toll road to springfield. news 4's derrick ward is live near the leesburg pike entrance in tysons corner. good morning. >> reporter: good morning. what we can tell you and this has to be confirmed by virginia state police, that it looks like the accidents, at least one, might have been inadvertent into the new express lane based on what we have, the information a car started out on the regular part of the roadway but ended up in the express lanes. nonetheless, there is still a learning curve now as we get into the new era of having the express lanes. i want to show you some of the video from earlier. these lanes opened up at about 2:00 a.m. this morning now and the design is and the plan is to sort of monitor traffic and manage the traffic in a way so as the planners say your commute should not get under 45 miles per hour even during rush hour. we showed you video, actually adam tusk was out driving yesterday and joining me now is pierce coffee with trans urban the group that operates this.

it but don't think you can cut through the separations there. that can get you a reckless driving citation which could be anywhere up to $2500. we are live in northern virginia. now back to you. >> thank you. new this morning one person is dead after a double stabbing at a metro station in northwest d.c. it happened just after 1:00 at the woodly park station. police say they've found two men stabbed, one in the chest, one in the face. the man with the chest wound died. the knife was found on the metro track. police say they have five people in custody. the station is open this morning. >> reporter: now to a developing story. a school bus collided with a train in egypt killing at least 50 people most of them young children. it happened about 230 miles south of cairo. the police say the bus was crossing the tracks and the railroad crossing was knocked down when the train slammed into it. the country's transport minister has already resigned because of the incident. >> now to a developing story in the gaza strip. overnight israeli forces

destroyed an office belonging to hamas's prime minister. no one was killed in the latest attack. israel has launched multiple air strikes since wednesday when it killed hamas's top israeli commander. israel says the attack is in response to missiles fired into israel from gaza. three israelis and 29 palestinians were killed in the back and forth rocket attack. president obama is staying in touch with israeli and egyptian leaders. israeli prime minister netanyahu called the president yesterday to provide an update of the situation. mr. obama also spoke with egyptian president morsi and praised his efforts to ease tensions in the region. the white house says president obama supports israel's right to defend itself but that he wants the situation to be resolved as quickly as possible. right now one of this year's most high profile charities is getting ready to demonstrate here in washington. supporters of the invisible children, the charity that made the viral video kony 2012 are attending a global summit at the washington convention center to

press leaders on stopping joseph kony. he is the man said to be responsible for the kidnapping and murder of thousands of children and forcing them to serve in his lords resistance army. this afternoon the group will head to the white house with plans of surrounding the building. today the president will head overseas for the first time since winning re-election. the president just left the joint base a few minutes ago traveling to southeast asia for a four-day visit. president obama will attend a regional summit in cambodia as well as stop in thailand. he is also going to be the first u.s. president to visit myanmar where he'll meet with democratic activists. leaders in congress say they're confident they can reach a deal that would avoid the upcoming so-called fiscal cliff. this after the president met with house leaders in a closed door meeting on capitol hill. no one is talking about how things are progressing. the president insists the way to handle it is to let taxes increase for people making more

than 200,000 a year and families making more than $250,000 a year. republicans oppose that and lawmakers have until the end of the year to reach a deal. >> do you have a plan to address this country's debt? >> how you doing today? >> and there was a pretty outgoing can on the hill yesterday. a group of young adults have formed a campaign called the can kicks back in response to the fiscal cliff talk. they're trying to put the pressure on lawmakers to make sure they handle the debt long term. >> congress tends to kick the can down the road. we've realized the can is our generation and so starting now we're kicking back. >> the president and members from both sides of congress will meet again after thanksgiving. new developments in the deadly consulate attack in libya. former cia director david petraeus says the agency knew it was a terrorist attack the whole time. lawmakers say petraeus told them the cia knew the attack was a terrorist plot but decided to

classify the information because of intelligence and legal issues. originally intelligence officers said the attack was in response to an antimuslim video made here in the u.s. petraeus added that u.n. ambassador susan rice had specific talking points for media outlets which did not include the terrorist plot because, again, it was classified information. new reports show the woman who helped launch the petraeus scandal visited the white house three times in the past year. jill kelly and her sister were invited by a mid level staffer they met at the airforce base in florida. kelly also referenced petraeus and general john allen in e-mails to tampa's mayor. she said the two generals were telling her to stop a local shock jock threatening to destroy a koran. petraeus resigned after admitting to an affair with his biographer paula broadwell. the affair became public after kelly received threatening e-mails from broadwell. the time right now 9:07. next why a virginia professor is being singled out from hundreds of educators across the country.

nothing big there. flights in and out of florida might be a little slow today because of extra rain showers from jacksonville down toward the palm beach, south florida. no big storms our way. that is welcome news. high pressure is in charge. we're off to a great start and a great start to your weekend. skies remain mostly clear overnight tonight. another pretty good night. here is a picture of one of the leonid meteors early this morning. if you can get a quick peek at the dark sky overnight you might see a few more meteors but clouds on the increase. the northeasterly wind often brings a lot of cloud cover. that starts to arrive tomorrow and builds into monday and tuesday. so today nothing to worry about. mostly sunny and nice. highs up into the low 50s. a little bit cooler than average. not too bad with the sunshine. more clouds tomorrow. especially by tomorrow afternoon. as a result probably just a touch cooler. not much if anything in the way of sunshine but also not much of a rain threat. that is good news for a lot of people to try and get out of town a little early. the big travel day on wednesday nothing to worry about.

no word if either was serious. the lanes have been empty all morning long. we'll get a true test monday morning. if you do plan on using them remember you're going to need one of those ez passes. >> two prince george's county police officers are suspended and could be fired after a video surfaced apparently showing them harassing a driver during a traffic stop. the chief says the two officers were off duty but in uniform and at the request of a local comedian pulled over a black man. they were also black but used racial slurs. it was supposed to be a spoof on racial profiling but chief mcgau says there was nothing funny about the video. >> i watched it and was disgufrted. the video is disparaging to this profession and our community. it depicts our officers and community in a terrible light. it's just unacceptable. >> both officers are now on administrative leave. they face a hearing next week.

a former private school teacher from fair tax county is in jail over allegations he sexually abused students more than 40 years ago. 73-year-old christopher coloman was arrested yesterday after a woman told police he sexually abused her when he was her teacher at potomac school mclean in the late 1960s. she says she was just 12 years old at the time and since the woman first made the claim three more women came forward. police are investigating whether there could be more victims. >> 1965 to 1994. we don't have any evidence to show from the 1980s to the present that anything has occurred. not saying it didn't happen. i'm just saying we don't have any evidence of that. >> coloman is being charged under the fairfax 1960s penal code. he was teaching at the washington episcopal school in bethesda when the investigation began about a year ago but has not worked there since. >> crews will set railroad crossing signals in midland, texas today where a train plowed

into a parade float carrying wounded veterans. four men were killed tuesday when the freight train hit a flat bed trailer carrying the veterans and their families. 16 others were hurt. witnesses say the crossing gate at the track came down seconds before impact. the ntsb says the train was traveling under the 70-mile-per-hour speed limit and did apply its emergency brakes before the crash. >> a missouri man is behind bars and police say he was planning a mass shooting similar to the aurora theater attack. officers arrested blake lammers yesterday and charged him with making a terrorist threat and armed criminal action. lammers admitted he was planning to shoot up a movie theater tomorrow during the showing of the new "twilight" movie. investigators say he loaded up on guns and ammo but his mother informed police about the weapons. in north carolina police are on the hunt for a man who literally crashed the premiere of the new "twilight" movie. investigators say the man hit several cars in the parking lot and then crashed his car into one of the theaters about two

hours before the premiere. luckily no one was hurt in the accident. two are dead after a shooting at a conagra food plant in indianapolis. police are calling it a murder-suicide. a witness tells police the victim was shot in the back in a break room while walking to the vending machine. the gunman fired several shots then turned the gun on himself. the shooter was pro-mounsed dead on scene. police are still investigating a motive and no names have been released. this morning a search in the gulf of mexico for two workers missing since a fire broke out on an oil rig. four others are critically hurt with burns over much of their bodies. the fire started when a worker used a torch to cut an oil bond. it was quickly put out. there is a sheen of oil about a half mile long on the gulf surface but the coast guard says it does not appear oil is leaking from the well. caught on camera a young mother crashes her car on to an airport runway during a chase all with her baby in the back seat. video from our sister station kpnx shows the woman's car going

right through a parking gate at sky harbor international before crashing through another gate. check this out. it took her right to an active runway. faa had to stop air traffic and police followed close behind. she eventually surrendered. later she told police she didn't even know her 2-month-old baby was in the car. the child was not hurt. online auction site ebay is under fire as the justice department is investigating the company for a possible collusion. the government says ebay created an agreement with the online tax site intruit saying neither company would try to hire each other's employees. the justice department stays harms workers by driving them of better salaries and jobs. the two companies spoke both to hire specialized engineers and scientists. in the week ahead it is just as much a thanksgiving tradition as stuffing and pumpkin pie. the annual presidential turkey pardon. on wednesday president obama will pardon a turkey coming from harrisonburg, virginia. two birds will leave the farm on

47 in fredericksburg. your hometown forecast, fairfax, this one is for you. temperatures into the low 50s by early this afternoon. a little cooler than it will be into southern maryland. then by 7:30 tonight time to go out to the movies. 43 degrees under a mostly clear sky. back into the chilly 30s by bed time about 11:30. most unsettled weather around the whole country is on the west coast today. heavy rain from washington state all the way down through parts of southern california today. a little bit of light rain in the dakotas but you can see here no big storm systems anywhere in the middle of the country. this area of low pressure here off the florida coast line may help to bring us a couple more clouds as we get into the middle part of the week. by and large a relatively quiet weather pattern. no big winter storms coming and that is welcome news for all of the travel plans this upcoming week. high pressure is in charge of our weather for today and it is going to stay that way. but unfortunately or fortunately depending how you like cloud cover as that moves up to the northeast that northeasterly wind eventually brings that marine layer in and we end up

watcher camera over my shoulder. nice and blue skies. current temperatures now climbing into the middle and upper 40s in many spots. a little bit cooler across parts of prince william county. 41 though in winchester, martinsburg your saturday looks like a good one. highs today into the low and mid 50s. no complaints. virginia tech is on the road in boston today taking onhe bc eagles. it is a 12:30 kickoff. sunny and cool. 44 degrees there and the terpins at home taking on the seminoles of florida state. nice and sunny. a noon kickoff i college park. go terps! a whole new way to get around today in northern virginia. we have a live look of the 495 express lanes now open. this is the entrance in springfield. there had been two accidents already but other than that we haven't seen too much traffic. they'll get the first true test come monday. >> with today's opening v dot is hoping you can go from sitting in backups to breezing right by them. before you hop on the lanes we want to make sure you know

exactly how they work. two lanes stretch for 14 miles in both the inner loops and outer loops in northern virginia between dulles toll road and springfield. the promise is that you'll be able to go at least 45 miles per hour even at rush hour. now to keep all of this traffic moving, the toll cost is going to rise and fall based on just how much congestion there is. you're going to be able to see the current price posted on electronic signs and it could cost as much as a dollar but the good thing is you'll be charged whatever rate is posted when you enter the lanes. now you're going to need one of these, an ez pass to ride the all electronic lanes. you can use the one you already own or of course you can get the ez pass flex, the flex allows you to avoid the toll by car pooling with three or more peop people. just flip a switch at the bottom of the device that says hov on before you enter the lanes but keep in mind that state troopers will be watching to make sure

enough people are in the car. >> a lot of rules come with the new lanes and if you break them it is going to cost you. police will be checking to make sure you have at least three people in your car if you claim to be car pooling. your ez pass flex will alert them that you entered the lanes and then they will do a visual check. get caught without three people and you face a fine between 50 and a thousand dollars. forget weaving through the protective posts to avoid the toll. that can carry a fine of $2500 and a reckless driving charge. 18 wheelers will not be allowed to use the lanes. >> the new toll roads aren't the only thing that could put a dent in your wallet. state senator john watkins is proposing a 14-cent increase on the gas tax. that would bring the total to more than 31 cents a gallon. watkins says the increase would help pay for $730 million worth of road construction projects, eliminating the need for more toll roads. the proposed tax hike will be introduced in january. be sure to add some time to your trip this weekend if you plan on taking metro, three lines will be affected as crews

install fiber optic kancables t make repairs at the rails. on the red line single tracking, and on the blue line single tracking between stadium armory and addison road. there will also be single tracking between pentagon city and reagan national airport on the blue and yellow lines. that single tracking is only for today. some parents in rapidly growing loudoun county are unhappy about a potential shuffle of where their kids go to school. the school board is proposing to redraw the lines between the county's seven elementary schools so attendance can be more bans lanced. the final plan could send 1200 students in the areas to different schools next fall which has parents trying to leave things the way they are. >> i can't tell you how many numbers of girl scout leaders tied to that school. we've invested a lot in the schools. >> more the principle of the back and forth, back and forth. >> parents can sound off at a public hearing coming up on

monday, december 3rd. the school board will decide on the final boundary plan on december 11th. today three astronauts are preparing to return home after spending the last four months in space. the astronauts will perform a change of command ceremony onboard the international space station. three other crew members who arrived in october are going to take over. then tomorrow the crew will clb aboard their capsule expected to land in kazakhstan tomorrow night. the three astronauts spent 127 days in space. a plan to build a memorial honoring president dwight eisenhower is delayed until at least next year. the national memorial honoring our 34th president would be at 6th street and independence avenue southwest right by the department of education. now the delay is due to eisenhower's family. they continue to object to the proposed design calling it too extravagant. the plan includes statues of the president framed by large metal

tapestries depicting his boyhood home in kansas. there is another royal wedding this weekend and this time the bride and groom both have strong ties to the d.c. area. ugandan princess ruth komental kept her royal status quiet as she attended american university and she didn't even tell her boyfriend christopher thomas of silver spring. once the two got engaged, she told him about her royal standing. the two will tie the knot today in the east african nation. they say they plan to split their time between uganda and the u.s. >> hum. >> like that. you know, there is a movie "coming to america". >> yes. >> where he does kind of the same thing. maybe she was sowing her royal oats. that's what he was doing. >> perhaps. but with honesty being the biggest thing in say a marriage, hum. don't know if they got off to the right start. >> you can overlook the honesty thing when you're royalty. >> okay. th time right now 10:07. coming up, where some people are already in line for black friday deals.

failure rates. the one girl you are about to meet fearlessly is facing the challenge. 12-year-old gabby and her mom amanda look like any other family. >> you ready? >> she is playful and smiling but hidden behind the smile inside gabby's body is 8 feet of tubing working to keep her alive. >> there is one back here and one right here. >> gabby has hydrocephalas a buildup of fluid inside the skull that leads to brain swelling. the tubing or shunt inside gabby reroutes the fluid into her stomach. >> you feel like your whole world ends for a second. >> reporter: amanda remembers being told her daughter had a brain hemorrhage after she was born three months prematurely. >> then you see her life pass in front of you because you realize that everything you thought for your child and even for yourself has changed. >> gabby is now a sixth grader at the diener school in potomac, maryland. she is on grade level. >> we like to push the limits. >> the school's founder started the school because of her son

with special needs. she says the school's unique approach takes on a child's academic and developmental needs. >> gabby has been able to reach goals and overcome things we never thought or weren't sure she'd be able to. >> the motion from jumping on a trampoline or even using one of these fitness balls helps create input in the students. that organizes the students' thoughts and gets them ready to learn. >> we are literally putting the life of our child into somebody else's hands all the time. it's terrifying. >> gabby could go into shunt failure at any time. with no warning. the association is fighting for more funding and research and gabby's mom took a job there to help. >> she was like, do you want a shunt for the rest of your life? i'm like no way. no, no, no. >> hoe wow. a great little girl.
