presidential inauguration here in 2013. welcome to a special edition of news 4. i'm aaron gilchrist. i'm eun yang. it is january 21, 2013. inauguration day. the president will begin the day with a church service. he and the rest of the first family will attend the service at st. john's episcopal church. vice president joe biden and his wife jill will also be in attendance. the first family will leave for the capitol later in the morning. president obama will then be sworn in and deliver his inaugural address followed by awe luncheon at the capitol this afternoon. the parade is set to begin at 2:30 this afternoon. the inauguration day will end with a pair of inaugural balls at the convention center. >> there's one thing that will be constant from now throughout evening. that is the cold. >> that's right. >> it is bitter cold already. >> 4:01. time for weather and traffic on the 1s.

let's check in with meteorologist tom kierein. there's going to be a warmup at the swearing in ceremony. we have high clouds drifting over the metro area. it's clear south and east and farther north and west, a partly cloudy sky starting off very early on this 21st day of january. right now, it's in the upper 20s in montgomery county. in prince george's county, low 30s. right in washington, it's in the low 30s there. low 30s as well throughout much of northern virginia. upper 20s into the shenandoah valley and out into the mountains. around the bay, in the mid 30s now. we've got a gentle wind now. here's the inauguration day forecast. there's the capitol. it does look like by the time we get to the swearing in ceremony by noontime, it ought to be in the low 40s with a light northeasterly breeze. during the rest of the afternoon, the clouds will increase and the winds increasing as well, gusting to perhaps 20 miles an hour out of the southwest by mid to late afternoon. this evening, we could get snow showers and flurries.

we'll talk about that in a few minutes. stay tuned for that. we'll have frequent updates all morning long. now, let's take a look at what's going on with the traffic around the region on this inauguration morning. here's danella sealock. good morning. >> good morning. a lot of people heading to the district for the festivities today. metro is going to be your best option. streets are shut down already. metro is running out delay. will stay open today until 2:00 a.m. i-95 southbound in dale city, an accident off to the left shoulder lane. you can see a tow truck on the scene, police as well. travel lanes in that area is open and the volume is light. traveling around the beltway, no issues here. here's a live look at the wilson bridge. as you look to the american legion bridge in both directions, no accidents to report. aaron and eun, over to you. >> thank you. the roads are closed inside the district, capitol hill, d.c. >> metro just opened its doors.

taking a train may be one of the best ways to get to the mall. >> there are some stations you can't get to. mt. vernon and smithsonian archives are closed throughout the morning. president obama will be sworn in today on two bibles. one to martin luther king jr. and one to abraham lincoln. >> he may take the oath of office this morning but his second term began yesterday. >> so help you god. >> so help me god. >> thank you mr. chief justice. >> chief justice john roberts swore him in, in this private ceremony in the white house. >> by law, he has to begin on january 20th. the public ceremony will take place today. sonia sotomayor swore in the vice president yesterday. one of the big things is keeping people safe. >> there will be a no fly zone

within a 30-mile radius of the capitol. on the water, the coast guard will shut down six miles of the potomac. vehicle traffic restricted from using 150 blocks in the district. more measures, including toxic air detectors, plainclothes security officers and thousands of doses of antidotes in case of a chemical or biological attack are also on stand by. it's estimated that all the security costs about $120 million. you can expect tight security if you're heading to the national mall today to watch the president take the oath of office. >> news 4's megan mcgrath is live on the mall for us this morning. megan, good morning. >> reporter: well, good morning. we're standing here on madison street. you can see that things are rather quiet. just the press primarily down here. although there are some early birds coming early trying to get a good spot, get by the mega screens so they can see everything unfold. if you are headed to the mall, whether you have tickets or not, keep in mind, you are going to

have to pass through a security checkpoint. so plan accordingly. we're expecting hundreds of thousands of people to come and attend the inauguration later today. so it is going to take some time to move all those people through the security checkpoint. so give yourself plenty of time. you don't want to miss the big event because you're standing in line. i mentioned there are some early bird, there are people trying to get the best spots by mega trons, the jumbotrons. including sed ricedric and summ. you came from dallas. >> from dallas. >> why did you come? >> to see history. i for the second term i wanted to see. >> your first inauguration. >> correct. >> this is my wife's second naug rag. we're both excited. >> what is your plan? you're here early. >> we came with a contingency plan. take naps, watch history unfold, go to the parade and finally get

sleep, hopefully. >> you guys came prepared. you have the hand warmers, the toe warmers. >> yes. >> what do you think of this weather. you're from dallas. this is not what you do. >> we're much better in 100-degree weather. we'll do 40 degrees today. we came with hand warmers, earmuffs. i don't know what we'll do with the cool clothes when we get home. >> what have you encountered in terms much security, anything yet in. >> been pretty okay. i haven't seen anything irate. been walking smoothly. no security pretty much. lot of police. seems military. so yes. >> different. >> you were expecting that. >> yes, ma'am, i was. >> i know you have to rejoin your friends. stay warm. have a great time. >> we're starting to see a lot of police movement, we've seen military personnel in the area. right now the mall itself has not been locked down. so the security zone has not yet been set up. they're down on pennsylvania avenue primarily. i was talking to a police

officer earlier this morning. they're sort of getting that zone taken care of first. they're working their way back toward the mall. we're seeing a lot of movement. we're going to shortly, i believe, see the barricade starting to go up where they'll set up the secure perimeters. whether you have tickets or not, you have to pass through security. the public area, the nonticketed area starts fourth street and head back to the washington monument. tickets are up closer toward the main stage there. if you have tickets, there are specific gates that you have to pass through. look at your ticket, see what gate you need to go through and then make sure that you find it. we have last time around four years ago there were problems with people who were a little confused about which gate to go to. they have stood in long lines. got to the front. thought they would be able to pass through, but only to be told that they were at the wrong gate. they had to get out, go to the correct gate and start the process all over again. you don't want that to happen to you. there are folks who missed the

swearing in because they were standing in line. certainly do your homework beforehand, do your legwork, figure out where you need to go. also the tunnel, the third street tunnel will be closed to pedestrian traffic. that was a trouble spot last year as well. people will not be able to use it this year. we'll continue to follow things and let you know about the security checkpoints and the like later on in the show. reporting live from the national mall, megan mcgrath. back to you. >> thank you very much. organizers are putting the final touches on the inauguration parade lineup. >> that event should start at 2:30 this afternoon. the main route will proceed 15 blocks down pennsylvania avenue. beginning near the capitol and toward the white house. one featured float will pay tribute to the late martin luther king jr. and one featuring the tuskegee airmen. tickets are required for bleacher seats but there are spaces to stand without a ticket. >> you can also stay home and

welcome back. at 4:13. it's going to be a cold day. we're hoping for a warmup by the time the inauguration happens much let's check in with meteorologist tom kierein. >> it's going to be not too cold. it's going to be chilly by the time of the swearing in ceremony. a few streaks of high cloudiness over northern virginia, the district and much of maryland. clear skies over the mountains and south and east of the metro area. right now temperatures around the region are generally right near or little bit below freezing in the suburbs and rural areas. right in washington in the mid 30s and low 30s southern maryland and the northern neck. here's the inauguration day forecast on the mall if you're going to be there.

by 8:00 a.m., should be in the mid 30s and partly cloudy with a light wind. the wind will be increasing during the afternoon. by the swearing in, we might have a mostly cloudy sky, a little sun peeking through. upper 40s by mid afternoon. after that, we'll get chilly tonight. may be passing snow showers between 6:00 p.m. and 10:00 p.m. then we clear out. we mentioned that metro just opened its doors 14 minutes ago. taking the train might be one. best ways to get to the mall. metro stations will be very busy. adam tus is on the orange line checking out the crowds there. adam, good morning. >> hey, eun and aaron. metro opened at 4:00 a.m. people are trickling in. there was a line here not too long ago. but that line has gone into the station. people getting on the trains. as the day goes on, you should definitely expect the traffic to pick up here on metro. we took a look at some of the

metro stations that are closed today. the mt. vernon square, archives station are closed. a couple of stations, federal triangl triangle. here's an important tip. make sure there's enough value on your smart trip card or paper fare card so you don't have to wait, you can zip through without stopping. once you're on the train, see if you can get where you want to go without transferring lines. that will cut down on time and having to deal with extra crowds and if you're parking at a metro station, keep it here. you pay for parking as you exit the station with a credit card or your smart trip card. people continuing to funnel in here. metro will be busy today. we'll keep you moving. reporting live at the vienna metro station, adam tuss, news 4. >> adam, thank you. it's 4:15. want to get a look at the other roads in the area.

the champagne was popping, music blaring and people grooving at last night's virginia inaugural ball at the west inin arlington. the excitement was still there. the event was full of supporters and state lawmakers who celebrated the inauguration long into the night. >> not to be outdone, people at maryland's inaugural ball partied at the gaylord national hotel at national harbor, governor martin o'malley joined supporters for dinner, drinks and dancing there. many were a little distracted. they had the ravens game on, as you might expect. people also celebrated their team's win into the super bowl with their victory over the new england patriots. >> i wanted to stay up for that game, but i knew i had to be here this morning.

i heard all about it. >> the official two inaugural balls are tonight here in d.c. but last night's events were not the only ones. >> there was a celebration for the official swearing in yesterday. the obamas and the bide ens attended at the national building museum. it came hours after president obama and vice president biden took their official oaths of office. the constitution says a president's new term must start january 20th. the president wanted to save his good lines for today's address in front of the capitol but he made one comment about the first lady. >> i love michelle obama. and to address the most significant event of this weekend, i love her bangs. >> he's a smart man. the president went on to thank his supporters and said the celebration is not one for him but for the country and its future. president obama made headlines when he started using d.c.

license plates for his presidential limousine. >> now mayor vincent gray is using inauguration to bring attention to d.c. statehood. gray spoke at the martin luther king jr. memorial yesterday. he called it the hypocrisy of democracy. he said you can't talk about it without having it in the nation's capitol. when we can't approve our own budget even though it's our money, had our local laws have to go through the congress for approval and we fervently believe we ought to be the 51st state in america. >> a white house spokesman says now that president obama has lived in d.c. for four years, he sees how unfair it is for families in the district to pay taxes but not have a vote in congress. thousands of extra law enforcement officers are on duty for inauguration events. >> they got their marching orders within the last 24 hours.

>> professionally and impartial at this. >> hundreds of police officers traveled to d.c. and were sworn in as deputy u.s. marshals. this was a ceremony at american university's bender arena yesterday. they also got a security briefing and reminders on what to look out for in the crowds. extra officers also arrived in town this weekend to help metro transit police patrol it trains and bus lines. we're watching several developing stories not related to the inauguration. >> it's 4:22. pat lawson muse is in the news 4 studios with more on the stories. good morning. >> good morning, eun and aaron. >> fire investigators are still trying to figure out what caused a house fire that sent a man to the hospital. it broke out in the 6600 block of 24th place near the anacostia river. firefighters arrived at the home to find a man on the front lawn complaining about chest pains. crews rescued several animals from that house. they believe the fire started in

the basement. there were no other injuries. investigators are trying to figure out what caused a plane to blow four tires as it landed at the newark airport. it veered off the runway and on to the taxiway last night. eight passengers and five crew members were on board. no one was hurt. the passengers were evacuated and they were bused to the terminal. and it is going to be a family rue union at the super bowl in two weeks thanks to two incredible championship games. >> intercepted in the end zone. gary williams ices and baltimore is heading to new orleans. >> coach john harbaugh and the ravens took down the perennial favorite new england patriots 28-13. baltimore trailed at the half but scored 21 unanswered points to close out the game. it's their first trip to the super bowl since they won it 12 years ago.

on the other sideline in new orleans will be john's brother jim harbaugh. his team, the san francisco 49ers mounted an historic comeback to beat the atlanta falcons 28-24. it's their first trip to the title game since 1995 and it marks the first time in nfl history that two head coaching brothers will face off for the nfl's crown jewel. going to be a family affair in new orleans. >> indeed. eun and aaron. >> can i just tell you that my second grader, the only question he wanted to know, who does his mom root for, the har-bowl, the brothers. >> great question. >> i said both teams. >> thanks, pat. want one more look at our forecast this half hour. 36 chilly degrees where we are. tom, how cold is it going to stay or is it going to warm up? how much. >> it's not going to be unreasonably cold for the swearing in ceremony. for those gathering on the mall, a few high clouds are streaking

over. temperatures around most of the region are generally are above the freezing mark in washington. nearby suburbs are near freezingment rural areas in the 20s. for the ceremony, railroads in the low, maybe mid 40s by noontime. upper 40s by mid-afternoon. winds will be increasing. by late in the afternoon, ought to be seeing gust up to 20 miles an hour out of southwest as people begin to disburse from the mall. this evening, maybe many will be heading back home. there could be snow showers moving quickly on through that might leave a dusting in some areas. 6:00 p.m. to 10:00 p.m. that that chance a occurs. then windy and cold weather for tuesday and wednesday. only in the teens to near 20 degrees and highs only in the 20s all the way into thursday and friday. not much of a warmup over the weekend. on friday, could get a combination of some sleet and snow. stay tuned. we'll keep you posted on that. back in ten minutes.

with a look at how things are going. >> not bad. running smoothly at the new carrollton station. they opened about 3:45, they opened the gates for some  passengers. you can see the line on the platform. not too much of a crowd. there was a little bit of a line early this morning. as you can imagine, they had two trains waiting on the platform to take off as soon as the folks got up and got their tickets. i did talk to a couple people, folks from indiana and ohio, as far as nevada. a lot of people coming from all around the country here to use the metro. you heard adam tuss say earlier, make sure you have enough money on your smart cards. as of right now here at the new carrollton station, all is well. two trains are running every 10 to 15 minutes. they don't expect that to change unless they get overwhelmed with passenge passengers. >> tony tull, thanks so much. live in new carrollton. it is 4:27 on this inauguration
