much of northern virginia near freezing. much of maryland at or above freezing as well as the shenandoah valley and into the mountains. here's how we look hour by hour. a light wind and cloudy hovering near freezing. sunrise at 7:27. by noontime, maybe a few scattered flurries, upper 30s near 40. might have flurries and sprinkles into late afternoon but all above freezing. roadways getting a little wet if that happens. i'm back in ten minutes with your evening planner. alexis davies in for danella. good morning. >> good morning, tom. look at the roadways. still light volume traveling on the beltway of the we have a couple of accidents we're dealing with. northbound rock creek parkway at p street northwest. there was an accident there blocking the northbound side. all northbound traffic is being diverted on to k street northwest. another accident on the ramp to 95 northbound at fairfax county parkway. it is a one-car accident. it looks like police are on the scene to clear that accident out of way.

erika? >> thanks so much. we're following breaking news this morning. the senate passed a plan overnight limiting the damage from falling off the fiscal cliff. that vote came just two hours after the new year began. news 4's megan mcgrath is live on capitol hill this morning. good morning, megan. what can you tell us? >> well, good morning. i can tell you that these negotiations went late into the night and right around 2:00 a.m., two hours after the deadline for the fiscal cliff, the senate approved a measure that would block across the board tax increases as well as spending cuts. now, under the senate deal, there would be tax increases for individuals making $400,000 or more and for families making over $450,000. that's a higher fresh hold than the president had wanted. as for the spending cuts to defense and domestic programs, they would not happen automatically. instead, they would be delayed for two months allowing lawmakers to continue negotiating. while there is renewed optimism that the country will avoid the worst case scenario in all of

this, it is not by any stretch a done deal. the house has to approve the compromise. they reconvene at noon today. but it's anybody's guess whether they go along with it. we have to wait and see. reporting live from capitol hill, megan mcgrath. erika, back to you. >> thank you, megan. the treasury department is trying to avert a different financial crisis. it stopped issuing new debt for two government retirement funds. that move will keep the government from reaching the $16.4 trillion borrowing limit, at least for the time being. this won't impact current retirees. secretary of the treasury, t timothy geithner said they will adopt new measures to save $200 billion. that will keep the government from reaching its limit for two months. we will have to wait until tomorrow to see how the markets react to the fiscal cliff deal. stocks rallied yesterday. they jumped about 1.7% on the final day of the year.

u.s. stocks performed surprisingly well in 2012 despite concerns about the global economy. most of them posted double digit gains for the year. we'll have much more on this fiscal cliff deal throughout the morning and evening on news 4 at 5:00 and 11:00. you can read about it throughout the day at nbcwashington.com. new this morning, police are investigating a stabbing on a metrobus hours into the new year. happened near the intersection of talbert street and martin luther king avenue in southeast. police say two women who were traveling together were attacked. one was stabbed. the other was beaten. witnesses tell police the suspect ran off the bus. the victims suffered serious injuries. no word on the motive or the search for a suspect. also new this morning, police are investigating a seven-car crash in northeast d.c. the chain reaction crash happened along new york avenue near bladensburg road around

1:30. five people were taken to the hospital with minor injuries. police are still trying to figure out what caused the crash. new york avenue was shut down in both directions as a precaution. but it has since reopened. 5:06 right now. today is the day many couples in maryland have been waiting for. same-sex marriage became legal at the stroke of midnight and it's exactly how some couples decided to ring in the new year. the annapolis wedding chapel bs one of many throughout the state to stay open past midnight for couples that got their marriage licenses last month. natasha jackson exchanged vows the minute same-sex marriage became legal at midnight. >> been a long road to get here. and i do appreciate everyone that put the milestones in there for to us get to where we're at now. >> maryland voters approved same-sex marriage back in november. gay couples can marry in nine states plus d.c. also happening today, it now costs more to use the dulles

toll road. it now costs 50 cents more in fact. increasing to $2.75 each way. that adds up to an additional $260 a year if you take the toll road to work every day. the rate hike will help pay for construction of metro's new silver line and next year the rates go up again. they'll jump another 75 cents to $3.50. this morning, police in prince william county are mourning the loss of one of their own killed in the line of duty. 35-year-old officer chris young was responding to an accident yesterday when he slammed his motorcycle into a minivan on a noakesville road in bristow. when the vehicles collided, they burst into flames. young died and the driver of the minivan was not hurt. there's still no word if any charges will be filed against the driver. 5:07 is our time right now. what we're learning about hillary clinton's health as the secretary of state remains hospitalized. also ahead, why 2012 will go down as the safest year ever for airline passengers.

new york hospital this morning. she checked in on sunday after an exam revealed that clot between her brain and skull. doctors found it while doing follow-up tests related to a concussion. secretary clinton is in good spirits. doctors say she could be released as soon as they determine the right dosage for her medication. venezuelan president hugo chavez reportedly spent the holiday with his daughters in cuba. that's according to a tweet from his son-in-law. the tweet said compatriots don't believe ill-mentioned rumors. he hasn't been heard from in more than three weeks. his vice president admitted chavez suffered a third set of complications after surgery in cuba. his fourth operation in 18 months. police say a new york city couple is being investigated for credit card theft. had bomb making manuals, a sa d

sawed-off shotgun. when police arrived at their greenwich village apartment, they found a cache of bomb making materials and handwritten notebooks containing chemical formulas. one of the manuals had a cover page that read the terrorist's encyclopedia. protesters in india spent their new year's day on the rape and death of a woman. they're demanding the death penalty for five men and one teen detained in her death. two weeks ago, the woman was severely beaten, raped and then thrown off a moving bus. she later died from her injuries. the men will likely face murder charges later this week. police in oregon say it may be a month or more before investigators decide whether to file charges in a deadly tour bus crash. the charter bus lost control on the icy highway, crashed through a guardrail and down a 100-foot embankment over the weekend. nine people died. more than 20 others hurt. that bus was on its way back to canada after a trip to las

vegas. the federal aviation administration wants more details inspections of older boeing 737 jets. the agency says it will cost more than $5 million to inspect 109 jets. agents will look for cracks along the tops of the planes. the move comes after a hole tore open in a southwest airline's plane in 2009. the flight was going from nashville to baltimore. it had to make an emergency landing in charleston. fortunately, nobody was injured. 2012 is going into the record books as the safest year for air travel. there has not been a single deadly commercial airline accident in the u.s. in nearly four years. look at the numbers. there are 93,000 commercial airline flights worldwide. that's 3 billion passengers a year. the chairman of the national transportation safety board says pilots go through lots of training. >> we've learned from accidents. we've plowed all of those lessons back in.

welcome to news4 today on this tuesday, january 1st. happy new year. overnight people across the country celebrated the new year in their own way. this is atlanta. the 24th annual peach drop as you might expect at midnight. the peach weight 800 pounds. i don't think it was an actual peach. thousands cheered as the fireworks lit up the night sky. it is the southeast's largest new year's eve party. in alexandria, hundreds much people gathered for the annual first night celebration. fireworks lit up the sky at midnight. look at that face. plenty of fun for the family. children had a chance to get facepainting. they're playing with swords or something. great music, good food. what's not to love? things quieted down outside around here now. but some wintry weather could make noise around the d.c. area. meteorologist tom kierein is back with us to tell us what we can expect today. tom?

breaking news in southeast d.c. rescue crews on the scene of a multivehicle accident as is news 4's tony tull live with the latest on this. tony? >> reporter: aaron, good morning. a very busy scene on mississippi avenue and hailey terrace street southeast. i'll give you a sense of the scene. a very heavy police presence now. there are three cars involved. you see the red car, the police are huddled around right now trying to get information on it. there's another black car behind the police car involved and then guys, take a look at this. you can see over in the courtyard of this apartment building, you can see this white crown victoria with the doors open. that was another car involved in the crash. just to give you a sense of this scene, earlier, it was chaotic. look at the video that we shot earlier when we arrived on the scene. firefighters were cutting the doors off of the white crown victoria. now we don't know how many victims were involved in this. they're not talking. i can tell you that there was one person cut out of that white car and then we saw another

person being worked on about 500 feet away from the accident scene down the hill on the side of this apartment building. they were also taken to the hospital. right now x i can tell you for sure it was two victims involved in this. but we don't have a definite count on how many people were involved and how this came about. again, a very heavy police presence in southeast. we'll continue to stay on this story. aaron, back to you. >> tony tull in southeast d.c. thank you. we're following more breaking news. let's if to traffic to get more details on this. >> thank you, aaron. for that accident that tony talked about. your best alternate is fourth street southeast to avoid the chaos there. elsewhere on the road, 95 northbound at the fairfax county parkway, that ramp is still closed. as you can see from the video, police are still on the scene trying to clear that accident. got debris and things in the roadway. taking a live look now at the dulles toll road. no incidents reported as you travel in. looks like about a seven-minute drive time from hunter mill road

to the beltway. aaron? thank you alexis. the breaking news we were following as you were sleeping. a breakthrough to limit the damage caused by going over the fiscal cliff. overnight, the senate passed a measure that will keep taxes the same for about 98% of americans. that vote came at about 2:00 a.m. a couple of hours after we officially went over the cliff. now, this deal has bipartisan support in the senate. 89 senators voted in favor of it. just eight voted against it. under this deal, taxes will remain the same for americans who earn less than $400,000 a year and families that make less than $450,000. it would also extend long-term unemployment benefits. about $24 billion in spending cuts would be delayed for two months. so the white house and congress can have more time to debate them. democrats and republicans agreed to a compromise. they say not acting could have had devastating consequences. >> we don't think taxes should be going up on anyone.

but we all knew that if we did nothing, they'd be going up on everyone. >> it is now up to the house to vote on the proposal. president obama released a statement shortly after the senate voted that reads in part, "tonight's agreement ensures that going forward we will continue to reduce the deficit through a combination of spending cuts and new revenues from the wealthiest americans. i will continue to fight every day on behalf of the middle class and all those fighting to get into the middle class to forge an economy that grows from the middle out, not from the top down." but the house may not be ready to vote just yet. house speaker john boehner says his team needs to review the measure before deciding to schedule a vote on it or trying to change it. the white house hopes to have president obama's signature on the legislation by the time the new congress takes office at noon on thursday. that would minimize the impact of not having a deal in place by the start of the year. another spending battle is also brewing on capitol hill.

14 before the hour. police are searching for the driver who ran over a 16-year-old girl from northwest washington and kept going. jackson was trying to cross a busy new york avenue friday night. a 2003 pontiac bonneville heading east on a green light struck the girl who was in the street but outside the crosswalk. the driver of that car stopped. but then a tan-colored suv with d.c. plates ran over her while she was on the ground and took off. she died the following dayment

her family says it still hasn't sunk in. >> she's still here to me. i don't believe she's gone. she's just on a vacation. it's crazy. we lost the little one. >> she was a teu dent at dunbar high school. if you have any information about the car that left the scene, police would like to hear from you. this morning, people in prince william county are mourning the loss of a police officer killed in the line of duty. officer chris young was responding to an accident yesterday when he slammed his motorcycle into a minivan on nokesville road in bristow. when the vehicles collided, they burst into flames. young died. a nearby chick-fil-a manager said young stopped by the restaurant at least once a week. workers packed 200 sandwiches for the officers and first responders of the crash, as well as for young's family. >> most of these police officers, they come into a restaurant every morning for breakfast or at least once a week. we know them on a first-name basis. when the news got around it was one of the police officers that

was actually injured and has since passed, we sprung to action. >> the driver of the minivan was not hurt. there's still no word if any charges will be filed against that driver. for the first time in 50 years, d.c.'s homicide rate is expected to fall below 100. as of yesterday afternoon, there were 88 homicides in the district. that is 20 fewer than 2011. and that is far below the nearly 500 reported each year in the late '80s and early '90s. even with the progress, d.c. council member wells says there's more to could. >> heartened that the murder rate has gone down. but we have more to do. with the hand-held electronic device, we've seen a rash of robberies and robberies with weapons, robberies without weapons and that has to be addressed. >> wells says he's concerned the police department and it union have failed to reach a new labor

contract. he'll chair the public safety committee and is preparing for a run for mayor next year. virginia attorney general ken cuccinelli is focusing more on his run for governor. he just hired a campaign manager. dave decks road is the former executive director of the virginia republican party. cuccinelli is now the presumptive gop nominee since lieutenant governor bill bolling announced he isn't running for the nomination. however, bill bolling may still run as an independent. the department of education could get involved in the university of virginia's attempt to fire its president. a nonprofit group says an accrediting agency overstepped its bounds when it issued a warning to the school. last summer the school tried to fire president teresa sullivan, although she ultimately kept her job. that prompted the southern association of colleges and schools commission to issue a warning, which the american council of trustees now says is a power struggle with the president, faculty and trustees. the cia and other spy

we go to another. nato troops serving in afghanistan celebrated the new year with a party. soldiers from different countries gathered in kabul for a dance party. looks like everybody had a good time. dancing and relaxing. nato has more than 100,000 troops in afghanistan, including 66,000 from the u.s. nato will withdraw almost all of its forces there by 2014. closer to home, 7,000 people celebrated the new year at big night d.c. at national harbor. it's the fourth year for the party at the gaylord national resort. there was music, lots of dancing, plenty of food as well. that party ended at 3:00 this morning. all right. so we've heard with about a mention of snow. are we talking a few snowflakes or really coming down on us? meteorologist tom kierein. >> no worries about any travel with snow or any kind of precipitation this morning. otherwise, just a little bit of maybe flurry or light sprinkle activity. there is national harbor. a live view from the camera. it's mostly sleepy there now.

frederick douglass memorial bridge southeast. mayor vincent gray unveiled the design for the new bridge which would span the anacostia less than a thousand feet away from the current bridge which was built in about 1950. the project would also include constructing a traffic circle and oval on both sides. and reconstructing the 295 suit land parkway interchange. construction is expected to start in 2015. the pro correct is estimated to cost about $660 million. the redskins appear to be happy with the direction head coach mike shanahan is taking the team. the washington post reporting the 'skins are thinking about negotiating a contract extension with shanahan. he's currently in the third year of a five-year deal. the redskins just 11-21 during shanahan's first two years in washington. but he's just led the team to its first division title in 13 years. now, the redskins will already
