15 minutes. we're expected to hearing from prince george's county police chief and the head of the fop here for prince george's cnty police. we can tell you that officer was critically injured in the crash here this afternoon. take a look at the crash scene right on branch avenue and surratts road. the investigation is still active and ongoing at this point. police officers are still on the scene. the police officer's vehicle left the roadway and hit a utility pole. there appeared t be a white suv involved. we're told the officer as well as someone from that suv were both taken to southern maryland hospital. that hospital happens to be very close to the crash scene. we have not been given an update in terms of the condition of the officer, as wl as that second person who was taken to the hospital. that's what we're expected to get at the press conference scheduled to happen in the next

15 minutes. as we said, the road conditions in the area are quite bad at this point. branch avenue was closed in both directions. but the traffic is getting by, going south on branch avenue. but you can see surratts road is still closed off. there's major problems for people trying to get around in this area. you're asked to avoid it if you can, because this investigation is going to be going on for some time into the evening. but again, prince george's county police officials have scheduled a press conference, expected to happen at 6:15 this afternoon, this evening, involving the prince george's county police official. we do not know what the circumstances were surrounding this crash. what this officer was doing, whether he was involved in any sort of investigation, or simply driving down the road here when this incident happened. so we'll get additional information at 6:15. and we'll bring it to you. reporting live in clinton, darcy spencer, news4. >> darcy, thank you. the investigation continues

tonight after police say a man threw a molotov cocktail inside the ballston common mall in arlington. this is exclusive video as police took a man into custody outside the courthouse metro station. police say he has not been arrested but they are questioning him. news4's derrick ward is in arlington with what else police found inside the mall. derrick? >> reporter: indeed, people are coming by, and they're very curious why there are fbi vehicles outside the ballston common mall. think about it, at noon when the food court is its most crowded, someone tries to firebomb the place. now, someone is in custody. and we don't know exactly what the motive was, but the person may have intended to drop more than one of those devices. fortunately no one was hurt. around 3:00, police took this man into custody near the courthouse metro station in arlington. someone reported him, saying he smelled of gasoline. a police bomb technician went through the man's belongings carefully, just hours before a man matching his description dropped what appeared to be a

lighted bottle of a flammable liquid from the upper level of the ballston's common maul into the food court. >> the bottle shattered. the suspect left the maul before the police arrived. police located other bottles of a similar nature on the property. >> there was brown and black spots on the floor. i kind of figured someone threw something. very strong smell of home heating oil in the mall. i wanted to get out of there. so i left. >> reporter: the man ran off but not before someone got a look at him, as police continued to search the mall for more explosive devices it was later that a man who appeared to be having a meal at an outdoor table at the courthouse metro station drew suspicion because of the odor of gasoline. >> units from the police department saturated the area, and a suspect matching the description was detained at about 3:20 this afternoon. >> reporter: police are now interviewing that man, as are

federal officials. >> at this point we're working the investigation in coordination with the arlington county police department, and the atf, and the investigation continues. so it's too early at this point to talk about what charges will be brought. >> reporter: people who were also there say that some people stayed in line to place their orders, until the smell of gasoline started to permeate the area and it was evacuated. >> we haven't verified what the substance was in the bottle. however, it did have a gasoline smell. but we're not making a determination at this point. >> reporter: that man that they took into custody remains in custody. he's being talked to now by federal officials, as well as those with the joint federal terrorism task force. they want to determine what the man's motive was and what his frame of mind is. if this is indeed the man. we'll have more on this story coming up on news4 at 11:00. right now, live in arlington, derrick ward, news4. now to the presidential race. and the battle for women voters. women in a crucial voting block. and subjecting their support is

>> we don't have to order up some binders to find qualified, talented, driven young women. >> reporter: what about equal pay for women? >> governor romney still won't say whether or not he supported a law to protect that right. >> reporter: a countermove in the fight for women's votes came from ann romney who went on "the view" saying her husband's running to raise up women. >> that he could bring better economic hope and prosperity to women. and men, and all americans. >> reporter: a new romney ad targets women, worried about romney on reproductive rights. >> in fact, he thinks abortion should be an option in cases of rape, incest or to save a mother's life. >> tuesday romney was schooled by obama. >> reporter: the boss, bruce springsteen, sang for president obama in ohio. but the boss of the 2012 electi election, like some of the past, might turn out to be the american woman. if you think jobs is the number one issue with women, especially in swing states, you'd be wrong. the new gallup poll finds jobs

the number one issue with men in those 12 states. but with women by a wide margin, issue number one is abortion. i'm steve handelsman, news4. relatives of the man accused of trying to blow up the federal reserve building in new york. his family lives in bangladesh. they said he is a dedicated student and not capable of such actions. prosecutors allege 21-year-old quazi nafis came on a student visa to carry out the attack. he's being held without bond right now. his parents also said nafis called them via skype and updated him on his studies just hours before his arrest. new developments this evening in the trial of two prince george's county police officers accused of beating a former university of maryland student. closing arguments are now delayed. this on the heels of revelations about the judge. chris gordon's live at district court with the news on that judge's background tonight.

chris? >> reporter: good evening. a court observer apparently did some independent internet research, and found information that the judge in this trial, the assault trial against two prince george's county police officers, was herself once married to a policeman convicted of a similar crime. the revelations surprised the defense team representing officer reginald baker and officialer james harrison. prosecutors were also caught by surprise. a reporter covering their trial sent a note to judge beverly woodard asking if she could be fair and if she had disclosed to the lawyers in the case that she had been married to a former police officer. that prompted prosecutors and defense lawyers to meet with the judge behind closed doors. a source close to the lawyers in this case says the judge was married to a former prince george's county police officer who was accused of, and convicted of use of excessive force. the judge ruled that she can be fair and ordered the trial to

continue. neither the prosecutors nor defense lawyers asked for a mistrial. the judge did not mention the matter in open court and sent the jurors home for the day, with her usual admonition not to watch news coverage or read anything about the case. earlier today, here's what happened in court. james harrison, one of two police officers on trial for assault and misconduct testified that he saw student john mckenna throw a bunch at baker, who used a shield and baton to protect hi himself. harrison hit mckenna seven or eight times yelling drop it. harrison said the student was subdued and dropped what he was holding, his cel phone. harrison says at first, he denied to an internal affairs investigator that he was one of the officers caught on video hitting the student in march of 2010 during the melee that followed maryland's basketball victory over duke. he says he worried about losing

his house, his wife was out of work, and he worried about being fired. harrison has eight children, three in college. but he says one day later, after denying that it was him on the video, he admitted it to the investigator because his conscience would not let him live with a lie. finally, prosecutors are asking the judge's permission to show the jury a different version of the video of that clash in college park. they want an enlarged or enhanced version. the kind you just saw on tv. but the defense is objecting, saying that is not new evidence. the jury has seen a video over and over again. the judge will decide whether to admit the new enhanced, enlarged version tomorrow. and then the case is expected to go to closing arguments and put in the hands of the jury. live in prince george's county, chris gordon, news4. we enjoyed another spectacular fall day today. but clouds are moving in now. we could see some changes.

chief meteorologist doug kammerer is outside enjoying the last little bits of this day. doug? >> a little bit on the breezy side. the rain is now moving in. some of that rain could be rather heavy as we move into the overnight hours. let's look outside right now, 68 degrees. winds gusting to over 20 miles an hour in parts of the region. we are seeing temperatures that are starting to fall a little. they're not going to fall much. 70 in leesburg, down to the south fredericksburg coming in at 71 degrees. that's where the rain is now. down around stafford county, around the fredericksburg area, fauquier county and warrenton, that's the first batch of rain. there's aot more rain coming back to the west. and down to the south in the carolinas, that also making its way our way up i-95. we'll talk more about that, and when you may need these tomorrow, too. coming up, is it a way to fight crime or a violation of

after a long and very heated court battle, thousands of confidential files from the boy scouts of america were made public today. the documents detailed years of child sex abuse by some scout leaders. it could lead to new criminal charges. >> reporter: these documents have been hidden from the public for decades. just like so many of the horrific crimes outlined in the nearly 15,000 pages here. but today they're being revealed. >> these are files that document the history of allegations of abuse in scouting, and how the boy scouts responded to that is allegations. >> reporter: the boy scouts of

america ar gured a confidential list encourages more whistle blowers to come forward. the oregon supreme court ruled the records should be released after an assistant scoutmaster in the state was convicted of abu abuse. >> you do not get to keep secrets about hidden dangers to children. period, end of conversation. that's what they did, it was wrong, and that's why a jury was infuriated. >> reporter: attorneys who reviewed the documents say they show a pattern of molestation. >> for us, it represents the pain and the anguish of thousands of untold scouts. >> reporter: often carried out by single men in their 30s and 40s who spent a lot of one-on-one time with potential victims. many of the scout leaders considered some of the best in their regions. >> in the past, we didn't do the job we should have. and we're sorry for that. profoundly sorry. >> reporter: boy scout officials acknowledge there have been problems, but are quick to point out the times and focus on safety have changed dramatically now. >> what we try to remind people

is, where we are today, where we've been for a long time in our commitment to youth protection, how we've been leaders in youth protection. >> reporter: though, for many, the concern continues to be what could be going on in their own backyard. jay gray, news4. breaking news that we've been covering throughout the afternoon in prince george's county. a very serious car accident involving a prince george's county police officer. branch avenue closed in both directions, in clinton, maryland, that's at branch and surratts road in clinton. as we've been reporting, prince george's county police officer involved in a very nasty looking car accident, with one other vehicle. and both people in the two vehicles critically injured as we understand. we've been waiting for an update on the condition of the police officer, and to hear more about the cause of this accident. let's listen to police chief

mark mcgau. >> i come before you tonight to advise you of the death of a prince george's county police officer, kevin bowden. earlier this morning, or this afternoon, actually, around 3:00, officer bowden was northbound on branch avenue, and there was a collision at the intersection of branch avenue and surratts road with a second vehicle, an suv, operated by a female. that female was juried and taken to prince george's county hospital with nonlife-threatening injuries. as a result of that collision, officer bowden's cruiser was forced into a utility pole at the intersection. he was transported here to the hospital. where he succumbed to his injuries. this is the second death that we've had in two months in reference to traffic accidents. and i'd just ask that the community please keep, everyone

keep the police department and this community in your prayers. thank you. >> good evening, everyone. i'm barry stanton, the deputy chief administrative officer for public safety for prince george's county. on behalf of county executive baker, this is a sad day in prince george's county and the police department. losing another officer. it's not an easy day. but we want to express our sympathy to the families, to the police department, and we just hope you give us time to get through the investigation, and also through the healing process. so on behalf of the county, we're expressing our sympathy to the families. >> i'm vince, police lodge 89.

we don't know. he was northbound on branch avenue. and he was off duty. >> we don't know much about why it happened? >> no, there was a collision at the intersection is what we know. we're interviewing witnesses at the time. accident reconstructionists are recreating the accident. we'll have more information for you tomorrow and the next day. right now it's very preliminary. >> can you tell us a little bit about the officer? >> were they trying to change lanes? there was a tour bus there, and is it possible that that happened that he didn't have time to move out of the way? >> it's very possible. we have witnesses saying the officer was cut off. we're not at a point yet to say that's what caused the accident. but certainly we're looking into that. >> what can you tell us about officer bowden, how long he's been on the police force? >> he's been on six years, assigned to district 4 patrol. 28 years old. was a fine officer.

what i know, he has a 10-year-old son, and i believe a 4-year-old daughter. his family's here. >> was me in communication at all with the police department when he was off duty? >> he was off duty, in his cruiser. >> had he just gotten off, going home? >> his leave started at 1:00 in the afternoon. and this occurred around 3:05. we have a take-home car program which he was a part of. so that vehicle was issued to him. for him to b duty is completely natural. thank you. >> we were just listening to prince george's county police chief mark mcgau sharing the sad news of the -- that the police

officer involved in that very serious accident in prince george's county this afternoon, about 3:00, has died. his name was officer kevin bowden. he was six years -- a six-year veteran on the prince george's county police force. a 28-year-old man with a 10-year-old son and a 4-year-old daughter. so some very sad news. we also heard that the woman in the other vehicle, an suv, that she was injured, and is expected to survive. >> as you look at the screen there, doreen, the vehicle she was in, as i understand it, is to the left. and the officer's vehicle there resting in front of that light pole, or utility pole. the car extremely badly damaged. he was taken to the hospital, where they say he died. again, she is expected to survive. >> we're still waiting for information about may have led to this accident or what may have caused it. the chief said they are recreating the scene. >> there was one witness who said it appeared that the woman cut the officer off.

but it's very early in the investigation. >> we'll know more by tomorrow hopefu maryland schools are number one in america because we invest in them.

a beautiful fall day. >> i went on a bike ride and watched those clouds roll in. i was glad i got it in. >> the party's almost over, huh, doug? >> take a look at the -- go back to the left, guys. you can see those guys getting ready to play soccer there. they may need to find some cover because we have rain about to make its way in here over the next half hour to an hour or so. those brand-new fields, nice out there this evening. you can see where we are sitting right now with the rain just down to the south. right along i-95. so again, just outside the district over towards tyson's corner, starting to see very light rain there, in through fairfax county.

heavier rain, we'll call it moderate in through prince william county, stafford county, fredericksburg, along i-95. more shower activity through the entirety of fauquier county. it should come in and around the district most likely in about the next half hour to an hour or so. there's more wayne to the west. this is the frontal boundary. what's happening out ahead of it, is we're getting moisture out ahead. these storms down to the raleigh area, now moving into virginia. i do expect these to come up, this to move off to the east. that means we are going to be in the bull's-eye, at least the crosshairs in the rain tonight. not a tremendous amount of rain. we're also not talking about tremendous availability for severe weather. maybe a few stronger storms. that's really about it. don't expect to see a lot of damage or any power outages overnight tonight. just expect to see shower activity overnight. once again, a massive storm system that is slowly moving to the east. as it does so, we are going to see things change just a little bit. right now, 68 degrees under

mostly cloudy skies with the winds out of the southeast about 14 miles an hour. as we move through the rest of the night, here goes our frontal boundary. moving through the region, we will see most of the rain overnight tonight, and into tomorrow morning. especially the early part of rush hour. so you really want to make sure to give yourself extra time in the morning. over the next couple of days, 75 tomorrow, a nice afternoon tomorrow, and fantastic weather saturday, sunday, monday, tuesday. wednesday and thursday. all looking good. thank you, doug. traffic is already a nightmare on rockville pike near the nih complex. with thousands more employees coming to the area, congestion is expected to get even worse. work's going on right now to head off some of the worst traffic problems. jackie bensen shows us why encouraging more people to use metro isn't the solution. >> reporter: construction is under way on seemingly every road and sidewalk near the intersection of cedar lane and

rockville pike, part of plans to prevent a traffic meltdown here. >> traffic is horrible, especially on this stretch of 355. >> it's growing. it's exploding. that's what it's about. >> reporter: the estimated 20,000 people who commute to work at the national institutes of health in bethesda make it the county's largest employer. nih sits directly across from the walter reed medical center with about 12,000 employees. the two institutions plan to add a combined 4,000 workers over the next two decades. plans to lessen the traffic impact on an area that some believe is rapidly approaching its breaking point have proven complicated. residents of this long established suburban neighborhood say they're grateful for the proximity to the two medical facilities, but they also say they've been driven to the breaking point by the traffic. >> there will be a major improvement to the medical center metro station. right now, there's only one

entrance, and it's on the nih side of the street. and we are going to build a bank of deep elevators on the navy side of the street so people taking metro rail can get right to the navy without crossing the street. >> reporter: another complication, the medical center has special needs that make restricting parking one way to get people to use metro very difficult. >> it's a 24-hour operation. their morning -- people are at their desks at 6:00 a.m. frequently. and it's hard for a lot of those people to use metro because it doesn't work for them. also, it's a hospital. you have patients, not just wounded warriors, but retired military, military families. >> reporter: while the construction continues, the area surrounding both facilities remains a bottleneck. in bethesda, jackie bensen, news4. breaking news update, prince george's county police said moments ago one of their officers has been killed in a crash this afternoon. he's 28-year-old officer kevin bowden. he's a six-year veteran, father of two. he was killed while he was

traveling north on branch avenue at surratts road in clinton. officer bowden was off duty. police say a woman involved in that crash was also hurt. but she's expected to survive. investigators are still reconstructing the accident to try to figure out exactly what happened there. tonight the two candidates in one of the most closely watched races in the country. they'll face off for the last time. tim kaine and george allen, trying to represent virginia in the u.s. senate, both picked up steam with new campaign ads. but now's their chance to make a final appeal to voters. news4's richard jordan live on the virginia tech campus in blacksburg tonight for us. richard? >> reporter: jim, this is an important race, because not only will it determine who will represent virginia in the senate, but will determine which party gets the edge in congress. right now, tim kaine has a lead in the polls, just a slight one. so george allen still has a chance to make up the difference. supporters show signs of

allegiance before the debate tonight. they'll appear together for the last time before the election. each will take their position at the podiums on the virginia tech campus. the former governors slated to debate the issues they say divides them. jay warren is the moderator. >> this is their last opportunity to reach a statewide audience. it's a key moment for them. >> reporter: the economy and jobs, the primary focus in the four previous debates. >> too many virginians -- >> reporter: and defense cuts will likely be a hot topic tonight. virginia could lose thousands of jobs if they cannot agree to a package that prevents cuts to the military. an issue that gets the candidates fired up. >> in the first debate they got a little fiery. we've seen in the last couple of debates it's calmed down a little bit. it's their last opportunity to play it safe, or do they go for the big moment to take them over the finish line.

i don't know what we'll see. it will be interesting. >> reporter: and because of the national significance of this race, just about anyone across the country will get a chance to watch it live on c-span. it starts in just a few minutes. at 7:00. richard jordan, news4. virginia's health commissioner quit her job today. karen remly said she is resigning because of the new rules for abortion clinics, which need to meet the same as the hospitals. maryland transit authority is going to be adding new surveillance while you're onboard. the mta is installing new audio recorders. it will expand to more than 300 buses. the buses already have video cameras and will have signs telling riders they're being recorded. the mta said the state attorney

a second time for trying to get back into the taxi. it happened back in april. the passenger was allegedly drunk and throwing up at the time. the video shown during a hearing this week led to the driver losing his license. the cab driver reportedly had other previous run-ins with taxi regulations as well. to more scenic video. this showing a fireball streaking across the sky in northern california. this is part of the meteor shower seen this week near the orion constellation. peak viewing will be saturday night. colorado residents were concerned about seeing bright lights and hearing a loud boom. the meteor is caused by the earth orbiting through debris from haley's comet. george washington university plans to build a massive new museum on campus. they held the groundbreaking ceremony today. the building will replace the university's 87-year-old textile museum. the 35,000 square foot building will house the school's fine art collection. the university expects the building to be open in 2014.

hello, everybody, welcome back. doug kammerer in with you this afternoon. no gusts reported right now. but we are seeing higher gusts in parts of the area. upwards of 20, even 25 miles per hour. temperatures 64 in gaithersburg, 68 right now in leesburg. 66 in manassas. camp spring coming in at 65 degrees. temperatures at or above average today. the rain falling through loudoun county, fauquier county.

and fairfax county starting to see showers around the district, over towards the falls church area, portions of montgomery county. most of this very, very light. as you get back towards the west, we are looking at heavier showers, especially right over towards the front royal area. happy creek, a subdivision just to the east of front royal. you're looking at some of the showers along 66 here, and up around route 50 and route 7 in towards portions of loudoun county. the wider view showing the frontal boundary and moisture coming up from the south, too. this is what's going to hit us first. we'll hit this moisture down here. that will combine with the moisture off to the west. an area of low pressure coming right over the area. that will give us that rain. here we are at 6:30, you see the shower activity across the region. overnight tonight, it will get heavy at times towards the morning hours. take a look at this. the rain coming down fairly heavily, right along i-95 here. and that's at 6:00 in the morning. so you could run into a few problems tomorrow out there on the roadways. you want to make sure you know

a woman's long-lost dog is back home thanks to technology, and the kindness of a stranger. sadie was stolen from her backyard more than two years ago. she was found wandering around the street and she was taken to a shelter.
