a choreographer, a teacher, a dancer. why is it important to have festivals like this in washington? >> it's a portal experience for

new audiences to connect to a dance new to them. we can perform all we want in theaters all over the city. it's important to do a little pomp and circumstance so that the shakespeare audience can say hey, i want to go see that later. >> you are going to moderate something called ramp, what is that? >> it's a pre-show festival where we show experimental work and works in progress. i get the audience there, about 50 people at a time speed dance dating and asking questions. the artists know what is connecting with their audiences. >> let's get a peek of what we might see this weekend. ♪

right now, police are on the scene of a shooting in fairfax county. it happened around 9:30 this morning in the 11300 block on gettys. a woman was taken to a nearby hospital from a gunshot wound. police have one suspect in custody. negligenters believe it was a domestic incident. >> president obama and mitt romney are getting their final preparations ready for the second debate. it will take place in long island. it will focus on domestic and

foreign policy. it begins at 9:00 and you can watch it here on nbc 4. we are following breaking news from metro. a person struck by a train around 11:00 a.m. this morning. the station remains open. the trains are single tracking between judiciary square and dupont circle. no word on the condition of the victim. new today, social security recipients found out how much extra they will get each month. their payment will go up 1.7% next year as part of a cost of living adjustment. it's the smallest in almost 40 years. last year was 3.6%. payments average around $1200 a month. that works out to $20 a month. it's the day families have been looking forward to. more than 100 service members are back from afghanistan. this one happened especially

important meaning. >> reporter: a very happy day for the men and women of the d.c. national guard, 273rd. they have been in afghanistan for the last ten months. now, they are back and today they were relieved of their duties. [ cheers and applause ] >> reporter: they marched in formation to the steps of the d.c. armory where they were officially relieved from duty. their mission safely completed. >> we welcome back the brave men and women of the 273rd military police covenant. >> reporter: they are the men and women of the d.c. national guard's 273rd military police company. back from afghanistan after a ten-month deployment. many arrived home sunday and spent the last few days catching up with their loved ones. >> my kids hugged the breath out of me. you know, catching up with the family. that's it.

>> reporter: for several, this was their first deployment. they returned wartime veterans, new combat patches gracing their uniform. >> it's not just come back, it's like a writ of passage. i just came in. i have been deployed. >> i have a second family now. we are never going to be the ssame a we were before. we are always going to be closer and stay together and constantly stay in touch, more than you would expect. >> reporter: every safe return is a much celebrated event. this has special significance. it's the first time in ten years all the d.c. guard units both army and air have been home at the same time. they will be home for the holidays. about 1200 d.c. national guardsmen have been deployed overseas in the last ten years. two lost their lives. from the d.c. armory, megan mcgrath, news 4. a short time ago, the

president of gallaudet university posted their stance on same-sex marriage. they plan to work with the chief diversity officer to return to work soon. she was released from duty after she signed a petition to put the same-sex ballot on this year. an attorney says she's not anti-gay, she just wants maryland voters to decide on the issue. voters in washington state will vote on a similar measure next month. the supporters include nordstrom, based in seattle. the ceo sent an e-mail to 56,000 employees about his stance on the issue. gay and lesbian employees should have the same rights and protection under the law as heterosexuals. >> we are a couple months away from the chance of anything major with the weather.

the district is gearing up for snow. the city has a new fleet of equipment to deal with snowfall. it includes high-tech trucks that remember which streets have been treated. the plows are a ceramic/rubber mixture. they can push more snow out of the way. city officials say how much snowfalls will always be the biggest factor. >> up to 18 to 20 inches of snow, i feel very comfortable about what we can do. it's when you get above that when it becomes shaky. >> the d.c. region averages 14.5 inches of snow each year. >> hopefully, we don't have to worry about that anytime soon. >> tom, what are you thinking? how soon before we see the first flakes out there? >> maybe the first flakes late december. on an average winter, we get 14 to 15 inches around the metro area. sometimes we get all of that in one storm. >> well, it's fresh and cool.

he's accused of abandoning ship before everyone was evacuated. 32 people died and two people's bodies have not yet been found. yesterday, he apologized to survivors as well as family members of victims. meantime, we learned new details about the ship itself. nbc news reports it could take another year before the ship is floated away and used for scrap. we learned the recked cruise ship has been burglarized. paintings, jewelry and artwork were stolen. police are warning students about an armed robbery near campus. it happened at 9:30 near calvert road and princeton avenue. police say several students were running when approached by a man with a gun. it's when another man joined the suspect and the pair demands the students property.

it's not clear what they got away with. cell phone video is the best evidence in two police officers accused of beating two college students. the trial began yesterday. they are charged with assaulting former university of maryland student back in 2010. it happened that the students celebrated in the street after the basketball victory over duke. mckenna tried to throw a punch at police. a claim one witness says was not true. >> he was skipping. he was singing. there was clearly nothing in his hand. they said he was doing this, and that could be a threatening manner. that's absolutely ridiculous. >> mckenna took the stand yesterday and said he did not remember much about being shoved against the wall. the officers face up to 25 years in prison, if convicted of assault. this morning, a high school student faces charges for stabbing a classmate at a montgomery county school.

it happened saturday morning near the cafeteria in silver spring. officers arrested 18-year-old. he's accused of stabbing a 15-year-old student in the leg. the victim was taken to the hospital and is expected to be okay. the two got into an argument last week. tara is charged with second degree assault and possessing a weapon on school property. >> 11:40 is the time now. dangerous and deadly cosmetic procedures using industrial grade silicone. >> plus, not safe to wear. >>[ female announcer ] as u're making your decision...

they seized and destroyed a shipment of children's pirate costumes from china to a distib ewe tor in washington. they found high levels of led in the costume and eye patch. they used a handheld device to screen products at a warehouse. >> it goes over the child's eye. 4,243 parts per million. >> that's more than 40 times the level deemed acceptable in the united states. there may be no way to assure the costume you buy is toxin free, but you can check the consumer product safety commission website for warnings and recalls. >> we have a recall warning for pet owners. nature's recipe is launching a recall on dog treats because of salmonella. their oven baked biscuits with real chicken. the treats were sold nationwide to a pet supply store.

that and the rest of the day's business headlines. >> hey, barbara. as you mentioned, building on monday's gains. strong earnings report and decent economic data. the dow up 113 points. nasdaq holding on to a 28 point gain. stocks getting a boost from a stronger than expected reading. in the meantime, in corporate news, a shake up. the bank ceo unexpectedly stepping down along with the firm's president and coo. the surprise resignation is coming after they took over citi. he's replaced by the former head of europe michael corbett. that happens immediately. the earnings keep rolling in. among them, johnson and johnson. the dough's newest member, united health care. the estimates remain cautious

about the coming year giving pending economic pressures. coca-cola's earnings were in line. revenues hurt by lower sales in europe and asia. >> back to you. >> thank you. keith? >> people across the country are turning to a black market version of cosmetic surgery, sometimes with lethal consequences. >> silicone, mineral oil or flat tire repair. we have more this morning with the dangerous practice that is going on. when i hear fix a flat, i don't want to use that on my tire, let alone my body. is this happening in doctors offices, spas or other places? >> this is back alley things we are seeing. some patients come to a physician because now they have complications. normally, it's not a medical professional who is carrying out these procedures.

it's normally done in hotels, someone's home or other facilities that are non-medical facilities. >> would it be easy to conclude these back alley type procedures are happening because people want this look, they want this effect, but they don't have the money to really pay for the proper care here? >> partially. there are some people who go out of the country because it's definitely more cost effective than some of these procedures to get them done in south america of mexico. these are people that possibly have the money but they want volume. the volume that we can provide at the office is nowhere near the volume they get with this industrial grade silicone. they are enhancing the breast area, the buttocks, hips. they are going for a certain

exaggerated look that, say for instance, it's a male who is trying to maybe be a female impersonator and needs the enhancement. >> maybe it's something they would do for them but say someone like yourself would say i'm not doing that. it's not healthy. >> it's not that -- it's the substance that is being used and the volumes we have of the legal fillers just would not be ample enough to create two, three size to the buttocks someone would want. this is a $26 million legal business as far as plastic surgeons enhancing the buttocks. in just 2011. it's big business. it's what people want right now. so, they are getting it for way less cost when they go to places that are non-medical. it's very dangerous.

>> let's look at some of the damages these bad injections can do. >> okay. >> i know you have visible representations. >> these are the legal substances used in the wrong hands. it's not just non-medical people. >> what are we seeing here? >> a substance that was just fda approved in states but used incorrectly. training, as far as der mall fillers is important in the person you have injecting it. this is just a preparation called sculpture that is injected incorrectly. there's another photo that i have of a person where it was injected in the wrong plain as far as injecting under the muscle in certain areas to prevent it bunching up like this. these are the legal things that we do. there are complications that can occur from that.

what the black market is, is substances that we don't normally inject at all in our offices. they are used like silicone. when you hear silicone injections, it is fda approved for retinal detachment. it comes in a little vile like this. it's used for other purposes. but they want volume. >> so, let's talk about this one case. in february, 2011, a woman died in philadelphia from a butt enhancement injection she got in a hotel room from the black madam who covered up some wounds with crazy glue. how does one check qualifications? >> one, if you are getting it done in a hotel, back alley or someone's home, it's probably not legal. number two, if you choose to do that kind of activity, illegal activity, know what is being injected. that's the only way that we can help you when you come.

i have had cases of, i think it was industrial silicone. sometimes when we biopsy the lesion and send it to the lab they can determine what it is. you have massive migration of these substances in the body. so, everybody looks good when it's initially done. they think oh, there's no harm in this. it's the length of time and the duration that it is in the skin and under the skin and the body knows it's not supposed to be there. so, it starts up a reaction. you can have draining sinuses, ap seszs that don't grow immediately. on culture three months, we might see something. all those things are very prevalent in a lot of this non-sterile use of industrial silicone. >> doctor, thanks for the warning and the clear heads up.
