chemicals to try to make roadways here in waldorf safer, keeping an eye, in case it does snow, and southern maryland is ready for the snow. public school students were sent home two hours early. >> potential for dangerous weather in the afternoon, and we don't want students on buses going home during the dangerous weather. parents thought the early release was a good idea. >> it's a little inconvenience for me, but i would rather do it now than if the snow comes early and -- it's good. >> reporter: food shoppinger stocked up because of the winter storm advisory. >> milk has to be -- if the grandkids come over. >> she's concerned about the

here, i'm shomari stony, news4. we're waiting a verdict tonight for a former ploirs accused of killing his girlfriend. jackie bensen is live outside the courthouse, where the jury is deliberating right now. jackie? >> reporter: i can tell you we sat through very moving closing arguments. many members of the victims' family sobbed quietly. the closing arguments came down to this. one of the prosecutors called former d.c. police officers richmond phillips, quote, a liar, a cheat, and an abuser of women. he went on to say -- and the evidence showed he is also a murderer. now, phillips' own attorney said my client is a thoroughly unlikable guy, a liar, a cheat and a womanizer. but, he went on to say, the evidence does not show that he's

a murderer. the prosecution relied heavily on surveillance camera, and it shows hose -- who's also the mother of a baby girl jalen. he said that prosecutors do not believe that phillips wanted to go to court the next day for a child custody hearing, where he would have to establish the paternity of jalen. prosecutors alleged that phillips tried to talk wright out of the going to that court hearing. when he couldn't, he shot her as he drove her car a short distance away and left baby jalen to die. evidence introduced that she died anywhere from one to three hours later in temperatures that reached 125 degrees in that car. the jurors are deliberating. when we get an update, we will

bring it to you. special forces have complete their operation to free hostages, but the report did not say how many hostages survived or how many militants were killed. secretary of state hillary clinton called the situation fluid today. said the u.s. is hoping the situation will be resolved with a minimal loss of life. the newly remodeled colorado movie theater, site of last summer's horrible shooting massacre, will open for the first time tonight. there wille a private remembrance ceremony in and a movie for victims' families. some relatives of those killed are boycotting, calling tonight's events insensitive. james holmes is accused of killing 12 people, wounding dozens of others back in july. in virginia, police say a woman was shot to death by someone who knocked on her door early this morning. this is footage over the scene. police say she answered the door about 3:30. she argued with the visitor who

reportedly fired several shots and then ran off. investigators don't think this was a random shooting. after weeks of intense debate, the d.c. school system made major changes to a plan to close 20 city schools. five of those schools will now remain open. tom sherwood has our story. >> reporter: garrison elementary now has about 250 students, far less than it was built to handle. the school chancellor had it as one of the 20 schools to close, but since then parents promised to boost enrollment, to drawing more parents from the rapidly improving neighborhood. garrison will stay open, parents are delighted. >> i just found out when you called, so that was a good thing. we've been involved in our schools, with the trips and field trips, have a good rapport with the teachers there and the principal. it's a good school. >> it's been there for years,

and lot of new people are moving into the block, and they want the kids to go to that school. >> reporter: it's one of five schools that won't close after an cease muppet. 15 others will close, including southeast malcolm x elementary and other poorly attended schools. >> i went into this knowing that schools consolidations are treacherous territory. this plan reflects a significant input. >> reporter: henderson says her revised list of 15, mostly almost tears and one high school, is final. it would go into effect next fall and next year. the drr 20 million savings will be plowed back into school programs. >> to reinvest in our schools to ensure that across the city students have access to the same diverse coursewok and enriching educational opportunities.

the grass on the national mall, it took a beating four years ago when the huge inaugural crowd trampled it down to practically nothing. >> this year mall officials are spending millions on plastic floor toss make sure that doesn't happen again. richard jordan is live on the mall with what they're doing to keep the grass greener on the other side. richard? >> reporter: this is some pretty expensive real estate. it cost more than $16 million to redo the lawn. it used to be protected by fencing and rope. now instead these plastic sheetsly laid starting tomorrow.

of rain falling around fred ricks, notice changing over to snow and fredericksburg, now reporting snow, portions of southern maryland starting to report snow now, but i want to show you what's going on over the metro region. look at this doughnut hole. very dry air at the surface, actually raining aloft. as it comes down and dries up, we get this doughnut hole going on. there's been a couple areas of light rarn, but most of it han waldorf, down towards fredericksburg, so we're going to continue to what much out for that. heaviest stuff right here across the river, king george county, this will change over to snow here within the next hour to two hours. already starting to see that. 42 degrees in the district, even if it did do anything, but it would be rain right now, windchill in at 38 degrees. the temperatures are starting to fall. 37 in fredericksburg, 37 up towards gaithersburgaithersburg

precipitation continue toss move in, the temperatures will continue to fall. you notice this line, this snow line right here, just keeps on progressing a bit to the east. we are going to see it change over. here's the storm down toward the south that will make its way down to the south and east. advisories were dropped earlier for the washington, d.c. metro area. down to the south u. culpepper, la plata, you're still under the winter weather advisories, so that's the area that we've been talking about, that's the area we've been mentioning the whole time. this evening, snow moving in to the south, light accumulation. slick spots to the south, windchills in the teens. that may be the bigger factor tomorrow. and temperatures tomorrow will be slow to climb. tomorrow will be cold and windy ah afternoon. so snow today, once again, d.c. metro to the north, almost nothing, possible a dusting,

president ia27bible.ia27 the state of maryland wants to fight back against toll cheaters. >> news4's transportation reporter adam tuss has more on the plan to crack down on violators. >> chances are if you blew through a toll without paying and you got sent a bill in the mail for the toll, you would pay it, but there are people who simply don't pay attention to those bills for tolls. >> all the time. me in general, yeah. >> reporter: you don't pay the toll? >> not really, no. >> reporter: this has been a particular problem on the newest road, the all-electronics

interquicker ball it doesn't have tollbooths, usupposed to have an e-zpass to right on it. a video image is captured, but aside from getting a bill in the mail, there's little else the state can do, not even going after credit reports. some like travis harrison simply choose to ignore the bills. >> why would the government waste our time, you know, going to knock down on someone's door for one person in general, or that single person. >> reporter: the issue has grown larger than just one person. an article in worst woes recently showed that toll road cheaters in the state have racked up to close to $7 million in unpaid tolls. the state wants to go after them. >> ultimately we have the ability to flag the vehicle registration or in affect suspend the vehicle registration if there are multiple citations. >> reporter: drivers paying their fair share to ride say it's time the state does something. >> i would trevor that everybody pay the rules and pay the toll.

>> people get away with things for only so long and after a while they'll get caught. >> reporter: adam tuss, news4. across the river in northern virginia, one lawmakers is proposing the state actually purchase a major toll road, the dulles greenway, but it has been a constant headache for drivers with ever-increasing tolls. the company that owns it lost $27 million last year. republican del atjoe may says state control could improve the experience for drivers. >> compared to where the tolls are good going to have to go in the ownership stays with the private firm, it's going to be very attractive if virginia can acquire the road, freeze the tolls to where they are, and then make a few other improvements, which will make the traffic flow easier, faster. >> the proposal would pay for the greenway with state revenue bonds, meaning it would not come out of virginia's transportation funds. well, not much weather in

the d.c. area, but all eyes are down to the south. >> chief meteorologist doug kammerer. >> we're still watching it switch over to snow, down around fredericksburg, spotsylvania seeing snow, and then back into portions of southern maryland mixing with snow now. i want to show you what's going on. this is called the composite. it takes radars from all around the region, but look at our radar right here. this is what you get. a big doughnut hole right around d.c. this is what we were talking about yesterday, not seeing anything nor and west of washington, it would be to the south. we're looking at stuff to the east as well. so that will be the case all night long. the atmosphere a little too dry. the storm system not bringing enough moisture down. we are seeing precipitation, temperatures have been falling over the last few hours, so once

again, we will see that changeover from rain to snow. that's why we have that winter weather advisories in effect. see that winter weather advisory, does not include the d.y. area or any part of northern portions of maryland or into west virginia. don't worry about anything for you folks. this evening, snow moving into the south, again light accumulation, that will be about it. tomorrow morning i think the bigger insuring will be right here. ice slated slick spots, to watch out for those. tomorrow temperatures slowly climbing, but that's about it. slowly climbing for sure. we'll see a high tomorrow of only about 38 degrees. it will be quite cold, a little breezy to start the day, windchill temperatures in the teens early to around 30 in the afternoon. saturday looking good, high of 47. then 45 on sunday, monday inauguration day, a high of only 36. we'll see a chance for late-day

flurries, but that's it. after today we dry out big time. not much in the way of storms. one thing that moves in, cold weather, next week. the bible that president lincoln held in his hands for his first inauguration will also be feeling the weight of p many p.m. hand on month for the second time. today the library of congress brought out the iconic artifact. you'll notice right away it is a family bible. >> reporter: but there is something monumental about this bible, with the worn cover, this is what abe ray ham linking held in his hand. just touching it 150 years later, it resonates with the full force of all that history. may i tough it? >> certainly. >> oh, my gosh, it's cuff illustrates these are the objects that pass through time

and culture. they carry that meaning with them. it has a resonance, there's electricity about it. >> reporter: it's referred to as the lincoln bible, but the curator points out that lincoln did not own this bible. it was given to him by the clerk of the supreme court for the first inaugural. so lincoln never read this bible, never made notes or an advertised any passages. for that reasons, scholars find it worthless as a sort to understand the great man, but it does tell us something about ourselves, how we honor these objects that were created by the ancestors. this book, while held for only a brief time by president lincoln, is now somehow imbued with his spirit. it has power. >> it gives us, in essence, the window for our imagination to go to that moment, the object has come to us in time.

could be a longiia27 parents are angry in oxonhill. a new high school being build on the same grounds is too small. all the students who go there won't fit inside. prince george's county bureau chief tracee wilkins shows us how this happened. >> we will stand firm and make sure it doesn't happen.
