getting by. looks like they're in the process of picking up the cones. if you just stick to the right, you'll be fine getting around the road work there. volume is very light. no issues at all. eun, over to you. a major traffic alert for drivers in northwest washington. emergency road work on a busy stretch of military road may cause you delays. around 6:15 this morning, crews will stop traffic in both directions of 42nd street for about an hour. crews need to pour concrete over a section of road that collapsed. then steel plates will cover the area until it dries. military road should be reopened by 7:15. >> good morning. we just got these numbers into the news room. 45 soldiers have been hurt and one person killed after a suicide car bombing in eastern afghanistan. the bomb went off at the gate of a u.s.-afghan combat outpost, shaking houses nearly two miles

away. many injured soldiers were in rooms inside the base that collapsed from the force of the explosion. the taliban has claimed responsibility. at the live desk, melissa mollet, news 4. both presidential candidates hit the campaign trail again today after last night's second debate. mitt romney heads to virginia. he'll visit leesburg and chesapeake a day after his running mate paul ryan campaigned in fredericksburg and lynchburg. president obama will hold rallies in two other battleground states, ohio, and iowa. he is scheduled to campaign in northern virginia on friday. both campaigns are declaring victory in last night's debate. the format allowed them to go at one another more vigorously. they clashed on several issues, including the president's energy policy. >> you cut licenses on federal land and federal waters in half. >> not true, governor. >> by how much did you cut them

>> last night's debate came on the same night u.s. ambassador chris stevens' family and friends gathered in san francisco for a public memorial. ambassador steefvens and three other americans died in an attack in benghazi. a second person in virginia died from the meningitis outbreak. that raises the death toll to 16. more than 230 others are sick. the news comes as federal investigators raided the massachusetts pharmacy linked to the infections. health officials believe steroid injections used for back pain were contaminated with the disease. montgomery county police on the hunt for a suspect who shot two men outside a popular chinese restaurant. police were called out to the golden china restaurant on old columbia road in silver spring last night. the two victims drove a mile down the road before medics caught up with them and took them to the hospital.

i'm melissa mollet at the live desk. breaking news overseas. 5 people have been killed, 15 wounded in attacks across baghdad. a roadside bomb hit a patrol earlier today in the western part of baghdad, killing two policemen. and another bomb went off killing two civilians and wounding seven. a colorado community is mourning the loss of a 10-year-old girl killed in denver. more than 2,000 people showed up for a vigil to remember jessica ridgeway. many wore her purple, the girl's favorite color. the girl disappeared earlier this month after leaving her house to walk to school. after an intense search, police found the girl's dismembered body but have yet to name a suspected killer. police are trying to figure out what led to a deadly shooting along the u.s.-canada border in washington state. a man driving a van shot and wounded a canadian border officer yesterday afternoon. police say the man then turned the gun on himself and died.

the driver was on his way from the u.s. to canada. that shooting temporarily crossed the border crossing on both sides. everything is back open this morning. al also this morning, crews are looking for damage from a quake that hit southern maine. the 4.0 magnitude quake hit hollis center, maine, last night. an a employee a few miles away thought it was a gas main exploding. a suspended gallaudet university administrator says the school supports bullying after she was suspended for signing a petition concerning gay marriage. dr. angela mccaskill discussed the controversy for the first time yesterday in annapolis. last week the school suspended her for signing a petition for putting maryland's same-sex marriage issue on the ballot. she said, signing the petition does not make her anti-gay. >> in this very moment, she determined that the signature meant i was anti-gay.

no one has the right to decide what my signature meant. >> allen hurvitz, the university's president, released a statement about the controversy, saying, "while i expect that a resolution of this matter can be reached that will enable dr. mccaskill to continue as our chief diversity officer, this will require that she and the community work together to respond to the concerns that have been raised." this morning family and colleagues are mourning the loss of a college professor shot in front of her mother by her own brother. ruth hamilton allen died at her mother's house in reston, virginia. a family feud led to the shooting. her 91-year-old mother called 911 for help. police arrested the victim's brother charles hamilton. dr. allen taught at american university and yale university. this morning police are looking for two men who robbed a 7-eleven with guns drawn. the armed robbery happened at a store on dale boulevard in

woodbridge. the gunman demanded the clerk empty out the register. they took the cash and ran off. if you recognize the men in these surveillance pictures, call prince william county police. d.c. council member jim graham may be in hot water over something that happened four years ago. the government's new office of accountability is launching an investigation to see if graham violated d.c. ethics rules with his role as a d.c. council member and metro board member. the question is whether graham inappropriately tried to influence metro's plans for a vacant lot near the howard metro station. prince william county officials say a new immigration policy change does not crack down on people here illegally. the program called 287g allows police to investigate the immigration status of people who were arrested. after this year, the secure communities program will replace it. federal officials will check

names of those arrested against a federal database. immigrations and customs says the new way is more cost effective. prince william county board member says the program only works if someone has a criminal history. >> if someone comes to the united states illegally and they're apprehended for the first time, secure communities will not have that person in their database, and that person will not be identified as an illegal alien. under 287g, law enforcement personnel determined whether that person is here legally or not. >> the county says it nabbed 5,000 illegal immigrants under 287g the. the board wants i.c.e. to extend the program another two years. the fairfax county board of supervisors voted on a plan that will force land owners and developers in tysons to pay for billions of dollars of transportation improvements to transform the area into a more

vibrant community. taxpayers will pay 8% more in real estate taxes. the county will vote on establishing that tax district this year or early next year. we could find out when drivers will be able to use the express toll lanes on the beltway. virginia transportation officials plan to discuss developments of the project and the opening date later today. the project is in the final phase of construction. once it's finished, it will provide new lanes for northern virginia drivers between the springfield interchange and the dulles toll road. pushing for lower speed camera fines in the city, but it might be a while before drivers see some relief. right now you can pay as much as $250 for going 11 miles an hour over the speed limit. by comparison, speeding violations in maryland are just $40. ward council member mary chay announced a cap for speed violations of $50. >> what we risk, by having fines
