reid medical center. chopper 4 when police say they finally caught up with 27-year-old angela kabul near white flint mall. it all began on i-66 in virginia where officers spotted her car going more than 90 miles an hour. they chased the car into maryland. officers say the driver tried to run over officers at bethesda naval and officer fired but didn't hit anyone. another officer was injured when he tried to stop the car. his injuries are not serious this afternoon. police say she is being treated. pat collins is on the scene. the possibility of banning large sugary drinks is now being debated here in washington. the controversy already made a huge splash in new york city. and as news4's megan mcgrats is reporting, it is creating a whole lot of buzz in the nation's capital.

>> reporter: they are large and packed with calories. new york city super sized sugary drinks have been banned in restaurants, movie theaters and other venues. here in the district there is renewed talk of restrictions as well. >> i think we have to have a serious discussion about it. i think that is part of a full nutrition conversation we need to have. >> i did want the excise tax on soda. i think that would have made a big difference. >> reporter: mary proposed legislation in 2010 that would place an excise tax on sugary drinks but the measure was defeated by one vote. she thought her colleagues would support such a tax now, chase said she would consider proposing new legislation. >> we have an obesity epidemic. i'm very open to looking at seeing how this is working in new york and if it is something that really could make a difference in terms of obesity epidemic, i'm quite open to looking at it. >> reporter: but sugary drink rules have their critics on the council it is and unclear if such legislation would pass.

on the streets of washington, opinions are also mixed. >> we are a country built on freedom of what we want to do. we shouldn't have the government telling us what we want to do. >> reporter: before she introduces any new measures, the councilman said she will talk to her colleagues and see if she has the support that she needs. in the district, megan mcgrath, news4. we have some breaking news on a hazmat situation causing a traffic nightmare at this hour on the chesapeake bay bridge. these are live pictures as chopper 4 is on the its way to the bridge where a tanker carrying several thousand gallons of propane fuel has sprung a leak. the transit authorities have shut down the bridge in both directions as crews try to drain the tanker. it is not yet clear what caused the leak. again, route 50 along the bay bridge is now shut down in both directions as the clean-up effort continues. in his first public response to getting banned from cycling, today lance armstrong removed all references to the tour de france from his twitter account.

beverage. the monster beverage corporation. >> it follows an fda probe into whether the company's energy drinks are responsible for the deaths of five people. >> as chris clackham reports, it all revolves around the amount of caffeine contain in the drinks. >> reporter: the fda's decision to investigate monster energy drinks is based partly on what happened last december to wendy croslin's daughter. >> i visit the cemetery every day. >> reporter: 14-year-old anais fortunier went into a coma after drinking two large cans of monster energy and died a few days later. she ingested in one day an am of caffeine equivalent to 1412-ounce cans of soda. the official cause of death, cardiac arrhythmia due to caffeine toxicity. her heart condition, a mitral valve prolapse was not referenced but health experts said it might make her and others susceptible to too much

investigates all deaths related to food but that their investigation doesn't necessarily confirm there's a risk from a certain product. a woman says her purse may have saved her life during an armed robbery. dolly o'day was attacked and shot several time near her houston home. she was returning home early sunday morning after visiting family. o'day said two men came up from behind and went for her purse. one of the robbers opened fire. she was shot in the leg but one of the bullets could have hit her in the chest if it weren't for that pocket book. >> there is a bullet hole there. i think hanging on to the purse saved my life. i had it over my chest. >> the suspects got away with an iphone before jumping into a waiting getaway car according to witnesses. investigators home a gps tracker on the iphone may help lead them to the suspects. a local dad is resting a little easier this afternoon after having to help his wife deliver the baby on the side of

the beltway. stacy ann bryson was scheduled to be induced yesterday but little baby aron had other plans. the whole family jumped into the car and headed to holy cross hospital. they ended up getting stuck in traffic on the beltway, forcing the dad to call 911. with the right instructions, baby aron mason was born a healthy 7 pounds, 6 ounces. the family says even his big brother helped with the delivery. >> he's crying. he's breathing. >> generally wipe off his mouth and nose and dry him off with a clean towel. you want to tie the shoelace around the umbilical cord. >> i was really tugging on my shoe string. >> both mother, baby, big brother and father are doing fine. i know that shoe string came off the little brother-the big brother's sneakers. >> okay. >> he took them off to tie that umbilical cord off.

the hospital? >> good afternoon. just after 4:00, montgomery county fire rescue was call to suburban hospital on old georgetown road in bethesda. they found it was our hazardous materials team that responded and they located a freon leak in the lower level of the hospital. the emergency department is located on the first level, as well as the administrative offices. the administrative offices have been evacuated as a precaution. the emergency department has been placed on bypass for emergency medical services. they're still taking care of the patients that are in there currently. they won't be accepting any new patients. however, if a critical patient arrives by a personal vehicle or emergency medical services, we will work those patients in to a different treatment area of the hospital. we're going to the operation has decided to allow the leak to drain off. we figured that was the safest way to do it. then we'll evacuate the area

using different ventilation techniques and draw that out. right now, suburban hospital is our regional trauma center in montgomery county. however, we are surrounded with level one trauma centers around the region in washington, d.c. and baltimore. so we're okay there as far as transporting of patients. >> and chief graham, so we're clear. no patients have had to evacuate, is that right? >> that's correct. no patient has been evacuate from the hospital. there's no plans to do that. we're able to move patients to different areas in the hospital where they're continuing their level of care so there has been no injuries, no risk to any of the patients or the staff that are there taking care of them. >> very quickly because we have to go, what is the biggest risk from a freon leak in a hospital? >> well, certainly you have a dense population in the hospital and people aren't as mobile. if we had this in an office building, and if we needed to evacuate the office building,

everybody could just leave the office building. we're very closely with suburban hospital staff to be able to shelter in place. take patients to a different area of the hospital. so that's probably your biggest concern or your biggest thought in preparing for or conducting an incident like this. how mobile are the occupants of the building? in a hospital we're certainly less mobile than an office building. we're able to work closely with suburban staff and move patients to a safer area of the hospital. >> all right. scott graham with montgomery county fire rescue. chief, thank you for taking time with us. we appreciate that. turning now to the weather and an update. >> no complaints from me about this weather. temperatures, upper 70s and low 80s. it would be nice to see a little more in the way of a change of seasons around here. but tone you worry. the change is coming, my friends. it arrives here the second half of the week into next week. for now, some late afternoon sunshine out there. it is a very pleasant day.

on the stand. she testified that kennedy twisted her arm and kicked another nurse to the ground as he tried to leave northern west chester hospital with his newborn son. lane's colleagues were in the courtroom. >> we're here to support the nurses who were assaulted. it is a felony to assault a nurse while on duty. >> reporter: the youngest son of the late robert f. kennedy is charged with harassment and child endangerment which he calls absurd saying he was taking the baby out for fresh air. >> i'm feeling ready for this to start and i thank you very much. hopefully everything will turn out go okay. >> reporter: lane testified the baby was not dressed proemtly for january and said when she tried to discourage kennedy from going outside, he moved to the elevator and stairwell. she sobbed when describing the alter indication claiming he grabbed her and twisted her left arm so he could open the stairwell door. ken's attorney argues the nurses provoked the incident. >> it has been very difficult for douglas and his family. so that's why we have trials.
