morning with danella. >> good morning. first 4 traffic. starting with i-270. going to slow down southbound out of frederick. sluggish as you make your way past 109. past 109 heading towards clarksburg continuing to germantown. northbound, nice and clear. southbound to the beltway, no issues there. traveling the beltway, checking the inner loop from i-270 toward i-95. travel lanes are open and you're traveling at speed. no major delays. eun, over to you. >> danella, thank you. 6:02. breaking news. firefighters surrounded the watergate complex in northwest washington overnight after fire broke out from a balcony on the ground. you can see flames and smoke coming from the rooftop. we're told the fire was mostly contained. there was some minor damage to the room of a penthouse. no one was hurt. it's not clear what started that fire. breaking overnight, a huge apartment fire in washington state. take a look. flames shot 20 feet into the air, hitting power lines overhead. no word on how that fire

started. everyone was able to get out safely. right now we're keeping a close eye on overseas markets, which are plummeting. japan's nikkei index closed down nearly 1% today. hong kong's hang seng index is also down. this comes a day after the dow fell 121 points over fears of the so-called fiscal cliff. president obama will address the fiscal cliff this afternoon. he will likely urge congressional leaders to work together to come up with a solution. here's what's at stake. congress and the president must reach a budget deal by the end of the year or will face a combination of tax hikes and spending cuts. the nightmare scenario will see bush-era tax cuts expire and the alternative minimum tax kick in. that means more than half of all married couples with two children will have to pay an additional $4,000 a year in taxes. families with three or more children will owe $4,700 additional taxes. a temporary payroll tax cut would also expire.

the most american workers will face a 2% tax increase. there will also be automatic spending cuts to a thousand government programs. >> and those spending cuts could have a devastating effect on northern virginia. a recent study found virginia could lose thousands of jobs because it has so many defense contractors and military agencies. virginia governor bob mcdonnell is preparing for the worst. he's told state agency head to look for potential cuts of 4% of their budget for the 2014 fiscal year. this year's election may be over, but one candidate is looking ahead to virginia's gubernatorial race. terry mcauliffe is running again. he lost the party's nomination to senator craig deeds. mcauliffe is the first democrat to enter the race. lieutenant governor bob bolling and attorney general cuccinelli are seeking the republican

nomination. president obama got emotional when he reflect ond ton the road that got him here. >> what you guys have done, you've gotten people to the polls. and i'm really proud of that, and i'm really proud of all of you. and -- [ applause ] >> the president got choked up when he thanked members of his campaign staff. he says he feels he's come full circle when he started out at a community organizer in chicago. and he told staffers and volunteers he's confident they'll do amazing things in their lives. today the electoral college map may be finally completed. florida expected to announce whether president obama or mitt romney won the sunshine state. things are looking good for the president. he leads romney by 55,000 votes, and most of the outstanding ballots are from democratic leaning counties. a win in florida would give the president 332 electoral votes to mitt romney's 206. new this morning, a search

for five teenagers whom d.c. police believe shot a man on buena vista terrace athe d.c.-maryland line. police believe all five teenagers may be armed. officers also found a sweet shirt with a gun magazine in it near the scene. the man accused of attacking an elderly womannside her northwest d.c. home will be in court today. 18-year-old tyrann mcilrath broke into the woman's home, punched her in the head, and took off with her apple computer. she was found by the mailman wednesday afternoon. >> she's a very fine person, and i'm really sorry that anybody would abuse her like that. >> we're told the victim is resting in the hospital. she is expected to make a full recovery. 6:06 is your time now. 41 degrees. ahead, the picture that kept popping up. that has a lot of people

a suspect tried to make a getaway in a passenger jet. this newly released surveillance video from a utah airport shows the man who was a pilot jumping the fence and trying to taxi until he crashed through a wing through a building. you saw that there. before he finally just crashed in the parking lot. when police caught up with him, he had shot and killed himself. he was wanted in the murder of his girlfriend this past july. just about 6:11. time for weather and traffic on the ones. we've had cold weather for so long. finally, some spring-like

i'm melissa mollet at the live desk with breaking news for you now. britain has just named bishop of durham justin weldy as the next arch dlis bishop of canterbury. the former oil executive will replace arch bishop rowan williams as the head of the anglicans. 6:15 is our time now. there is growing frustration for hundreds of people in new york and new jersey after a snowstorm slammed the northeast setting back relief efforts. just a week after the storm, the record breaking snowstorm is adding to the power outages. between the two states, 200,000 new power outages were reported. new york's governor andrew cuomo is calling for an investigation, accusing utility companies of being unprepared and badly operated. new jersey governor chris christie says all 400,000 outages in his state should be fixed by saturday. in an effort to slow long

gas lines in new york city and long island, a new system of gas rationing starts this morning. drivers will be able to buy gas on alternate days according to their license plate numbers. the odd/even fueling system is similar to the one being enforced right now in new jersey. a tennessee teenager survived three days injured in a ravine with nothing to eat or drink but rainwater. 19-year-old tyler campbell was driving near huntsville, alabama, sat night when he fell asleep and drove off the road. his truck ended up at the bottom of a 30-foot ravine. he managed to crawl out but couldn't make it up to the road. his family spent three days looking for him. finally on tuesday he was able to make it back to the highway where a driver saw him and called for help. >> he said, i was praying to god to take my life. he said, i went as far as i could go. and he said, god told me i wasn't done yet. it's incredible. i knew he was tough. i didn't know he was that tough. >> tough indeed. tyler drank rainwater from a broken headline.

he was treated for a broken leg and shoulder and is home from the hospital. tyler talked to nbc news. hear his story of survival this morning on the "today" show. the man behind one of the worst mass shootings in u.s. history will spend the rest of his life behind bars. first, he had to face his victims. those injured and family members of those killed by jared loughner addressed him during his sentencing yesterday. the husband of former congresswoman gabrielle giffords had some of the strongest words. mark kelly said, "you may have put a bullet through her head, but you haven't put a dent in her spirit. after today, after this moment, here and now, gabby and i are done thinking about you." 6:15. the pentagon says it will continue flying unmanned drones in international air space near iran even after iran fired at a drone last week. the drone was performing routine surveillance about 60 miles off the iranian coast when the shots were fired. it wasn't hit and returned to its base. twitter users reported a series of unusual photos last night that may be the result of

the social media website being hacked. dozens of users tweeted about it. pictures on their twitter time lines being replaced with this image, which referenced the attack on the u.s. embassy in libya that killed u.s. ambassador chris stevens and three others. there's no word where the image came from. this year ps ak's cases of nile virus were the worst they've been in a decade. this morning we're getting word the virus may have mutated into a more serious form. it's affecting the brain more seriously than it has in the past. one doctor said he's witnessed the virus damaging parts of the brain that controls speech and language. one scientist with the centers for disease control disagrees. he says they have no evidence the virus has changed. if you have some sort of metal allergy, you may want to consider that when you pick up your next cell phone call. the most common metal allergies are to nickel and cobalt. researchers tested new and used

phones and found some of the blackberry phones have nickel in them, and a lot of flip phones had both metals. none of the iphones or androids testing positive for either metal. another scandal for one of the country's most well-known college football programs. the university of southern california has fired a student manager for tampering with game use footballs. the manager is accused of deflating five balls before the usc-oregon game last weekend. deflated footballs don't travel as fast and are thought to be easier to throw and catch. two of the balls were used during the game, but they did not give usc any advantage. they lost to oregon 62-51. college basketball tips off tonight with some big games for local teams. georgetown taking part in the navy marine corps classic, a spin on the carrier classic. they will take on the tenth ranked florida gators on board the "uss baton" in jacksonville, florida. that game starts tonight. and the terps looking for a big win to kick off their

on river road throughout the day. we'll check in with you guys later. eun, back to you. >> tony tull, thank you. air force jets followed a flight to dulles after a pilot declared an emergency minutes before landing. flight 662 coming to washington from denver, when police say a passenger ignored the landing instructions and started praying in the aisle of that plane. the flight landed at dulles safely. the man was taken away for evaluation. no one else was hurt. this morning we're learning more about how four men convicted of stealing hundreds of thousands of dollars worth of textbooks committed the crime. take a look at this sting operation video at george washington university's bookstore. one man places the books on the tablling. another boxes them up and takes them to the loading dock. the books were then sold online. police say the men stole $200,000 worth of textbooks from

december of 2010 to january of 2011. police are looking for two men they say robbed a recording studio right after recording a rap song there. ♪ >> police are looking for the men singing that song. it's called "larry hoover." police say the robbery happened early yesterday morning at copycat studios in laurel. several people were in the studio at the time. police say the suspects got away with the victims' wallets and phones. no one was hurt. video has surfaced that appears to show a teacher in baltimore being bullied by students. take a look at this cell phone video, shows the inside of a classroom at a magnet school in baltimore. two female students appear to taunt the teacher, flick her in the face, and throw things at her. you can hear the class laughing in the background. school officials told a baltimore news organization that at least one of the students has been disciplined. smokers in montgomery county may have to put their cigarettes out on county property soon. "the washington post" reports

let's head over to i-95 northbound in maryland now at 32. report of a debris in the roadway. if you're traveling northbound i-95 at 32, please be aware of that and just use caution. aaron? >> thank you, danella. breaking news right now. we're learning about a shooting and robbery in northwest d.c. news 4's megan mcgrath live now with details. >> reporter: you can see behind me the crime scene very active here. we're at the intersection of "h" and madison place. this is the northeast corner of lafayette park. you can see how close this crime scene is to the white house. joe, if you can spin around here. this is lafayette park. if you look over there by those trees, those are the pillars that lead to the east gate of the white house. again, the shooting, this robbery taking place very, very close to the white house. details still coming in. this is what we know so far. there apparently was some kind of robbery attempt at 18th and

jefferson. the victim of that robbery began to pursue the suspects. they all ended up here at madison place and "h" street in northwest, again, at the corner of lafayette park. that's when shots were fired, and that's when it all came to a close here. police still on the scene trying to figure out exactly what happened. there is a lookout for the suspects. police are looking for four men. they are armed. they believe they're in a white or silver lincoln. the tag number on that car is ec 0424. again, they're looking for four men inside that car, d.c. tag ec0424. they are armed and considered to be dangerous. we're going to stay on the scene and try to gather more information. we'll report back to you later. megan mcgrath, news 4. aaron, back to you. new this morning, d.c. police are searching for five teenagers who they believe shot a man on buena vista terrace

southeast near the d.c.-maryland line. he is in critical condition at this hour. police believe all five teenagers may be armed. officers also found a sweatshirt with a gun magazine in it near the scene. just days after question seven passed in maryland, there is already an effort to keep a new casino from being built in prince george's county. residents of a neighborhood near national harbor, the likely site of the new casino, filed a civil suit yesterday against the governor and other state leaders. they say the gaming center would compromise their quality of life. that suit is based on voter turnout. it claims not enough registered voters came to the polls to meet the required majority needed to approval question seven. and supporters of the recently passed d.r.e.a.m. act in maryland are hoping to start a national conversation on immigration reform. they will hold a conference call today on the ballot question success and the potential to have a national impact. the d.r.e.a.m. act allows undocumented immigrants to pay in-state tuition at community or four-year colleges if they meet

certain criteria. maryland is the first state to pass such a measure by a popular vote. for more than 100 years, there's been a limit on how tall d.c. buildings could be. that will soon change. it's been a unique aspect, the absence of high rise buildings, highlighting the monuments instead. there's a 12-story limit. congressman darrell issa and d.c. delegate eleanor holmes norton have called for a study on which restrictions should be eased. that will help a growing population. but some people have concerns. >> what i want to avoid is a crystal city type of situation where you have these monolithic buildings, and at night they're dead, and they turn into vast canyons. the study is scheduled to be completed next fall. 14 before the hour. frustration over the long lines most voters to had to wait in. at least one line in prince george's county stretched on for

five hours. several polling places weren't able to close until 11:00. politicians from both sides of the aisle point out that similar backups didn't happen in 2008 when there was record voter turnout. now they want a full report from the state board of elections. >> why did it go so poorly this year, and why were these long lines experienced? again, we're going to be a battleground state. ultimately, we don't want this to happen again. let's take the proper steps. let's fix it. >> if they think they're going to face a two-hour wait that they don't show up or give up. that's bad for democracy. >> one person in charge of elections in fairfax county say things like a shortage of poll place volunteers, outdated equipment, and prep time cut short by hurricane sandy may be part of the problem. terry mcauliffe is hoping his second run for governor of virginia is more successful than his first. the former dnc chairman wants to succeed governor bob mcdonnell in richmond. he lost to state senator craig deeds in the republican primary.

deeds went on to lose to mcdonnell in the general election. today president obama will address the crisis that could send us into another recession. he'll address the so-called fiscal cliff this afternoon. the president expected to urge congressional leaders to put their partisan differences aside for the good of the country. that cliff means steep tax hikes and spending cuts if congress and the president can't reach a spending deal. the congressional budget office is offering a grim picture of what will happen. cnbc's jackie deangelis has that in today's "4 your money" report. jackie? >> good morning, aaron. the president has a lot to address today. first, ratings agency standard & poor's says it says a 15% chance the u.s. will go over the fiscal cliff next year. however, the agency says that policy makers are likely to compromise in time to avoid most, if not all potential economic effects of the cliff. meanwhile, the nonpartisan congressional budget office says that tax hikes for the wealthy won't hurt economic growth but does warn, if america goes over

the fiscal cliff, the economy will return to recession, and unemployment will go over 9%. aaron? >> jackie deangelis, thank you. the fiscal cliff could have a devastating effect on northern virginia. a recent study found virginia could lose thousands of jobs because it had so many defense contractors and military agencies. governor bob mcdonnell is preparing for the worst. he's urging agency heads to look for potential cuts of 4% to their budgets for the 2014 fiscal year. hailing a cab could get a little more pricey for the inauguration. the d.c. cab association is looking into implementing a surcharge for the weekend. the charge will reportedly target extra passengers in each car in order to encourage cabbies to work during the busiest times of the weekend. a surcharge was added for nationals playoff games, but it was rescinded. it will all be discussed at the taxicab commission's next meeting. this morning we're seeing how emotional president obama got during and after his

re-election bid. >> what you guys have done and the work that i'm doing is important. i'm really proud of that. i'm really proud of all of you. and what you have done -- >> the president got choked up when he thanked members of his campaign staff on wednesday. he told staffers and volunteers that he's confident they will do amazing things in their lives. we still have some unfinished business with this year's election. figuring out who won florida. we could get that answer today. most of the ballots are from democratic leaning counties. it would give president obama 332 electoral votes to romney's 206. time for weather and traffic on the ones. it has been so cold for so long, i forgot what it feels like to be warm.

degrees. average high is 61. again, we're going to be up near the average high perhaps on saturday with increasing clouds near the afternoon after a sunny and chilly start. sunday, the big warmup moves in on a southerly breeze. we should soar to the upper 60s, and maybe a few locations near 70 for a brief time sunday afternoon with lots of sun. great for outdoor activities. all the high school and college games tonight and into tomorrow. sunday for outdoor activities looking great as well as veterans day observed on monday. then maybe showers on tuesday, wednesday, thursday. we cool down and dry out. now, danella, how's traffic? >> good morning. still checking on the accident along i-95. the view from chopper 4. the crash is in your left shoulder lane at back lick road as you're traveling northbound. your delays really start around prince william parkway. earlier, that left lane was blocked. that's why you're still seeing delays. let's head over to 66 eastbound just in your left shoulder lane at sudley. accident activity blocks it. travel lanes are open. you see unusual delays between the bypass as you head to centerville.

then you get a break. once you get right around 50, you're slow again and unusual delays as you head towards the beltway. i-270. nice here. from father hurley boulevard and over to the beltway in both directions, travel lanes are open. no delays. you should expect some delays on metro this long veterans day weekend. on the orange line, buses will replace trains between east falls church and clarendon. the ballston and virginia square stations will be closed. trains will single track between vienna and east falls church. same thing between grosvenor and friendship heights on the red line and greenbelt and college park on the green line. work starts at 10:00 p.m. tonight. it will last through the day on monday. don't expect to park your car at the new silver line stations in tysons corner. metro is not planning to build any parking lots. there's a move to turn tyson into a walkable downtown based on public transportation. and the urban planner believes parking lots would not fit into

that plan with commutersed flooiflo flooding into the area to take metro to work. this morning we're learning about a woman who gave birth on the sidewalk. heather whitlow was walking outside her room on "l" street on friday when she felt mild labor pains. at least she thought they were mild. she called her husband. when he drove home to pick her up, she said those labor pains took a sudden turn. >> all of a sudden, things shifted, and i just knew things were coming right now. >> she rested her hands on the car, and she was standing up. i held my arms underneath, and baby fell right into my arms. >> doctors say that baby boy alexi is just fine. alexi's parents can't wait to tell him the story of his birth when he gets older. quite a story. 6:54. want to get an update on breaking news near the white house. news 4's megan mcgrath is live with details. megan? >> reporter: had happened a little while ago here. it's a robbery that involves a

number of scenes. this is at the corner of madison and "h" street northwest. you can see we're right at the corner of the park. right over there, joe, if you can spin around here, that's the pillars to the east entrance of the white house here. we're very close to the white house. now, it began with a robbery attempt at 18th and jefferson. the victim of that robbery then pursued the suspects. shots were fired during that pursuit, and it all ended up here at madison and "h" streets. you can see they have the street blocked off. one of the cars that was involved, the victim's car, is here on the scene. there is a lookout for the suspects involved in here in this incident. police are looking for four men. they are armed and considered to be dangerous. they're in a white or silver lincoln with d.c. tags ec0424. they are armed, considered to be dangerous. if you see this car, you're not supposed to approach. police are just asking that you call 911 and tell them the whereabouts of this vehicle.
