395. another look at 395 at the 14th street bridge where it looks like you have a 12-minute drive from the beltway. erika? >> thank you, alexis. police are investigating an attack on a metrobus in which one woman was stabbed. it happened near the intersection of talbert street and martin luther king boulevard southeast. two women were attacked on the bus to capital heights before 2:00 this morning. one was stabbed, the other beaten. witnesses tell police the suspect ran off the bus. those women were taken to the hospital, one with serious injuries. we're following breaking news on capitol hill this morning. a major step closer to a deal that will limit had the damage done by going over the fiscal cliff. overnight, the senate passed a bill that will keep taxes in check for most americans. news 4's megan mcgrath live on capitol hill with the breakdown. megan, good morning. >> reporter: good morning, aaron. that's right. under this deal, about 98% of

americans would avoid paying higher taxes. the big question though, is will house conservatives go for it. it was a little bit after 2:00 this morning, two hours after the fiscal cliff deadline, that the senate passed a measure blocking automatic across the board tax increases and spending cuts. under the compromise taxes would go up for individuals making $400,000 or more and couples making over $450,000. that threshold, i should mention, is higher than what the president wanted. as for cuts to defense and domestic programs, that would all be delayed for about two months to allow lawmakers to continue negotiating. a little breathing room there. the deal has renewed optimism that the country will avoid the worst case scenario in all of this. should say, this is not by any stretch a done deal. it all has to be approved by the house. they reconvene at noon today. it's unclear exactly what the house will do, what their vote will be here. all eyes on the house and of

course, a story that we're going to continue to follow all day long. lot of important decisions being made here and some ramifications for a lot of people. reporting live from capitol hill, megan mcgrath, news 4. aaron, back to you. >> megan, thank you. 6:05 now. get ready for a financial battle on capitol hill this time over the debt ceiling. the treasury just stopped issuing new debt for two government retirement funds to keep the government from reaching its $16.4 trillion borrowing limit. that measure could buy the government about two months' time to decide whether to raise the debt ceiling. this latest move will not impact current retirees. this morning, many same sex couples in maryland can call themselves newlyweds. they became legal at 12:01 this morning and many couples throughout the state couldn't see celebrating the new year any other way. some chapels stayed open through midnight so the first couples could say "i do." >> i appreciate everyone that stood up and assisted us in this

journey. >> i'm just excited and thankful that we could have this day. i'm just happy. >> maryland is now the ninth state in addition to d.c. that allows same-sex marriage. voters approved it back in november. several other new laws take effect today in maryland. in a first for any state in the country, parents now have the ability to freeze their children's credit to prevent identity theft. people who served in the military can have their veterans status noted on their drivers license and in montgomery county, a ride in an ambulance now costs as much as $800 for out-of-county residents. also happening today, it costs more to drive along the dulles toll road. 50 cents more in fact. increased to $2.75 each way. that adds up to an additional $260 a year if you take the toll road to work every day. the rate hike will help pay for construction of metro's new

silver line. next year it goes up again to $3.50 jumping 75 cents. good morning everyone. a big announcement from one of washington's most famous athletes. something to think about the next time you fly. why airlines are patting themselves on the back. and when the new year will turn really, really cold. weather and traffic on the 1s next.

15 after the hour now. doctors treating secretary of state hillary clinton for a blood clot are confident that she will make a full recovery. secretary clinton is still in a

new york hospital this morning. she checked in on sunday after an exam revealed that clot lodged in a vein right behind her right ear. the vein runs between the brain and the skull. doctors found it while doing follow-up tests related to a concussion. the clot is being treated with blood thinners right now. secretary clinton is in good spirits. doctors say she could be released as soon as they determine the right dosage for her medication. venezuelan president hugo chavez reportedly spent the holiday with his daughters in havana according to a tweet from his son-in-law. the tweet said compatriots don't believe ill-intentioned rumors. he hasn't been heard from in more than three weeks. on sunday, the vice president admitted that chavez suffered a third set of complications in cuba after a fourth operation in 18 months. police in oregon say it may be a month or even more before investigators decide whether to file charges in a deadly tour bus crash.

the charter bus lost control on the icy highway, crashed through a guardrail and down a 100-foot embankment over the weekend. nine people died and more than 20 others hurt. the bus was on the way back to canada after a trip to las vegas. the skies are apparently getting safer for travelers. 2012 is going into the record books as the safest year for air travel. there has not been a single deadly commercial airline accident in the u.s. for nearly four years. take a look at the numbers here. 93,000 commercial airline flights worldwide. that is 3 billion passengers a year. the chairman of the national transportation safety board says pilots go through a lot of training. >> learned from accidents we've plowed all of those lessons back in. they've been embraced in many cases and we're not seeing repeats of those same accidents. >> besides the better training for pilots, planes are equipped with computerized cockpits that monitor every aspect of the

flight. alert systems warn pilots of a potential midair crash or a mountain ahead. >> today is another key day in an effort to save the nhl season. the league and its players association will resume negotiations on a deal to end its lockout. players and owners had to battle party-goers in times square yesterday just to make it to their meeting. they had to contend with the crowd again had they discussed the negotiations. >> what we've said is we need to drop the puck by january 19th if we're going to play a 48 -game season. >> the players association did make a counteroffer to the league yesterday. it isn't clear yet whether the sides have actually made progress towards a deal. alex ovechkin has reason to celebrate. he's engaged. he announced the news yesterday on twitter and posted this picture of himself with his new fiancee, tennis star maria can

support here. 89 senators voted in favor of it. just eight opposed it. the vote came about two hours after the new year's deadline to get a deal done. now, under this deal, taxes will remain the same for americans who earn less than $400,000 a year. and families that make less than $450,000. it would also extend long-term unemployment benefits. about $24 billion in spending cuts would be delayed for two months so the white house and congress can have more time to debate them. democrats and republicans agreed to a compromise. they say not acting could have had devastating consequences. >> we don't think taxes should be going up on anyone. but we all knew that if we did nothing, they'd be going up on everyone. >> it is now up to the house to vote on that proposal. this morning, police in prince william county are mourning the loss of one of their own killed in the line of duty. 35-year-old officer chris young who you see there was responding to an accident yesterday when he

slammed his motorcycle into a minivan on a nokesville road in bristow. when the vehicles collided, they burst into flames. young died and the driver of the minivan was not injured. still no word if any charges will be filed against the driver. >> the search is on for the driver who ran over a 16-year-old girl and then took off. jackson was crossing a busy new york avenue in northwest friday night when she was hit by a car. police say she was in the street but outside the crosswalk. the driver of that car did stop but then a second vehicle, a tan-colored suv with d.c. plates ran over her while she was on the ground and drove off. the girl died the next day. family members want the driver to do the right thing. >> come forward. whoever knows who did this to my little sister, come forward and tell us. it's crazy. i don't believe she's gone. >> if you have any information about the car that left the scene, d.c. police would like to

hospital and one sustained serious injuries. d.c.'s homicide rate is expected to fall below 100 for the first time in 50 years. as of yesterday afternoon, there were 88 homicides in the district in 2012. that is 20 fewer than 2011. and that is far below the nearly 500 reported each year in the late '80s and early '90s. even with all the progress, though, d.c. council member tommy wells tells news 4 he's concerned the police department and its union failed to reach a new labor contract. >> one of the things i would talk chief lanier approximate and the mayor that we need a contract for our policemen and women so they're paid fairly. >> wells will chair the council's public safety committee. he's preparing a run for mayor next year. 17 before the hour this morning. some same sex couples in maryland are now newlyweds. same-sex marriages became legal

concussion. the clot is being treated with blood thinners. secretary clinton is in good spirits we understand. doctors say she could be released as soon as they can determine the right dosage for her medication. the redskins appear to be happy with the direction head coach mike shanahan is taking the team. the washington post is reporting the 'skins are thinking of negotiating a contract extension with shanahan. he's currently in the third year of a five-year deal. the redskins are just 11-21 during shanahan's first two years in washington. but he's just led the team to its first division title in 13 years. the redskins will host their first playoff game in more than a decade next sunday. whatever the outcome of that game, prince george's county will likely win big. the game will bring in millions of dollars for the county. it expects to make millions in admissions alone. >> values have gone down over the years. property taxes gone down.

any time we get an influx of revenue that allows us to provide for services to the county revenue. >> prince george's county expects more than 80,000 people to pack fedex field for the game. hotels already booking up and fans are stocking up on 'skins gear at the fedex field store. >> today is the last day to see one with of the country's most important documents. the emancipation proclamation has only been on display at the national archives for three days because it's so fragile. president abraham lincoln issued it during the civil war. it freed all slaves and states rebelling against the union. historians considering the proclamation a steppingstone to the ratification of the 13th amendment which outlawed slavery. you have until 5:00 tonight to see the document. people all around the world celebrating the new year.

tens of thousands of revelers watched the fireworks at the seattle space needle in washington state who rang in the new year about 3:00 this morning our time. >> that is new york city on the east coast. nearly a million people, revelers in times square brought in the new year and jammed times square to see the crystal ball drop at midnight. people kissed and cheered to celebrate 2013. after the party crews got right to work cleaning up all that mess overnight. they should be done now. and a lesser known ball drop where they celebrated with the 24th annual peach drop at midnight. this is in atlanta. the peach weighed 800 pounds. thousands of people cheered as the fireworks lit up the night sky there. it is the southeast's largest new year's eve party. across the pond we go. the party is not over. the new year's day parade going on in london. you're looking at a live picture

right now. you were. you still hear it, though. the theme is -- i missed it. the theme, i'm going to find it. >> something happening in london is the theme. hats off to london. celebration of the capital of the world there. the olympics of course, happened in london this year and the queen also celebrated her diamond jubilee. lots of celebrations. i shouldn't say this year, last year was the olympics. right now, crews are putting the finishing touches on one of our traditions. the tournament of roses parade. teams have been hard at work all week decorating floats with flowers. the theme of this year's parade is oh, the places you will go. the parade is hosted by the "today" show's al roker and actress allison sweeney. you can watch the 124th tournament of roses parade live starting at 11:00 right here on nbc4. a great tradition.

>> always a spectacular sight to see. want to turn to meteorologist tom kierein now. maybe going to spend some time later in the day outside because a lot of folks are still sleeping quite frankly. >>eer all going to go home and take naps. >> want to know what to expect. >> if you plan to travel and head out later this morning, there may be a few scattered flurries, maybe a few sprinkles. really should not have any problems. first faint light of morning beginning to show up. we're still about 40 minutes away from sunrise. there is the national harbor in the foreground, the wilson bridge in the distance. 40 at reagan national under a cloudy sky. we have a calm wind. humidity now at about 60%. whenever ee get a few of these sprinkles, they're hitting roadways that are mostly above freezing. you can see it's a broad area of moisture. this is mostly rain here from alabama, mississippi up into arkansas and farther east into tennessee, kentucky. this area of rain extends into northern north carolina.

if you're heading south, you'll be driving into light rain this morning. driving west, you may be heading into flurries. heading northeast toward new york or boston, should just be dry under a cloudy sky. the front continues to get closer to us. ahead of us, we're getting a few sprinkles of rain. anne arundel county, southern prince george's county and farther south and east in the northern neck, across the bay. chincoteague. and lewis delaware. farther north and west, just a cloud cover this morning and temperatures are above freezing. there may be a few scattered road temperatures below freezing. watch out. there may be a few slick spots in southern maryland, northern neck, eastern shore. most of the temperatures stayed above freezing overnight. freezing temperatures, though, at leesburg and farther west and north and most of the region is a little bit above freezing, around the mid 30s now. we'll hold steady in the mid 30s. by 8:00 a.m., a few flurries or

sprinkles. temperatures still in the upper 30s to near 40. by noontime, might have a few scattered flurries. some of the colder air aloft does begin to push in. we'll still be well above freezing. any of that flurry activity will be melting on roadways. if it does happen, it's only a 30% chance. this is for new year's day. highs reaching perhaps near low 40s around much of the region here from late morning into early afternoon. then the colder air comes in tonight. it will be a cold start to wednesday, back to work and school. tomorrow morning the mid 20s. afternoon highs, upper 30s. partly cloudy on wednesday. still cold thursday and friday morning. both mornings low 20s much of the region. afternoon highs upper 30s to near 40. partly to mostly cloudy. over the weekend, still cold. but a bit milder for sunday. cloudy, good weather for the 'skins game. near 30 in the morning. afternoon highs mid and upper 40s. more of the same on monday. we ought to get sunshine returning. i'll be back with frequent

interchange. work on the $660 will million bridge is set to begin in 2015. coming up on 6:54 now. more on the breaking news on capitol hill. the senate voted overwhelmingly in favor of a plan to limit the damage done when we went over the fiscal cliff early this morning. it is now up to the house to take action. news 4's megan mcgrath live on capitol hill with more. megan? >> reporter: good morning, aaron. that's right. this measure passed 89-8 in the senate. overwhelming bipartisan support. under the deal, about 98% of americans would avoid paying higher taxes. the big question is will house conservatives go for it? around 2:00 a.m., two hours after the fiscal cliff deadline, the senate passed a measure blocking automatic across the board tax increases and spending cuts. under the compromise, taxes would go up for individuals making $400,000 or more and for couples making over $450,000. but that threshold is higher

than what the president had wanted. as for cuts to defense and domestic programs, all of that would be delayed for two months to allow lawmakers to continue with negotiations. a little breathing room there. the deal has renewed optimism that the country will avoid the worst case scenario. it's important to stress that this is not a done deal. it has to be approved by the house. they're going to reconvene today. it remains to be seen whether they'll go along with this compromise. reporting live from capitol hill, megan mcgrath, news 4. aaron, back to you. >> megan, thank you. president obama released a statement shortly after the senate voted. reading in part on your screen, "tonight's agreement ensures that going forward, we'll continue to reduce the deficit through a combination of new spending cuts and new revenues from the wealthiest americans. i will continue to fight every day on behalf of the middle class and all those fighting to get into the middle class to forge an economy that grows from the middle out, not the top down." the treasury is taking steps
