sister, killed her right in front of their 91-year-old mother. >> reporter: a brother kills his sister. at the murder scene, their mother, they say it was the mother who called 911 for help. the victim, dr. ruth hamilton allen. a life coach pictured here on the website for the achievement, excellence and health institute. dr. ruth hamilton allen. ph.d. from yale. masters, johns hopkins. assistant professor american university. ajupgt professor, yale. dr. ruth hamilton allen. killed this morning in reston. she was 68 years old. it happened at her mother's house here on geddys court where they say a family meeting turned into a case of murder. police say the victim's brother, charles hamilton, shot and killed his sister dr. allen, and

they say their mother, 91-year-old marian hamilton was there. and that she was the one who called the police to the scene. charles hamilton transported away and later charged in the murder. dr. allen, they say, had come to the house on geddys court to discuss a family matter when she was shot. all of this police activity drew a number of neighbors to the scene. >> i've never heard of anything happening like this before in this area. it's a sad situation. >> reporter: now dr. allen lived a couple miles away in this reston home where friends and family stopped by throughout the day to offer condolences to her husband. >> ruth is a great neighbor. i mean, we've been here since '98. and really enjoyed being our neighbor. this is the shock to us that she was killed like that. >> now, murder suspect charles hamilton is expected to have a

court hearing tomorrow. live in fairfax, pat collins. news4. gallaudet university's chief diversity officer says her life has been a nightmare since the school learn she signed a petition concerning gay marriage. today dr. angela mccaskill shared her thoughts for the first time of gallaudet suspend her after finding out she had signed a petition after putting a signature on the referendum. she said she is not revealing whether she is for or against same sex unions by signing that petition. >> no one has the right to decide what my signature men. >> the gallaudet president said he believes mccaskill and the university can address their concerns so she can return to her post. the d.c. council is considering a bill that would lower the fines for speed camera violations. right now, you can pay as much as $250 if caught. the new proposal would charge

varying fines, depending on the severity of the infraction. the most anybody would pay would be $50. the council also wants to add more speed cameras in the coming years. two hikers who spend four days apparently lost in a national park in montana are headed home. a relative of one of the hikers tells news4, the men are expected to return to richmond, virginia today. those two went hiking in glacier national park last week. the chief ranger there said the two men were well prepared. they rationed their food, collected firewood, used a smoky fire, and an sos message made out of logs to gather attention. the park employee saw colored flagging and then found the pair alive and in good condition yesterday afternoon. another robbery of a university of maryland student. this time two students in ft who were targeted while they were jogging near the college park campus. as our prince george's county bureau chief tracee wilkins reports, police have released

new pictures of the suspects. >> reporter: the man seen wearing a hoodie in this still surveillance video is the latest suspect in a string of robberies near the university of maryland. >> it is scary. we always get these crime alerts and you never know what's going on. >> reporter: the robberies have been happening for several days now. just last sunday the 17-year-old zen was arrested for two robberies. police say he had stolen items in his possession. then last night. two more students were robbed by an armed man believed to be in this picture. it happened while the students jogged off campus on princeton avenue. >> they ran about two blocks to the intersection of calvert and rhode island avenue where the university of maryland has one of their emergency stations. blue light stations. they contacted the police. >> reporter: police say the students were not hurt but did have their cash stolen. the robberies happened just minutes after police were in the area. >> thursday night in that very area, we had an on campus walk

last night. the safety walk ended just before the robbery occurred. >> it is so close. i live in a sorority house right over here so it is like, another block down and that could have been me or any one of my friends. >> reporter: the stoonludents w spoke with thought the arrest would have meant an end to the robberies. now more worry. >> stressful. just take precautions and try and do your best to prevent anything from happening. >> reporter: the prince george's county police say this latest robbery is not related to the other robberies they saw since their suspect is still in custody for those cases. they are asking the students to continue to be as safe as possible and to make sure that they're not alone. tracee wilkins, news4. absolutely gorgeous day out there today. it is supposed to cool down a little bit. is that right? >> that's right. that's typical for what we expect this time of year in the middle of okay.

contained the leak. >> reporter: pope benedict xvi is sending a delegate. it will include top officials. they're expected to leave for syria next week. a spokesman for the pope said church leaders cannot be spectators, given the suffering in the war. that delegation will include an afford core human rights. and the packsi girl who was shot in the head by the taliban. the 14-year-old was transferred to a hospital in england for treatment. police say two people who tried to get into the hospital to see the girl were questioned and turned away. one of the intruders claimed to be her mother. the british officials say malala's parents are still in pakistan but they plan to join her soon. malala was on her way home from school tuesday when she was shot in the head because she has been pushing for education for girls.

the taliban has threatened to try to kill her again. the captain of the costa concordia cruise ship is back in court. he was accused of running the ship to bround and then abandoning the ship. the captain says he is a victim. >> reporter: francesco schettino sporting dark glasses arrives through a side door. it is a local theater being used for these preliminary hearings. to accommodate the crowds from several nations. survivors, families of the 32 who did not make it off the costa concordia. some said they wanted to look him in the eyes. also here, lawyers representing hundreds of passengers. >> we felt he didn't seem very remorseful or very sorry about what has happened on the ship. he seemed very confident. >> reporter: just as we've seen some of the panic on board,

thousands of people scrambling for life boats. jumping into the water after the colossal ship struck rock too close to the island. now we hear the ship's black box. that's captain schettino in those moments, ordering the ship to be turned abruptly. >> reporter: we turned to costa cruises. they blame the whole thing on schettino and called his suggestion that there might have been mechanical failure an absurdity. other things like not enough crew training and language barriers and someone else is suing the company now. schettino. he wants his job back alonging wrongful termination. back to you. >> if the captain is convict, he could save seven life sentences. several paintings were snatched off the wall of a museum in the netherlands. they include works by picasso and monet. they are estimated at more than

to sea. fish storms for the most part. very close to bermuda causing some big time problems for them. tropical storm force winds and tropical storm storm warnings for bermuda but the hurricane will not hit bermuda. if you're thinking about heading toward bermuda, you may want to call ahead of time. the storm is moving to the east northeast. 85-mile-an-hour winds but it is expected to weaken and continue to move back out to the open waters. no problems here unless you're heading down toward the beaches over the next couple days. but probably not getting in the water this time of year. mental of sunshine. high pressure. that's what we saw bringing us that nice weather. tomorrow that area of high pressure slides to the south and east. we see more sunshine. a few more clouds tomorrow. nice mild air. i think temperatures tomorrow, at or a little above average. then on thursday, we see that return flow really move in here. and a frontal boundary move our way. much warmer. i think temperatures into the low 70s for the most part. this front, this is around 5:00 thursday afternoon. should stay to our west. i think most of the day will be

lived on geddys court in reston. police are looking for the two students. they were jogging about 9:30 last night. the suspect push them down. pulled out a gun and demanded property. there were three other robberies near the school just last week. the chief diversity officer at gallaudet university said she is a victim of bullying and intolerance at the school. her name is dr. angela mccaskill. last week she was suspended after officials learn she signed a petition to get same sex marriages on the ballot in maryland. dr. mccaskill said her signature does not indicate whether she is for or against gay marriage. the president of gallaudet, t. allen herwitz said she and the university will work through their concerns in the direction of resuming her post. a justified use of force or wait police brutality? it's the question in the second day of the trial for two

officers accused of beating a university of maryland student. chris gordon has more now on how video of the alleged beating played into today's testimony. >> reporter: excessive force was used in this case. that's the opinion of the prosecution's expert witness. an officer who trains police. he said he counted a minimum of 12 blows with batons. two police officers hitting a student after he was down on the ground they should have stop. the expert testified. video of the incident prompted an investigation which resulted in this trial. the defendant james harrison denied to internal affairs that he was one of two police officers seen inville phone video hitting the person after a basketball victory over duke in march of 2010. harrison told an investigator with internal affairs, he didn't recognize anyone in the video. but now harrison is on trial for

using excessive force. harrison's co-defendant at this trial on charges of assault and misconduct is officer reginald baker. the prosecutors called lieutenant dexter mckinney as a witness. he testified that he is a friend of baker. and was calledapolo internal affairs during its investigation of the incident since he was on the scene that night. mckinney said baker called him the next day to apologize, saying he was sorry it happened. he was not proud of it. but baker's defense lawyer, william brennan suggests baker was apologizing for causing fellow officers to be called into internal affairs for questioning. the defense contends the use of force was justified. one officer who was there testified today, it was a rye. on we were charged several times. it was a stampede of humans, yelling and cursing at you. throwing bottles. causing concern for the safety of the officers there that night. the defense is expected to call both police officers to testify in their own defense. in an attempt to avoid

conviction and save their law enforcement careers. at the prince george's county courthouse, chris gordon, news4. a trial is expected to go to the jury by the end of this week. if you're one of the thousands of washingtonians anxiously awaiting cell phone service through the metro system, you'll be waiting a while longer. the deadline for service in gro underground stations for the four major carriers was today. metro says it has asked congress for an extension on that deadline and now estimates that the project will be done sometime in 2015. metro would not give any specific reason for the delay except that the project has turned out to be much more complex than first thought. cell service is currently available at 20 of metro's busiest stations but not in most tunnels. the metropolitan washington airport authority board is the agency in charge of the dulles rail project. one of the largest transportation projects in our

area. quite aggressive about the roject, thessive about the agency, and even virginia governor bob mcdonald. here's our report. >> reporter: once an agency that stayed out of the headlines, the metropolitan, washington airport authority has become a lightning rod for controversy. and the authorities board has been called out from the federal level on down because of a lack of accountability, transparency and sound judgment. the poster boy for those charges, dennis, a labor union official who will step down from the board tomorrow. most notably, he has been criticized for lavish trip on the authority's dime, including a $9,000 plane ticket for a conference in prague. he has defended one of his most vocal critics. today he sat down with news4 to tell his side of the taking aim at the governor. >> now we have elected officials saying do this or i'm going to take you off the board. do this or i'm going to hold up money for the project. so now we have become an arm of

political officials will. >> reporter: he also accuses the governor of becoming involved for his own professional gain. >> this project is a huge infrastructure project and i believe at that time, the governor want to be the vice president of the united states. it was a very ideological issue for him to handle. >> reporter: the virginia transportation secretary shot back of a our interview saying in an e-mail, we've advocated greater transparency and better internal controls on the use of the if you understand by board members. he chose to be part of the problem. not part of the solution. he won't be leaving the board quietly tomorrow. he said he plans to talk about issues with the authorities' staff, leadership and the public may get the short end of the stick in the end. >> what good is your vote if the elected officials at the end of the day will still tell you what to do. why do you need an unelected board? at that point, you're just rubber staching things.

the library of congress is giving new life to voices from the civil war. there's a new blog called the civil war in america. it will include entries from diaries, letters and other writings from the library's collection. you'll be able to read works from well known figures such as robert e. lee and ulysses s. grant as well as clara barton. there will be entries from people you may not have heard of who left written accounts of their experiences. the blog and the new exhibit at the library will open on november 12th. two of the funniest women on television will be hosting the golden globe awards together. tina fey and amy poehler will be hoeflting in january. they are frequent collaborators. they were in saturday night live and in mean girls and baby mama. the golden globes are set to air on the 13. concerns about safety after
