good morning, everyone. welcome to news 4 midday. i'm barbara harrison. >> i'm keith russell. right now, the campaign for the president is heating up with time running out. mitt romney is campaigning in virginia just five days ahead of election day. the republican nominee was joined by george allen this morning in roanoke. romney will visit richmond and virginia beach. he told supporters this country cannot afford four more years of president obama's policies.

>> do you want four more years when earnings are going down? >> no! >> how about four more years of gridlock in waington? >> no! >> there's no question in my view that we really can't have four more years like the last four. i know that the obama folks are chanting four more years, four more years. our chant is this, five more days. five more days. >> five more days until election day. romney was supposed to campaign in virginia sunday. he canceled the events ahead of sandy. president obama will campaign alongside president clinton and dave matthews. the president is back on the campaign trail today. he's on his way to wisconsin as we speak. he'll visit nevada and colorado today. the president took a three-daybreak from campaigning to oversee the government's

response to hurricane sandy. part of the presentation will focus on the effort to provide relief of those affected by the massive storm. >> the death toll is climbing four days after sandy made land fall. the storm claimed 75 lives. more than 4.5 million homes and businesses were without power along the east coast. most in the new york area and that area around new york city. president obama saw the damage on the jersey shore. during the tour, the president pledged support along the long haul. >> sandy brought flooding and now it's causing gridlock. this is the long back up of cars trying to get into the city this morning. drivers had to go through a police check point and prove they had three people in the car. it was encouraged to encourage car pooling. closer to home, martin

o'malley got a firsthand look at the impact of sandy on the eastern shore. he stopped in a bayside home yesterday. they toured flooded roads and houses. they looked at the damage to the town's water which is a hub for crabbing and the town's economic lifeline. >> out of this loss and out of this damage, we can build it better and stronger and to with stand the bigger storm events we are going to deal with for the forseeable future. >> o'malley visited residents in a shelter and went to ocean city to see the flooding and damage to the town's iconic pier. >> turning to the weather, rain falling in areas, a bit of a drizzle. >> a little chilly. just a little chilly. storm team 4 meteorologist, tom kierein with the forecast. >> good morning. >> good morning. sandy still not done with us, yet. these clouds, these areas of sprinkles that have been coming through here this morning are

still associated with sandy. the storm formerly known as sandy, which is spinning away over southeastern canada right now. it's a huge storm. it's affecting a big areas. the areas in green are getting sprinkle, fairfax, alexandria and points north and west. the wider view showing the circulation around sandy bringing a northerly and northwesterly flow into the region with aew sprinkles. breaks in the clouds in maryland and the eastern shore. they have sunshine right now. we may get a little of the sun breaking out later this afternoon. it is still cold out in western maryland and high land west virginia where they have all that snow. still only in the 30s there. closer to washington, the areas in green are beginning to climb into the 50s. it's 50 at reagan national. photos, new ones of the heavy snow devastation in western

maryland. that will be coming up in a minute. we'll have the seven day outlook as well. >> can't wait to see the pictures, tom. >> we are going to check the midday traffic for the first time. >> yes, danella sealock can tell us how it's going on the roadway. >> we are seeing effects of sandy on the roads if you are traveling in the district. 200 trees down in the area. if you are making the commute on local roadways, be careful, use caution and look out for downed trees. also, traveling up new york avenue in northwest, the right lane is blocked by water repair. i's going to last four to six hours from now. word of construction on the american legion bridge on the outer loop. the left lane is blocked. back to you. >> thanks. we are following a developing story right now. new criminal charges are expected today in the child sex abuse scandal at penn state university. the school's former president

will be charged along with two other administrators who worked at the university. melissa mollet is live at the news room with details on the charges. what can you tell us? >> good morning. the charge is obstruction of justice and perjury. former penn state president is expected to be charged shortly. the pennsylvania attorney general is expected to file more charges against ex-athletic director tim curley. these charges are partially based on a report by a former fbi investigator and a string of e-mails between them. they show in 2001, they failed to act after learning of allegations that jerry sandusky abused a boy. they all denied the charges. the lawyers are expected to make an announcement. now in june, sandusky was found

guilty of 45 counts of sexual abuse sentenced to 30 to 60 years in prison. back to you. >> thank you so much. take a good look at this police sketch. investigators believe that man shot a couple as they walked their dog in waldorf, maryland. police say the man opened fire on them on a trail near west lake high school. police are offering a $15,000 reward for information leading to an arrest. a warehouse fire in northeast washington kept firefighters busy. it's part of the union market. megan mcgrath reports the fire is out. but it's causing problems in the neighborhood. >> reporter: officials say it was a tough fire to get a handle on. warehouses are crammed full of stuff. in this case, there was a lot of clothing, much of it on fire. the blaze broke out around 9:00 last night. investigators are trying to

figure out why. smoke could be seen billowi out the windows and the roof of the warehouse. early on, concerns cropped up about the safety of firefighters. they had to pull back and attack the flames from a safe distance. >> warehouses are a nightmare for firefighters. they keep the burglars out. it makes it hard for us to get in. there's a lot of merchandise in a small space. it's hard to put a fire out. >> reporter: it consists of wholesale warehouses. the blaze set out in a clothing store, then spread to adjoining businesses. >> the electricity is off. won't be able to operate until they get it on. >> as the sun came up, firefighters began to take a closer look. smoke still coming out of the window. as the morning wore on, the power outage became a more

pressing concern. >> without electricity, many businesses couldn't open. owners began to worry about losing merchandise in refrigerators and freezers. >> there's no power. >> you are losing money? >> yeah. >> reporter: there was a lot of damage associated with the fire, the good news is there were no injuries. in northeast, megan mcgrath, news 4. >> it's nine minutes after 11:00. coming up, an american student attacked in rome. plus, special hours for people interested in early voting.

[ earnest ] out of the blue one day, we were told to build a 30-foot stage. gathered the guys and we built that 30-foot stage, not knowing what it was for. just days later, all three shifts were told to assemble in the warehouse. a group of people walked out on that stage and told us that the plant is now closed and all of you are fired... i looked both ways, i looked at the crowd,

and...we all just lost our jobs. we don't have an income. mitt romney made over 100 million dollars by shutting down our plant and devastated our lives. turns out that when we built that stage, it was like building my own coffin, and it just made me sick. you can expect more long lines at polling centers tonight and tomorrow. the centers are open until 9:00.

some voters waited more than three hours to cast their ballots. it was postponed monday and tuesday because of sandy. governor martin o'malley extended it. in virginia, fairfax county is extending in person voting. your last date to submit an in-person absentee ballot is saturday. voting centers are open 8:00 to 5:00 that day. you can find the locations on www.nbcwashington.com. search extended voting. we have been watching the skies for sunshine. we only have clouds right now. >> it's been a little chilly over the last few days. >> drizzle falling, too. tom kierein joins us. >> you said you had quite a compelling picture. >> a couple from western maryland. thousands of people are without power there because of the heavy

snow. sandy turned into a snowicane throughout much of the mountain region to the rest of washington. much of the imagery in the new york area. look at some of the pictures that have been coming in from western maryland. first, take a look at the sky this morning. this is from near national harbor, looking toward washington. this is a time lapse of our sky this morning. you can see the city light reflected there by the low clouds that have been coming through. all of this, the movement of those clouds coming from sandy. it's over 500 miles away. it's still centered in southeastern canada, west of ottawa, ontario. as we take a look at this photo, look at all of that snow. there's a deer running across the road. this is in garrett county. there's a five-foot wall of snow along the road there. that snow brought down many trees out in western maryland. came down on power lines and

across roads there. even though they were able to plow the roads, thousands without power in western maryland and much of the mountain region out in west virginia. meanwhile, the blue ridge is now white. this is a photo taken yesterday afternoon looking east toward the blue ridge. they have about a foot of heavy, wet snow there. skyline drive is closed. they are trying to plow that and take care of the heavy, wet snow. clouds over washington now. 50 degrees at reagan national. the winds aren't too bad. they may pick up through the afternoon. the center of circulation sandy, way up here. this is 500 miles north of us. this great circulation around sandy is bringing rain close to the region. storm team 4 radar showing sprinkles from prince george's, washington, alexandria. it's moving to the south and into southern maryland. a few other scattered sprinkles

north and west of there. as we look here at the cloud cover associated with this circulation, there are breaks in the clouds. southern maryland, sun breaking out there. a little sun breaking out as well down to the south and west. temperatures are chilly. we are just in the 40s to around 50 degrees. it's a damp chill within the air. as we go forward over the next couple days, we generally have much more sunshine around on friday and over the weekend that we have seen the last couple days, which is great news, drier air is finally going to begin to move in. as we look at the forecast for the afternoon, a few breaks in the clouds, might see breaks in sunshine. breezy, low and mid-50s for highs. northwest winds around 20 miles per hour. for the evening, sunset, 6:07. chilly, lighter winds down to the mid-40s. the four-day forecast for tomorrow, more sun than today. wind is still a bit blustery. still chilly. 30s in the morning.

take a look at some of the video now. he gave a speech in the auditorium. as i was saying, commitment is one of the things he was talking about. after this, he was going back to redskins park to work on a rehab session and meet with the team for practice. this partnership is called fuel up to play 60. it's about eating healthy and playing 60 minutes a day. as you said, fighting childhood obesity, something he says he's dealt with in the past. >> somebody that's been in their shoes, you know, that experienced turmoil, adversity in my life. when i was there, a point where i was eating junk food and nothing but terrible things going into my body. i wouldn't be able to excel on the field. i want to come here today to share similar experiences i had

right now, mitt romney is campaigning in virginia. the republican presidential nominee was in roanoke earlier this morning. he will appear this afternoon. he'll visit virginia beach today. recent polls suggest the commonwealth is a toss up in the race. >> we are awaiting president obama's arrival in wisconsin. it will be the first campaign stop in three days. he's focused on overseeing the government's response to sandy. he'll campaign in colorado and

nevada. >> as if the damage wasn't enough, new york is now dealing with nightmarish gridlock. this is a back up of cars trying to get into the city. every car had to go to a check point to prove three people were sitting in it. car pooling as mass transit tries to get up and running again. the devastation of new york along the new jersey coast is more eminent this morning. the president promised help, but it's clear the recovery is going to take awhile. we have more on the clean up from toms river, new jersey. >> reporter: the reality of sandy's destruction is now settling in for the people left homeless to tears. >> we lost most everything. >> reporter: those displaced by the storm are returning to see what is left. in manhattan, subways are cut off by flooding.

>> someone has been cut in half. >> reporter: parts remain under water. thousands trapped in their homes over 72 hours. >> sunday night was the most terrifying night of my life. >> reporter: sandy ripped homes from their foundations and filled them with sand. in wood bridge, emergency officials say thousands of gallons of oil ruptured in the storm. president obama promised federal help in the mangled seaside communities of new jersey. >> we go through sometimes, but we bounce back. the reason is because we look out for one another. we don't leave anybody behind. >> reporter: getting back to life as usual is proving complicated throughout the region creating long lines for food, especially gas. >> we are coming back, definitely, without a doubt, we are coming back. all of us, together. >> across the northeast, communities refusing to quit until their lives are restored.

in tom's river, new jersey, nbc news. a candidate for west virginia state house is one of five people killed when a massive snowstorm from sandy swept over that state. john rose was killed by a falling tree as three feet of snow blanketed west virginia. the republican was running for a seat in the house of delegates. it's too late to remove his name from the ballot. if he receives the most votes, the governor will appoint a delegate from the pool offered by the gop. >> look at the snow in tennessee. two more feet of snow added to the record snowfall. they say the area usually gets four inches of snow this time of year. hurricane sandy caused more snowfall in the past week. >> let's check in with tom kierein for the latest on our forecast. >> he's outside now on the storm 4 weather deck. how is it feeling out there?

a little chilly? >> it is. the winds are picking up a little bit. generally under 15 miles per hour. the wind may increase a little bit. may be a little bit stronger as we get into friday. yes, we are feeling the effects of sandy. circulation is way up in canada. we have the clouds here now. it's a live picture from nbc 4 hd city camera. this is what's been happening over the last few hours. the areas in green are sprinkles. we have a few sprinkles from alexandria toward quantico, central prince george's, an run dell county, sprinkles north and west of there. temperatures are chilly, still in the 40s most of the region. this time of year, the average high is 63. we are 13 degrees colder than that. reagan national at 50.

two people are in custody. the second shooting happened in hollywood. three people were hurt after someone fired shots into a crowd. one person is in critical condition. three people have been arrested in that case. >> right now, federal agents from as far away as indiana are looking for a man who threw three pipe bombs at homes in northern virginia. this is the man they are looking for. lawrence stewart ii through the bombs into homes on tuesday. they believe he was targeting his ex-girlfriend and two law enforcement officers. police warn the 25-year-old stewart could be armed and dangerous. >> we believe this person is extremely dangerous. we know that he is armed. we believe that he is still carrying explosive devices with him. he's already demonstrated he's

bring it back. come down. here. >> you work two different muscles. you are working the chest. when you come down, you are working the shoulder. it's a nice, smooth, pace. keep a slight bend in your knees to take pressure off the lower back. >> punch out. >> a shoulder press. >> we are goingrom free weight to a band. if you have bands at home, yeah. take the band, tighten yourself up. squat. as you come up, turn it into a shoulder press. you have gone from the legs to the shoulders. >> what part of your legs are you working? >> the quads. >> right back there? >> the front part of the leg. as you push up the shoulders, you are working the shoulders. >> tri-cep. >> take the band and lock it in.

keep as much tension on the upper part of the hand as the back part and then switch it around. take it to the back of the neck. pull back. so you have gone from the back part of the arm to the upper part of the shoulder. >> you are working every part of the body right now. >> that's why it's super setting. >> lung. >> we went from the band back to the free weight. here, lung down, curl it, push back. squeeze those abs. lung down, curl. keep a nice, consistent motion, not a quick motion but a good pace. >> how often should people be doing these xer sideses and for how long? >> we are going to have massive meals and have dinner and dessert. when should people do the exercises and for how long? >> do them two hours before you eat or two hours afterwards.

falling to 9,000 to a seasonably adjusted, 253,000. tomorrow, we get the full jobs report, the last one before the presidential election. exxon mobile beat earnings expectations for profits. the global refining business more than double the $3.2 billion. meanwhile, oil and gas production fell 7.5% cutting into the profits. chrysler sales fell while ford was up slightly despite hurricane sandy washing out three days of business. the headline numbers for the month, 126,000 cars and trucks, ford, 168,000. it was only a fractional increase over september. finally, for those who may want to get away from it all after hurricane sandy, this offer from carnival cruise line. a two-day weekend cruise, this weekend from the port of
